Double the Revenue? (UPDATE)

  • When Mayor Richard M. Daley traveled to Abu Dhabi in February, his office announced that the trip was intended to sell Chicago as a place to do business. Left unsaid was that that Persian Gulf emirate was about to become one of the biggest investors in a deal to lease Chicago’s parking meters for 75 years.

The city signed the now-controversial, $1.15 billion lease with a new company called Chicago Parking Meters LLC in February, and city officials said two funds of the Morgan Stanley investment fund made up 99 percent of the new company, with “several other entities” sharing the remaining 1 percent.
And how is that investment performing?
  • And in the case of the parking contract, the parking meter company projects a net income of about $58 million in 2010 , after this year more than doubling what the meters had brought in for the city.
More than doubling what the city brought in? We smell a scandal here. A scandal of enormous proportions, especially in light of this past week's budget passage:
  • A year has passed since aldermen hurriedly approved the privatization deal, but the issue remains a hot topic at City Hall. The mayor won City Council backing last week to balance his 2010 budget with almost $600 million from the upfront parking company payment, meaning almost all of the windfall will be spent within the first two years of the deal.
We didn't major in economics in school, but even we can see that something stinks to high heaven about this deal. Anyone in a position to make a difference smell the same BS we are?

UPDATE: We realize the parking consortium raised rates and that could contribute to the doubling of revenue. That begs the question, why didn't Daley raise the rates and keep the money for the city? Yeah, yeah, "political fallout" you answer. Going from twenty-five cents to fifty cents wouldn't have caused that much outcry seeing as how parking was at a premium anyway.

The contract was a crooked deal from day one, and Daley's spending the entire payout in two years is going to drive the city into receivership in short order.

It is a story by veteran Chicago reporter DAN MIHALOPOULOS. It is in the Chicago edition of the New York times; I agree it should be front page in the Sun-times and Tribune and on every major radio and TV station news. This mayor is committing the absolute worst type of grand theft on the taxpayers of Chicago.

He has sold long term revenue producing capital assets for a song, spent the money in less than one year and now, the company that bought those assets is poised to make DOUBLE what the City of Chicago took in just one year after the sale!

This is a HIGH CRIME and all Chicagoan should be screaming bloody murder because we are getting screwed big time!

Imagine how those increased revenues might now have helped the budget. Daley could have dipped into his beloved TIF funds for a one time (or two time) shot of revenue to balance the budget.

This is akin to a family selling their 401k stock portfolio to pay the real estate taxes for year. What about next year? What about retirement?

This is absolutely criminal! An outrage! And now they are gone! The parking meter franchise is gone for all our lifetimes!

And the Daley family continues to loot the City of Chicago and nothing is done. NOTHING!

So, lets see here. The mayor sold the parking spaces, located in the city of Chicago, to people who live in another country, where they will not be spending the fruits of this sale in this country. Also, having visited said region of the world, thank you US Army, it is probable that the proceeds of the parking meters will probably funding something else that is common to that part of the world.Lets see how this is going to work out for us.

He brought up Aldershit Smith's comments on how police and fire need to "have some skin in the game". Lasky then referred to SCC, while not naming you directly. He then challenged Smith to run into a burning building, or chase a gang banger down a dark alley before making his challenge tp CPD and CFD. Say what you want about Lasky, but he admits to his crimes and does call out the idiocracy of our government.

I'm not a cop, but please don't call Daley "shanty Irish trash". That's offensive to those of us who are shanty Irish trash. Even trash has to have standards.

The simple truth about this is the parking rates went up and therefore the revenue went way up. The aldercritters would never have raised rates to this extent. The reaction from the voters would cause them to wet their underoos.

The taxpayers did get screwed in this deal. It would have been better to keep the meters and raise the rates. Of course then a variety of private firms wouldn't have made money off the deal and that seems to be priority one for the Daley administration. Taking care of friends and family.

In the future please refer to Daley as a "bog Irish @#@#@".

Wrong.

There is no "settlement" to "take" or not to take. This is an arbitrator's decision, put into place and it will become the law of the land for CPD come 1st period, 2010.

Fact: (which you would know if you went to FOP meetings and kept up with the FLSA lawsuit)

The City of Chicago violated the contract by paying everyone off for their FLSA time and declaring that is what they will do from now on. the city refused to sit down and negotiate a workable FLSA settlement as ordered by the judge.

The judge ruled that, yes, the city violated our labor contract but since the contract is not the subject of the FLSA suit, it was not the business of the court.

The FOP then filed for fast track arbitration on the contract violation of the city paying us for FLSA time when our contract clearly states we have the option of time or money.

The arbitrator, Ed Benne, was free to impose any solution he wanted which was binding on both parties.

That solution was the Day Swap thing that will go into effect 1st period 2010.

It is not something that can be taken or turned down. Arbitrator's decision, it is now part of our contract and the City can now refuse to allow us to bank FLSA overtime as time. We no longer have the option of time or money for FLSA overtime, the city will pay us in cash only, no more working tons of overtime and building up that time on the books.

FLSA time is defined as that time over 171 hours in a police period. Read the decision on the FOP website, read the lawsuit, keep up with what is going on.

It isn't something that shortshanks "put" into place. The arbitrator put it into place. So, if you work tons of overtime, you can take time only up to 171 FLSA hours a period, including your regular work days.

