Rumor has it, the antics of the 017 district commander are starting to raise a few eyebrows:
- 017- Looks like MIKE MEALERS temper tantrum in the 017 district has sparked someones attention at 35th and Michigan.. We are hearing that the station video of his temper tantrum has been requested by numerous high ranking police department officials.
Verbal abuse of subordinates? Destruction of Department property? Anger management issues? Behavior unbecoming? If the stories are to be believed, this clown is a walking, talking "Hostile Workplace" lawsuit waiting to happen.
Hey J-Fed? We hope you took pages and pages of notes when you were doing that wholesale replacement of district commanders. Maybe somewhere in that pile of paper you can see who mentioned certain brain trusts were worthy of command spots.

Positive reinforcement.
That the childish antics of messing with blue shirts stops.
That bosses start treating subordinates like subordinates and not prisoners.
Get rid of the egos!
Make roll call fun. Have a few laughs with us. Set the tone for the day.
Try looking up the meaning of a team enviroment.
Catch blue shirts doing it right. Coach them when they are wrong. Not waiting for them to screw up something so meanial so you can feed your ego with sparing them and giving them time.
Be a Man and say it to their face.
Dont hide behind your foot soldiers.
If it isnt broke, dont try to fix it. If you are going to treat us like kindergartners, at least have cookies and milk for us. Story time would be nice as well.
For Petes sake...if a copper is sick let them go home. Why infect the whole district.
The whole I run a district with strict punishment has got most of you bosses into this mess.
We are here because we have to be. Why not make it a fun atmosphere. Dont demand respect and you will get it.
Remember, its the coppers on the street that can make you look astonishing. Its the "I"/ "ME" person who sinks themself.
This district used to be a tight nit group of coppers. Now its scattered and everyone stays to them selves.

I saw the video with my own two eyes. Borat was thrashing about in the hallway very similar to the lead male actor at the end of A-HA's music video, "Take On Me." At the end, when he was on his knees, crying, the Burger Queen can be seen walking up to him to check if he was okay.

Everybody keeps tossing around the term "hostile work environment." It has a very specific legal meaning. There is no legal action to take because your boss is harsh or rude or an idiot or a screamer, etc. A hostile work environment refers to a work environment where racial, ethnic, sexual, or age discrimination is so obvious or retaliation for complaining of same is so obvious that one cannot work in the environment. It is not illegal for your boss to have unreasonable expectations of you, if indeed they are unreasonable. It is also not illegal for your boss to have a negative opinion of your work and express it to others. If you are not being subjected to either sexual harassment or illegal discrimination under Title VII and related laws (race, religion, national origin etc.) you are not, under the law, in a hostile work environment.
None of this means that there aren't other Department rules, regulations, policies or directives that govern behavior at work.
Get rid of Mealer. He is an embrassment to the department with his tyraids. Morale is terrible in (017), because of Mealer's antics.
I hate to see the blog dictact management decisions in (017), but what other way do have to respond? Supt., something must be done! Supt. please come to (017) to understand the venum the troops have for Mealer. Total miss management is rampid.

The captains in the 017 district all park their personal autos in the 017 Chicago police department impound garage. The 017 district police officers have no place to put the impounded vehicles. The impound garage is for autos that are impounded and held in a secure garage. The garage has cameras, if downtown looks they will see who's autos are parked in these garages, not bad guy vehicles. The commander does not enforce this department violation, parking unauthorized vehicles in the CHICAGO POLICE DEPARTMENT GARAGE, IN HIS DIDRTICT!!

