Lakefront Overtime

We're going to go ahead and take full credit for providing our readership with this opportunity. From the FOP website:
  • The Lodge was notified today that a new lakefront overtime initiative is scheduled to begin Sunday, June 6, 2010 and will continue through the end of August 2010.

    This initiative is open to Police Officers pay grade 9161. Officers may sign up on the CPD Intranet site in the same manner as other overtime initiatives. Officers will have until Friday, June 4, 2010 to sign up for dates in June. Officers will have until Tuesday, June 15, 2010 to sign up for dates in July.

    There will be day and afternoon shifts available. Anticipated start times are 1000 hrs and 1400 hours. Officers will be in full uniform and assigned to foot posts.

    A FAX message with the complete details of the initiative is expected to be released some time this weekend. It was not available when this update was posted.
So the city would rather pay everyone time-and-one-half than actually make up the increasingly obvious shortage of officers on the street. We're not denying we could use the money in these trying times, but didn't we used to cover all of this just 10 years ago without breaking a sweat?

The cameras were up and running tonight as North Ave. and Oak St. beaches slid into chaos. A Sgt in 18 went over the air and asked the dispatcher to check the cameras to confirm a fight that was being reported to which she replied that she could not because she was alone and had calls to give out. So there you go, the cameras are up and there is no one to monitor them.

001 and 018 were ridiculous tonight. Oak St and North Ave beaches were in chaos and 001 was dealing with two impromptu protests which tied down cars and blocked traffic. On top of that Critical Mass was out and blocked traffic on LSD with their stupidity. The sad thing was that despite being ordered to disperse several times and to clear the streets no arrest were made at the protests. As far as I know, no arrest were made with Critical Mass. The really sad thing is that we really couldn't afford to have Officers down on these arrest because there would be no one left on the streets. 001 is running on 3-5 down cars a night on the 3rd watch with no traffic or rapid cars and everyone is 99. 018 seems to be just as bad. The yuppies are doing there stupid critical mass and protests BS causing cars to be held down and the thugs are roaming the streets looking for victims and there are no cars available. Downtown is their's for the taking. Hopefully any terrorist organizations will show pity on Chicago cause we are wide open.

No matter what the city does regarding hiring, there is no way they can get enough officers to cover all the trouble that will be blowing this way due to their poor hiring practices over the past three years.

Now they have to pay up time and a half cash!

If they hired 2,000 officers tomorrow, they still would not have enough ready to actually patrol the streets until mid 2012!

A P/O asked Jody on the lakefront, when we were gonna get some help on the streets. He explained that most of the cars are 99 and if something jumps in 2 different places, officers will get hurt. Jody told him that soon you will be able to work OT, in your district, on your off days. Time and a half. Thats a move in the right direction. That way, you won't get hurt being in a unfamiliar district and will know your surroundings and co-workers. If this is true, its a good move J-Fed. Thanks

if they can do this at the lakefront, cta, cha, airport, and obama's house then why not at the district level--- districts are going up in flames almost daily with raps--- offer po's a chance to work an rdo in their own district maybe once a month--- you will be working an area you are familiar with and you won't have to lug all your gear to another location--- have watch commander do manpower projection for next period and have a sign up sheet for days that look a little lean--- the problem would be how to decide who gets to work it if too many guys sign up.....

Another brilliant move, they used to have these people in blue shirts who carried guns called 018th District Police Officers and those officers would keep the peace at the lakefront. They were augmented by the Summer Mobile force because the command staff back then, as unenlightened as they were, somehow recognized the need to patrol the lakefront in summer to keep the knuckleheads at bay and to intimidate the jagoffs and confiscate beer etc.

It worked too. It worked so well that a new generation of enlightened bosses saw no need for them and cancelled all of it. Which brings us to present day with this phony baloney excuse of "suburbanites" causing mayhem on the lakefront.

So now the City can pay time and a half to patrol the lakefront instead of straight time and generate all sorts of bad press that might, just might contribute to the downfall of the daley crime syndicate.

I couldn't have planned it better myself.

