Morale Survey
Whispers from 35th Street that the morale survey is still being looked at, but has been dismissed out of hand by J-Fled and his policy group because "only" 2,500 people actually completed the survey.

We never claimed to be the smartest bloggers on the block, but we seem to recall major media doing polls and surveys that "sample" a mere 1-or-2,000 people, then extrapolate the results to claim a national trend (with a margin of error +/- 4%) in a nation of almost 300 million.. The media can (and has) built bias into their polls by oversampling certain groups (democrats, independents) and under-representing others (republicans, libertarians).
But what about a closed group, i.e. police officers from the CPD?
We went through a few textbooks left over from our college days. The morale survey had a participation rate of 25%. Running that out with a slide rule and graph paper with a plus/minus of 4% for the survey (the usual standard deviation), they only needed a sample size of 566 cops. Using 2,500 cops pushes the actual plus/minus deviation to under 2%.
Whatever the results were of that survey, they were damning to the extreme.
Someone also mentioned that the survey results were forwarded to FOP. If true, shouldn't they using these results to make some political hay over J-Fled's mismanagement and that Masters of the Universe mope screwing up this Department beyond all hope of recovery?

Weis inherited a department with a pre existing/worsening morale problem. if the results of this test are bad or worse than expected why not address the issue instead of making excuses and trying to cover it up..

It wasn't simply a morale survey. They muddied it up immediately by combining it with a stress survey.
If they are still looking at it, it's only because they're looking for a way to cook the numbers and spin the results.

Furthermore, anyone should be able to see that people were reluctant to participate because you had to sign on with your PC#. Anonymity? Puh-leeze!
Advice to the superintendent & his policy group: Release the raw results of the survey, but if you REALLY want an idea of what the average copper is feeling, read SCC. (Most of you do already anyway!)

this blog should be considered as a measure of morale--- day after day people come on this blog and bitch about everything--- remember, we all have jobs with benefits during a period of economic turmoil in our country--- the cpd could be so much better than it currently is and everyone knows it--- the current funk we are experiencing is due to a lack of sound leadership and direction--- all the pieces of the puzzle are there, all it will take is the right man to put the puzzle together....

Anything can be done with the numbers on any survey as statistics proves. Jeremiah points out "The heart is deceitful above all things and beyond cure" which would seem to prove why statistic are so fallible. :)

Well, Jason, you're not the police, so here's a bit of news.
Reverse your guesstimate, and you're probably right on the money. If 2500 department members responded 'only because they were pissed off about something', then 2500 (about 25% of the department) is pissed off.
Now, understand that most people on the dept don't TRUST the dept's 'promise' that we wouldn't be identified, and retaliated against, if we responded. A lot of 'unhappy', but very wary, people didn't respond so as not to jeopardize their careers. (I'm near retirement, so I answered it VERY honestly.)
So, you can figure a whole hell of a lot more people (than just those who responded) are 'unhappy'.
You really don't deserve an explanation of shortshanks.
WEISel has $310,000 yearly reasons to hang on to the job (and title) as the most despised leader of one of the largest urban Pd's in the country.
Members of the Policy Group are simply hanging on to the short hairs of WEISel's scrotum until the next wave of merit promotions can be fulfilled. Why this moron (or even Masters) would even request a morale survey just astonishes me. Two complete failures want to know what we think? Are they that delusional to believe that they are respected here? What arrogance...
The survey was not worded to actually focus on morale as it relates to the Superintendent, the Mayor or the true state of the department. I remember looking at it before I took it and actually wondering what the purpose would be and how would it be utilized because of the open ended/lack of true focus of the questions. Also, it was multiple choice so it was either this or that, no in between, no option to explain or justify your view nor impact your responses. They were all based on a pre-written list of 4 - 5 things that had to fall within the block the survey writers lead you! This was a biased survey dedicated to nothing.
Now, if they would allow an outside agency to conduct a real survey where the department received no information on the officers and we were allowed to participate, still via our PC numbers, but a real survey dedicated to obtaining viable information were produced, that would give the city the information it needs to move forward.
Please do not include Stupid Masters, the Policy Group who together they would not have 20 years of police experience (they have the common sense of a 3 year old), Asst. Supt. Beatrice Cuello, Ted O'Keefe, Howard Lodding (can you make 1 decision?) Lewin or any of the likes of people from that level of incompetency.

Make sure you include the part where he says he would basically put our feet in the fire and do what he could to smoke all the non believers and koolaid drinkers out!

I can tell you're not with the CPD... 99% of the "force" is pissed off about many things. We are happy to have jobs, we do take care of our families, and we live our lives away from that shitty job that we're happy to have. Trust me when I tell you that morale is anything but good. I've never seen it worse and I've been on the job for over a decade.

So, these Prosser teacher are living the high life and driving arouind in Lexxus, Cadillacs, BMWs, and Volvos and costing the City of Chicago close to:
FOUR MILLION DOLLARS/yr for a school that can't meet its standards.

