The court-appointed monitor tapped to clean up hiring practices at City Hall has issued another stinging report detailing "the most significant instance" yet of city foot-dragging when reporting apparent violations of federal rules.
In her report filed Friday in federal court, Noelle Brennan criticizes Mayor Daley's Office of Compliance for many delays in filing a final report detailing a 2008 investigation into a deputy human resources commissioner's alleged violations of hiring rules. The commissioner was later fired for a different hiring violation, Brennan said.
"The problem is simple -- the Hiring Plan requires that hiring violations and irregularities get reported -- [the Office of Compliance] failed, repeatedly, to do so,'' Brennan wrote. "This is not the first time our office has received misinformation from the City; however, it is the most significant instance.''

Why isnt the press looking into the merit police promotions? Why doesnt Breenan or Shackman follow up on the illegal activity on the police department.
Take the Area 2 Detective Division. Out of nineteen sergeants assigned to the unit thirteen are merit appointess. Non clouted sergeants who were detectives can not work in the detective division.
Look at the people Alderman Zalewski has had assigned to Area 2
This is the alderman who is under investigation for using the Justice Police Departments computers to circulate drivers licenses pictures of one of our own officers who is running against his son in a state primary. Where is the FBI. This department would be better off under the justice department. At least we non political officers would have a fair chance at a honest promotions.

2. I take personal responsibility for that report though I had nothing to do with that report and have taken steps to fire the person who wrote that report.
3. There may have been errors in that report, but I am sure they were unintentional.
4. I will be sure to launch an investigation into this. A blue-ribbon commission will be named soon.

As long as there is NO PENALTY or personal loss to the mayor for non-compliance or foot dragging, it will continue unabated.
Put some teeth into the federal oversight like dropping the stuttering prick into the MCC until the "alleged violations of hiring rules" are corrected, and we will see real reform. Until then, all you are doing is providing jobs for the Federal hiring monitor and the city's Office of Compliance employees, (more of the mayors political hacks).

Chicago's corrupt hiring is a drop in the bucket compared to McCormick Place (the MPEA) and the Illinois Tollway.
Mr. Shakman wrote a great and convincing letter that was published in Sunday's Tribune on why Daley is a liar and the city is not ready to go it alone on hiring. I think a lot of people who do not seem to care about patronage hiring, do not realize that patronage hiring is what gives the democratic party such power that they use to affect many other areas of our every day lives. Daley and Madigan should be ashamed of themselves for their outragious and blatant lies.
