Here Come the Quotas

Quota based policing, coming to a district near you. And how will they encourage you to participate? By not allowing you to work Special Employment unless you generate numbers!

That's right. No contract for 3 years, no raises for 3.5 years (excluding step raises). Taxes through the roof. Fees and fines jacked up. The cost of living out of control. But if you want to get a little breathing room by working special, you better have numbers:
  • Movers
  • Parkers
  • Curfew/School Absentee
  • Contact Cards
  • Misdemeanor & Felony totals
No more seniority. All graded by the numbers. And how are they going to suck you in? They're going to set the bar low so as to show you, "Look, it isn't so bad. You can get Special just by doing the barest of minimums." And after 6 months or a year, they'll start to inch it up, and there you have it. Inside spots will be graded on what they pull in during the "grace" period prior to full implementation.

Quotas lead to bad police work and are a loser in court:
  • Officer, is it true that by not arresting/ticketing/citing a certain number of citizens every month, you are denied opportunities to earn additional money? What is to say that my client was anything but a "head number" so you could line your own pockets?
This has bad news written all over it. Anyone else see it?

It's easy for them to conjure up fuckery like this as it doesn't affect THEIR POCKETS!

When confronted by a lawyer pursuing the line of questioning SCC uses to lead off the topic, name the upper echelon as the ones who ordered you to engage in quota based Policing so as not to incur additional financial hardship or the threat of discipline for failing to meet these arbitrary numbers that they're coming up with.

Since apparently management is so short-sighted as to not see the potential trick-bag they're putting the Policeman into, then name them on the stand as ordering you to engage in quota based Policing and see how much THEY like getting torn up by a slick lawyer and getting love letters that THEIR POCKETS are about to get picked.

We swear they come up with this silly shit and laugh when a copper gets caught in the switches trying to do what's right only to have the situation turn to pure extra-strength economy sized shit...

This shit will stop when bosses start getting sued too... The city will run from them with fingers in ears yelling "la-la-la, we can't hear you." Everybody is going to end up being told YOYO behind this.

Ain't gonna happen, but if it did...

First, as suggested, coppers WILL get jammed-up; not necessarily IF they go head-hunting, but rather WHEN they go head-hunting. As sure as J-Fed and crew are useless douche bags, more and more coppers will be taking shortcuts, exploring grayer areas and getting caught on tape pushing the boundaries in order to "make the cut".

Second, seniority is king on this job when it comes to second employment opportunities, furloughs, elective time off, etcetera. The number of negative ramifications should seniority be eliminated are too many to even begin to list - use your imagination as to the anarchy that would unfold amongst the ranks.

Finally, folks like myself have inside spots by bid (here's that seniority thingy again). Oftentimes, but not necessarily always, these spots were claimed by veteran officers who put in their time in the trenches - I bid to a L/U spot after pushing a beat car a few years in the Deuce and several years in 015. I've paid my dues, and now it's time for me to relax.

I haven't worked the street in 6 years other than for various forms of Special Employment, so I have absolutely NO activity since coming inside. I get stellar reviews from the sergeants that have graded/rated me on this new system (copies of which have been made for when the time's right), so is my workload, demeanor, attendance, etcetera going to be factored in when it's time to see whether or not I'm worthy to work Special Employment?

I'd love for this rumor to come to fruition so I could be denied the opportunities that I have rightfully gained by putting in my time...just as those before me did - it would be a sure winner come grievance time. It'd be a close second to the time a certain W/C, in her scheme to punish me, made me hit the street with a recruit for a whole period/training cycle while her FTO went on furlough. End result? A period paid at time-and-one-half at D2 rate.

So as I started this comment, so too shall I end it.

Ain't gonna happen...whoever made up this obvious bullshit to get your attention, SCC, should've submitted it on April 1st.

