Concerned about a political backlash from struggling homeowners, Mayor Daley tried Tuesday to portray a $43 million property tax increase for Chicago Public Schools as an “abatement.”
That’s because his handpicked school officials wanted to raise property taxes by the maximum allowed by the property tax cap, as they have for 11 of the 14 years since Daley’s school takeover.
Instead, the mayor demanded that they cut the increase in half.
So since he's only screwing you half as hard, that's an "abatement." And note that the schools have asked for the maximum increase in 11 of 14 years. What have we received for the taxpayers largesse? One of the worst educational systems in the world with crumbling infrastructure that bleeds money like a stuck pig. And teachers who receive pay raises regardless of the product turned out. At least the police have been reducing crime according to the statistics the City releases - where's our raise?

There was a meeting at Lane Tech this evening. Gene Schulter (sp?) and Houligan (yeah, that's right) from the county assessor's office were there along with other politicos talking about challenging your property tax assessment.
They must really be getting ready to stick it up our asses this time. It sounds really bad. Check your taxes, check others for comparison and file your appeal. If not, get ready to pay the thieves more than ever before.

If the Mayor turned over the TIF slush fund money over to the taxing bodies instead of using for his pet projects we would not face a property tax increase!
But we need more planters in the street downtown, we need additional Millenium Park art work, we need to pass money out to his relatives and friends without oversight that is why the Mayor continues to hoard the TIF funds for himself.

The only new school was the college prep on kedzie and foster and that was built by CHICO for his kids, And unless your from the west side your not getting in. We asked our own Alderman Allen when can we expect a new school and he laughed and told us nothing is slated for the next 25 years for the northwest side and you call this our fair share taxing body!

OT: My wife was approached by an M1 down in Lincoln Park in the early afternoon last wednesday, near School and Lincoln. "Gimme your money!" He said to her, and she told him to get the fuck away from her (loudly). Apparently a dollar bill had worked itself loose and the corner was sticking out of the pocket of her purse. He then says, "come on, gimme dat dolla. I can see it. I knows you has it. I ain't gonna leave you alone til you give it to me." So she threw it at him, and ran the other way. Just as this happened, she noticed another woman across the street walking alone, with her gym bag over her shoulder. Guess where the guy went after he picked up the dollar? To go harass the other white woman, of course!
Since I'm not a cop and my wife isn't either, we're disarmed law-abiding citizens. I have half the mind to go out today and pick up a little Kel-Tec for her to keep in her purse, but instead will probably opt for some FOX pepper spray.

If you ever get a chance, go to the School Booard HQ. I had to go there for some paperwork. This will really open your eyes. Tons of highly paid folks doing nothing, conference rooms with managment types reading the papers, having coffee, or just sleeping.
I have a friend wife in NYC who works for thier version of this and she says the Chicago system is over in managment by at least 50%.
Actually, this sounds a lot like the rest of city government too.

I don't think it should be a police raise vs. teacher's raise type issue here. As a cop married to a teacher, I see daily how much time away from school (hours) they spend preparing for classes. The issues are the same in the schools as they are on the street. No parental involvement and too much bureaucracy to start with. I agree more money will not solve the problem but do not agree teachers are the problem. If little Johnny does no homework, even after momma has been notified, if little Johnny sleeps in class when he shows up, when there are 35 other students in the class, there's only so much that can be done.

There is so much lack of/mis-information being reported both in/on Blogs and in the Chicago area media. The only reporter in Chicago writing anything worth reading today is Ben Javorsky in the Chicago Reader. The TIF funds, which I have received an email from Bill Vaselopulos Tax Extension and Accounting Manager
Office of the Cook County Clerk, will release its total amount collected for 2008 sometime in the fall after the 2nd installment of property taxes have been received, according to the email. By going to the Cook County Clerks website you will be able to view the total dollar amount TIF's have collected (siphoned) since 2005. Reader's will also be able to backdate to find other year's total's but will not need too since 3 years is eye opening enough. Ask the head of your pension fund how your fund's request for a tax levy is payable to the fund i.e.; are the tax levies figured on the total tax base before TIF funds are redirected or are the TIF fund's redirected and then the tax levy the pension fund(s)request figured as the remaining amount of tax base? Then see if you can get the same answer from anybody on the pension board.
For your readers who won’t go to either the Reader's website or the County Clerk's here are a couple of stat's:
2005 Tax base: $59,304,530,189.00 to TIF fund; $386,502,771.48
2006 Tax base: $69,517,263,922.00 to TIF fund: $500,369,348.47
2007 Tax base: $73,651,157,702.00 to TIF fund: $555,310,568.39
( yes those are BILLIONS)
The tax base is how much “real” property value there is in the City of Chicago. The problem lie’s as to how much of that “real” tax base is frozen for 23 years in TIF districts. As the numbers show in 2005 it was $ 386 Million, 2006 $ 500 million, 2007 $550 million that should have gone into the taxing bodies that requested Tax levies.
If anyone remembers the headlines from each of those 3 years the City’s Budget shortfall is EXACTLY the same amount the TIF fund collected. I can deduct that 2008’s TIF fund may be in the neighborhood of well over the budget shortfall of $521 million. And the CPS wants a tax INCREASE. Where is all the money Mayor CHUCKY?