SCC you are so right! In the academic world, a 25% return on surveys for statistical purposes is more than enough to run with. And by the way, all academic research includes a disclaimer, when appropriate, that a small sample size may be a limitation of the study. 2500 is NOT a small sample size giving our current numbers.
Just be glad you didn't do the survey now, J-Fled.

If it was truly, truly anonymous, done on paper and mailed in, I'd have had it done and turned in immediatly. That is of course after wearing latex exam gloves to prepare and mail it in. I wouldn't even lick the envelope (DNA)

Anybody with a lick of sense wouldn't have a survey like this with information gathered like the way they did.
It has been a while since I took statistics in college (the single hardest class I ever took) and a 2,500 sample of out anywhere to 9,000-13,500 is great. Whoever posted that fact is quite correct. Usually for a sample of a group that large it is quite less.
I guess the policy group, The Fledster, Senior command didn't take common sense 101.
well now we all cry and moan but when it comes to a challenge, only 2500 of us bothered to fill out htis moral survey, I did my part, it took a while but it got done, the same as all these rallys, everyone says that they will attend, then a low turnout, Daley and the rest of the politicians know that we are FULL OF CRAP and that we just talk. So don't blame FOP, PBPA and anyone else for our laziness. You get out which you put in.
The morale survey fits into the same category as the Blog 501. He'll print only what he wants to make things look good. Look at his Blog 501. Are there any real questions asked or answered? No. Just blow-hard "pat me on the back" bullshit. Sweaters, polo shirts, .380 pistols, open top mag and cuff cses, even the fucking carbines don't do bullshit to help the cop on the street. And please don't even talk about the Tahoes. Where are these improvements: good working conditions (uncluttered and fully functioning stations), 2-man cars, upgraded radios with GPS to help find an individual cop in trouble, good supervision, less response to bullshit 911 calls, modern "real" cop cars, a re-honing of strategy such as the elimination of the superfluous missions and events numbers that build a smoke and mirrors canopy over the department. Address some of that and maybe my morale will go up.
Jason, not only are 90% not happy, I doubt even 9% are happy. Stay off our blog and stick to uptown update or wherever you normally blog where you might have a chance of knowing what you are talking about.

Pointing out how the media extrapolates voters feelings on politics, issues and elections from a relatively much smaller sample size of the overall polling population as it relates to J-Fleds morale survey of a 25% response rate is an excellent observation and spot on.

Just so you know when a Officer took this survey he/she had to log in with a PC# and Password. If 2500 out of 12500 (Really closer to 11000) logged in and the results are bad it show at least 20+ percent of the Dept is P.O.ed enough to take the survey.
Before this guy Weis I would have agreed with you saying 90 percent was most likely happy but not now. I have been on over 20 years and have never seen a Superintendent kill morale like this guy has. From what I see at the very least 50-75 percent of the Dept is upset and has low morale.
And Shortshanks was coined by John Kass.

I abuse my hands beyond explanation. And not how you think...LOL
Its because of my side business. I am a photographer, I spend 8 to 10 hours a day editing pictures on a computer and promoting my business. I work like a dog.
I used to be as passionate about this job. But I wont even go there.
The last several years have been very challenging.
On average about 16 hours a day the last 5 years between patrol and side business.
Since starting the photography business, my hands have taken a beating. I have had 5 surgeries in the last year and a half. I am lucky to have the benefits I do.
I have in the past had to drive with my knee because the pain was so bad. I would eat advil like
M&M's. Yet I still get trashed by so called coppers at work that dont have the nerve to say things to my face so they run to my partners to complain about me.
They call me a medical roll abuser. I cant fake surgeries. I have been threatened by bosses regarding the medical role abuse several times. Again I cant fake surgery. I have asked to be put light duty several times but cant if I cant secure my weapon.
All I can say to some of you is this...Get a life. If you dont like me I could care less. Then stay away from me. But dont expect me to stand there and take a bunch a crap and not sound off back.
C.P.D. didnt protect their investment in me. I am very motivated and driven. And it shows in the first 7 years of my Police career. And, I am not mad about not getting promoted, I never took a test, never wanted it. I just wanted to be left alone. I have a life outside of C.P.D., that bothers poeple. Why? I dont know or care. But bosses especially dont like it or like it that I am uneffected by the games they play. Less than 6 more years to go. I answer my calls, I back coppers up. What more do I have to do? Why would I want to get myself jammed up?

Well, self-selecting samples are not used to extrapolate bigger numbers. 2,000 might be used for a national poll, but they are chosen for demographic distribution.
That being said, J-Fled is still a freak and dickhead. Below five year averages . . .

Longshanks was a nickname given to King Edward I (1239-1307), of England, because he was such a tall man for the time (over 6') and had a temper and was known to intimidate people. The average height back then was shorter than it is now.
Lil' Richie has a very bad case of the Napoleon complex: he wants to conquer the world, be king of Chicago and he's really short. Hence the name, "Shortshanks."
It's just our way of showing him the love and respect he shows the of this citizens of Chicago, the CPD in particular.
MSF the pet unit of J-Fed are the only ones who are kissing his ass. They know that if they don't, they'll be sent back to the districts. They can't even spout off about the lack of working radios, cars and computers or they'll be gone. Some may say they are in Catch 22 concerning J-Fed...others would say they are pussies afraid to upset the Brass.