Quotas will only encourage officers to make un-prosecutable arrests and those failures in court will translate in further erosion of the public’s confidence and perception of the police. If they linked this program with successful prosecutions it might have some merit but they won’t. The lazy and incompetent officers will respond to this by making bullshit arrests and find themselves heroes.

This is foolishness on a massive scale and in the long run will cost the taxpayers millions to settle the civil suits. The ghetto lottery will be paying off big time. They might as well be throwing money out the windows of squad cars.

Let it happen.Every offender should challenge their case in court and when we have to testify,every P.O. should just say "I cited/arrested him/her because I need to make the quota required to work special employment" for every case. Lets see how long that'll last.
Somehow,though, I dont think we'll all stick together on this. We are not the CPD we use to be.

There were 45 adults and 16 juveniles locked up that night at 6316 Archer. Most of the gangbangers were from 025 or 014. Good work by the P/O's but hopefully the building owner secures it alittle better or is he a gangbanger himself.

Then I can legitimately tell people on traffic stops that I am required to make my quota and you can bet jody's beady eyeballs that I will give that as the reason for many a future traffic stop.

"Sir, I am stopping you because of the quota system now in effect. I must issue a minimum number of tickets or else I will be disciplined so for today, unfortunately for you, you are getting the ticket. Yes, you will see me in court and I will testify as to the existence of the quota system there also."

We'll see if that can't generate some buzz for 42 short and perhaps a class action lawsuit.

sorry but i have better things to do on my day off than put on the monkey suit and jump buses.... many guys who do this need the money ( divorce, house full of kids, nest egg for retirement)-- does the department intend on rewriting a bunch of general orders because their are none which specify what an officer's activity should be--- how about this-- anyone promomted to sgt should have 100 part one felony pinches which you are in box 1 on the arrest report--- yes, real police officers being promoted, not the bosses daughter, not the alderman's neighbor, not the deputy's driver.... if the department is going to institute QUOTAS then you do it for everything across the board, not just special employment....

Have you ever thought people make arrests so they can get overtime via court? Not everyone has enough time to get special employement. So untill i get enough time to get special, i will lock people up. old saggy balls cops have special. young ones have court. that's the way it's always been. if you dont like it go back to your desk spot and lie to ladies about what you do for a living.

Against our contract. Most is by seniority. However, I guess a boss could refuse to ok your request in the computer if you don't have enough bus checks. Great way to produce morale. I doubt if they do this and only the smart bosses will refuse to play this game.

Ohio Cop Reprimanded for Not Writing Enough Traffic Tickets
By The Newspaper on October 13, 2008

The Columbus Dispatch reports that Madison Township, Ohio police have issued officer Ken Braden a written reprimanded for failing to write enough traffic tickets. Officer Braden only wrote 85 tickets last year. His most prolific fellow officer wrote 388. And here’s the kicker: Braden’s tied the record for the most criminal arrests. Police Chief Greg Ryan couldn’t give a shit [paraphrasing]. “He gets paid as much as the other officers,” Ryan told the Dispatch. “He should do as much work as the other officers.” According to Chief Ryan, in 2006, his twelve patrol officers wrote 1935 tickets and seized 194 cars (selling 41 of them for profit). And no small part of that “success” is due to Chief Ryan’s 2005 written mandate: “Effective immediately, all uniformed patrol officers are expected, as a minimum level of self-initiated activity, to issue one traffic citation, one traffic warning, and complete five park & walk business checks/residential vacation checks each shift worked,” Ryan’s memorandum stated. The local Fraternal Order of Police union is defending Braden in a complaint against the department.

Sometimes "WE" lose perspective on the reality that everyone else faces. How can an officer ride the CTA for a tour of duty and NOT find someone deserving an ANOV or arrest? The police department employs police to perform services.
The mindset of entitlement is the same mentality that feeds the ghetto and politicians. Expecting officers working VSEP to do police work should not be that difficult.

