J-Fed Warms Up the Bus

Allegations are starting to fly around that there was a squad car at or around the corner from the recent Fenger beating and officers took no action. Here's the relevant portion of the Sun Times article:
  • Weis said that his department also plans to investigate a complaint that the first police officers arriving at the scene of the beating didn't intervene in the brawl.

    "But keep in mind, you had large-scale civil unrest," Weis said. "You had many fights breaking out in many locations."

    Weis said those first arriving officers called for back-up within "seconds" of arriving.

Maybe those first two paragraphs should be reversed? It was for all intents and purposes a riot. And a single 10-99 unit isn't going to stop a riot, or many "mini-melees" which is what we see on the tape. All you can do is call for back up and wait for the cavalry to fly in. And therein lies J-Fed's problem.

He's never had to deal with what is all too commonplace on that video - a highly volatile situation involving dozens of combatants in different states of armed and unarmed conflict. Officers have one single obligation and that is to go home safe at the end of their shift with the same number of limbs and unbroken bones that they started the shift with. It's unfortunate that it doesn't happen all the time, but the law doesn't say we have to needlessly disregard our own safety and throw away our well being to no purpose.

Do we on occasion do just that? Yes. Most of us came on this job with a sense of a higher purpose and in being of that caliber, we do sometimes disregard our own personal safety for the well being of others, even for an ungrateful public. That's who we are. The State even gives us the awesome responsibility to occasionally take a life within certain narrow parameters. But we aren't obligated to exercise any of those powers.

An officer arriving on the scene of that video, and we highly doubt that there was since this all took place a few blocks from Fenger, but if there was an officer on that block, he or she did exactly the correct thing in staying out of it until such time as the number of officers arriving made it appropriate and safe to take police action.

These kids were ready and able to kill, and did in fact kill a fellow combatant. With a board. Now what if a 10-99 unit arrived and got jumped from behind or blindsided by this mob? We saw what happened to Officer Cole following a traffic accident. We'd be looking at an officer losing their wallet, star and gun at the minimum, their health or life at the worst. And to what end?

Now imagine if that same 10-99 unit came upon that scene and lawfully and justifiably shot and killed one or more of the board wielding assailants? The news reports tell us a board is a deadly weapon. The evidence of such is lying on a slab at the morgue. And Illinois State Law and General Order says we can kill in defense of life. So the arriving officer shoots from the vantage point of the camera into the backs of people chasing and beating other people with boards. The backs of juvenile offenders who just killed one person. Would you want to be Monday morning quarterbacked by the community, the reverends, our own J-Fed who has shown no compunction when it comes to throwing officers under the bus.

Sorry. Ain't going to happen. Not in these times. Maybe years ago, but not now. Maybe never again either. Wait for backup. Observe and report. Welcome to the new age of policing. Hope you enjoy your stay.

Know your history or we are doomed to repeat it. In 1970 an Officer lost his life 10-99. This incident and many like it created the unions 10-4 unit. Don't ever feel as a 10-99 unit you are required to risk your life. Fuck this city and thier lack of concern for your safety. Your family comes first. The savages should be way down on your list.

Typical Daley ploy, let the statute of limitations run its course, before any Federal charges come about.

Why don't the Feds use R.I.C.O.? They could go back up to 30 years and wrap all of this up in a flash, indictments galore.

Sources familiar with the situation said Morales has been gone so long it's most probable that the statute of limitations would have expired on any wrongdoing he may still know about.

But other sources have said he could point a finger at some officials who still hold jobs under Daley, and perhaps provide investigators with new paths.

Morales was arrested in Mexico in 2007 after federal prosecutors indicted him in 2006 on an old drug-trafficking charge. That case originally had been dropped when Morales pleaded guilty in the Silver Shovel case and was sentenced to 59 months in prison after agreeing to testify against city officials, including a Transportation Department official named Anthony Pucillo.

Morales once told a grand jury that he had won sewer contracts for his business by bribing Pucillo.

Pucillo, through a lawyer, has denied wrongdoing. Daley has said Morales' statements were merely unproven allegations. Pucillo once ran a pro-Daley campaign group.

In an interview in Mexico five years ago, Morales said he fled because someone told him at gunpoint that he should not help prosecutors.

There was a car on the scene when this was going on. The Officer gets out, and gives the kid with the 2x4 a few cracks. Well deserved, might I add. Now, the savage with the 2x4 hasn’t hit anyone YET, but the Officer having some knowledge of the street, and what it takes to keep these savages in line, administers a tune up. These actions of the Officer are now on You-tube, just like the original incident. You KNOW that the “community” and “Queen shithead” are going to protest, cause a riot, and demand that Officers head. The Media is going to run that tape over, and over and over, just like any other thing that can portrays us in a negative light. Heaven forbid that Contract negations, or an impending vote for “Da Limpiks” would have anything to do with it.

I can hear the cries from the “community” now: “Dat boy wasn’t finna hurt no one, he wass finna tryin to get da others away from dat hurt kid.” “Da polices aint ‘posta do dat bogus shit.”

