Daley Opposed ISP Cuts?

  • The Daley administration will strongly oppose Gov. Quinn’s plan to impose State Police cutbacks so draconian, they would require Chicago Police to assume primary responsibility for patrolling 53 miles of Chicago area expressways, City Hall sources said today.

    [...] Sources said Mayor Daley will attempt to hold the state to that agreement on grounds that Chicago cannot afford what amounts to an unfunded mandate from the state.

    [...] The mayor is reportedly prepared to argue that the Chicago Police Department simply cannot spare 182 bodies for highway patrol.

No shit. And that "182 bodies" is down from 300 Troopers just 18 years ago. Our Traffic Unit can barely patrol Lake Shore Drive most days. To cover five major expressways for speeders, DUI, fender-benders and major incidents would require more manpower than is currently available.

A lot of this doesn't pass the smell-test. We aren't sure how much of this is election year BS, but everyone reading ought to be prepared to take their lives into their own hands on the expressways if it comes to pass. As bad as it is now, it'll be 10 times worse if these cuts go through.

Hmmmmmmmmm CPD has a boss which was never the police and we all know Daley is running the CPD. State police has a 29yo Chief (he may be 30 now not sure) who was never the police running their agency. Would it be fair to say Quinn is running the State Patrol???...Hmmmmmmm so that means politicians are running both agencies and have similar problems. But why are things so fucked up?? Hmmmmmmm.....Doesn't make sense.

The ISP District Chicago handles more than 20,000 traffic crashes a year..speeding, warrants, drug arrests, etc...Quinn just gave the city $15 million to find felons jobs..I guess if there are no police to make these mutts felons in the first place...the state wont have to pay to provide job training to them. Great thinking you scumbag Dumbocrat crook Quinn. Quinn is the same as every other piece of shit Dumbocrat from our fucked up crooked alderscum all the way up to our lead Chicago gangster..the president. Give more handouts to illegals and lazy mother fuckers. We get punished for doing our jobs..and lowlifes get rewarded with Link, welfare, housing, food, schooling. Chicago Police will never patrol the Chicago area expressways!

I have been sounding the alarm on dwindling CPD manpower and problems on the CPD for the last two years. It looks like it has gotten so bad that even the City of Chicago is publicly admitting it now but doing nothing to address the problems.

There is NO MANPOWER to do it, we are undermanned 2,000+ police officers and can barely cover 911 calls.

We are short 2,000+ police officers through attrition and the lack of hiring that Mayor Richard M Daley has imposed. The manpower crisis is a direct result of Mayor Richard M Daley's lack of foresight and planning.

If Governor Quinn needs to fix the state budget start cutting social welfare programs like Ceasefire. Ceasefire does nothing to reduce violence but certain demographics receive their payoffs legally to provide the DemocRatic vote for the Machine.

There are police departments that could be downsized with minimal impact. What about getting rid of CMS Police, SOS Police, ICC Police, etc, etc. Nobody in the public has ever heard of them, so if Governor Quinn said he was cutting them, the public would just shrug and say "So what?"

Governor Quinn is just picking the most visible department and scare mongering. Governor Quinn is just looking for justification to double your income taxes at a time when he bankrupcted the State of Illinois.

Illinois has the second worst economy in the nation! We, the People, need to demand accountability from the politicians in Illinois. The Illinois system of spending taxpayer dollars, like a drunken sailor, needs to stop. The patronage, kickbacks, inside deals, nepotism, CLOUT, corruption taxes, ghost payroll jobs are destroying Illinois.

Why maintain a balanced budget when you can go to the taxpayer ATM and just withdraw, by raising taxes time and again???

If you want REAL CHANGE, vote all incumbents out of office in November. That is Change you can believe in!

During the Bulls Riots the ISP escorted CFD, guarded firehouses and provided additional support on the Chicago Expressways.

During the Anti-War Demonstrations the ISP assisted the CPD.

Who will fill the void if the need shall arise???

CPD is royally fucked if something of a large magnitude occurs in Chicago.

I know a guy in traffic. he said a few years back, a commander was bucking for a deputy's spot and volunteered the traffic unit to assist the ISP in speed enforcement on the expressways. He said if there was time a copper should get D2a pay in traffic, it was patroling the Eisenhower. He nicknamed it: "The Hole". Most dangerous place he ever worked and he did ghetto time as a younger copper.

At it's core, it's a sickening application of reverse psychology that unfortunately plays games with the livelihood of a couple hundred law enforcement officers and their families.

If these positions are ultimately spared being euthanized by our pathetic state, I hope every trooper that had even a iota of worry or stress because of such an asinine proposal joins ranks to somehow collectively stick it in Quinn's ass.

Also SCC don't forget the troopers also carry some heavy weapons,like a shotgun,ar-15 etc in their vehicles. Which unlike cpd,we have to call swat who have to race from home,or wherever to homan square get dressed then respond! You would think that a big dept like cpd would provide these guys with take home cars with police equip. WTF! They provide eddie burke,city tresurer,city clerk,daleys valets etc,with all police spec crown vics. Guess they need the equip when they run for movies at blockbuster and coffee correct?

