Henny-Penny, in a recent emergency staff meeting regarding harmless Christmas tree ornaments and other assorted lobby additions that got her panties in a bunch, commented that she wants the 011th District desk crews to (not verbatim) REFLECT THE POPULATION OF THE DISTRICT RESIDENTS. This statement was verified by a few supervisors present at this meeting, as well as overheard and relayed by front office workers.
While Miss Penny couldn't possibly be stupid enough to put this on paper (although I have seen dumber things in the CO book over many years), I bet there's more than a few people that are bid desk, relief and lockup officers that would absolutely LOVE to be bounced from a seniority-based, contractually-protected spot based on race. If memory serves me correctly, a certain F/1, Southside boss got sued (and lost) over similar shit a few years ago. C'mon, Penny! Put pen to paper and post this in the CO book "to be read at 7 consecutive roll calls" so I can pick up more work representing wronged officers. The Wentworth police district is on Chicago's South Side. The Commander is Marienne Perry,a black woman. She has 24 years with the depart, and she was promoted to Commander in 1999. Perry is being charged with racially harassing white subordinates as well as making public statements such as "when citizens walk into our station they expect to see a black face, not a white one!"
The Chicago Sun-Times reports: "Seven white supervisors in a South Side police district are accusing their black commander of a pattern of reverse discrimination in complaints filed with the Equal Employment Opportunity Commission.
"The officers said they filed the federal charges against Wentworth Cmdr. Marienne Perry because an internal grievance they made about six months ago was not aggressively pursued."
The white cops have accused Commander Marienne Perry of giving preferential treatment to black officers in promotions; launching more internal investigations against white officers than against black officers; and making racially biased remarks against white officers."She's gone so far as to make statements that when people of the 2nd Dist walk into this station,they expect to see a black face," said Jeff Wilson, president of the Chicago Police Lieutenants Association. But Perry denied the allegations, saying she judges everyone by a standardof "decency, ethics and fair play. If they meet the standard,they have no problem with me," she said.
The department has launched an internal investigation into the charges of reverse discrimination.
Chicago Sun-Times identified 3 of the complaining white officers as Lt. Diane O'Sullivan, Sgt. Jan Roche and Sgt. Al Cain."This has been the worst 1 1/2 years of my life," said one of them, asking not to be identified. "She is racist against white officers. There's a double standard." Another officer added: "You can't work." This officer implied that race was Commander Perry's motivation for second-guessing every decision by white officers while she was supportive of decisions of black officers.The Sun-Times reported that 7 white lieutenants have left the district in the last 19 months because of harassment from Perry, the complaints said.Also according to the Sun-Times, the spin-meisters within the South Side's Wentworth station are already offering the "equal opportunity harasser" defense: Commander Marienne Perry, they say, doesn't just treat white officers badly, she treats everyone badly. It is a common defense in reverse discrimination cases. Perry's defenders say the departure of white officers from the district is a result "of her abrasive management style."
Black Commander Perry reassigned white desk sergeants and replaced them with black desk sergeants.
Perry gave black officers preferential treatment in performance ratings. In one case, a white sergeant rated a black officer at 81 (the black officer was the lowest performer on the shift). Cmdr. Perry later raised the black officers rating to 93 without talking to the sergeant.
Perry also is blamed for initiating baseless internal investigations against white officers due solely to their skin color.
At a Chicago parade, Ms. Perry told a Town Hall District white tact sgt: "Don't ever come back to this parade unless you have people of color on your tact team" according to the Sun-Times.
Sun-Times story reports that the president of the Chicago Police Lts' Association, Jeff Wilson, thinks that Cmdr. Perry and some other black commanders have been "promoted beyond their competency level because of pressure to increase minority participation. These people sometimes choose to discriminate against white members of the Police Department," he said.