How many of us are willing to bet, Judas-fed would have your ass waiting in the next court call at Federal Court sweating a “Civil Rights beef” just like he did Officer Cozzi! Any takers? Ask Bill how Louisiana is treating him right about now. Ask his family what they are going through. Then ask yourself one small but extremely important question:

Actually, the law says that except for a very limited set of circumstances, police have no duty to protect individuals. Unless the individual has a "special relationship" with police (in custody, registered informant, etc.):

1. Police have no legal duty to protect individuals.

2. Police have no legal liability when they fail to protect individuals.

3. 99% of the time, police have no physical ability to protect individuals.

It sounds absolutely in keeping with the character of Weis to begin blaming the officer on the scene for this. Soon enough Weis might even refer the incident to his good pal, SAIC Grant over at the FBI to see if there are any egregious civil rights violations committed by that officer.

All the better to get that officer indicted for Federal Civil Rights violations and thus deflect the blame for allowing the Department to get to over 1,000 officers short of budgeted strength.

Yup, maybe it was that officer's fault for not wading into the riot and separating those combatants himself. Of course, we know that if it were a gun battle and there were two armed FBI agents present that the preferred response by the FBI would be to run like hell and then call for backup. The FBI is good at running from gun fights.

The FBI is also good at indicting CPD officers and getting them sent to Federal prisons down in Louisiana.

If I were among the first officers on the scene at Fenger I would lawyer up right away. It couldn't hurt.

Another lesson learned, don't be the first to arrive at a riot. If you are and you don't go headfirst into the riot, alone, you risk becoming the latest Weis scapegoat. Better to stop for coffee first.

What the public doesn't realize is that this is how many of the high schools on the south and west sides look at dismissal EVERY. SINGLE. DAY. They come out and just fight. Girls fight girls. Boys fight boys. Girls fight boys. Boys fight girls.

Go to Marshall. Go to Orr. Go to one of the "military" schools, which people think are "above" all this. Their students do this crap, too. Watch. It's like a school of fish. Fights breaking out all over. Police move toward one area, the whole mob moves in the opposite direction. Move that way, they all move another way. Hell - they don't even stay at their own schools. We have the kids who get out at one school, go over to another and beat on people over there.

And this ties up district resources that we don't have. You know it and I know it. Go into backlog at 8 a.m., stay there throughout the day, then all "available" cars are sent to patrol outside the high schools at dismissal time. Except there are no "available" cars. And if there are, that leaves the entire rest of the district without police service.

Hellllllllloooooooo, Chicago. Welcome to the new age of policing, indeed.

I saw you on CNN last night. When Anderson Cooper asked why the police car didn't respond, you either were confused or tried to look confused about why that happened. Are you for real?? I am just an average citizen with no police or military experience whatsoever but I immediately knew the answer and yelled it at my screen: they needed back-up, moron!

Please Jody Weiss, don't be trying to cover Mayor Daley's ass all over CNN. It seemed as if Anderson Cooper had done his homework on some of the real reasons why this is happening here and not LA (the example CNN gave). Yet you sat there giving BS answers. LA and NYC have gangs and people with no respect for life too.

I'd just like you to know, Jody Weiss, that you are not fooling any of us law abiding, tax-paying Chicagoans out here. You can't possibly be that stupid or out of touch if even we know the real deal. Your complicity in Mayor Daley's smoke-and-mirrors leadership have now become part of the problem.

The officers who work at Fenger were dumped out of the school after Weis met with the principal. These officers were the ones who were instrumental in identifying the offenders from the beating. The principal tried to remove the white officer earlier because he is WHITE without ever having met him.
This is the sixth principal that these officers have been at Fenger under and now suddenly they are the problem? Jesse Jackson met with the principal and now it becomes the officers fault.
Weis caved like the coward that he is in this matter as he does in every other matter.

This is yet another example of the complete ineffectiveness of Weis' leadership. Jody to put in blountly YOU SUCK

you act in numbers and use your common sense in cases like these. numerous bulls championships,PR fests,citywide 10-1s at cabrini green,ka boom and the convent have tought me that. you have to be careful running into a crowd of people...always 1 or 2 jagoffs trying to get in a free sucker shot or throw a rock or bottle. also....we do get hurt and sometimes get killed doing our job/trying to keep the peace. but we re not the secret service throwing ourselves into a bullet.

Jody Weis never answered the question and danced around it.
Saying it doesn't make a difference how many officers we have - we can't be on every corner to stop what happened at Fenger HS.

I answer the radio and do NOT do any proactive police work that would leave my hind flanks open to Jfed, the reverands, and politicos. I make it a point to let the citizens, if you can call some of them that, exactly what my lawful duty is and make it CLEAR that I will not extend myself in any manner so as to leave myself open to injury/death, lawsuit, or indictment. I make sure they understand that this is the police service they can expect to get from many officers on the job now. I let them know that they can thank the reverends, politicians and media for the less aggressive style of policing in place now. Seeing the look on their faces is priceless when you say you're not kicking in that door for a domestic offender. Or, you're not chasing the fleeing offender with a gun in a car because the policy says we can't (and GOD forbid we have to use lethal force). Most of these folks don't want the police around doing pro-active police work in their community, UNTIL they become the victim....then they get upset at the PO's lack of interest in their plight. They want ME to go above and beyond what I am required to do? HA, fuck them and fuck the people who have made the job this way. I've become a case reporting writing police officer, and have less stress because of it! 1st and the 16th, pension as soon as possible. I will ALWAYS back up my brothers and sisters in blue with all that I have, but to the rest....pfttt, fuck em!

