Someone Explain This

Please?

In the newly passed 2010 Budget, there is a section dedicated to the Police Department. Reading it is boring, but some things just jump out at you and require questions to be asked or comments to be made. Here's one:
Line item #0025. Vacation Relief. $1,444,000.

It never appeared in the 2008 budget. It wasn't in the 2009 budget. It didn't even show up in the 2009 revision. But there it is in 2010. What the heck is "Vacation Relief?" Especially in these harsh economic times, $1.4 million?

On a positive note, it's good to see them cut "Outside Graphic Arts Services" (Line #0150 - $1,000) and "Pagers" (Line #0186 - $74,500). We guess the Blackberries finally phased out the pager.

I think it’s when the Commander takes his “Company Sponsored Vacation”. The Commander isn’t getting paid. Well, the Senior W/C (Usually a Captain) gets “Commander” Pay, and the Lt would be getting “W/C” pay. Not a whole lot of savings there..... If I was a Commander, I’d be pissed for selling my soul, and getting shafted. But If I were a Capt, or a Lt. I’d be real happy getting all that overtime!

Why are all these redundant exempt positions in the budget? Examples -ADS and Commander at the Academy, 6Deputy Chiefs in Patrol, Chief and Commander IAD, etc. The CPD is so top heavy, it is disgusting! Lets put more POs on the street. I am not advocating anyone's position get taken, but through attrition get rid of some of these exempt spots. We have to many Chiefs and not enough indians (no poon intended).

If this guy was found to have conducted surveillance on 5 targets in Mumbai, how many targets do you think he gathered intelligence on here in Shitcago? Does this guy think he is the DR. OZ of law enforcement or some kind of local celebrity??? This guy thinks he IS running for mayor and is super twisted when it comes to mugging for any camera or a sound bite. What about the line item of the tuition dropping 3.5 million dollars. I can see a little drop with the city saying there are fewer offficers on the books. But a drop of a little unders 30% of the total? Is this a slow phase out of the program?

Dont forget teh specific number of officers they are saying we have and are budgeted for, I believe its in teh high 15,000 range. Daley wheres the money, are we 3000 thousand plus short?

Why is it that the lines Duty Availability #22 and Uniform Allowance #91 have gone down since 2008? Just like the # of coppers on the street. There is a hidden line you cant see, the number of Reverends is up 10,000%.

It would be nice to see what the "actual" $$ spent was. Normally when doing the revised portion of the budget you adjust for what has actually been spent.

So with all the retirees this year and hardly any new hires, the salary and wages (#0005) have not changed?

Where did all the money go?

The Department budgetted for overtime resulting from manpower shortages that will be even greater during those periods when more officers take their furloughs.

.........maybe St. Xavier isn't getting the big bucks anymore through patron Maggie Daley. Xavier's programs w/ the city are because Mrs. Mayor is really tight with the nuns that run the place. I'm sure other colleges/universities haven't been getting that plum treatment.

I wish you guys would stop insinuating that the retro pay is some sort of bonus. If the city give us the raises that were due us for 07 forward, that money is part of the salary that we should have received. For the city not to give it to us is comparative to us not getting the raise the arbitrator outlines. How can we not get retro?

Well I am advocating taking someones position. We are way top heavy with incompetence. Name me one boss past commander that is competent. If you find two I would be surprised. Most are quadruple merit promotees that have never accomplished anything on this job other than kissing ass or being related to someone.

Similary to the unlimited overtime enjoyed by SWAT jags.

Daley's claiming he's going to pay 25 senior service officers 43K a year.

Similar to the unlimited overtime enjoyed by SWAT jags.

It know ones fault but your own. You work these side jobs, CHA, CTA, Safe City, and you do absolutely nothing. Of course you brag about the fact you are making time and 1/2 and spending more time hiding than working. The city gives you an opportunity to make money and you still dog it. The ones working, for the most part, are TRU, MSF, Gangs, so don't be surprised if the city just gives it to them.

Mobilc Communications Services are the fees we pay for the pdts to access iclear through verizon. Blackberries are another line item and cost over $700,000 a year

WoW!! A thirty five (35) percent decrease in this proposed city budget for 2010. From $10 mil to $6.5 mil. Whereas, F.O.P.'s proposal for our new contract states "City Council to appropriate annual budget to provide sufficient amount for each fiscal year with an increment of no less than 10% than the previous year." Looks like Daley and the Alderscum are really trying to dumb us down!! Better get your degree soon before they leave all funding out in 2011!!! The city will get theirs first since their budget will get rubber stamp ratified way before the police contract is settled. I thought they wanted educated police?? I guess not!!

The fact is, the economy is consumer-driven. If the consumer doesn't spend, the economy languishes. Those with secure incomes (you know, like police) are not spending and those who are without incomes can't spend.

Wrong.

The contract expired on June 30, 2007. Any terms the arbitrator awards will be retroactive to July 1, 2007. The arbitrator might or might not award an increase in salary to that date like in past contracts.