Incident occured on 25 side of Belmont Ave. Zone one NEVER notified 16 of robbery. Nice to see good communication. But then again bosses in 16 would have probably terminated anyway. Good job to all units involved.
Companies that use surveys to gauge morale have a weak management system in place. People should always be able to communicate with their higher ups in order of chain of command and then that person should be successfully able to use leadership skills to properly address the situation(s) in a positive manner for all involved.
Upper management sets the pace by effectively leading by example and being genuinely interested in their people.
Duh. 2500 = 100 per 25 Districts. District patrol is the heart of this Department. We ARE or ARE We insignificant? Go sell crazy someplace else, we're all stocked up here.

Run a survey in order to give the outward appearance of "caring" while knowing that you're going to simply discard the results. What a waste of everyone's time, what an insult to everyone's intelligence. This, however, does not stop the arrival of another paycheck for you.

Jason, you either have very little time on the job, or you are not a cop. You definitely are not a veteran.
I have given 15 years, so far to the CPD. I am grateful to care for my family and this job helps me do that, but my morale sucks. And, I am a pissed off cop. I have taken time for administrative bullshit because my only avenue of appeal was up the chain of command. The chain of command was not interested in my story or facts one bit. I have been denied emergency time due when I had to take my child to the ER. The W/C was a stroke and asked if it was a life or death situation. (FUCK YOU STILL CAPT. ASSHOLE-you know who you are.) When I get a crazy idea and actually go the extra mile for a good pinch, the sgt says it's your job, I don't have time for an honorable mention. The dog-asses are never held accountable and the good officers are brow beaten for more. I could go on and on. This is no way to run a department. These events and more like them have me and the majority of beat cops more than pissed off.
If the department was fair and equitable, then I would have nothing to complain about, but I do not see that happening. What I do see is light at the end of the tunnel, I have about 7 years to go and I am done. (It would be 5 years if I had the age.)
So, Jason, where ever it is that you came from, just go back there and pull the covers over your head and hide in your dream world because you sure do not feel the pulse of those of us who are pissed off.

The reader assumes that this sampling was random. Not so. A disproportionate number of management sycophants may have submitted the survey giving a glowing commentary.
Like me, I submit that most of us who realize that morale is nonexistent merely tossed the survey in the garbage.
I would not be so quick in placing faith in the accuracy of such a flawed survey, regardless of statistical analysis.
Unless the results are tabulated by an unbiased third party, I'll be damned if I will submit the truth with my identifying PC#.

2,500 people respond and the results are kept hidden from the public and the media??? One can presume the results were abysmal, and very negative with regard to morale and the superintendent. Media, a simple Freedom of Information request will get you the documentation.
Whether the 'sample' of one-quarter of this department was self-selected or not, A QUARTER of THE DEPARTMENT voiced their unhappiness. A QUARTER. And that's just the ones who were willing to go on record!

Hang on there young buck. Go on the clear page to education and traing click on courses search TOSPOT, they have over 2,000 openings for classes as of yesterday, all units all officers below rank of LT can take the 4 hour class ON YOUR OWN TIME! UH...lets see....If I can qualify then I can work....right now I have 2 incisions and 8 stitches in my left hand.
Carpal tunnel done on both hands last year.
Both middle fingers had trigger release done last year.
Next will probably be my right forefinger with left to follow.
I recall someone getting disabilty for carpal tunnel??? I wont say his name, but know who it is. I know of another who brags how he was off 8 months for an IOD carpal tunnel.
He said he got it from writing tickets. I wrote on average of 2500 parkers a year my 1st 9 years or so.
All I am saying is this...mind your own business. If you feel I am breaking the law or general orders get a CR#. But dont play grade school games with me.
My hands are also messed up from the 4 years of hand carving the wood in my basement when I refinhsed it. I did the rustic log cabin look. Should I have gotten insurance for that too?
And the business isnt profitable yet. I do as much work as I can to promote what I do. Much of it is for benefits for coppers and coppers kids as well as kids with cancer. I was also told by my doctor that genetics has a role as to why my hands have reacted this way.
I am looking at the big picture. And thats life after CPD. Remember. I have worked with my hands this way a long time. I have nerve damage so bad in the right hand that It barely responded to the carpal tunnel testing performed. Now that we got past all the "this is your life crap". What do you do to make the world a better place?
I bet all you will do is find my typos. Sorry, left hand isnt moving so well yet.
Remember...I also have donated several videos and at least 10,000 pictures to the Police Memorial. All on my own dime. And most times it wasnt a tour of duty.
I think 8 videos or more at around 20-30 hours of editing and production. How do you donate your time?
