No "One Gun;" No Insurance

Someone talking a tiny modicum of sense into Shortshanks' people:
  • Mayor Daley today backed off his plan to limit Chicagoans to one handgun — and dropped the idea of requiring liability insurance — in a watered-down replacement to Chicago’s “unenforceable” handgun ban.

    The mayor’s ordinance — approved by the City Council’s Police Committee and poised for approval by the full council at a special meeting on Friday — was considerably weaker than Daley and top mayoral aides had initially described.

    Instead of limiting possession to one handgun for every qualified person living in a home, it allows those persons to each register “one handgun-per-month.”

    It prohibits possession of those handguns outside the home. The home is specifically defined as the inside portion “traditionally used for living purposes” — not the garage, yard, porch, deck or walkway.

    No more than one firearm in the home could be “assembled and operable.” The rest must be secured by a trigger lock or locked box or “broken down in a non-functioning state.

There's no way to check or enforce the "assembled and operable" provisions of the ordinance, so why put it in? The "handguns outside the home" portion seems a feeble attempt to prohibit a de facto "Concealed Carry" movement on one's own property. The "one-per-month" has failed in a number of jurisdictions, but exists is one form or another elsewhere.

The Gun Lobby is going to have to figure which restrictions are worth fighting over and spending money on, especially when Daley is using untold millions from taxpayers to push an agenda that doesn't actually reflect the mood of the City, State or Nation at large.

"Superintendent will develop a roster of safe handguns and assault weapons that will be posted on the dept.’s web site. Only handguns that are listed on the roster are permissible."

The "gun lobby" is made up of millions of Americans like me who are fed up with self serving politicians who will say/do anything to maintain their power.

$100 for the initial paperwork, $15 per firearm, Registration good for 3yrs, Sex Offender Registra.............. I'm sorry that was a 2nd Amendment Offender Registration website. (check)

I feel like the first year of registration will go along fine, just to rack up the #'s and where they are located. Then after some time goes by he'll throw in the provision, that if you neglect to register or your late to register, he'll jam you up and come get you and put you on the 2nd Amendment Offender website.

I live in "The City that Works" and nothing runs smoothly, now I expect to get my " PAPERS" in a timely fashion after 3 yrs, and they are already registered. Firearms aren't cream, they don't go bad after 3 yrs, only politicians do!
Let us refer to the FOID Card issues some people are currently experiencing... Oh yea, the FOID Card, gotta have that too!

Why is the FOID card good enough for the entire state of IL, but not for the City of Chicago?

The safety of his "First Responders".... so they know there is a firearm in the house?????? This is the reason for Registration?????? Mr Mayor, if your First Responders are showing up to their JOB, not ALREADY thinking about a firearm being there, Registration isn't gonna help. Everybody's got AIDS and everybody's got a gun, until they know different. I assure you that they already think of their safety first?

This feels like, leading the Sheep to the slaughter..... just like Hitler and his delousing ovens. Tread carefully my citizens!

Each alderperson who approves the newfangled gun control ordinance is not a crime fighter but an enabler, enabling good people to be defenseless and permitting the City to continue to infringe on the fundamental right to keep and bear arms.

The part about the possession of the gun outside the "living portions" of the home won't stand up to scrutiny. SCOTUS has consistently recognized that the curtilage portion of a person's property has just as much protection as the inside of a house.

Why would you want or even need to stop someone on the porch when you should allow the axe weilding scumbag and his friends access to the interior of your house and family.

Seems like our great aldermen rubberstamped this one through. Overall the new law seems more strict than the outright ban. Nobody will be getting a handgun permit.

Daley and the alderscum better get used to breaking out their checkbooks and writing lots of zeros. Their attempts to circumvent the 2nd amendment with these nonsense ordinances is nothing more than a modern "Jim Crow" law. Those laws were passed in the southern states after the civil war to disenfranchise black voters, and were patently unconstitutional. This law is the same. By openly attempting to bypass the second ammendment, the Mayor, the alderscum and any ASA or Police Officer who enforces said law is guilty of a title 1983 Civil Rights Violation, and under 1983, punative damages MUST be paid by the individual. So go ahead Daley, try and pass your bullshit laws, I will be first in line to file the federal civil rights violation, and I expect to be paid well...(and dont think for a second that our rank and file will enforce this bullshit)

States or municipalities cannot draft laws that supersede Federal law, or the bill of rights.

Some states let municipalities draft stricter regulations, other states strictly prohibit that. Either way, there is no magical concept of 'home rule' that allows a rogue city to circumvent the Bill of Rights. We fought a bloody war over that very question in the 1860's.
