Referendum Goes Mainstream

  • An internet blogger who claims to be a Chicago police officer wants to fire 25 aldermen.

    The Second City Cop blogger says it's his response to West Side Ald. Ed Smith. Last week, Smith said police and firefighters should no longer be immune from the cuts in pay and benefits that are hitting other city workers.

  • The cop blogger wants this non-binding, advisory referendum on the February 2010 ballot: Should the Chicago City Council be reduced from 50 aldermen to 25?

    It's a far-fetched idea, maybe, but it could save taxpayers more than $10 million a year.
$10 million? It'd save over $32 million in aldermanic "discretionary" funding alone. Add in another $2.5 million in salaries for aldercreatures, $10 million or more in staffing cuts, the ward yards consolidated and lord knows how much graft and corruption eliminated, and we're talking somewhere in the neighborhood of $50 million and more.

We're hoping this takes off now that the local media is starting to cover it. At the very least, it might energize some grass-root types who have better access and better organizational skills.

In the meantime, we're going to suggest people print out petitions and gather signatures where ever they can - church, school, public gathering. We suggested keeping it away from work because someone will bitch. Remember, only registered voters and the person collecting signatures has to have the bottom portion notarized (do not number the pages). Many banks do it for clients, someone said the Credit Union will do it for members. We're still looking for a volunteer to collect these things, bind them and submit them. As soon as a viable candidate steps forward, we'll get their name and collection point to the readers.

In the meantime, spread the word. We might surprise some people.

I was confused about this comment in the story:

"Jim Tobin of National Taxpayers United Illinois said the council-reduction idea is worth considering. So are police and fire salary adjustments, he said.
"I think we have too many of them," he said. "I think they're overpaid. And I think their pension benefits are out of line, as well."

Is he talking about us or the aldermen? I can't imagine he thinks we have to many police officers.

How could anyone even suggest a decrease in our pay and cfd's pay for that matter?

Do they have any idea how dangerous our jobs are?

Maybe these alderman should do a ride-a-long and see what we go thru. I'm by no means a sissy, but I am at a level 8-10 with my heart pounding at least once a tour. It's fucking dangerous and these mutts are fierce.

You know, it's a real slap in the fucking face.

It's gotten to the point that they're just making laws to look like they're doing something.

I mean after a while, how many more ordinaces and laws and intrusions to a persons life can be made.
Do we really need these leaches stealing our hard earned dollars to sit there and argue for days over more useless city ordinances that just make it harder and harder to live a normal life.
If anything, they need to get rid of half the ordinaces and let people live damn it!

Just sit in on a city council meeting and you'll realize how useless these people really are. They discuss for days on end (i think just to waste time) some stupid useless subject and then make no progress at all on it and then just move on to another useless issue without ever really getting to or solving any problems.

I want to know when the last time to aldermen actually did something good for the people of the city? Everything is tax this, fine that. They have no individual minds of their own and just rubber stamp anything and everything the mayor wants.
How crushing was the meter thing to the normal middle/lower class person? Now half the city can't even afford to go downtown but once in a great while for special occasions.

You want real corruption just look at all the city council committies and their respective budgets. Their is a committee for just about every city department and everything else with large and I mean large payroll and operating budgets which never get reported because their SEPERATE from the Aldermanic budget. Their budgets get funded out of the finance committee. Most if not all Aldermen have a committee and usually put friends and family on those committees as consultants part time or as full time employees with little or NO oversite! This is all public records.

You have several good points, however, watching 25 concurrent aldermanic elections, with several candidates, including two incumbent bottom feeders in each race and all fighting each other to the poltical death, would keep these pieces of shit quite busy.

daley would be like a whirling dervish, as he watched his power somewhat dissolve. Not everyone he endorses will win, thereby releasing his death grip on this rubber stamp city council. At the same time, we could knock him out of office, also.

We have street deputies available 24/7 to handle sensative situations that the police encounter. Maybe we should have an alderman on duty 24/7 in city hall to address problems with other city services for the citizens who work nights and weekends. People like Jimbo don't realize we are paid for dealing with events that hea nd most people couldn't deal with; that our life spans are shorter, family life suffers, and for things we might have to do.

He wanted to take out garfield Park and other communities so that the Olympics could be there. Thousands would have lost their properties.

This would not have happened if Michael Madigan didnt end the Property Tax Cap in Springfield!!

This meeting was about selling of the Schools to Private Entities to make money for Daley's Friends. ITS ALL IN BLACK AND WHITE!!!!

I am a Chicago Firefighter, and I would like to applaud the guy who started this. It has been proven in studies that 50 aldermen for a city the size of Chicago is too much. New York is bigger than us by 2, and runs just fine with almost the same amount of aldermen. Cutting 25 aldermen would not impair city services at all, but just think what would happen if fire and police were cut. How can Tobin even suggest that we take a cut in pay when the aldermen have consistantly voted themselves over 66% in pay hikes while we wait for a paltry 16% spread out over 4 years? They make almost 200K a year to do a part time job. That adds up to just stealing from us. In my opinion, aldermen have never offered the citizens of our city much and now it's even less since the beginning of the 311 service. Cutting half of the aldermen would be a breath of fresh air to us, and might even make the ones that don't get cut do some work for a change. I'm sick of the corruption laden city council, and this should fall right into the lap of the top crook, the teflon mayor, king Richard himself.