Last weekend, temps were in the 90"s. Lallapalooza, Billiken, ABLA reunion, Robbery watch in Lincoln Park, shit happening everywhere. Only 5 Homicides between Friday morning and Monday morning citywide. That's an incredibly low number, and a testament to hard work by everyone. I've checked the emails, the AMFN, the CO Book, the newspapers, and the new official blog. No thanks or words of encouragement anywhere from our leader. What a shame. Sounds like there was some fall out from the Reader story about the TIF money, that could have gone to the schools, being spent elsewhere. Tried and true formula -Taxpayers expected to make up this difference too.
Examine some of those school contracts, the bureaucracy and get back to the basics. Public education that teaches its citizens to read, write and reason in elementary school and beyond underlies the success of this great nation. These people can adapt and problem solve for themselves and in groups without the "elites" telling them what they should think and what is good for them.
How far we have come from those original ideals especially here in Chicago.

There you will find a 10 minute audio recording of a car-to-car narcotic's investigation complete with lewd and racially-originated terminology as well as someone referring to a suspect "CATCHING a Delivery".
This has the potential to be REALLY ugly, whether it's a portion of a leaked investigation by the Feds/IAD or some hi-tech dope boys looking to ruin a copper financially, by imprisonment or both.

The union says State Police management positions have swelled since the 1990s. It estimated that the state could save $1 million to $7 million annually through "the reduction of patronage ranks, elimination of redundant positions, or the downgrading of certain positions."

Off Subject for a second, A nitwit walked into a Janesville, Wisc. bar with a bandana on his face and announced a robbery, The big crowd of off duty coppers slapped him around and had him pinched for disorderly conduct. Look at the TIFs. Regardless of how you feel about schools, they (along with libraries, parks, etc.) would be in much better shape if TIFs hadn't been siphoning off $$ for years. My property taxes went up $500.00 on the second installment for 2007 and of course, stayed on the first installment for 2008. The value of the property went down during that time span. I can't wait to see the second installment for 2008!!!!!!

At the recent star ceremony at headquarters this week, Hizzoner was overheard talking to O'Keefe. Da Mayor was very upset when he saw the public coming into the building to get copies of reports on the southeast side of the building during the ceremony. He was shocked that the public is allowed to enter the building which is supposed to be "secure." O'Keefe immediately ordered that the unit be moved to another location.
Wait til he finds out that the sex offenders also have to go into the building to register!
Just stop the nonsense busing. It solves nothing. Only taking students from nearby schools and sending them to far away schools.
If you kept all the unnecessary money spent on this foolish waste of time and effort, the Chicago Public School System would be in the black with no tax increase of any kind needed.

Reminds me of something from 40 years ago. Anybody remember the old G&W Grill on Clark St. by 18. ONe time a guy starts up in there, he wasn't robbing the place, just giving everyone hell. Uniformed, guys wearing civvie jackets over their shirts, plain clothes.B, the owner who everyone likes is getting more pissed and more pissed at this guy and all the coppers ignoring the guy or telling him off but more or less just enjoying the show, he finally grabs a knife and chases the guy out the front door. B the owner comes back in and everyone is clapping and he keeps saying how someone should have shot the guy and everyone is whooping it up. The guy comes back in about two minutes later. B the owner is getting more pissed at everyone.
Finally one old-timer gets up, saps him out cold, and then sits back down and finishes his breakfast like nothing even happened. Everyone is pissed at him because the guy was funny as hell.
God the old days were fun.
Just listened to that You Tube recording and sad to say that the conversations CAN (and undoubtedly will) be used against those coppers when the bottom-feeding lawyers get it all put together. Conversations gathered from over-the-air intercepted radios (police, fire, private walkie-talkies etc) are fair game. Plus, the coppers can be heard calling each other by first name; talk about putting your head on the chopping block. It wont be hard at all to tie these words to any written reports, court testimonies, civil suits, etc. I hope that it's just lawyers and scumbags that have this shit - not the "G".