After that you will be paid no matter what you check on the time due slip. And that is a fact.

example: if you work 20 days, that is 20 X 8.5 or 170 hours. Thus, you can only take one hour as time, over 171 hours the City will pay you, no more building up tons of time.

The City saw this as a way to prevent the accumulation of thousands of hours on the books, a pay as you go sort of thing. They will pay you at the current wage, not the wage at some future date when you retire and want to cash in those hours.

The only time that can really accumulate now is holiday pay and OT up to that 171 hour limit. The city broke the contract and saved themselves a ton of money and we got our contract shredded and handed back to us and it only cost the city the cost of the arbitrator.

result: police get fucked again.

If you have lots of time on the books, save it because you won't be able to ever build it up large again.

scandels galore and the city counsel does nothing. The parking meter deal , passed in an hour, will gross the company who bought it at lease 5 billions dollars and with inflation it would be some where around 7 or 8 billion dollars or more.
THE DEAL HAS HURT LOCAL SHOPPING AREAS LITTLE BUSINESS MEN WHO THE CITY SEEMS TO HAVE FORGOTEN ABOUT
selling all of the city assets will make taxes the only sourcr of revenue left for the city.

The city is looking into selling everything MORE LIKE A FIRE SALE , AIRPORTS, GARBAGE COLLECTION AND WATER AND SEWER SERVICE NO OFFER IS TO LOW PLACE YOUR BID NOW.

THE REAL DRIVING FORCE FOR PRIVITIZATION IS THE SUPPLIERS TO THE CITY DONATE LARGE SUMS OF MONEY AND EMPLOYEES DON'T HAVE TO ANYMOREZ
studies have shown that prvitization does not save money and cost more in the long run. But the Mayor does not care about the workers or the city only getting money for his coffers

not to try and take away from the bigger point here, but revenue and net income are two different things. Revenue is the total intake, and that is not what is doubling. Net income is the difference between revenue and expenses, and in the private sector its a basic measurement of "profit".

12/07/2009 08:48:00 AM
Holy fuck!!! Let me help you out here Sherlock Holmes. Despite your feeble attempt to wax economic mastery, your just not grasping the concept. Follow me closely son. The revenue has doubled. The perking rates have quadrupled. The only overhead this company is installing and maintaining the electronic pay boxes. I think whatever this company is pulling in is at least double what the city net income was. The main point is that the city could of done all this by itself. They could of increased the parking meter rates slowly and nobody would of noticed. They could of raised them at on time and it would of blown over like they have now. People have excepted it and they pay it.

O.T.
I've noticed that the Trib no longer prints the top ten fiction and non fiction books in the meager and crapy book section now.
Could it be because the majority of the top ten are conservative bent? Like Michelle Malkin? Sarah Palin? Glen Beck? Bill O'reily?
It's what people are reading and the Trib doesn't want you to know about it.

My question that deserves to be repeated is, Why couldn't the city keep the parking meters and raise the rates? Why were all those parking spot real estates given away for a 75 yr, 1.5 billion one time "deal"? Why? It doesn't make sense. Then again, crooks aren't smart, are they?

Set up the guillotine next to the Picasso and drag this corrupt piece of shit, kicking, bawling and screaming, to justice at high noon at the end of a twenty pound blade. Put his severed head on a pike at Pearson and Michigan for festive holiday shoppers.

Little blurb on the news the other night had shop owners in Bucktown stating that they would reimburse shoppers parking.

How long can you stay in business doing that? Especially if you are a little clothing store?

Indeed, they were great times. Gone forever.

It was a pleasure to come to work with guys like you. And hunting down bad guys was the most fun you could have with your clothes on. We got the job done and then some with laughs all along the way.

Best wishes, Ralph!

By the way, gotta give the FOP props. They really came through for us this year. With the new schedule being just so huge and now with the day off swaps in case we're denied time off.
Just want to let them know that a lot of us out there really do appreciate their work and thank them for making our lives a little bit better while stuck on this crazy but great job.

12/07/2009 12:42:00 AM

You're an idiot. I doubt FOP had anything to do with both "incentives" but regardless we are getting screwed by both. Just wait and see newbie. You guys need to study a little finance and a little history of this department and its officer struggles with contract items before you go hog wild on the "this is good for us" shit.

12/07/2009 08:11:00 AM

Good post. Add to that the sale of the water system to a German company and you can see that those who will own the important services we need to live in this city will have no interest in us or our plight. Thanks Daley. You really care about the citizens. We need to make it where this goof cannot sell of the city's assets. Afterall, they are not his to sell. They belong to the taxpayers.

Why didn't Vanecko invest our $68 million in the parking meter takeover? We could've made some money. Better to sell it to us than another country.

It makes me sick.

"When Mayor Richard M. Daley traveled to Abu Dhabi in February, his office announced that the trip was intended to sell Chicago as a place to do business. Left unsaid was that that Persian Gulf emirate was about to become one of the biggest investors in a deal to lease Chicago’s parking meters for 75 years."

....while Abu Dhabi finds itself trying to bail out collapsing neighbor Dubai...

I could've bought 58 million dollars worth of "Evermore" stamps from the US post office and the next time stamps went up in price, sold them back and earned a pretty penny for our pension fund. All legit. It's what I'm doing with my pension now that I'm retired. I never really had time to learn about investments so I'm doing what I can but it's absolutely 100% loss-proof. I just can't forget where I put them is all.