So, when you work in a unit where you are not expected to write parkers, movers, contact cards, etc (i.e. take a look at many of the D2 positions - E/T, canine, etc.) - how will they be graded? And as someone has already mentioned - what about the inside spots - lockup, desk, etc.?

I'm tired of these "well thought out" (sense the sarcasm) ideas.

In skokie we call them "Goals" and of course they are just a guideline but if you are below your guideline you endup not getting your top shift pcks or requested days off.

But of course its all about traffic safety and has absolutly nothing to do with revenue

i'm sure your bosses are jut tryin g to follow our lead and make the roadways safer..........because nothing makes roadways safer than ticket fines, court costs and admin tow fees($500 per vehicle here)

That's nice skippy...Maybe you'll sing a different tune once you get over four years on the job. I certainly am nowhere near being in the KMA club but this job is nothing without seniority.

I would like to see your opinion fifteen to twenty years from now when some three-year-wonder calls you a dog and believes you and he should have the same opportunites because "that's fair"!!

Did you ever hear of Judge Prentiss Marshall, Affrimative Action, Race Norming, Standardization and all the rest were quotas by a different name.

There will be "enforcement index profiles' or some such non-sence but it will not be called "quotas".

I'm a D2 who works 3rd watch CTA and ALWAYS brings in more arrests/activity that the other teams.
Even last night, worked with a D2A with 42 yoj who nearly didn't get out of the car, but to eat.
Why work?

A] To point out Uncle Dans' flawed logic of denying special employment programs to all but the 9161s.

B] Leadership - No, sure as hell not from the top, but at the field supervisor level. CTA VSEP has SGTS on the 3rd watch that actually thank people for activity or a good arrest on the CTA.
Time was a good "tagger" arrest might get you an extra day of special. Now that Georges fucked that all up, the supervisors at VSEP don't have much left available to them to motivate the troops. A thanks for the activity goes a long way on a deptment where most of the bosses wouldn't even give it a thought.

C] Personal pride - Came on this job to be a cop, learning from some of the best and am still a practitioner of lessons well learned.

The plan to reduce the size of the CPD, a size around 8,000 like that of L.A..

As one poster put it, " I've paid my dues, and now it's time for me to relax. " On the L.A.P.D., officers often do not stay to full retirement. Many leave after 7-8 or 10 years. This saves that city untold millions in pension and medical costs and having non-productive officers on the payroll.

HB 6035 – Which makes it unlawful to impose ticket quotas on officers is getting a lot of attention around the State as many Chiefs are opposed to this legislation. The bill is currently on third reading in the House which means its on the cusp of passage. We expect it will have an uphill fight in the Senate – but this is a bill that our members would like very much.

Arbitration award gives cops 4.5% raise

New Haven Register, Conn.

Mar. 22--WEST HAVEN -- After failed negotiations and weeks of waiting, the arbitration award for the police contract and pension has arrived.

M a y o r J o h n M . P i c a r d announced the award at a meeting last week when he presented his proposed budget for next year.

As a result of the arbitration award, police officers will get a 2 percent raise in July, after getting no raise in 2008 and 2009. They will get a 2.5 percent raise in July 2011.

According to arbitration briefs filed months ago, the union had sought a 6.5 percent raise over four years, while the city pushed for a 3.5 percent increase. The final award was 4.5 percent.

The biggest change to come out of the arbitration process is that new police hires will have a 401(k) retirement plan instead of the existing pension plans. All current employees will remain in the existing plan.

Picard on Thursday said the existing pension plan simply costs too much and the city cannot afford it much longer.

"The pensions are not sustainable," he said.

Not to take anything from you ,1:01, but desk people always got the highest efficiency ratings.When I was a young Tact guy running and gunning on the Wild West side , doing Warrants , getting Lawsuits, one shooting, ETC, the guy handing out radios got a better efficiency than I did. That told me that he handed out radios better than I made Felony Arrests.{ Not to boast, over 1800 in 8 years).They were and always be a way to control coppers and pave the way for a select few to make rank. Now at my time on the Job(24yrs) they can stick it in their ass. I arrest who I feel should go to jail. There is a grey area in Law Enforcement not just black & white and if other Police know where I'm coming from please respond affirmitively.

