Can This Happen?

Someone want to expound on the likelihood of this occurring?
  • The Captains and Lieutenants have negotiated "vouchers" for some equipment items. The voucher provision is contingent on "available money," and we all know how Shortshanks hides cash.
  • These "vouchers" will be negotiated and altered in following contracts with an eye toward eliminating the Uniform Allowances.
Is this the "$2 for health care" all over again that eats up half of our projected raises every single contract? Have the Captains and Lieutenants Unions sown the seeds of destruction for Uniform Allowances?

OT: Spoke to an R-Man the other day as I was gassing up. I was driving an old POS pool squad and the R-Man was also driving a fully marked and lighted (sp?) squad car! WTF we have a hard enough time finding a pool car now and the R-Man is driving a squad car!!!

I thought it was against the general orders for any sworn officer not in uniform to drive a marked squad car, now you have an unarmed civilian driving a marked squad? R-Man said he has been told by his bosses (just as senseless as ours) that if flagged down he must stop and radio in any “problems”. What’s the city’s liability on that if the R-Man is hurt? Not to mention the public’s safety of flagging down an officer in the middle of some shit only to find out he stopped a repairman. Is this a trick on the public to see more “police” on the street?

They were assured that this was only for specific first issue items only, leaving the uniform allowance intact. It would be for example a new style of hat, or new body armor.

Don't blame the Captains or Lieutenants, this is supposed to be a plus not a minus.

Did Shortshanks lie? Will we have a uniform commissary system? Will the clout heavy uniform store robbers get screwed like they have been screwing us for generations?

You also must realize that the whole contract fiasco, or fiascos, the city is playing the "unions' like a bunch of trained dogs in a circus. They use $500 an hour lawyers and what do we have, Joe because he's a good guy who goes to meetings and a friend of Bob.

The two year and counting delay is part of their plan because it is all to the city's benefit. They keep the money, the interest and they keep us dissatisfied and finally willing to take shit to get the almighty "RETRO CHECK"!

So uniform vouchers, it's all part of the city's plan.

WE need to march, but not around City Hall, we need to march door to door to act in the next elections. We need to expose these pricks. We need to get our people registered and out to vote.

We need to make them FEAR US!

I certainly would love the voucher program, but with the "based on monies avail", they can stuff it.

Because I would be getting a new vest, vest cover, rain coat, refer, and wools, about every 3 months (the life expectancy of these items) i would be getting new a sweater, cargos, shorts, and shirts. Hell, do it just like the CFD, trade old for new.

Plus, I'd love to see what else it covers, like ammo, magazines, leather goods, range time, etc.

Then the city can SEE how we just become such "spend-thrifts" with our uniform allowances. Because if you look around, there are a lot more people with current uniform items than there are with raggedy-ass uniforms.

AND perhaps it might make sense to offer it to Captains and Lieutenants, how many of them are there -vs- blue shirts.

It would be a win for the city on that one.

Just a warning. Give up nothing in your contract!!! Go without a raise for a couple years but don't give Dick a thing!
Us at oec have in the last 4 yrs have given up "lost" our seniority rights, our retro checks and as of last week on an already ratified contract lost all of our holidays and can no longer get paid cash for ot or holidays only comp! We are mandated to work ot for comp. Comp that is never approved even when slips have been turned in months in advanced. Don't be lured by a few bucks raise, to give up your medical or insurance or anything for that matter you will never get it back. The city has us over a barrel in the barganing unit we are in with animal control, crossing guards, detention aids etc and they were told if they didnt sign off on the last contract that they would be fired. Goodbye retro check sacraficed in good faith to keep our city worker brethen with food on their tables. Cpd at least you only have you to blame on contract signing. I repeat DO NOT GIVE THEM A THING!

Chicagosergeants.org has a link to the City's offer. Page 19 covers uniform allowance, and the reference to "voucher" is for items that are not already possessed. I can only assume that means that for a new requirement in uniforms or equipment, the city would issue you a voucher instead of having to purchase the item themselves, then having to issue it to you. For example, us old-timers can remember the new issue of flashlights, pepper spray, etc. It appears that the City no longer wants to be the middleman.

The policy group doesn't like the sloppy appearance of the troops and "knows' they use the uniform allowance for things other than uniforms...my bad.
AND, the politically connected suppliers for "approved" uniforms here in town don't like the internet, what with realistic prices and all. They have grown quite accustomed to ass pounding the troops, the vouchers will only be good at their stores. Make no mistake, our own are selling us out on this one. What you see on page 19 of the proposal is yet another scam method for the city to get out of paying uniform allowances, pure and simple.

Notice how they just couldn't make the language simple and unambiguous to leave no doubt, but rather they deliberately make two contradictory paragraphs that in the latter appear as though there is an out for the city to use to their benefit. Read ""Subject to available funding, during calendar year 2009 and each calendar year
thereafter, the Employer shall issue to each Sergeant a voucher that shall be used to purchase
uniforms AND...""

If you read it quickly, it would appear that it means that they only get a voucher for new issue stuff like a mandatory rifle or other some such bullshit.

BUT, and this is where the city will attempt to shit on everyone, that same sentence can also be used by the city to say that they MEANT it to mean the following:

Subject to available funding, during calendar year 2009 and each calendar year
thereafter, the Employer shall issue to each Sergeant a voucher that shall be used to purchase
uniforms... AND ALSO mandatory uniform changes.

Rest assured the city will attempt to claim this paragraph states the above and that's what they meant when they wrote it, rather than a sentence to benefit anyone else.

