I really think credit for lowering the homicide rate belongs to the ER and trauma center medical personnel. I'd love to see Aggravated Battery stats instead of homicides be the benchmark.

Even if you dismiss the distinct possibility that the CPD is "cooking the (homicide) books", Chicago recorded at least 459 murders in 2009.
Meanwhile, with nearly three times more people, New York City had only 461 murders in 2009, a margin of only TWO criminal homicides.

Why is the media allowing the police department to compare statistics to the 1990's. Wouldn't a more fair comparison be to the year before?

JFED's first year homicides rose 17%. JFED's second year homicides allegedly dropped 10%. Overall since JFED's existence homicides have risen 7%.
So has he earned his 620K (310K a year) if homicides are still up since he started? Not to mention most major index crimes that are up as well?
So you see people the department/media can manipulate numbers to their advantage anyday of the week by picking a year or decade where crime was higher.

Any IAD investigations into sexual harassment will not be released to the public or to the press. He is not the first high ranking member of CPD tohave multiple complaints regarding women. Another former Dep Supt with numerous allegations was a high ranker with the county after retirement. So, do not count EB out, even if any of the allegations are true, which I doubt.I personally know a few supervisors who were dating women, then dumped them and the women filed a complaint. There is no rule about dating someone that works for you ( should be ) I worked with him a number of years back and found him to be a hard worker, smart and a good guy to be around. But, as I said, a few years back before he made exempt.If he has changed I cannot speak to that. My exerience is that he is competent.

Despite an overall decrease in law enforcement deaths in 2009, compared to 2008, the number of officers who were shot and killed jumped 15% compared to 2008, due in part to the spike in multiple-officer shooting fatalities. There were 49 officers killed by gunfire in 2009 vs 41 in 2008. The 14% overall drop in deaths was the result of a 24% drop in vehicle-related deaths (55 in 2009 vs. 71 in 2008).

Agree. He has an ego but his heart is in the right place. The thing with this blog is that 1 or 2 people can repeatedly knock someone and make it seem like they number in the hundreds.
Personally I could care a less which gets what. I just want a Chicago Police Officer back as superintendent.
I don't know Ernie Brown but I do know he was always friendly and made a point to acknowledge and say hello to the ranks.
Whatever your opinion of Leo is I know one thing. He planned, equipped, and implemented a program that brought heavy weapons to the detective division and subsequently to many specialized units through his constant cajoling of the brass...as a sergeant.
Remember when you see some of these bosses and you don't know much about them, there are quite a few that rocked and rolled as hard as anyone when they were blue shirts. Don't let the management face fool you, they know the game from our side as well.

A lot of posters over the years have posted their opinions on who is a good boss or not,and why they are or aren't.
Does anyone know what makes a boss a "good boss"? Most of these positive post were written about a boss being good because he (or she) went to bat after being jammed up. What was "the" jam up? Granted police are targted in this city and civilians and even other city workers will go after the Po-Po in a heart-beat. I wish the best and safe keeping for all, but WTF start measuring a boss by their effectiveness too.
I see certain sworn and retired guys/gals have got it, and I surely hope there are more out there. There have been cases interrupted and halted, within OCD especially, because these cases began investigating political bodies and the "connected" in Chicago, Cook County and the State. Where and who are the bosses going to bat for these working police who are making these cases? Think about it and if this is the first time you realize it then I say Welcome to Chicago.
There are great bosses out there, and great bosses who retired. Who are the bosses who let the working copper, detective, sgt, lt...work their investigations to the end? Or who were those bosses?
Remember what is asked to be the police, and if you have to ask what that is then quit. CPD has had "good" bosses who have allowed enough shit to go on that I still don't know if they sleep at night.

Late this morning I was at a large suburban PD. White shirt walks into the detective squad room, asks about some vacations and see a frustrated old fart patrolman at a computer. He asks the old fart what's wrong and is told that he can't get into the program to take off a comp day. So the white shirt sits down next to him and spends the next 20 minutes on the phone and computer until the problem is fixed. Then he gets up, greets me and offers me a soda before running off to the hospital to check on an officer's surgery. It's the frickin' chief! A real chief to boot.

Take the cheeseheads. They went outside and hired a poltically correct chief who destroyed the department and morale. Then he was replaced by another politically correct chief, this time from inside (former vice cop). She turned out to be ineffective and even demoted a district commander after he told his troops to "turn up the heat on the thugs."
She was replaced by an outsider, Flynn, a smart guy who is politically savvy but also backs the troops. The union loves him, the first chief they've liked in decades, inside or out.
I think the better criteria is hiring someone who was a real cop.
