Police Board Scandal Breaks

CrimeFile has the complaint up. Breaking News has the story:
  • A Chicago police officer was charged with lying to FBI agents for denying he took cash from another officer in disciplinary trouble after promising he could influence the board weighing the other officer's punishment.

    Victor Brown, 36, a 12-year veteran, was arrested today by FBI agents and Chicago police internal affairs officers on multiple charges of making false statements when he was confronted by federal authorities in February.

    Brown is accused of pocketing a total of $4,500 in 2008 and 2009 from an officer who was facing serious disciplinary trouble. Brown claimed he had influence with the Chicago Police Board. But the officer he offered to help worked undercover with federal authorities, wearing a hidden recorder as he passed the cash and surreptitiously recording their telephone conversations.

This has been whispered around for quite a while now that someone was taking money for favorable verdicts at the Board hearings. This would explain quite a bit of their convoluted decisions where people would be reinstated three and four times. Brown is accused of being the go-between.

The trouble is the feebs seem unable to pull the trigger on who was getting the money. This could be huge because Police Board members aren't elected - they are chosen by one person without any oversight whatsoever. And those chosen, if caught dirty, don't really have a bargaining chip to give up.

What did John Kass call them? Oh yeah..."buffers."

And everyone reading knows what has happened to all the "buffers" lately.

Victor Brown is a real piece of work... He is a straight up criminal punk... Should have been fired at least 3 years ago.... I personally gave him several days on beefs/spars.. If you only knew what this guy has pulled.... And NO he is NOT related to Chief Brown....although Victor will bullshit you into thinking that... Also he has been caught wearing award ribbons for awards he has never gotten!! This guy even had the balls to ask a W/C in a northside district to "borrow" him his credit card so he could pay for his car repair bill!!! Mind you the W/C and Victor know eachother as well as I know Ernie Banks!! This guy could sell a dead man a used car... He is a smooth talker but a criminal who needs to be fired and in jail!

Once again, the media has not looked into the vast disparity of suspension time and termination accorded for disciplinary infractions on the Chicago Police Department.

I have seen officers terminated on the faintest shreds of preponderance of evidence (total BS cases); and I have seen officers who committed multiple felonies with ample evidence receive a slap on the wrist countless times over the years.

Proof positive of the two-tier system of discipline on the CPD.

Those who have CLOUT can do NO wrong!!!

It is time for the Feds to open up and investigate all Police Board cases that were adjudicated in the last 15 years.

I believe a few officers will finally receive long overdue justice, while a few dirty CLOUT babies might have some explaining to do.

I doubt that any member of the police board would be involved in this. Every member has a stellar resume and most make more in a day than Victor Brown can steal.

VB is a piece of work and even if not related to EB was protected by him and promoted by him in the early years. Got put on tact in 003 a minute after he graduated and after EB brought him back from 006/007. Took him to narcotics too, if I recall correctly.

There are certainly problems with the Police Board but I attribute them more to politics and simple laziness. A number of attorneys on the Board seem to have their more junior associates review and write their decisions with no oversight whatsoever. These people don't make any money from being on the Board so they have no motivation to do good work other than "civic pride" and we all know how proud we are these days of our civic leaders.

This will certainly be an interesting case to follow. . .

The general orders are too voulminous for any body to be expected to know. (OT) My neighbor is a retired cpd officer he is now 89 years old, came on the job in 1958, lives on the 6100 block of south Menard, there is an abandoned building on the block at 6145 lots of gang bangers go into his yard to jump over the fence and hang in this house, is there a chance you could drive by when your not busy to chase these punks out? We contacted the caps office in 008 to no avail, is there a city service that could board up or tear down this house asap? Thanks to all the officers.

Someone said this is the same guy that approached the reservation desk staff at the O'hare Hilton a few years ago and asked for a "free room" claiming he needed it for an undercover sting.

He than asked for in room "pay-per-view" movies and hand lotion to be delivered to his room.

Finally, a manager suspecting something was not right called police and 016 arrested him. It appeared in the paper than quickly and quietly "went away."

Victor Brown worked in 003 for a brief time. I was stuck working with him once. Luckily he took time on the end.Didnt trust his ass at all. He got into a heated argument with a sgt. because he took time on the end on numerous days.Isn't he the guy that would place an m-plate on his personal car to get car washes. Im sure there are countless stories of him screwing up.

HE IS a CONARTIST, this whole incident might have been a ruse....this guys has bounced checks from the credit union, other PO's, businesses across the midwest, wash family and personal cars claiming them to be city vehicles, will stab you in the back faster then a cat can lick his ass. He was shipped up to the 16th dst., to get him as far away from HQ as possible, he'll play the medical rolls, burn up all of his time and still take time due......now what they need to find out is who's keeping this piece of work on the job, incident after incident..........

