Another Budget Item

Things that make you go "Hmmmm:"

Inspection Division:
  • 20 Sergeants (up from 12 in 2009)
  • 44 POs (up from 22)
  • 94 Total Personnel (up from 64)
  • $7.1 million budget (up from $4.8 million)
That's quite an increase in the Inspection Division budget and manpower. We're still trying to figure out how much of it is internal shuffling.

As a side note, no one has come up with a plausible explanation for the "Vacation Relief" line item totaling $1,444,000. It isn't buy back or it would have appeared in previous budgets. It isn't "savings" or it would have been in (parentheses). Anyone? Bueller?

Hey scc, can you post something asking if Chicago was represented for the four lakewood officers at the funeral with marked cars and uniformed officers. I just visited the lakewood officers memorial page and they had over 1000 pictures posted of different towns who showed up with the marked vehicles to show support... What I dont see is a cpd car. I see cars from florida, georgia, maine, canada, new york etc which is a hell of alot longer drive than chicago. I even see cars from dixmoor il and bridgeview Il. Please tell me that we sent someone to show support. Please dont tell me this department is so damn lost and has its head up its ass that nobody was sent to represent us. people from all around the state and country attend the funerals of fallen cpd officers. Please tell me there is some type of class left in this department! Please tell me the Management is not completly lost and incompetent to put a trip like this together. Please tell me that there are decent people on this job who think a little more about the officers and familes than they do about numbers in the level 2 doc this week.. If we were not represented then this is pathetic. I know, alot will say why didnt I go if I feel so strong about it... my answer, i go to the cpd and d.c. memorial every year and would have expected someone to have enough common sense to send somebody to lakewood. I hope im wrong and we were represented. Ive talked to people who said the city wouldnt foot the bill or give out cars for the trip. any info from anyone would help. And if we did send people, any pictures would be great to see.

Bush was at 71%, Ronald Reagan despite having inherited 18% unemployment and record high interest rates was at 49%, Jimmy Carter was at 57%, Gerald Ford was at 52%, Richard Nixon was at 59%, Lyndon Johnson was at 74%, John Kennedy was at 77%, Dwight Eisenhower was at 69%, Harry Truman was at 49%.
President Obama has indeed created history, managing to fare lower than any President whose approval has been tracked by Gallup since 1938.
In the Dec 4th-6th polling, Gallup reported that President Obama , 10 ½ months into his Presidency, got only 47% approval, a number lower than the corresponding number for any President at this point in time of their Presidency, since 1938.

Hey SCC I found this on The Drudge Report. Notice how the Dems are considering lowering the Medicare age to 55. Could this be why the City was so eager to agree to 55 and out? They knew this was in the works and knew they would not be paying any insurance cost for any cops leaving at 55? instead they would unload them on Medicare? Just thought it was interesting timing. Any thoughts out there?

My 2 guesses on "vacation fund" Commanders will be forced to take off 24 days unpaid furlo days, then a captain is the acting DC, getting DC pay, which means that a LT will be WC getting captain pay.
The city in its infinite wisdom to symbolically save money by having the commanders take unpaid furlo days, winds up paying a sizable chunk back in salaries to those that replace them.
2nd guess on vcation pay, it doesnt look good for Captains or Lieutenants to be promoted, so they need money allocated for the LT travelling road show.

The court section was moved from Bureau of Patrol Administration to the Bureau of Professional Standards. Patrol Administration was reduced to allow the increase.

I know for a fact that at least one officer from TRU was there to represent us. He used his own money and time to go. I'm sure there were a few others with him. The department allowed a car to be driven out to Oakland for the funerals there, but I'm not sure about this one.

If the numbers you posted are true (and I'm not necessarily saying they aren't, though you failed to cite your source), You have George Bush with the HIGHEST approval rating (in history?).

Well, if I'm not mistaken, didn't Mr. Bush leave office with the WORST approval rating in history?

All I'm sayin is that you can manipulate numbers to reflect whatever you want, however you want. History will judge both men when the time comes.