95% of the new hires have no ideas what you're talking about, because they were still crapping in their pants when that video came out.Good visual, but that scene actually came from the 1980 Movie Altered States(based on a Paddy Chayefsky novel)lead role William Hurt.
I don't know the 017th dist commander, nor did I witness any of what is written, but I do know that not all people, no matter how much education, good test scores, bad test scores, etc., are born to lead. Some have horrible people skills, non-existent communication skills, others can't make decisions soundly and stick by them. Some are so autocratic that they don't have the whereabouts to at least listen and absorb other points of view. Some are truly arrogant, ignorant and narcissistic (sp?) and have major personality problems which is usually bantered on this blog.
Unfortunately, so many have one or more of these negative behavior mannerisms. Bottom line is, NONE of them should be in the higly paid cmdr position reaping the benefits at the cost of the citizens, the company and the blue shirts. When you hear so many complaints and negative talking, the CEO should take action and verify if there really is a problem, and if there is, to eliminate the problem before it escalates. If the top management tier does nothing or very little, it sends a message to the troops that no one cares, the bad manager is "untouchable", it is being swept under the rug, etc. This we see over and over again. If the accusations/negative behavior are found that they had occurred more than once or just too many times, it is time to remove that manager. This happens in the private sector all the time. If the commander basically stinks, then poooof, he/she is back to Lt or Capt rank, which still is nothing to sneeze at.
Only the best, the cream of the crop, should be in command. Yet this department often ends up with ignorant, mentally unstable, alcoholic, arrogant messes. There's only a few in this department who are in leadership positions who know how to manage and lead AND who have the respect of their peers and subordinates. Only a few.
Perhaps the dept should "psych eval" anyone who is placed in these management and leader positions to really see if they "fit" the job description and duties that they are supposed to uphold. "Merits" should definately be tested because they "failed" the written promotional tests and squeezed through the ranks by clout gaining their exempt rank. It's not a clear answer to this problem, but it may help eliminate problematic situations down the line. The crazy thing is that dept is more interested if any candidate for promotion can run, touch his/her toes and do sit-ups when they really should be concerned if that person can be a manager and solid leader, which is more cognitive than braun.
Lastly, it used to be going to NW traffic school and other elite 6 week, out-of -town courses that is only available to sgts and lts., was an "automatic in" for promotions. Usually, only the "clouted" were able to take these courses to glean on their resumes. I still say give a number of psych evaluations to see if they truly are management and leader material. The department also fails to look at their overall personnel record and internal/external beefs, so many of these just get swept away and ignored. Many serial womanizers come to mind who get the gold star. It's a slap in the face to those who have stayed out of trouble. How about some quality vetting and psych evals and less clout or for the sake of "diversity" promotions. The ultimate benefits (better leaders and managers) to the company that may weed out undesirables outweigh any costs.

If these accounts are true, including the unit increase in violent crime, the blame lies with the people who chose and supervise the Cmdr.. Anyone can have personality glitches but when they exist in an appointed position, for as long as these apparently have, it's time to look at the enablers.
Let's see the video. I don't work in 017, but I used to workout in their gym. About six months ago, I heard this guy yelling, screaming and said "fucking bitch get the fuck outta here" and then a crashing sound.
I went outside and all I saw was a broken radio on the floor. I asked another officer what happened and he just walked away from me. I asked someone else and he said "oh, nothing happened". I went past a room and there was Mealer still huffing and puffing.
017 wake up. How many times do we go to domestics where the victim is deluded, in denial and feels it will get better. Don't take this fucking abuse. YOU ARE THE POLICE.
I don't know who I have more disrespect for; this Mealer guy or the police officers who complain on this blog constantly but won't do anything.

Carroll left an undelible landscape of mistrust backstabbing, and retribution across the entire city.
Even his "friends" were wary not to piss him off.
They knew that anyone falling out of favor and into his badside would be hounded and harrassed until he was satisfied.
Carroll often used these "friends" as henchmen and sources from which to garner info on his target.
Worked around him in 013.It is MY opinion that he seemed to be the guy EVERYONE picked on as a kid...

It was funny because the only way "ol' cholly" could justify his existence to j-fart at the first exempt meeting(s) was to say he took the intitative to increase punishment of P.O.'s in Patrol Div. for the most minor of rule infractions and would go after supervisors who were deemed lenient (i.e. not initiating enough spars & c/r numbers) in the new era of "zero tolerance" (actually "intolerance") toward blue shirts.
Of course this was either before j-fart drank more of the kool-aid or Williams was going to be left dangling for the crows to pick clean anyway... No great loss.

This Department is chock full of supervisors who didn't get enough attention from mommy & daddy growing up. These social outcasts/misfits act as if it's their birthright to mistreat subordinates. We wouldn't doubt for a second that these miserable, loveless, poor excuses for human beings abuse and neglect their family members so they surely don't give a shit about their subordinates.
You don't have to love your subordinates, but if you're honest with them,(HAH!) fair in discipline and make note sometimes of the extra effort they put in and realize that they're HUMAN BEINGS, they will overwhelmingly try their best to do good work for you and try not to embarrass themselves or you.
Respect is a two way street, not a one way dead end.

Since the "All knowing and always right bosses" get to evaluate us why not have an annoymous evaluation of each supervisor in each unit. Maybe the brains at 35th street will get an idea how the troops feel about their immediate sups. Make it simple. List every sup. in the unit and the P.O.'s will rate all of them from 1-5. 5 being the highest and 1 the lowest and maybe a box for having no contact or DNA. That way even if they are not on your watch, but you still have had dealings with them you can still rate them.
The brass always blame the P.O.'s for everything, but how about the sup.'s that are total morale killers, liers, and backstabbers. Lets face it, there are may bosses that should not even be police officers to begin with!
I'm sure J-fed has known about this disaster of a commander for a long time. He's probably political and there's nothing J-fed can do.
The commander MEALER was at 1600 roll call today and tried to figure out who is posting about him on the blog! This commander is crazy with his micro managing. He is like a caged lion!!