OT: There was a shooting in 15/25 this morning around 5am. They believe the shooter was wearing a bulletproof vest while shooting up a gas station with an AK-47. Multiple 7.62 caliber rounds were recovered on scene. This is after a half dozen calls during the night of shots fired "it sounds like an automatic weapon."

It was called Summer Mobile Force, and it worked. Also 018 had officers assigned to North Ave Beach. They processed them right there and called for the wagon. They even had a room with benches and rings on the wall to hold them until the wagon came. I don't know how it is now.

The overtime initiatives are the dumbest ideas out. Let's face it people. We begged not to work 6 days in a row and now we have our people signing up each week for the extra money. Plus court and regular OT, the summer will beat us down so badly that I fear more funerals. But at least we can pay more taxes o the more money we will surely make. So, what should the CPD do? First, public safety has to become a priority for the city and the department. We need to keep the police ranks at the top, even if some garbage pick-up gets backlogged because of lay-offs. I'll bet anyone with high school accounting can find millions in the city budget that could be redirected to police and fire. Second, the brass needs to learn how to police instead of using the smoke and mirrors tactics that have overwelmed us. Event numbers for any little thing, numerous missions, etc are stupid. You heard J-Fled and Dugan. Stupid. They are a waste of man-hours. Cops don't need missions - they are paid to be cops and even a snot-nosed recruit in the academy knows how to police bad guys and crimes and 911 calls. It's called basic policing. Even the tact teams don't need missions as they already know where the crime is, who the gang bangers are and when patterns are developing. That's why they are on tact teams. That's their job. Third, teach OEMC what real police calls are and what are bullshit and let them tell the public so. Cops don't need to be going to dog calls, kids refusing to go to school and other BS that we answer routinely. The calls need to be properly screened. We should be answering no more that 60% of the 911 and 311 calls. Not 90%. Reduce the responses and you have more man-hours to deal with crime. Fourth, the CPD is a law enFORCEment agency. Recognize that. A French philospher in the 18th century said that "law, without force, is impotent." That's how we feel. These shitheads need to see the the jail time like they were provided to in the '80s when everyone acting the ass was locked up for disorderly conduct. If we can't do that again, then J-Fled, you and Daley need to get the city council to write a criminal mischief law that can be upheld in the courts when a cop signs the complaint for "public safety". Fifth and finally the cameras are a joke. Unless they are monitored 24/7 they are useless. Quit blowing smoke up people's asses how great they are. They aren't worth shit. For the money that went into them you can buy a few more squads, and bikes and PAPVs that could be used to make a difference. You want to be in-charge J-Fled...start. Because the real police, the ones out in the street and not in your policy group and kiss ass command staff, see you for the joke that you are. Another mirror with smoke obscuring it.

Hear that in an expanded cost cutting measure CPD Exempts are going to be looking at 50+ unpaid days off in 2011. Commanders are going to be making about the same as a new Lt. Add 50 to the total furlo time and that puts them working 3(?) days week.

JFLED said he wants to stay in Chicago, and would do it even at a reduced salary... Guess that was a tip of things to come for all the gold stars.

It's cheaper for the city to pay overtime then to hire new people. Overtime is paid to those who are already getting health and pension benefits. If you hire new people now the costs add up. You have to pay to train them,pay scale wages, Health care, pension, Medical when they start abusing it. You have to keep them. The Police don't hire temps. So it's cheaper to pay overtime.

There is noone in the pool of candidates left to hire. They are doing away with all tests for hiring and promotion. They are currently sending supervisors to an Interview and Consensus Training course so that they can evaluate potential recruits and future higher ranks. All lists are done.

PH2 requested a fly over at the funeral as a final gesture at the funeral as a ceremonial show of respect and a final goodbye after keeping an eye on the whole procession. 3700 tells then to standby he has to ask a higher power. 5 minutes later 3700 gets back on the air and says car 49 appreciates the request but denied, PH2 your relieved you can leave and gas up.
Car 49 for all who work the street I will say, Fuck You very much for your consideration to PH2. They have helped and watched over us on the ground regularly. Car 49 and the likes are the reason this department is going to hell. No balls and no respect for anything or anyone. Thanks Car 49 for being a true asshole whoever you may be.