While I largely share your sentiments that this should be investigated, all too often many of you seem to have the idea that the feds can just jump in anywhere they want to. While I know it seems like that much of the time, please remember that a federal crime has to have been committed, or at least suspected of having been committed. I am no expert on federal crime so I don't know if there is any indication of one being commetted here or not. It kind of sounds like they got Brown for lying to a federal officer, which is always a crime. Remember too, that the federal government has o direct oversight over the states or its subdivisions. It has to do with something about the sovereignty of the states in that inconvenient Constitution.

Trib report:

A Chicago police officer who had been relieved of his police powers was arrested in Rosemont for impersonating an officer, authorities said today.

Victor Brown, 35, of the 10000 block of South Wallace Avenue has been in custody since Tuesday on the felony charge. His bail was reduced Thursday to $5,000.

Rosemont detectives arrested Brown after he went to a hotel and asked for a free room to conduct an undercover vice investigation, authorities said. Hotel employees called police after he asked for lotion and on-demand movies, authorities said.

When detectives arrived, Brown told them his wife works at O'Hare International Airport and that he was waiting for her. Police were suspicious and arrested him, according to authorities.

Larry Kugler, an assistant Cook County public defender, said Brown was relieved of his police powers in March pending an internal investigation.

Brown has been a police office since 1998 and serves in the Near North District, where he fields information calls, Kugler said.

Assistant State's Atty. Matt Fakhoury told Circuit Judge Kay Hanlon that since Brown had been stripped of his police powers, he no longer could represent himself as an officer and argued that the original $50,000 bail should stand.

SCC sent you an email regarding Sgt's contract, p57. It's a letter telling how the Department will carry those who resign/retire with open CR's. They will forever be carried "while under investigation" This latest Police Board shit kind of ties into the whole system of unfair discipline the CPD is allowed to get away with. Just think somebody should put it out there because it sure isn't right that a guy hits mandatory retirement with an open CR# he has no control over then gets listed as retired "while under investigation" meaning no retirement star or id or the ability to qualify to carry a firearm as a retired po.

Isn't this the same guy that got caught taking his car to a city operated gas station, filling up his car and saying his personal car was a covert vehicle? Isn't this the same guy that was ordering pizza and then refusing to pay the bill when it was delivered? I believe it is. About 2 years ago I was speaking with the manager of Broken Arrow, a golf course in Lockport. Apparently this is the same guy who ran a tournament there and collected all the fees and then refused to pay the golf course. I know IAD was contacted by the golf course. This guy has someone who has been covering his tracks for many years. Who is that person?

Oh, that's right, this is Crook County where anything goes. Suspended p.o.'s should at least try and find a lawyer to file a class action case against them. Is it a coincidence that Leo Schmitz's relative and his partner (who allegedly falsified warrants, planted evidence and were tape recorded by "John Does" girlfriend on the phone to plant the evidence at another location) won their police board descision or was the fix in? The case drew attention and fox did a story on it where the girlfriend told reporters that all she wanted was for these officers to be fired for what they allegedly made her do.

What's funny is that all of the reports including the fox exclusive have mysteriously disappeared and are no longer available on the internet now.

Someone went as far as to even remove it from the departments news archives on the computer.

Oh well, they were quietly reinstated and reassigned down town.

Bryan Vandermey got a three year suspension without back pay and loss of senority even though he was found not guilty of Official Misconduct and simple Battery. The witnesses at the police board hearing were impeached for lying...the gang members from Cabrini Green..who go caught lying during the hearing. This bullshit kangaroo court found these mutts credible and fucked Vandermey over. Everyone changed their story except Vandermey. If the board was corrupt in any way..Vandermey should get his backpay and senority reinstated. The "victim" in the Vandermey case....is in the MCC facing 25 years minimum for heading the $8000 a day drug selling business at Cabrini Green...he was already found guilty..but the city and state's attorneys office knew who this drug dealer was when they tried to take Vandermey's livelihood and freedom away. Fuck Dick Devine and the city. Vandermey..there has to be a lawyer who would take your case to get your time and back pay. did you read the complaint based on the conversations it appears this Brown is a flim flam man and was making all this up. He walked right into an FBI sting operation. He was up in area 2 after he failed to pay a pizza delivery guy several times, yet the pizza place loved the CPD and refused to testify because of fear of retaliation from CPD members who frequent his business and that his brother was on the job. They find out about a 30 pending right after sup signs off and its hand carried to corp counsel to serve the board. The po then gets served right away and is off the payroll. It was Brown trying to make some quick money.
As far as other comments here : a lot of folks have no facts they simply assume.
The board is necessary because otherwise people would be fired with no recourse but to sue. And the idea that clout rules is crazy because if the person had clout, they wouldnt get 30 pending, it would be not sustained or little time given...