The Chicago Police Department is seriously considering scrapping the police entrance exam, sources tell Fran Spielman.
Dropping the exam would bolster minority hiring and avert legal battles, according to one source, while others confirm that the exam could be scrapped to open the process to as many people as possible.
However, the lack of an exam would make Chicago the lone major city without one, and experts contend that the exam is integral to eliminating unqualified applicants.
The CPD has tried in recent years to boost minority hiring by offering the police exam online and turning to minority clergy to help in the recruitment effort.

Actually not a bad to guy to work for at all. He's a real micromanager and runs tons of missions, but overall a good boss.

If we were able to simply lop off the folks mentioned above, this Dept. could bounce back rather quickly. The sad truth is, one of those bozos is likely in the running for the WEISel's job whenever we are blessed with his eternal absence, when the Mayor decides. Doubtful if Brown will get the nod with all the chick baggage that would likely surface if his name gets tossed into the ring, although I could see him moving up another notch or two before his career comes to a halt.

OT: It seems that Masters, Marianobitch, and their little band of all meritoriuos sgt.'s pulled a fast one. Monday was the citywide tryout for SWAT sgt's and lil Ray Hamilton tried out. However there were some rules and it seems that ray ray doesn't have to follow the rules. He showed up with an unauthorized holster and should have been sent home because it was an unfair advantage over the other shooters. But you guessed it bos and girls, he was allowed to use it anyway and of course passed. Will ray ray be the next Swat commander? Stay tuned.

Read the Times article about scrapping the entrance exam. It's sad that we have come to this. There has been talk for years of getting rid of promotional exams and that will probably be next.
My hat is off to all the officers who show up and do the job. This job has been good to me but it has become a complete and total joke and it was never that great to begin with. It has always been a clout culture with a small opportunity for the people without a phone call to get in the door and get promoted. It looks like that may soon be gone.
There was a time I looked forward to coming to work now all I think about is 2 years to go.

The Tribune's Clout Street blog reports: Gov. Pat Quinn today named a longtime Chicago police officer to oversee the early release programs in the state prison system, seeking to tamp down a political controversy that has flared just weeks before the Democratic primary.
Quinn appointed Michael McCotter to serve as chief public safety officer at the Illinois Department of Corrections, a position he announced last week after halting a program that let convicts out of prison extra early by awarded them good-time credit at an accelerated pace.
The program, which was aimed at saving money for the cash-crunched state budget, resulted in 1,700 prisoners being released this fall. Some served just weeks in state prison after spending time in local jails, and more than 50 were quickly returned to prison for violating parole or committing new offenses.
Quinn has said his hand-picked corrections chief Michael Randle made mistakes in implementing the accelerated good time credit program, but Quinn acknowledged earlier this week that the blame ultimately falls on the governor.

Can someone verify this? He is a young guy. Good for him if this is what he wants. A by the book guy but a straight shooter who was fair to everyone. If true I hope he is leaving because he wants to and has something else lined up and not because he was treated wrongly.
Yamashiroya, who happens to be an attorney is also a merit promoted lieutenant. I thought the merit system is for those good cops who can't put pencil to paper ( to hear Beavers tell it). If an attorney can't pass an exam this just means he did not take the time to study, he just called his clout.

He showed up with an unauthorized holster and should have been sent home because it was an unfair advantage over the other shooters. But you guessed it bos and girls, he was allowed to use it anyway and of course passed. Will ray ray be the next Swat commander? Stay tuned.

Usually clouted enough to go to law school on company time (or hiding at IAD because they can't survive in the field)while the regular no clout copper is at work half dead from 2nd job, school, studying for promotional exam, family issues, health concerns or any three or more of the preceeding. Try having some of this going on and you need to get some time on the front/back and you work for a "Lawyer-visor" and you'll be accused of planting the pine the Crucifix was milled from.
Auditing & Internal Control is another career track these individuals aspire to... Real hard chargers to watch Policemen fighting with an offender and not lift a finger to help but will drop a write-up on the officers for a petty uniform/rule infraction.