I just happened to be watching some of the news coverage on the Internet of the Lakewood memorial service yesterday. EVERY major news station in the Seattle-Tacoma area broadcast the ENTIRE memorial live on TV and streaming on the Net. When the procession of the hearses started at the Lakewood PD, you could clearly see two CPD in uniform standing along with a lot of other coppers. Also, during the broadcast, one of the commentators mentioned the major cities who had officers there, and Chicago was one of them.

BTW-the memorial service started at 10 AM PST with a 2,000 squad car procession and didn't end for over 7 hours. The TV stations broadcast the entire thing live. Think the idiots in Chicago media would ever give a CPD funeral more than a 30-second sound bite?

Your guess is wrong. When Commanders take off the Blackberries go to voice mail and nobody gets bumped up in pay. The Captains and Lieutenants get the responsibility, not the pay.

I see they doubled the po's from 22 to 44 What do po's do in the inspection division? 44 po's to do what. They dont do inspections, so its 44 clerical jobs Also one budget item strikes out at me 6 po's budgeted at $43,104, that is recruit pay What is that about, 6 rookies who are still on probation at that pay so do they spy or do undercover work against the po's in the district

SCC why put all this budget stuff on the web site? We are still 16 short of the minimum number of people needed to sign up for free health care for those over 55. Half of the people cannot afford to retire because they are broke or paralyzed into indecision. I work with a guy who says I have to see what the raises are. When I ask him does he thinks we are getting more than 4% he says no. I showed him on paper that unless he gets more than a 4% raise he is losing money every day he continues to work for the city because it pushes back when he gets the C.O.L.A. I told him he is afraid to click that mouse. All of his friends who pulled the pin all say they should have done it sooner. He will be 60 in Feb of 2011 and had 35 yrs. He is working for free.


Now he says he will sign up when they get the 130. But he is taking a whole 7th period furlough and leaving in April. To all you old farts if you are retiring in April do us all a and leave the good furloughs to those of us stuck here.

I understand that 1 exempt and 2 P.O's were to be sent via air to the funeral in Washington state. I never heard if it happened or not. The po's were to be from the honor guard.

a) The entire honor guard should have been sent.
b) 1 po from each patrol division unit should have been sent. (because the officers killed were from patrol)
c) At least 2 marked cpd vehicles should have been sent.
d) Coach buses sholud have been hired to transport all other po's.
e) Dugan should have been the exempt.
f) None of this happended because CPD as no orginazation has no honor. ( indvidual officers do)

There's NO excuse for this.

FYI, RCMP had 1000 Mounties attend.

Reply to:remember the lakewood officers: Before I retired I tried to get permission to take an unmarked car out of state to notify a co-workers wife that she was now a widow(heart attack). They were on vacation and he had come in to work one day that he couldn't get time off for. I was refused and told that the city insurance did NOT cover anything out of state.

Mike Shields made the trip to show CPD's support. And if my information is correct, he also brought along a sizable check reflecting donations from several individuals on the job.

Way to go, Mike.

And maybe I missed it, but did our illustrious FOP even mention, let alone attempt to organize a crew of volunteers to make the trek? Yeah, that's what I thought.

Talked to the Bridgeview copper from that conversation I would assume that Bridgeview is in the same financial stuggle that Chicago is in. Since B.P.D has been instructed by their administration to "DOUBLE" current revenue generating productivity.
They are cruising Parking Lots for City Vehicle Licenses, expired plates, Improper Handicap parkers/Plaquard users. They are even writing smokers who maybe to close to a door.

Talk about taking a page directly outta Daly's play book. Guess Toyota Park isnt generating the revenue they expected.

ot: SCC, out of 13,000 officers only 10 made it to washington for the memorial service for the 4 fallen Lakewood officers. All top bosses denied any use of a marked squad car to represent Chicago. Out of those 10 only 3 were officially sent by CPD. The other 7 went out there to represent Chicago and pay their respects on their own dime. Your right poster, CPD management has lost touch.

Line 18: Police Officer 9155

per Arbitration Award.

This gal is one of the two dozen Officers that were ordered down to OEMC this summer to resume her job as a Police Dispatcher (9155), by orders of Jody.

At first, she did not show up.

She was ordered, again, to begin re-training to be a Dispatcher.