The original ordinance governing the police board states that its members are to serve without compensation. However, the city pays an annual $25,000 stipend to Board President Demetrius Carney, who is a partner in a law firm. Other members of the board receive $15,000 annual stipends.

The Police Board members receive $15,000 a year and the PB President receives $25,000 a year in stipends.

Most Police Board members only attend 6 meetings a year and are appointed directly by Mayor Richard M. Daley.

SCC sent you an email regarding Sgt's contract, p57. It's a letter telling how the Department will carry those who resign/retire with open CR's. They will forever be carried "while under investigation" This latest Police Board shit kind of ties into the whole system of unfair discipline the CPD is allowed to get away with. Just think somebody should put it out there because it sure isn't right that a guy hits mandatory retirement with an open CR# he has no control over then gets listed as retired "while under investigation" meaning no retirement star or id or the ability to qualify to carry a firearm as a retired po.

What you're saying isn't logical. Even a sustained CR# wouldn't keep someone from getting their retirement star, i.d, or restrict their right to carry.

Thanks for the above post. Brown is the pos not the police board. They didn't make any money, this IAD officer did. If it were not for the police board, officers would be terminated left and right for BS. They at least give a po a chance to state their case and then judge it based on the law not what some boss wants to call it. How this Brown guy slipped through the cracks is beyond me but I agree we need the police board. Be careful what you guys ask for and allege cause we will really be screwed if we lose the only impartial venue we have to grieve injustices. Were they unfair to Cozzi? No. if it would have stayed at that, we wouldn't be writing letters to him in fed camp.

It does appear that the feds were trying to stay with the case and see if victor will take it to the next level. It appears by the read that victor didn't and the feds had to nut it and were able to get him on lying to a fed.

It doesnt mean this is over. Whether or not victor knows someone on the police board, the fact remains, how was victor able to keep his job all these years? Someone in this city was protecting victor's police job.

Victor needs to save himself now. What shall he do? The majority of this department would love to see Ernest go down for all he has done and is still doing. Steve and Jodi need to be embarassed for their standing by their exempt selections.

There is a letter there telling the labor attorney the CPD policy of resigned/retired "WHILE UNDER INVESTIGATION." I personally know some who have already had this happen to them when they went to Personnel to retire.No retirement ID no retirement star and no letter letting the retired copper qualify to carry a gun. Nobody cares least of all the FOP or the PBPA. Question is how and why do we let this happen? Just hope IAD has no open CR#s hanging around when you go to retire. For those like you who don't believe it then go to the web site and read the letter on p57 it is all right there in black and white. Just one more fine example of CPD,FOP and PBPA letting no clout coppers get treated like shit. The current department practice is to mark an individual retired under investigation. This has been in effect for the last several years. This letter is a promise to evaluate each on a case by case basis. This eliminates the past practice. This letter was won by PBPA. rather than go off and cry foul do your homrwork. This is a benefit won by the PBPA. Do your homework. This was a step forward to eliminate a problem for the retiree. It corrects an existing problem.

Unless you have been there you do not know the workings of the board. What an officer has to go thru is I would think only comparable to 26th st.
The corp counsels are full throttle against the officer and they work hard to try and fire the officer. The hearing officer is like the ref. The board gets a synopsis from the hearing officer and then rules. Lots of good folks on the board. Read their bios, its all public info..
The problem does not lie there. It is with the investigations conducted. Thats where eyes should look. An earlier post said that if the folks were clouted, the case would have never gotten so far as the board. A very good point and goes back to what I say about the investigation and the conduct of the investigators that are in many cases given a direction to go in as far as screwing a copper or not.
Thats where the clouted get some play and are looked out for.
In fact the boards records should be looked into as far as some of the cases that were sent there that were so badly investigated or as I like to put it, so badly un-investigated, that the investigators should be dumped to a foot patrol on a non-residential street somewhere.
Thats the key boys and girls! If Loevy can get 16 mil for the mut gang bangers etc.. then it is time to send a message to these folks from iad and ipra too!
Where is our beloved fop on this topic. Hear stories from people at call back of their 2,3,4 year stints there with no resolution.
Stories where at board hearings , the iad that testify look like total fools and have the deer in headlight look. Why-because they know they have done an officer or three wrong, thats why! Need for one of them to come forward and come clean on the witch-hunts they are assigned.

Here is some homework for you, Section 18.7 of the current contract,tell me about all the lawsuits and grievances the PBPA has filed for the disabled Sgt's under this section of the contract which you the PBPA has allowed the City to violate since the contract was in existence? Maybe you ought to just shut up about the great things the PBPA has never done before the Sgt's wake up and think about replacing the PBPA Unit 156 for failure to protect their interests and enforce their contract. Your homework should be actually taking the City to court for these open contract violations not telling the Sgt's what a great offer they just got.

Chicago does not allow veterans preference. Think of it extra points on a promotional exam for being a veteran. In Chicago!
