A Masterful Explanation

Either Masters Masters Masters is back reading the blog or the policy group is bucking for a promotion - Ray, don't worry, that lieutenant spot is all gift wrapped, you're golden:
  • Masters did attend the Suburban Law Enforcement Academy(SLEA) through the College of DuPage in Glen Ellyn. Its a 10 week course that suburban departments use to certify recruits. He is a certified peace officer in the State of Illinois. He was a "student at large" during the Academy. They made some exceptions for him due to his position. He is certified through the State and therefore can carry a firearm and has arrest powers. Hope this clears the issue.
That does sound like the sneaky way J-Fled and Shortshanks would make sure their boy can carry a weapon while citizens have to fight tooth and nail to the highest court in the land just to be able to keep a gun in a safe in their house.

That "student at large" thing though. We'd hate to think someone was falsifying training records by asking instructors if they remembered someone sitting in on classes that were never attended. Or is that a different scandal we aren't remembering?

Since we all know he couldn't have passed THAT, the investigation into falsifying state test materials and records should begin there. That is, if any media outlets have the BALLS to do anything about it.

Mikey, there are now plenty of other CIVILIANS on our Department that don't feel the need to play Police. This makes you look insecure and weak. No, it makes you look like a goofy wanna-be.

You cannot call yourself a Police Officer unless you went through the Academy, I know, your parents sent you to an ivy league school. Sadly, it's not as good and you know it. You didn't do your training (the real training) in some ghetto District. You've never been shot at, hit, spit on or waded into a gang fight. You've probably never had to replace a uniform (or your suit) because somebody bled out on you. You've never had your partners back and been responsible for getting him home to his family. You are not, and never will be the Police.

I'll check to see if my surgeon got his degree 'on line' and 'monitored a few classes, now.

Stay home and collect your big check and leave the streets to us-That doenst sound very good when we are short on manpower. I give him credit for at least trying to go out and do the job. He went through USMC training and deployed to Kuwait. Thats not good enough on top of police training.

How the rules change. I knew more than a few PO's that went through the CPD Academy in Metro Classes only to repeat the program after being hired by CPD.

That is the problem with the CPD morale. One standard for the rank and file, another for those with clout.

The Superintendent needs to know that morale has little to do with pay and more to do with leadership. It is much easier to hold people to a standard when the leadership within an organization models the desired behavior.

When will the madness stop???

so when did he attend these classes? during work hours ? after work ? weekends ? tell us ...we'd like to know how he managed to find time to drive to glen ellyn to attend these classes and be student at large. I bet he used a company car to get there. Another thing , he has arrest powers yet those powers yet not as a chicago police officer. Just because he's certified, does not give him those powers. If I decide to quit....I still have my certifications....but I'd no longer be a police officer and would not have any police powers. He was NEVER a police officer. Never hired as a police officer. Never went thru THE CITY OF CHICAGO's POLICE ACADEMY. If a copper from the burbs gets hired here , he is still REQUIRED to go thru our training academy. It is not optional...IT'S REQUIRED.
maybe masters masters masters couldn't or can't pass the psych exam. hmmmmmmmm....makes you wonder.

The interesting part of the is , it is the OFFICIAL policy of the CPD not to recognize other training facilities. Any officer we hire, regardless of training, has always been forced to go thru the full Chicago course. I would say that any suburban officer who was forced to do this should now request a reduction of his probation time, reimbursement for travel and loss of overtime on details, etc. How about it FOP???
And by the way, whose veicle was used, and was he carried code 49????

Sounds alot like what ISP is dealing with with a kid as Director with no LE experience, he attended some courses and firearm training .now he can carry a gun, thats why CPD and ISP are both doomed.

I believe the "student at large" classification would have been used because he was not sponsored into the academy by a police department like all of us are. The Suburban Law Enforcement Academy serves suburban law enforcement not Chicago P.D. You guys have your own academy that also serves as a metro training facility for suburbs. Because Chicago does not participate in SLEA type schools he is classified as a "student at large". I would like to see the attendance records on that.