This is typical horseshit legal bullshit and it's deliberately written vaguely so it can be used against those it was written for.

Now we have special patrol units with niffty sounding names that get NO benefits. And what happens? Hundreds of coppers sell out their bretheren and let the city shift man-power with no contractual restrictions. And what do they get for this betrayal? Nothing more than a made-up title.

Very sad. It will continue. Things will get worse. And you have no one to blame but yourselves for the weakness of your "union."

The only solution is that anyone who abandons the contract by leaving a district or an area for ANY SPECIAL UNIT is tossed from the FOP and must negotiate their own contract.

Until that happens you will continue to lose benefits until you have no more to lose.

Does this go for crossing guard supervisors (also civilians) driving a marked squad car which is better than the POS pool car that I get to drive. Beat cars are down because of no car and can't use the crossing guards car even if she is not using it.

According to the City's proposal as posted on the Sgts Association website, the City is proposing to increase Sgts' uniform allowance to $1,800/year and also issue vouchers for uniforms & equipment. As hard to believe as it is, this proposal does not look like an attempt to take something away from the Sgts, but rather to supplement the uniform allowance with vouchers. Any ideas what's really going on here?

A. Beginning in 1999, each Sergeant shall receive a uniform allowance of $1200.00
per year payable in three (3) installments of $300.00 on February 1 and August 1 and $600.00

Spoke with a firefighter today who stated that the city is trying to merge all city unions into a 'consortium' dealing with only medical contractual matters.

how will it work, each union will get a set number of votes representing their union...so when medical policies re police need to be voted on, ALL UNIONS DECIDE TOGETHER; ETC.

this is being negotiated since last year...why are police so in the dark?

UNACCEPTABLE that electricians, carpenters, street & sans will have a vote affecting police or fire. you can already see the city manipulating votes like they did for the capt/lt contracts.

UNREAL...how do we differ from socialism.

The city never HAD the Mag-Light, and I go as far back as having a Kel-Light. There was no standard flashlight, there was no order that required cops to have a light...period. I knew cops who would not carry a flashlight of any kind. So to demand that cops carry a light, it had to be standardized and it had to be purchased by the city.

Now instead of buying, storing, shipping, handing out lights (or any other new thing that might come along) the city may use vouchers, or some day a commissary system.

Also, if you were to look in publications like POLICE Magazine, the current CPD uniform is only a couple of steps above that of the Keystone Cops. There may be major uniform changes coming. Some of them may actually be good. Now do you want to hand out cash and tell a bunch of (fill in the blank)s to go and buy something when tuition and vacation bills are due or should the city hand out vouchers.

P.S. Another reason we got the Streamlights was the order that they were not to be used as weapons. But in a real fight....

You have to admit, if you are honest, that very few ever spend anything close to the allowance for uniforms. The fire department has been on vouchers for years, it was only a matter of time. Hopefully, there will be some changes where most of us wear the same uniform.

I have not worked under a really decent Sgt, Lt, Capt, or Cmdr for over ten years. The brass above them are expected to be all about the good of the corporation and kiss Shortshanks ass. But the lower management I speak of are all about themselves and don't give a rats-ass about the men and women in blue who put it on the line every day. Management wonders why moral is in the gutter? They all need to look in the mirror. What was once the greatest police department in the world is now an embarrassment. I'm just holding out for a couple of years and getting the fuck out of this festering city. God help anyone with more than 5 years till retirement. You have a very long, uphill journey.

Most Lt's & Capt's will never see another promotion before they leave this job so it will not effrect them. Also they don't go thru clothes like thP.O's on the street. I know a capt who hasn't had to buy anything for the last 7 yrs except when he got promoted from Lt to Capt. So losing Uniform money won't hurt them either.

as to the uniform change, my family has a combined over 100 years of service to this police department. change the uniform you say! this uniform and demands respect. go out of town and you may see a hat band hanging in a car (not mine). i think you must have grown uo in the suburbs. learn the respect of this police department, and its uniform if you dont like go back to the suburbs.

We have mandated overtime now. Old days if they needed 8 bodies, reverse seniority, now they rotate it so if I have 13 yrs on the job I have to stay Saturday night while some new kid goes home on time. If I refuse automatic cr #.
Same thing goes for signing up for ot. Highest number got the opportunity for the premium pay. Now they rotate it.
All of this stems from mismanagement and incompetent bosses, not hiring enough. Using manpower shortage as an excuse for the last 9 yrs.

If a watch commander holds roll call inspection he is considered to be an ass. Officers show up with dirty and torn uniforms. You look down the ranks and officers are wearing 10 different variations of their uniforms and have blue tooth in their ear.Thgis has turned out to be the slopiest looking department of any city that I have traveled to. Then ask them to do some work? You must be kidding. The promotional exams are fair and people can get promoted, just study. The merit picks get all of the best assignments and promotions to exempt. That is the problem. Have some pride in yourself and in the Chicago Police Department and its history.

Many of the Lieutenants voted for the Contract as it stands because they felt that if they went to arbitration they would loose salary raises that the me-too clause would bring.

They also voted, mostly the late 40s to early 50s in the group for the 55 and out medical insurance. The other factors such as recorded IAD statements, alcohol testing, uniform vouchers were felt to be inevitable, other departments have them, and the city would win that in arbitration.

The divide and conquer, strategy, when John Deneen and FOP sold out the supervisors to Richie is still working.

Stay safe, if you work for a good boss, be a little grateful, and learn, because they will be even rarer in the years to come.