If he ever had a conviction for Retail Theft that shoplifting should have been upgraded to a felony. I've sent scumbags like that to prison on felony Retail Theft. Just take the time to do the paperwork and deal with the felony review. It doesn't happen by itself. And make sure the reports are done correctly and get the witnesses to come to court.

It's nice to see the surprise on their faces when they get nailed on that Retail Theft felony charge, even better upon conviction. Do your homework and smile when they go away on the bus ride to IDOC.

God you guys are cowards.. guess what. over a million police officers nation wide sign police reports everyday attesting to the facts. If you do your job correctly and do it right then you have nothing to worry about. Sure, you can still get sued for doing the job by the book but I will take that lawsuit any day of the week...as I have done in the past. Ive been sued over ten times in my career. You know how much ive lost personally?? ZERO! Ive been sued for making legit pinches that have gone wrong ways with juries and they have been writen up exactly the way it happened. 8 cases were all knocked out by summary judgements, one victory in federal trial and 3 settled out of court. Each and every one of those cases has meant nothing but big overtime. Enough of this "your gonna lose your house" junk.. if you knew the laws and rules in the first place you would never say that.. they cant take your house or your vehicle. The only people that have been hit punitivly in this department for big bucks are people who got a little too creative for that great part one and it backfired... I dont take this job that personally. I could care less if some a-hole living in 011 and on parole really gets hooked up with another case. I look out for my fellow coppers and for my family. Make your legit arrests and do some legit work and you will be fine. if you get a lawsuit for being 100% legit it makes it a million times easier to deal with.. stop worrying about lawsuits so much people!! they are commonplace and are just another aspect of the job.

The job ended when they started these ANOVs! This is not police work! ANOVs are revenue generating directed at regular citizens who will pay these petty harassment tickets! Most violaters who don't carry ID (homeless) usually will get a contact card so If we were to exercise discretion instead of "I have to" get 5 ANOVs a day (CD personnel) the numbers would be cut in half! It is turning all of us into "pimps!"

Not to take anything from you ,1:01, but desk people always got the highest efficiency ratings.When I was a young Tact guy running and gunning on the Wild West side , doing Warrants , getting Lawsuits, one shooting, ETC, the guy handing out radios got a better efficiency than I did. That told me that he handed out radios better than I made Felony Arrests.{ Not to boast, over 1800 in 8 years).

The first part of your post was funny. But after reading about your heroic arrest #'s I had to go the the basement and dig up my abacus.

Let's see you made 225 felony arrests EACH YEAR. We worked 20 days out of each of the 13 periods so that's 260 days, minus 25 days furlo ...

So you made 225 felony arrests in about 245 working days, each year, for 8 consecutive years.

You paper jumping bandit you.

Apples & oranges. Most suburband departments don't have near comparable levels of the violent crime that we do. Most suburbs aren't as big as 008 or 025, and even if they are geographically, they don't have the same population levels.

Not to get this rant started, but the towns you mentioned have better equipment, no miles and miles of urban blight and they don't have Shortshanks as a mayor.

Perhaps with our "sharing the wealth" by closing down the projects and pushing these folks out to the 'burbs, they won't have that kind of time on their hands for long. The "drive-by" in Schaumburg as an example.

I worked for a suburb before coming to CPD. Yes, the grass is always greener, but I never regret leaving that 'burb to come here.

I am grateful for Steve Georgas and his guidance. It is a shame that quotas must be established to make officers work. You are paid to work and secondary employment is a benefit that must be earned. Georgas has only the best interest of the working officers in mind with his new program. Georgas is a future boss and we need his leadership.