I can't imagine handling the accidents that ISP handles. It seems like there is 1 fatality a week on the Chicago Expressways, if not more. We get 1 traffic fatality in our district about once a year...

One of government's most basic duties is to protect the citizens.

If it cannot perform this function, then there's no point in having it.

I suspect that most of this is a scare tactic, but if there are less police, it's more reason for private citizens to be able to arm themselves.

Vote out all incumbents next election.

When the ISP took over patrolling the expressways from the CPD, then Governor Jim Edgar was looking to install Illinois Lottery machines at the airports.

Daley, who was looking to reduce his Police Dept. budget at that time, refused to allow the lottery machines at the airport unless the governor agreed to take over patrolling the expressways with ISP Troopers. Edgar refused, but Daley stood fast also, refusing the machine installation.

Edgar decided to use the state legislature to wrest control of O'Hare Airport away from the City of Chicago. Not to be outdone however, Daley pulled a slick move of his own.

He contacted authorities in Indiana and asked if they would be interested in merging the airport in Gary, Indiana, into a Regional Airport Authority along with Midway and O'Hare. This created an opportunity to pool resources and purchasing power, and was a win-win situation for the Gary Airport. More importantly, however, it created a separate governmental authority that the Illinois state legislature could not control or manipulate.

Now that Edgar had been outfoxed by Daley, he had NO choice but to put ISP troopers on the city expressways and therefore eventually got the lottery machines installed.

I told THAT story to say this: Pat Quinn will NEVER back Daley into a corner and force the CPD to take over patrolling the local expressways. They are just rattling sabers in an election year. Just as Daley won his duel with Edgar, you can expect Quinn to back down, as well, probably right around the time that Shortshanks starts to unplug the Lottery machines!

How long did it take for daley to break his written agreement there?

We can't even maintain a half-assed presence on LSD, how in the hell are we going to control these fools on the Skyway, Kennedy, Ryan, Eisenhower, Edens, I-55, I-57 or the Bishop Ford expressways?

Watch the Income Tax hike not be a 1% surcharge, but a full blown raise to 6%. Quinn will say that will put us in line with most of the other states that have income tax.

Notice how gas has gone up lately? That is all taxes, city, county, state and federal.

SCC, we already take our lives in our hands on the Expressways. You rarely see a trooper (it isn't their fault) and I have had my doors blown off while otw home late at night. Even the Tollway seem to be Trooperless.

Idiots in street racers and cab drivers seem to be the main culprits.

I'm no prude, I'd admit going 75-80on the way home, but nowhere near what these morons do.

He sent out an order naming NAMES of PO's that were supposed to go back to the streets last year and continued working inside in hidden spots. Oops!!! Sounds like some insubordination by some bosses have taken place.
What's next? All the extra desk personal and watch secretaries still hidden as foot patrol & traffic cars?
Looks like we just gained a few street officers. Now to empty out 35th street, the areas, Homan square, courts sections, & who knows what else.

Harold Washington was mayor when CPD took over Xways for state to put in lottery machines at OHare, not Daley.
Harold also used the specter of laying off CPD to get a tax increase, even going so far as to send out pink slips to recruits on the street. The aldermen caved an Harold got his property tax increase.

J-fed came to 006 roll call yesterday. He said he was in contact with the ISP director who told him the trooper pull out would be a worst case scenario. J-fed said that return of the highways back to us would be unlikely. This is more of a scare tactic for the legislator.

I spent years assigned to traffic enforcement when we still covered the highway's. We never had more than 122 officer's assigned there to cover 3 watches. I don't know where you got the figure of 182 we never had that many. We were assigned a beat and had to be there. I don't see the state troopers patrolling inside the city limits. So most of the tickets they do write are outside city limits and that money goes to the suburb that it's written in. Maybe if the city takes back the highway's the revenue can go to our raises.

Can you imagine trying to enforce expressway traffic in a tahoe or ford crown vic with 125,000 miles on it? HA Ha!. Can you imagine writing a traffic accident report with debris strewn over 200 yards,skid marks on the pavement, and victims in two or three different hospitals on A daily basis? No computer in the car, you have to get the vins with a pad of paper and pen? How long would you be down on that? And then you will get subpoenaed for all kinds of civil cases, cutting manpower in the district/detail further? It is fucked up. And the ISP officers do a better hjob at what they do and are more experienced than us. There will be a steep learning curve. They do it 99. Will we?

Daley is upset about the State Police layoff's? What about the fact we are 2500-3000 short already and climbing. Why doesn't he give a shit about that. We can barely handle the streets. Where in the hell are we going to get manpower to work the expressways. Maybe that will be another special employment deatail. We sure as hell can't do it with just the people regularly assigned. If this happens, do you think the citizens will be upset if it takes 3-4 hours to get to most jobs. Dick Daley in 2011. He can't get voted out fast enough and take Melonhead J-Fed and MASTERSbator with him. Don't let the door hit them in the ass on the way out.