(If I did that in the Military, I would have been arrested and court marshalled for refusing an order, but hey, this is CPD).

Her reason for not going; Her Husband (C.T.) is some BIG HONCHO Head of OEMC and she could not work at the same facility he was in?

After clearing that item up (she would not be taking direct orders from hubby) she finally showed up and is permanently assigned to OEMC Unit 276.

Question? So why is she still in the Budget for the Inspectional Services at $79,632.00? (clout, nah).

How many more people are being counted in two places at the same time????

No wonder they keep quoting
13,500 Officers. They don't really have a clue where the personnel are assigned or detailed to.

Furthermore, why would inspections need any increase? It's a non-productive unit that wastes tons of money and expenses (auto's, fuel, etc.)

O.K., a couple of lt's and sgt's could handle everything that is necessary. All those p.o.'s are a total waste of manpower that could be on the street.

I went to the 2010 budget and counted the Sgt positions. 2010 has 1344. I believe 2009 had 1369. It looks like they got rid of 25 Sgt positions. Yes, I scored high on the test and waiting.

The exempts are not getting paid for 24 days. Does this mean the amount credited towards their pension annunity is also being cut back?

If so, why would anyone want to be an exempt?

Exempt promotion=less pay, diminished pension, more hours, more headaches.

If it was me I would want to stay as a lieutenant or captain.

Regarding the Lakewood Memorial. I can forsee this department would not allow anyone much less more than one vehicle and 2 representatives driving out there to show our support. If they let me use a squad car and paid for meals and lodging, that's all i would have asked for. It would have been an honor to go to Washington to represent the department. But no one has the sense to do that. We should have been represented by at least 50 to 100 officers. I know New York had at least 100 people out there representing their department. This city and the bosses suck. with the showings we get from other departments for one of our honor funerals, you would think Chicago would have been out there in numbers. The bosses have their heads so far up their asses no one can make a decision about taking a piss much less something like this.

Their flight was donated by the Airline (Sorry Don't Know Which One), their lodging and food was paid for by the Police Memorial fund...side note...they wanted to send 5 Officers from the Honor Guard...City Council only approved 3 and 1 Exempt...

Why do exempts on this Department constantly overanalyze and micromanage everything members under their command do??? I recently accidentally missed traffic court and got deviated I think. This is the first time that I have missed court and I was told it was no big deal but since JFED got into power I was told a deputy has to look over and review my court deviation before I can get a reprimand. Why can't someone tell me what is happening so I can stop worrying? Am I gonna get time off because I missed court? Why is it taking so long? I heard if you miss court once its not a big deal as long as you are not constantly missing. I have never gotten in trouble before but I kind of nervous.

In an unpresidented move. The 49th ward aldercreature agreed to allow the residents to decide how the $1.3 million ward budget is spent. Meetings are being held and once agreed upon, the decision will be binding. I'm sure no other alderthief will ever mention this to their ward, because that money was sent to their offshore accounts. They do not have to say where the money is spent as long as it is used for infrastructure. Any funds left over from year to year may be held in reserve.This will not have any bearing on funds received the following year.

OT: So we(003 officers)were told today that we can't take trainings that are not required by the dept unless we do them on our own time! What bs! So if this is correct why post training sessions on e-learning! We all have better things to do then go to trainings for this dept on our own time!

In order to take a department vehicle out of state, one must obtain the signature of the superintendent. If he signs it, the car can go. Remember, the city is self-insured, so the 'insurance' excuse doesn't really work.

Embarsed of what CPD has become said...
I understand that 1 exempt and 2 P.O's were to be sent via air to the funeral in Washington state. I never heard if it happened or not. The po's were to be from the honor guard.

a) The entire honor guard should have been sent.
b) 1 po from each patrol division unit should have been sent. (because the officers killed were from patrol)
c) At least 2 marked cpd vehicles should have been sent.
d) Coach buses sholud have been hired to transport all other po's.
e) Dugan should have been the exempt.
f) None of this happended because CPD as no orginazation has no honor. ( indvidual officers do)

There's NO excuse for this.

FYI, RCMP had 1000 Mounties attend.