If you take advantage of this or any overtime initiative you de facto support no new hires. The use of overtime to solve the manpower issue only helps city hall show the public the city can operate under the budgeted manpower. You will be hurting yourself after the initiatives are over and you are back at the district 99. Be wise and not greedy.

Things started going nuts at about 1720 hours. A sergeant who was first on scene kept calling for more cars and it took a minute or two (and some prodding from some P.O.'s on the air) before the dispatcher realized she needed to broadcast what sounded like a 10-1 over Citywide to get more help there. Oak Street beach was loaded with bangers who completely took over the beach and surrounding tunnels. It took awhile to sweep the shitheads out of there and I believe there were 5 arrests made. Not to long after that, the dispatcher offered a helicopter for support, which was gladly accepted by one of the supervisors.

Just imagine... hundreds (if not 'thousands') of gangbangers taking over our lakefront beaches, drinking and fighting and doing as they please. Massive amounts of police presence, including a helicopter, needed to quell the fights. J-Fled and police bosses caught with their pants down (again!) as far as their 'readiness' to deal with it.

Yet, they still won't increase manpower in 001 and 018 where all the tourists visit, the business people work, and the richest citizens of Chicago live. Both districts are powder-kegs that are ready to blow, but they still don't feel a need to roll anything more than a few one-man beat cars in 001. This is a disaster waiting to happen. It's not like most of the bosses don't know it, they just don't have the balls to tell Mayor Midget that we're out-manned and we're fighting a losing battle because we're nearly 4,000 officers below budgeted (and needed) strength. The media is strangely silent on the issue of our manpower needs and the fact that we're already losing the streets and beaches and it ain't even June yet! Just imagine how bad it's going to get when the kids get out of school for the summer.

Prediction: Murders will go thru the roof this summer.

I know alot of P.O.'s could use and need that money, but I wouldn't work any kind of special on my day off. The money is great but doesn't feel that great when you get bullshit cr's and lawsuits for shit that occurred on your RDO.You think the bosses are going to say," hey it was his day off, he was helping the city out, lets give him a break". Plus I wouldn't do shit to help this city, mayor, nor sup. for the shit they got themselves in and then they still treat us like shit(ie,contract). Let the city burn, we finally have them by the balls for not giving us a descent raise and contract,for not hiring new officers, for not having promotions in over two years, and for hiring that J-fled as our leader! I say take your OT and shove it!Treat was with respect, give us a decent raise and contract, hire more officers, make some promotions,get us decent equipment, and the most important thing get rid of j-fled. Then I will be more than happy to help the city in a crisis on my full 8 furlough.

I'm a resident in the 18th District. What will it take to get some of these Critical Mass-ers arrested when they break the law?

They terrorize our neighborhood every month, and just keep getting more and more brazen.

Now they've blocked Lake Shore Drive? What a bunch of cheap bullies. They could've just waited a couple days and ponied up $45 for Bike the Drive.

Obviously you were too busy to make an arrest yourself. I've listened to that shit on your zone before and its ridiculous, total chaos. Yet no one does a thing. Until someone starts arresting those critical mass fools or writing them citations they will continue with their bull shit. I don't work in your district but I'm pretty sure your ticket books are the same as mine as are the automated arrest reports. Neither of which are that difficult to fill out. How about the taxpayers in 008, 016, and 022 get extra coppers? You know...the areas comprised of a majority of coppers, CFD and other legitimate City workers that have seen an influx in jagoffs rolling through, hanging out and contributing to the slow demise of the last few strongholds left in a city we are forced to live in.

I hope anyone that decides to put in for this nonsense applies the same amount of effort that coppers put into "working" Housing and the airports.

City workers take note: we are the bread and butter of Chicago's tax base, yet we get little to nothing in return when we need it. From City services to police presence, we are the red-headed step children that Daley enjoys spanking repeatedly.

Monday: Six Chicago teens were arrested (charged with battery to police, resisting arrest and battery) after an attack on an 18-year-old Barrington woman.