The tax monies going into the TIF'S are not based on an increase in the tax rate, but, rather, on the increased tax amounts imposed upon the real property owners based upon the increase in the 'fair market value' said real properties are assessed as being valued, with the tax rate remaining the same.
Even when an individual real property owner's assessed value decreases, the total amount of taxes required to be collected, to cover the total amount of each governmental agency's requested budgetary amounts for the year in question, determines the general tax rate imposed, said tax rate being used to determine each individual real property owner's tax burden per their real property's assessed value(s).
Thus, the assessed value of your real property can decrease, but, as it does, the tax rate will increase, presuming that the total requested amounts of tax revenues remain the same, or increase.
As more real property assessed value's decrease, and, as the total amount of requested tax revenues remains the same, or increases, the tax rate will be raised and you, the owner of real property, will be paying the same, or a greater, amount of taxes on your real property.
The only thing that will ever reduce your property taxes is the significant reduction of the total amount of tax revenues requested by all governmental agencies funded by said revenues.

If your property value and thus assessed valuation goes down they just increase the multiplier so that the taxes do not go down by the same percentage, they get theirs, don't worry.
Or Daley can always create another TIF. To paraphrase Al Capone, when a guy robs a gas station, he goes to prison and it is called robbery. When a politician creates a TIF and robs all the people it is called good government by the Daley administration (aka Daley Crime Family)

OT: My wife was approached by an M1 down in Lincoln Park in the early afternoon last wednesday, near School and Lincoln. "Gimme your money!" Since I'm not a cop and my wife isn't either, we're disarmed law-abiding citizens. I have half the mind to go out today and pick up a little Kel-Tec for her to keep in her purse, but instead will probably opt for some FOX pepper spray.
Really, what else can we do? Captains are closer to royalty, exempts are royalty. Leadership by example has yet to find it's way as a supervisory concept to the Chicago Police Department. It is do as I say, do what the supervisors do and you get written up.

Last election is was something like 28% of the voters actually came out to vote. Of that, 80% voted for Daley. That is only 22.5% of all the registered voters who voted for Daley.
The other 72%, who could have influenced the election if there was someone worth voting for, stayed home or got their latte and went to work.
Don't blame the 22.5% who voted for Daley, blame the 72% who don't bother to vote at all.

My kids are all out of school now, but when they were young and then later on in high school, I was paying more in tuition every month than my mortgage and car payments combined. Felt like I was drowning. But I couldn't send them to CPS, even though I was and still am paying high taxes to support those worthless schools. Can't wait to retire.

I have read these comments and was most interested in the schools. Whoever wrote about schools on the North and Northwest side failed to mention Mather. Mather was the last school built in that area of the City and they are celebrating it's 50th anniversary this fall. Northside Prep was built for the sole purpose of taking in city bosses children.( If you were one of these God bless you.) That area of the city is serviced by Von Steuben high school which is also a grammar school. The area of Von Steuben is small so how did they justify this school in any case. Maybe they should turn Von Steuben back into a high school only. Mather on the other hand has reached out to all alumni for the past 50 yrs asking them to donate money to fix the school. It would be a cold day in hell before I would put my own money into any cps since I had to send my kids to private schools. There was a time that are parents worked hard to live in a better area so they could send their children to good schools. Now we work hard so we can live in a somewhat decent area and we still have to send our children to private schools. By the way Chico sent his first child to Northside College Prep and thought so highly of it he sent his second child to private school.

I don't think that is far from the truth at all. How would you convince a judge to grant a warrant. What is said on our analog radios is open and can be heard by anyone with a scanner.
Watch that documentary on the I.D. Investigation Discovery cable channel on how the Feds got that ring of bad cops in New Orleans who guarded massive drug shipments and had several murders. Their radios were monitored and toward the end it was all tapping their cell phones. They even set it up so news from one bad guy (these were not really cops but thugs in uniform) would be leaked then discussed between them.

This was done to give them a raise (also lieutenants and sergeants) WITHOUT engaging the ME-TOO clause with the Fire Department. Their equivilant ranks ARE members of their union (I.A.F.F. Local 2) so it would cause a big hassle.
So study for promotion exams.
Other way of getting us money, like Duty Availablity and extra Uniform Allowanes at contract signings are so that the city does not have to give the same thing to Fire Fighters.

The supervior's unions were going to be F.O.P. Lodge 7A as in Adam.
We were planning a coperative effort, united front share the same offices and lawyers and have a similar arrangement to what the firefighters have who have thier ranks up to Batalion Chief in their union.
But the package were offered was poison, pay dues but no votes on the board, no legal representation. It was for shit.
Daley and Deneen did not want to have 1,300 people in that union that were not under their thumb.
Your right there divide and conquer and that is still true today.
If you think F.O.P. is doing a good job now stay with them. If not, wait until AFTER this contract is signed (if ever) and start looking for something else like P.B.&P.A., or the Teamsters.

Von Steuben also houses Albany Park Academy, which is a middle school.

Supposedly, under current Taft principal Dr. Arthur Tarvadian (1999-present), Taft is a neighborhood school.
Taft was declining way before September 1977 (, when citywide busing began). A "regular" White school might have newer textbooks and labs, but it's really not much different than regular Black and regular Hispanic schools. If "you" want Taft in the top ten, then make it a magnet school or something better than "regular".