The days of ANY supervisor yelling, screaming, substantially raising their voices or belittling a subordinate at any time have long been over in the private sector. When are they going to be over and done with in the Chicago Police Department? In many surburban departments and other big cities these things do not happen. They happen in Chicago because the administration let these things occur. The injured employee should get a CR number on the supervisor/commander, but most likely they will not be able to do this. Officers witnessing the behavior should submit witness statements, but most of them are too afraid to do so for fear of retaliation. All of this BS about backing your boss is just that, BS. Loyalty has always been a one-way street on the CPD, the loyalty street going upwards to the boss, rarely if ever traveling downwards. The culture needs to be changed. The leadership of the department has long thought that they were above it all and in many ways they have been. The FOP should step in and make an issue of these verbal thugs.

Don't count on it, all the new districts have video in lots of places, the district manager or perhaps someone else can retrieve the video starting from when the station opened, it is stored on a hard drive....

Not true. I handled an escape and it was all on STATION VIDEO. Juvenile offender fled the youth office in a new station. It records the back hallways at the very least. That's a definite.

Whether or not Mealer goes away is not the issue. What you all in 017 should be looking forward to is how all his little suck ups will react to his leaving. Boy, I'll tell ya, there's nothing like watching some little clout baby's first reaction to hearing that their clout is going by-by. That look of horror in their face, knowing that they are now exposed and could end up, OH GOD!, on a watch?

FYI Boys n Girls: The new stations are equipped with cameras in the following locations: There are at cameras on the second floor hallways, 1st floor hallways, processing areas, sallyport, vestibules from sally port to lockup and inside the lockup. There are also cameras on the exterior of the building as well. There is no sound, only video. It is all digital and can be retrieved and converted to be recorded on DVD. I've seen it help and hurt officers in beefs. All the cameras are automatically running/recording 24/7. It's in house in the district. As far as I know, the hard drive is in the W/Cs office. Be paranoid? That's up to you. But watch what you do in and around the station.

Here is a new word for the wussies that keep crying in 017. Please pratice it 5 times a day. "Kwityrbitchin" Come on already, you don't want to be known as the whiniest District in the City, do you? Go to roll call, get in your squad car and get a life. It's on you to have a decent 8 (I mean 9) hours. Most days, that is.
the commander of 017 wants his po's to "keep up the pressure" on the gangbangers because it has resulted in a reduction of crime across the board----- no problem commander, put on your vest and duty belt and start applying the pressure and i will follow your lead and we can both get stripped and sent to call back together----

No, it just tells the real story. Most of the people in 017 are as happy to be there as any District now-a-days. Maybe even happier. Nice station, nice gym, plenty of parking, good restaurants, easy to get to, not too far from home for many...P.O.s have very little interaction with District Commanders unless they are up their ass. Most working coppers dont get involved in this silly drama.
The caps Sgt keeps defending MIKEY, well stop he is a incompetent person and it shows! Look at the rise in crime in the 017. The stats speak for themselves, down town should look them up.. The commander tells the white shirts he does not care about the rising crime rate in the 017. I was present and i can't believe he made such a statement! The citizens of the 017 district deserve a better commander than MIKE MEALER and the media should pressure JODY on this irresponsible leader.
The commander of the 017 is an embarrassment of the CITY OF CHICAGO, POLICE DEPARTMENT! The rise in crime is way up and the stats show!! We thought downtown monitors the rise in crime but we guess that the powers are not looking at the 017. This commander needs more media coverage is the rise in crime. The day to day operations are greatly effected by the way MEALER runs hie district.
MIKE MEALER MUST GO TO THE SOUTH SIDE AND PLAY COMMANDER AND SEE HOW LONG HE LASTS THERE.. THAT SOUNDS FAIR!

The 017 district is a new station! Why would the Captains of the 017 need to park their personal vehicles inside the impound garage? The watch commanders and LT'S have their own private parking lot and assigned parking spaces away from everybody else! Why do they need to park inside!! We understand that citizens have taken their cars out of the parking lot while p.o.'s were waiting for a impound tow and the city is loosing money because the p.o.'s can't park in the authorized impound garage!
Mealer in 013 1st watch- I worked for this guy and he was a goof/nerd. Always telling b.s. stories. The truth is is that he was in i.a.d. sells out hard working cops because he cant be like them and never was like them. He is truely afraid of the street. He yelled at a copper in 013 and the copper yelled back it seemed to put him in his place. Stand up for yourself dont be a pu$$y like him and he will back down. Dont forget he is a lawyer and thinks he knows it all. STROKE

Talk about a story getting blown up! Here's the truth. Mealer, being the open-minded, warm and welcoming man he is wanted to entertain and bond with some irish-american PO's that were waiting at the radio room door for their equiptment. He asked them if they enjoyed a good reel now and again and they said of course they did which is when Mike Mealer did the liveliest, happiest reel this officer has seen in many years. Thanks again Mike.
017 still has not lost a fight yet--- we may end up with 7 or 8 iod's, but the bad guy is always a knockout or tko no matter who the commander is....
Bring CD out of retirement and back to 017!