Please this guy was NEVER THE POLICE and when he did show up to a scene.....for example the one in the greens where the van incident was captured on blurry tape, well did this clown get any time sine he was acting C/O on scene.....OF COURSE NOT....some poor BLUESHIRT was subsequently charged with AGG BATT and stripped.....only to be found NOT GUILTY and returned to work now in 013 last i checked with NO back pay. SOME LEADER this guy pretends to be.....

A Milwaukee police sergeant has been suspended 20 days without pay for sending a text message to other supervisors urging them to tell officers to stop making traffic stops until problems with the department's new digital radio system are addressed, according to police documents.

Sgt. Willie O. Murphy is scheduled to begin serving his suspension April 15, according to a police department personnel order.

Murphy sent the text message to 33 other supervisors Sept. 23, according to a complaint filed against him. Murphy was off-duty and used his personal cell phone to send the text message, the complaint says.

Murphy sent the message "in an attempt to initiate a protest related to the slow transition to the digital radio system" and wanted to "force the administration to immediately address concerns related to the radios and officers' safety," the complaint says.

Murphy is assigned to the department's Communications Division, a police spokeswoman said.

The radio system, known as OpenSky, has cost about $17.5 million since 2003 and became fully operational last month. It was initially expected to cost about $14.9 million and be operational by May 2005, according to city officials.

The digital system has been plagued with problems from the start, including dead spots and faulty equipment, police officers and city officials have said.

Murphy's actions were "contrary to the public interest of protecting our community," Police Chief Edward A. Flynn said in a statement.

"A supervisor who counsels co-workers to organize an illegal work stoppage is acting against the public interest and seriously jeopardizes public safety," Flynn said. "This is not a case of a 'whistleblower.'"

Milwaukee police began the switch from an analog radio system to the digital system in 2003 in an effort to comply with modified federal regulations regarding radio communications that take effect in 2013.

The regulations do not require law enforcement agencies to use a digital system, but many agencies are switching from analog as digital radio technology develops.

A Milwaukee Common Council committee on Friday recommended the borrowing of nearly $1 million for the new radio system but required that police officials provide an update on the system before spending the money.

The city originally authorized the borrowing of the $952,000 for the radio system in 2005, but the council must reauthorize the borrowing because the money has not been spent. The money backed by the council's Finance and Personnel Committee on Friday already was included in the $17.5 million total.

News of Murphy's suspension was first reported Tuesday by WTMJ-AM (620).

I think it's good. All these Dogs with a lot of time on the job are taking all the CTA & CHA that I use to get prior to about 6 months ago.


__They cut the spots down dumb ass. It's cold outside and they don't need as many people as they do in the summer. The amount of people they need will soon increase. You know, I have to give all the hair gels on this job a tip of the hat. They must of discovered the secret of preventing job burn out.

I mean why else would they be advocating what is essentially the abolishment of the seniority system? It sounds that they know for a fact that after putting over 20 years on this job, they will still be running and gunning and bringing those numbers in.

They are so sure that after all that time their attitude will be the same as it was on that first day in the academy. They don't think ( or care ) about CR#'s or being named in lawsuits because they are the real police and all that matters is getting that arrest!

But in reality, they won't last. Most police officers suffer from some type of burn out at one point in their career. Oh, it's not dramatic enough to leave the job, but usually slowly over comes them. So slow that they don't even know it has happened to them. Before they know it, their war stories will consist of nothing but past occurrences and one day they will wake up to the fact that they are old and not in the prime condition they once were.

This wake up call will come in the form of younger officers getting the special employment that they themselves once worked, with regularity, because the younger officers NUMBERS are much higher than theirs. And suddenly it will hit them that they mean nothing to the department. There are much younger officers on now, eager to bring in those numbers so THEY can get that special employment check.

And all the hair gels from yesteryear will yell, they will scream and they will cry that IT"S NOT FAIR! I PUT IN ALL THOSE YEARS OF PRODUCING AND THIS IS HOW I AM REWARDED?