I agree 100%!!! Our sorry ass police department is a FUCKN JOKE!!! And it's all because of the bosses poor and unqualified leadership. It's a me me me department now and all about the brass! They spend their every day wondering what they can do and who they can burn to get another merit spot. You would think with a terrible event like the 4 murdered P.O.'s they would organize a strong showing, but no. With a department as big as ours(but dwindling) it's a no brainer!! RIP BROTHERS!

Regarding the Lakewood Memorial. I can forsee this department would not allow anyone much less more than one vehicle and 2 representatives driving out there to show our support. If they let me use a squad car and paid for meals and lodging, that's all i would have asked for. It would have been an honor to go to Washington to represent the department. Why do exempts on this Department constantly overanalyze and micromanage everything members under their command do??? I recently accidentally missed traffic court and got deviated I think. This is the first time that I have missed court and I was told it was no big deal but since JFED got into power I was told a deputy has to look over and review my court deviation before I can get a reprimand. Why can't someone tell me what is happening so I can stop worrying? Am I gonna get time off because I missed court? Why is it taking so long? I heard if you miss court once its not a big deal as long as you are not constantly missing. I have never gotten in trouble before but I kind of nervous.

We sent 3 members of our Honor Guard and 1 Exempt (Peterson) to Lakewood. Their flight was donated by the Airline (Sorry Don't Know Which One), their lodging and food was paid for by the Police Memorial fund...side note...they wanted to send 5 Officers from the Honor Guard...City Council only approved 3 and 1 Exempt...
It was 2 honor guards and Commander Johnson(006)
Several other officers and at least one Sgt went on their own dime.
Boston PD sent 93 officers with all expenses paid for by their union.

I am humbled by those representing us, to take time out from their lives and money out of their pockets, Thank You...

The problem with taking CPD vehicles, or any other city vehicles out of state is that the city is a self-insurer, and in many jurisdictions the driver can be locked up for failing to provide proof of insurance. That is why, in general, for travel out of state rental cars are used. I know that has changed to some extent in recent years, but I suspect that under some circumstances the city buys a short term policy, or provides some kind of self insurance verification.

Plus doesnt the new budget list on 86 hires in 2010 and I take it they are the 86 that start the academy Monday Doesnt appear Daley wants to do too much more hiring

All Spars and logs are sent to the Deputy to look at and if he approves, they are sent back to the Sgt. to push through. If he disapproves...sent back to Sgt. and told what to give the person. So as far as going through the chain of command and each of them making an informed decision, they make their own informed decision and order the Sgt. to hammer the person, AND THEN IT GOES BACK UP THE CHAIN!!! Sergeants have to be great story tellers to get anything through. From one who knows!

I have traveled to other cities on extraditions and have always marveled on how well I was greeted and treated by the local police and sheriffs . Chicago just does not do the same when out of town officers come here on official business. It is and always has been embarassing. The individual detectives and police officers would take the out of town officers out and pay for their good time. The city did nothing for them. The city is and always has been cheap, unless you are an exempt member,then they pay for your trips. Nothing \new here, just a no class organization.

I have had to go out of state with a department vehicle for investigations on quite a few occasions. All that has to be done is fill out the form why and where the vehicle is going. This is signed by your commander and deputy superintendent. The Department then issues a letter stating the vehicle is self insured by the city and the dates it will be out of state. It shows the vehicle's identifiers. The Superintendent does not have to sign off on it. The drivers are then issued CPD gas credit cards for gas and any maintenance. If needed they will also issue you an I-Pass. Very simple and quick. can be done in one or two days if need be.

First of all, YOUR IN 003 WTF are you training for? What you need is to get the fuck out of that sinking district before you end up on the wrong side of the law. No white shirt there gives a flying fuck about you (the highly motivated soldier). Make sure you understand your rights before you start running around ON YOUR OWN TIME to any dept approved training!!! That includes e learning at home!!!

Sorry Northen, you are of course correct. My point was that nothing of the magnitude, especially considering the execution type circumstances, of Lakewood has occurred in Chicago. I hang my head for not remembering the other multiple killings. I knew several of those murdered. I was at the scene on Exchange on 14April 1969, and witnessed parts of Jim Rochford's real life heroics.