I can understand that he clueless about working the street and maybe should get out there and learn a bit, but I feel at the very least, go through the training, go through the academy, then at least he’s got some credibility hell, maybe then he can re-invent the wheel...

The moron preachers and so called community leaders would just thrown enough shit on the wall until something would place the blame everywhere else but where it belongs...in that community, where those thugs are bred and raised. You wouldn't see that where I live, because I would be the first to kick my kids asses if they ever even thought of acting like that...even thought of it. I'm getting really sick and tired of hearing the blame game...the usual rhetoric...we got to stop the violence...blah..blah...blah...shut up and do something about it, instead of hoping that on the heels of every violent act...the ghetto lottery awaits you. The media, the pols, the reverends, the activists, the bosses ALL second guess.

Here is my second guess: If a 99 or 10-4 unit went in by themselves and hurt or killed any of those savages doing the beating while trying to protect that kid, those officers would have been hung out to dry. They would be stripped, investigated and maybe even charged with a crime themselves.

Until this department and city says that they support their police, I say, protect yourselves first. Wait till the troops arrive and then get control of the situation. Do not risk your lives or your careers because in the eyes of everyone YOU are expendable.

The citizens of Chicago have exactly the type of police department they, Phleger and Jackson have been screaming for: A department that won't "hurt a soul" for any reason.

There is nothing that says we have to jeopardize our safety unnecessarily in situations like this.

I would not have got out of the car until back-up came. We are told that if we are out-numbered to wait for backup.

This is not a one-time only situation. This is an every day thing. Schools, block-fighting clubs etc.

They dispatch one car to something like this? What is wrong with them????

When a call comes out that there are 50 people fighting, they should dispatch all available cars!

My safety and the safety of other officers is and always will be my top priority!!!

If this incident had ended with an officer dead you know what would be being said. Now we have anothern little community kid being dumped, like any other day in the community and again it's our fault. We cannot do enough for the community. I have been hearing this song now for quite a while. I have been in Chicago for 60 yrs. I have watched this again and again. The city leads by what they show in leadership. For the last several summers I have been sent to different higschools on the Southside:

1. Julian
2. Southshore
3. Fenger
4. Hyde Park

The students fight/riot almost daily. This was bound to happen. I have no intention of being jumped by multiple attackers. I would then start shooting. After that, I would be fired and charged criminally, so I just stay in the car and give mean stares.

Listen to the 911 tapes and watch the video again. A siren is approaching within a minute or so. Back up is called. Show me where a 99 unit must walk in the lion's cage alone. Academy, Day 1: assess the situation and request back up. (I don't remember signing off to be the citizens' punching bag, either).

"Under investigation" is a cowardly department's way of not addressing the complaint.

The answer to the complaint is that the police responded and acted appropriately. There is no need for an investigation.

Therein lies the true failure of this department. It wants to appease criminal elements of this city AND enforce the law. It cannot do both. So, this department has become nothing more than a means of keeping the political powers in office by discarding its own officers to appease the voters of the criminal community.

This department is doomed to fail.

Shifting blame is the name of the game, don't ever...ever! Forget that. I have been a working policeman for 10yrs. And have just recently hung it up. I enjoyed my career, it WAS fun but now I'm wiser and know when it's time and now it's time. My hope is that younger officers will be a little smarter than myself and learn how to make this job work for them, and not develop the hatred for it that I have and will hopefully lose. The poster at 3:47 PM is correct when he said that a shooting would been the lead story of the day, hell, it would have been the lead story for a least a week and a half. Kudos to the officer for not endangering himself, and using common sense to wait for backup. I'm sure if the shitheads were armed with a dozen eggs as opposed to 2 X 4's, the officer would have gave a much better account of himself than J-Fed did at the outdoor roll call.

Now imagine if that same 10-99 unit came upon that scene and lawfully and justifiably shot and killed one or more of the board wielding assailants? The news reports tell us a board is a deadly weapon. The evidence of such is lying on a slab at the morgue. And Illinois State Law and General Order says we can kill in defense of life. So the arriving officer shoots from the vantage point of the camera into the backs of people chasing and beating other people with boards. The backs of juvenile offenders who just killed one person. Would you want to be Monday morning quarterbacked by the community, the reverends, our own J-Fed who has shown no compunction when it comes to throwing officers under the bus.

Exactly Right. This says it all about the state of policing in the nation and in particular Chicago. Damned if we do and damned if we don't. Its a lost cause. Something needs to happen to make things go back the other way but I am not hopeful.

The cpd brass need to step it up today I saw a L.T. stand up to a crowd on 005 on 103 around Michigan an confront a crowd. A soon as he did that he was back up by several P.O.'s who had his back right away. The crowd dispersed on the spot. It was L.T. Davis.
