And Another TIF


More money funneled into Shortshanks' greedy paws:
  • A city panel on Tuesday approved $96 million in tax-increment financing to help pay for a major shopping center and nearly 1,000 homes on the massive South Works property on the south lakefront.

    The unanimous vote by the Community Development Commission marks a major step forward for Chicago-based developer McCaffery Interests Inc., which has been planning a development on the vacant steel mill site for more than five years. The TIF grant would help fund the project’s initial phase on the northwest corner of the 530-acre lakefront site, which sits between 79th Street and the Calumet River.

  • Overall, McCaffery and U.S. Steel plan to build 13,575 residential units, 17.5 million square feet of commercial space and a 1,500-slip marina at South Works, a process that could take as many as 45 years to complete and cost more than $4 billion.
Forty-five years? 13,575 residential units? 1,500 boat slips?

Are these people high? Have they even seen the number of board-ups across the city? The market is saturated with houses that won't sell. Retail space is standing empty and has been for years. No one is buying boats and the suburban owners are moving to cheaper slips out of the city. This has "long-term disaster" written all over it.

OT: Just a reminder SCC of how insignificant your blog is. We were told in roll call a few days ago in 001 that work will begin sometime this summer to shore up all of the cracks in the walls. I'm not sure how they plan to fix the problem since the caulk-filled cracks are literally throughout the structure. Should be interesting and expensive though.

OT: What is going on with the pension? I received FOP Updates that says daley is pulling shit down in Springfield and breaking his signed agreement with the FOP to work together to find solutions to the pension mess.

What is the real story about this? Any pension board rep care to inform us or FOP officers kindly inform the membership.

This effects our livelihood like nothing before. Forget a one time picket. We ought to be picketing EVERY DAMN DAY about this! We, and FOP ought to be SCREAMING BLOODY FUCKING MURDER about daley's new fuck job for police in Chicago.

What's the truth here?

You got one thing wrong. It isn't about boats being sold....The waiting list for boat slips in this city is growing. It is especially long for larger yachts, like 30-50 footers. The harbors are privately managed and very profitable for the city. There is a plan for several harbors to be built for that reason. Daley knows a cash cow when he sees one and wants to milk it!

I don't really care much if the developer goes broke. The city is not out any money, as there are little or no property taxes being paid on the land now. Best to do something with it.

Right now the real estate market looks pretty bleak, but these things go in cycles, and it's probably about as bad as it will get. By the time these condos come on the market there probably will be a market for them.

There seems to be a misconception about TIF districts. The city does not gain any funds from creating a TIF district. All that happens is that whatever property taxes are generated by the increase in value due to improvements to the site get used to pay for the roads and sewers and such to service the site.

Did you mean to say reich or rich? Either way you're correct!

Tricky Dick Daley will never be stopped, nor will he go to jail; he's a whore, protected by the big money in town. He's their puppet. They've got a lot invested in him. If he goes they're afraid the city will fall apart, and they might be right. I'm no fan of Daley, but ironically he may actually be the glue that hold this shit together.

As far as TIFs go, you're right about the -theory-, but for more information on the -reality-, see the series that that rag The Reader did on Tricky Dick & the TIF money that he spent like there was no tomorrow.

Earlier this year I began an investigative exercise related to an appx. $250,000 commission that a downtown TIF developer owes my firm.

Same developer was recipient of close to an appx. $8M TIF (as a condition of his 2000 closing) to redevelop an office building into a HUB for technology companies. Developer purchased building for appx. $9M - making his basis appx. $1M for a prime downtown building.

In Summer 2008, same developer flipped the 50% vacant office building to DePaul University for $35M.

Aside from fee owed to my firm --- here's the rub:

1. Per my review of the TIF file - one of the sponsors that helped the developer secure $8M TIF was Ray Chin.

2. Same developer essentially "sandbagged" the development (for seven years) by not performing his obligations under the Redevelopment Agreement (RDA). The RDA is the "teeth" behind any city subsidy or TIF. Namely he left 1/2 the building vacant.

3. Upon further review of the TIF files at City Hall, it became evident that the Law Department, the Mayor's office and Planning & Development were "informed and aware" of developer's non-performance and repeated RDA violations.

4. Pursuant to the TIF files, despite the fact that the Developer had a substantial history of non-compliance with the RDA - the developer required the City to issue a Certificate of Completion in order to close his Summer 2008 deal with DePaul University.

5. What did the city's Law Department do when the developer petitioned for the Certificate of Completion to be issued?

Did the Law Department require that as a condition of issuance of Certificate of Completion that the Developer "escrow" a substantial amount of 2000 TIF to be repaid by 2008 sale proceeds? NOPE.

Did the city require that the technology company concept be assigned to the new buyer? NOPE.

The developer walked away with a sweet payday (as I'm sure his consultants did too) and the city coffers walked away from the closing table with NOTHING.

Lastly, and the following is pure speculation --- I would not be surprised if Rich Daley has been "diverting" the funding of long-term debt obligations (i.e., Police and Fire pensions) to his pet TIF projects.

If this speculation turns out to be the truth (HELLO FORENSIC AUDIT) --- this might be a criminal act of fraud that sits right on the lap of Rich Daley.

This diversion would be utter, criminal fraud. Open the books!