I thoroughly enjoyed your story, however, Edgar was not the governor of Illinois in the mid- 1980's, which is when ISP took over the expressway property within our borders. Edgar was the governor from 1991-1998. James R. Thompson was the governor from 1977-1991.

Lets see what they promise the Offices that choose to work the xpressways and risk their lives hoping to not get run over..... Remember, there are "no perks" or money to be spent on proper equipment.... Think about the delays there will be towing all the CPD broken down vehicle off the Interstates. Imagine trying to "catch up" to a speeding car in the junk we drive. 55 mph and CPD cars start to lose parts on the roadway, front ends shaking and tires with no traction... Good luck trying to pull someone over, you'll never catch them. BTW, any word on how the ISP trooper who was injured on the Dan Ryan is doing? I pray see fully recovers....

Metropolitan Sanitary District Police, Berwyn Park District Police, etc...are there "Mosquito Abatement District Police" yet? Don't give 'em any ideas.

Also, every municipality is essentially doubling the size of government by implementing a whole separate fleet of "Code Enforcement" squad cars for improperly sorted trash, lawn height violations, air conditioners installed in windows (Addison) holiday ornaments left out over 60 days (Lombard)-- and also hiring outside private contractors to move bodies.

How do they do it? Taxes skyrocketing as services go swirling away down the toilet. It's like cancer.

OT - in 016, the Super Cup restaurant at Lawrence and Central has had it. You know, just up the street from the closed restaurant at Lawrence and Austin, which is across the street from the vacant lot with the signs promising "Luxury Condominiums" that are never going to be built...there used to be half a dozen nice small businesses on that corner.

This is not a "global economic recovery." This is a depression.

My experiences with ISP have always been cordial. They're a good bunch of officers. Good turnouts for our LOD funerals, and us for theirs. They have been a big help on the x-ways, especially IKE.
Police officers weren't laid off in the great Depression in the 30's. My grandfather was CPD back then. They were paid in script, but they had jobs...This economy must really be in the crapper!

Well CPD would not need 180 some officers. That would be DOUBLE the number of Troopers who actually PATROL the expressway system. There rest of the 90 would be house mice, command, speciality units, etc...
In 1986 there might have been 180 assigned Troopers actually. Now it's down to about 90 Troopers to cover 3 shifts. And that includes not just City parts but the suburban expressway portions.With 30 people per shift, days off, time due, etc etc there are about 15-17 out on all of the expressways normally. Thats why no one is out there!!!

This is not Germany Asswipe! Germany is not full of Illegal immigrants driving piece of shit cars without insurance, and Germany does not GIVE AWAY drivers licenses to anyone with $30.
The roads in Germany are well maintained. The penalty for DUI in Germany is not a joke like it is here. So you won't have a drunk Illegal doing 90mph in a landscaping pick up truck on the Autobahn. The driving test is given in one language GERMAN. If you ever have driven on the Autobahn you would notice there is no fucked up, rust bucket spewing fumes and tying up traffic!
So fuckstick, we need State Troopers for many reasons, mostly to keep ticketing meat-gazing-pee pee lickers like you for speeding and placing other peoples lives in danger!
If however Chicago does get the task of doing traffic on the interstate, block all lanes during a traffic accident, and I mean ALL! soon enough the state will find some manpower when the traffic times increase an extra hour or two?? Or do a stupid ass seat belt mission on the Eisenhower on a friday night at E/B at Laramie???? HA HA HA

J-fed came to 006 roll call yesterday. He said he was in contact with the ISP director who told him the trooper pull out would be a worst case scenario. J-fed said that return of the highways back to us would be unlikely. This is more of a scare tactic for the legislator.

Shortshanks will smell the money as soon as the layoffs are made.

A. He gets the Alderthieves to pass new traffic laws, with high fines for everything on the expressways. Money goes to his TIFs.

B. There will be a new time and a half overtime initive for Expressway Traffic Enforcement. Only officers who write a lot of movers and DUIs need apply (more money).

C, Shorty goes to the Messiah and gets some stimulus money for new cars, PDTs and salaries. Just for this enterprize, we still will drive junks and no contract/raises.

D. Officrs will be making money for Shorty hand over fist and working 6 out of 7 days. 5 of those days will be 9 hour days, what a recipe for burnout.

As someone who has been pulled over by the ISP recently (whoops, it was one of those boring roads down in Southern Illinois!) I can say the officer was very pleasant and understanding of the situation ("Believe me, I know it's a boring road...I drive it every day!"). I'd never argue with one of them and hope they're still on our roads helping CPD and vice versa.

Second, the Ike is fucking crazy! I hope no POs ever have to pull anyone over on that piece of shit xpressway.

Third, I'm pretty liberal, but these bullshit scare tactics are just an embarrassment. We all need to work together (libs, conservs) to get rid of these assholes in power.