Monday, a 19-year-old Chicago jogger approached a group of teens as he passed them in a tunnel, and called out “on your left” for safe passage. The jogger was punched in the head several times. No known arrests.

Tuesday: Gang-related near North Avenue and Fullerton Avenue near the lakefront.

Sorry to post off topic but felt this is important...My husband and I sent Bill Cozzi a birthday card and we recieved a return letter today from him. Please take a minute to drop him a line! He seemed very down esp. about the conditions of the prison he is in.He also feels very bad regarding P.O. Wortham's death and missing St. Jude this year. It saddened both of us just to hear how he is suffering. Also, his heart is clearly here with us and with the department despite the hell he is in. Please send him a note, a card, or even a prayer card. Just wanted to pass this info along...

How bout this . Open up hiring for any city worker that qualifies age power test background etc. The city could allow them to transfer over. You would gain roughly 300-500 po's with limited cost to the city in some cases the city would possible make money from paycuts. There are plenty of other departments that could lose a few and a handful from each department would do this. The city could send them through acadmey and get them out on the streets in no time. there are plenty of city workers from other departments that would do this. open to teachers too!It not that hard to figure out. You could take it one step fewer and open the door to already trained po's (surburs departments etc) Any one certified with right qualifications could go through a abbreviated academy throw them on probation and get them out ther. All of this would work it would take much time.

We have lots of cameras in orbit a few thousand miles up. They see everything, I know because I saw it in a movie, they even can pull up building layouts and blueprints in a fraction of a second!

Just use some of those, call the NSA or whoever, then send Georges and Dugan over to monitor them first hand.

OT: There was a shooting in 15/25 this morning around 5am. They believe the shooter was wearing a bulletproof vest while shooting up a gas station with an AK-47. Multiple 7.62 caliber rounds were recovered on scene. This is after a half dozen calls during the night of shots fired "it sounds like an automatic weapon."

This is true. At the gas station. They called back on 3rd watch the next day also to report the lotto machine was also struck and damaged.

I worked the north ave beach detail in 018 for three summers in a row in the late 90s! The best summers I ever had on the job! I also had one of the best watch commanders on the job the late Terry Mcque (RIP). He let the officers handle the beach the way we saw fit and he would back us 110%. Now as I sit in my pool sipping a cold beer in florida I miss the guys I worked with and the fun we had.........I am glad that I am not working on the job for that Jagoff Daley and the bullshit mertorious bossess who do not belong their and who cannot even figure out how to keep the beaches safe! I was getting my little guy’s hair cut Saturday afternoon at the local barbershop. As I waited another customer engaged in small talk with the room in general. He was probably 60 yrs. Old and mentioned he was retired from the City (not CPD) and now driving a Cook County Circuit Court Judge. As I half listened to his story and half monitored my 6 yr old to keep still this guy started dropping bombs on CPD. He talked about how he and the judge agreed all cops lie and how they would joke about Chicago coppers being lazy and eating everywhere for free. He then attempted to rip on our backpay when I interrupted him and explained “We Coppers” don’t eat for free. He then realized he was talking $hit not knowing his audience. The room became suddenly silent. But hey, no reason to stop here right?
I told him “Us coppers” enjoy one thing more than eating and being lazy- we love watching Fox News/Better Business Investigative reports on Cook County Judges stealing from taxpayers by working ½ days. I then asked him how he and the judge (who he named) felt about working 8 for 8 this coming Tuesday because there might be a citizen (or copper) that drops a dime to reporters for a follow up on a certain judge who has a driver that says he still only works til lunch time.
Anyway, that was my afternoon. Stay safe.

Maybe you skipped over the part where I stated that we only had a handful of officers to control three different incidents each with a large crowd of people. Or maybe you're just a jag-off. Anyway, I would never go in on a misdemeanor arrest and leave my fellow officers, the very few, to deal with the BS on they're own. Yes, tickets were written, for all the good that will do. One of our most powerful tools when dealing with unruly crowds is to bring up the wagon and start loading people in. It sends a message. However, when having 4 officers go in on an arrest leaves you with 2 to deal with the rest of the crowd there is a problem. Not to mention that the wagon is unavailable most of the time because they are transporting a shithead with chest pains to the hospital. You either missed the point completely or you just don't see a problem with there being 12 officers for an entire 3rd watch.