I am glad to see the articles written last year regarding the TIF districts being a total fraud and how all the "financial experts" stated that the TIF's amount to nothing more than a private budget for Daley and his crew. over $500 million of tax dollars diverted into TIF's. Well, they gotta come up with that $500,000 to cover the cities expenditures...where would that come from???? more taxes? selling off city assets? larger fines? oh wait!!!! We have between a $400 and $500 million deficit every year for the last how many years????? Hmmmmmmm.....maybe a coincidence? The city has increased its housing through condos and townhomes 10 fold over the last 10 years..which means its revenue has increased 10 fold, yet we are always in a deficit! ..............Slow down a sec and read the FOP bulletin again. It says that Daley sent his people down to Springfield to have a two tiered pension system started for OTHER city services, not ours. What the FOP is pissed about is that for 2 years now a group of people from all the different city service unions ,including ours, and some "city officials" have been working on ideas to fix the pensions. Without hearing those ideas out the city went ahead and started a 2 tier pension for other unions and basically wasted 2 years of work.
All the unions are against the two tier system. I honestly don't know what the problem is with a two tier system but would like to know why they are against it.

Actually, SCC is spot-on. I work in 001 and talk to boat owners all the time. The slips aren't even one third filled yet and the boat owners are pissed at the mayor for all the extra fees and rate hikes over the past several years. I've been told many are docking and/or launching at the Indiana Harbor Yacht Club and Indiana Harbor Boat Club in East Chicago, as it costs much less.

If they're going to try to swing this on "pre-construction reservations" on the houses, it'll be a short-term disaster, with unpaid workmen taking their tools and going home, and the artist's-conception "Luxury Units!" signs coming apart in the weather, weeds stuck full of trash, scrap lumber rotting...you know the failed-project drill.

MAYOR DALEY IS CLINICALLY INSANE.

When are they going to arrest Luis Gutierrez for his improper involvement in that Galewood Crossings project, by the way?

Go out to Forest Park and look at the enormous failed, abandoned Roos Building condo conversion project with the "CONDEMNED" signs all over it. It's just west of Ferrara Pan Candy Company, south side of the Eisenhower at Circle.

It's been a few years since I've been there, but Roseland is a dump. When the high rises were being knocked down, all of a sudden the alligator gardens were being filled up. Back then, I'm guessing 30% were boarded up and unoccupied. Now, I hear all the rowhouses are filled to the max, just how it was in the 70's-90's when that place was hoppin'! But that was the plan, push section 8 into the suburbs and as far east and south away from the city as you can, Out of sight, out of mind.

But these dumb crooked democrats forgot one thing. WHEELS. Every thug uses transportation- el, bus, or hoopty and they like to take it back into 018 and 001.

They built a strip club off doty road. Any 005 coppers can tell me if that strip club is causing problems? Do they serve alcohol?

Well,as I understand it the two tier system involves current employees contributing to a pension fund and new hires that will contribute to a 401K fund.

With new hires not eligible for the pension system, their contributions will not go into the pension system. So no new contributions will go into our pension fund and it will have to rely on what ever funds the money is invested in. And that scares the hell out of me.

Try talking to management instead the disgruntled boat owners. Fees have been raised for a few years now, just like everywhere else in the city. Some may leave, but they are easily replaced. Most people still prefer being close to the city. The slips may not be filled, but they still paid for the spot and will bring the boats when the weather improves. Look at the harbors in June or July and see if they are 1/3 filled then! And I repeat, there is still a waiting list!!! You and SCC need to do your homework. Call Westrec(management for the harbors) and get the real answers.

While everyone is ranting about nonsense. Does anyone know if the City Council approved the contract on May 12th? Remember that we don't get a raise or a retro until they do so. Which means that if they didn't approve it the city will wait in extra month until the June city council meeting and then they have 120 days from that point. Then that means they'll have until the middle of October to give us our checks. Just in time for Christmas. LOL!

That's interesting. I live in a TIF district and I can't understand why the city has let the major road next to my home deteriorate. Wish they would use some of those funds. My taxes are crazy. Don't feel I'm getting my moneys worth. A lot of citizens must feel this way.

Plenty to do in AZ. We go every spring,have a cousin who is a Trooper, and many family members there.

Grand Canyon,Flagstaff(You could be in Phoenix,in 90 degree heat, and about a 2 Hour drive to Flagstaff,you could be in snow), Sedona,various mountains,Lake Havasue,White Tank Mountain hiking and bike trails, Luke AFB,Canyon Lake, Ghost Towns,Golf. Stay in or near Scottsdale,Peoria area, north of Phoenix proper. Plenty to do there. Check a few websites.Enjoy.

SCC-As I suggested on DSLC..open up a thread or side bar for coppers looking for good places to go to while on furlough. I'll listen to a coppers take on somewhere, over some nice shiny brochure.

Just cleaning up that urban industrial blight zone will cost billions of dollars. Most of the facility seemed like a ghost town when I worked there about 23 years ago. The rusted vestiges of the industrial age will take an enormous amount of money to remove.

the 'increase in value' isn't due to 'improvements to the site', they're due to the arbitrary jacking up of the so-called 'fair market value' assessments of taxable real property.

this rise in assessed value, upon which our individual real property taxes are determined, has been, as intended, continuous and unrelated to actual improvements of any kind.

the theory of tifs seems to make sense, the application of tifs, not so much.

and to say that 'The city does not gain any funds from creating a TIF district.' is, on it's face, a lie.

If you come on the job in 2009 and the two-tier system is implemented in 2010, and you retire in 2039, there's nobody paying into the pension (after your retirement) to fund your retirement. Once your dollars (and whatever income they generated) are gone, you're out of luck. That's what's wrong with a two-tier system.