I've been saying that for like forever!!! We surely DO NOT need 25 of these f----! I wonder why oh why New York can operate just fine with, I think 18 and they have more people!! No mega aldermen. Just say this is the way you are gonna get paid and if you can't haddle it.....just go away!! No more "pin money" either. If fact......if anything, we need MORE police officers!! (And I am not one) I would pay a higher tax rate if there were more and a better police force in place. And oh by the way....300k is a chunk o' change too!! These aldermen do not have a clue what you guys go through in just one day on the job. Well, maybe in a 24 hour day, because you are on call 24/7. You have to be a very special person to do your job and this/these aldermen haven't a clue! Whats so special being an alderman? NOTHING!! But anyways....just think....if could get rid of 25, we could save the tax payers a ton of dough!! And still put more police officers on the street!! Good Luck with that!!

All my family hav lived in the city for the last 100 years and never once had to use an aldercreature for anything. What do they do? What do they do with all that money they get? The 311 service can replace them all, and yes it's run mostly by police.

SCC -- I understand (and sympathize with) the impulse but the number of our representatives is not the issue.

You may remember a time when Illinois had 177 state representatives -- three from each district. In Democratic areas there would be two Democrats, one Republican; in Republican areas this would be reversed. The minority party in any area was able to elect one of the three because of "bullet voting" -- you could put three votes on one individual, one and a half for two, or one for three.

There were exceptions. Richard J. Daley first went to Springfield as a Republican... then promptly switched sides... but, for the most part the system worked well.

It worked, that is, until a brash young reformer -- Pat Quinn -- got everyone riled up over the cost of the legislature. The "Cutback Amendment" would save us millions, he claimed -- and We the People bought in.

We now have fewer -- and far more expensive -- legislators. And we have a system in which all the power is concentrated in what used to be called the Four Tops -- because, at least until fairly recently, the House Minority Leader and Senate Minority Leader also had significant power.

Cutting back the size of the City Council will make it more "professional" and more dominated by staff. After a few years the savings, if any, would be negligible. There would probably be other consequences, too, not all of which we can predict from this vantage point -- any more than those who bought into the Cutback Amendment could have predicted our current situation in Springfield.

Change the players, not the system -- otherwise you'll just have the same players with different titles.

The computers were down, so all the "qualified" SSI collectors were jamming the place, complaining about thier money. Out of approximately 200 people maybe 5 or 6 people were actually legit. The best part was that the scene was considered a safety hazard and everyone was ordered out of the place!

The aldermen are being paid over $100G a year for a PART-TIME position. Let's cut them in half, and work full-time for that money. You don't need double the staff either and they don't need anymore raises. A lot of people who work full-time aren't even near 100G. BTW, their staff works pt too for their full pay.

I'm glad someone has finally stepped up to question the Alderman themselves, but I hope everyone is in for a heavyweight fight.

At what point would you stop trying to defend your $100K+/yr, do-nothing job?

Ultimately, the police may encounter difficulties convincing people they deserve a raise in this economy; but no one will question their existence. Alderman have neither a reasonable explanation for their existence or a legitimate reason to explain their pay raise.

I'd say if the Alderman were smart they'd stop pursuing this issue. Don't talk about pay cuts with our cities services when you yourself are a burden on the city payroll.

I've been on the job 15plus years. And in that time the aldermen suggested themselves a raise AND voted on it 3times I think. What bothers me is how can you say I need a raise AND vote on it? That's bullshit. And these raises have ALWAYS been up there over 20%. It wasn't too long ago that they voted themselves another one. Cut them in half. They don't want to give us a raise? Then let them give back theirs!

At last count 8 of the remaining Sergeants have put in par forms. Thats right 1/3 of the Sergeants are bidding out. A source at 35th has said that at least 6 will be successful bidders thus far. WOW 40 openings for POs 6 for Sergeants at least 2 Lieutenants trying to leave...if the Burger Queen stays much longer they won't have to close the 21st District the 3rd District will close itself and 21 can take over the empty building.

We have street deputies available 24/7 to handle sensative situations that the police encounter. Maybe we should have an alderman on duty 24/7 in city hall to address problems with other city services for the citizens who work nights and weekends. There are no Street Deputies anymore. The City decided to save the money for those five salaries and redistribute them to needy people by doubling up the Academy Gold stars staff and such.

So instead of someone with a little knowledge being in charge of a disaster, you now get an "INCIDENT COMMANDER". The incident Commander can be any one of the fifty or so over promoted hacks they have put in charge of District or Units. No real experience necessary, they get an eight hour class at the Academy.

So instead of one of five subject matter experts, you now role the wheel and see who pops in to help you. Now, don't you want to run out and go get 'em.

This idea sounds like it came from the law offices of Loevy and Loevy themselves. Shouldn't cost us in the long run at all.

S.F. to ease up on unlicensed drivers

Call it sanctuary on wheels: San Francisco is about to give a big break to people, many of them illegal immigrants, who are caught driving without a license.

Beginning Sunday, cops will no longer impound cars the first time drivers are pulled over without a license.

The reason: Many such drivers are in the United States illegally - and thus unable to get a license - and the officials pushing the change think that impounding their cars is an unfair hardship.

Instead, unlicensed drivers will be given 20 minutes to phone a relative or other acquaintance with a valid license and insurance to pick up the car. If the driver doesn't have a cell phone, police will help him contact someone.

Lets not only petition to reduce the number of alderman, but for true reform. Lets petition to change the way replacement alderman are chosen by the mayor and put into office. Pass municipal ordinance that calls for a special election within 180 days. Instead of having a council that has been appointed.