When summer mobile was eliminated, all of the cars went to the new unit, "TRU". Here's an idea, how about re-assigning TRU to the Lakefront from Evanston-Indiana. I am sure this would be a much needed change for that unit, they would get to see something other than the ghetto & there would be coppers that would actually "work". If you only have a few years left you should have more then 250,000 in Deferred comp if you did not live above your means, not to mention if you make 195, 000 in a year where do you get your comp time if you always check the money box. The city only gives us 13 holidays, so how can you use your comp time to rest and exercise, 13 days is not enough.

Has nothing to do with being lazy you hard charger it is because we get no respect from the politicians and the brass, so why should we put our selves out there for them. Until we get the resources and the man power that is needed and get the backing from the powers that be it is useless to kill yourself by working your days off just to keep them happy. All it takes is one camera phone video to be over exaggerated and you are in all kind of trouble, you will be spending your 250,000 on lawyers trying to keep your self out of jail. Cozzi is a perfect example. It is not worth doing anything for these politicians, the brass and for that matter the liberal minded citizens and the one sided, slanted story telling media.

--Yep call the ambulance for the mental not on their meds (CFD responsibility) - The person who is drunk/high & acting goofy needs medical supervision so they don't OD in the back of the wagon (CFD responsibility) - Any illness requires medical supervision (CFD responsibility). Let them do their job because if someone croaks in your custody, YOU will be named in the lawsuit.

Those aren't just "green" protesters out in Critical Mass. There are some real problem people. They have beaten motorists, damaged property and so on. The usual mob mentality.

Back in the 90's we had enough manpower to lock them up. There were some real nutjobs in there, including one with a gun and lots of other nonsense for 'personal protection'.

All I can add to that is, thank God you've finally pulled your head out of your ass after living like that for more than 3 decades!
Things have never been more fucked up being a Police officer in this City than they are today. Now, I don't totally blame this on Weis.
There is a long list of fools who hav contributed greatly to the mass confusion and nonexistent morale today. Weis was (when he arrived) and is today a bush league player at best. He accepted a job he had extremely little preparation or serious training for. He wasn't Daley's first pick; several more highly qualified feds turned the job down. Several other highly qualified candidates with big-city law enforcement experience withdrew their applications after meeting with Daley and realizing that they would have little control, but would wind up accepting all of the blame for future disasters under our infamous strong Mayor/weak City Council (Machine) style of govt. here. Weis is being paid a lot of money to basically sit in the chair and STFU while Daley, O'Keefe, Masters and a slew of other minor league wannabe managers from the "Don't you know who I work for" school of management dismantle what used to be a highly functional and results oriented Police Department. My only suggestion to you, Mr. 32 year veteran, is that you keep your resume fully updated so that you can be ready at a moment's notice should Weis have need of a man of your education, knowledge and expertise to assist him in his next assignment of standing by idly with bulging muscles as he observes another law enforcement agency go to the dogs, should any other municipality be foolish enough to select a man of so few management skills, and the personality of a doorknob to match.
And let's hope he takes MASTERS MASTERS MASTERS with him. The three of you would no doubt make a great team of adminstrators in some other agency, if only in your own feeble minds.

A number of us simply go the Memorial now the evening before St. Jude with our families, say prayers and leave flowers. No way will I return to the parade until the Mayor's imposters who make up the inner circle of the CPD have moved on. I don't know how anyone in good conscience can march past the WEISel's reviewing stand and salute any of those assholes, but I know I won't. I continue to suppport the Memorial Fund through donations taken out every paycheck, and as I said, I will pay my respects with my family the Saturday evening before the parade, but it makes me sick to my stomach to even consider marching past and saluting the same people dropped into our Dept. by a Mayor who has shown a distinct desire to dismantle us, which seems to be largely successful.