OT: Was just on the Scum-Times web site, they posted the name of the officer killed today. They won't however post the name of the oxygen wasting animal that killed the officer. He hasn't been charged so they are not naming him. What total bullshit. If the savage was the only one shot his name would be mentioned multiple times in the article.

For comparison I immediately checked the Tribune web site. Unlike the times the Trib had yet to post the PO's name because some family members have yet to be notified. Kudos to the Tribune!

His vest and weapon in crowds will get him into trouble. He has no idea how to be the police, no training whatsoever. Does he know how to restrain someone? Handcuff a combating arrestee? Can he file a case report? How many felony arrests does he have under his belt? It's pathetic they let this sham continue and it's a slap in the face to anyone who went through the academy training, including the physical training. I am at a loss on how this department is being managed.

Having attended the Suburban Law Enforcement Academy (SLEA), I have a few questions regarding this Masters guy.

1. Did he pass the POWER test before beginning the academy as required by state law??

2. Did he actually attend class five days a week, approximately 12 hours per day for 11 weeks??

3. How is it that CPD sends this Masters guy to get certified in a suburban academy but won't accept completion of a suburban academy for individuals being hired by the CPD??

4. Does anyone know when Masters supposedly attended? I'm sure I could find a PPO in a surrouding suburb that attended that academy class and could verify if Masters was even there??

5. Did Masters pass the state test and does the Illinois Law Enforcement Training and Standards Board show him as a "Law Enforcement Officer" on their listing of Police Officers in the State of Illinois????

Yes. I don't have it in front of me, but it said something to the effect that by contract, the city could desginate three days where sergeants cannot take personal days. For afternoons and midnights, I believe, two of them were Bub Billiken and New Year's Eve.

I don't recall what the other 2nd watch day was.

Up until maybe 20 years ago, there was no requirement that a LEO attend an actual police academy to become certified.

A number of small departments had certified instructors and they taught the necessary classes to students PT and when they got their required classes in they got certified.

I knew a couple of people that did it that way.

The rules were changed so you now have to go to an actual academy to get certified.

AFAIK, the requirement to go to the CPD academy to be hired as a CPD officer is not state law, but a CPD rule. As a mere rule, there is often some discretion in when that rule can be waived. If one were to look closely at the rule, I would bet it can be waived by the superintendent, or some other official as long as the guy is certified.

Bitch, bitch, bitch.....yes it's a back door way of gaining a certification required for Police powers in Illinois, but it is no worse than all on this Department who take these "certified" college classes at the academy so as to get their bachelor's or master's degrees. Regardless of origin, these certifications are officially recognized.

To the idiots bitching about doing this on the company dollar, didn't you get paid while in the academy or did you do it on your free time?

Appointed exempts are not required to be certified POs for the job. However, if they wish to be certified in this city, than sit in the same classes for 6 months on Jackson like everyone else. Otherwise, just go everywhere with your PO driver who did.

HMMM, Do I sense a lawsuit? I was a state certified officer working in the burbs when I applied for CPD. They wouldn't accept any other certification except the Chicago Police Academy. I had to re-do the whole process again to be sworn as a CPD officer. Wonder if some ordinance was violated by "ANNOINTING" Masters?

Who cares if u have a degree or not you guys are so out of touch that it is so funny whether u have a degree or not is not the point cause a degree does not take the place of experience which some of you never even had i strongly believe you should have at least 2 job before joining the police department then you will know how lucky you are where u are we have some of the best people who thru experience are a resource to this department but the powerful dumb ass who runs it wanted to change the course of life by asking that you much have 2 years of college in order to be let in the police department well let look at the dumb educated people who have made this department a joke wake up people you want change start looking ahead : City assets being sold is nothing new in Chicago.
