"Merit" Nominees

Word trickling in that not one, but TWO former drivers for J-Fled are on the "merit" nominee list and in fact, BOTH were recently transferred back to Districts so as to not raise too many eyebrows when they get two of the nine "merit" spots allotted for a class of 30.

Can anyone confirm? Initials only and we'll see if they match the "merit" list that comes out in a few weeks.

Of course they'll get the illegal, corrupt promotion like hundreds if not thousands before them. We'll all bitch and moan and call them assholes. Their friends will rally to their defense and scream about that time twelve years ago blah blah blah so they deserve it. Soon enough one of our internationally infamously corrupt politicians will do something so horrendously and blatantly illegal that federal prosecutors will be unable to ignore the trampling elephants in the room. Until WE AS A GROUP stand together and refuse illgal and corrupt offers of graft, they've got us right where they want us. I work in 019 and the female dispatcher we got on 3rd watch(3-11) is putting cops lives in danger. She often argues with cops on the air and will call your beat number 3 times in 20 seconds and try to redline you. She screams in the radio when you don't answer and it is really fucking dangerous. When she accidentally leaves the mic keyed up you can hear her laughing about her highschool style of dispatching. I have worked out South for most of my career and I am amazed that no boss calls her out on this or gets her written up at 911 center. I have talked to other dispatchers at promotion parties and they have said that "she is a bad dispatcher and thats why she is on a slow zone like the one for 019." God help us if anyone gets hurt because of her. Be safe and Godbless you all.

Side note. Ray Ray is going to be made a LT in this years class. Look for him to become SWAT coordinator. What ever happened to the order that said if you had ever been kicked out of SWAT you could never go back? Thats right they changed the order for him. But really it was all legit.

Sgt. W.B., formerly of the Supt's Office and now in A/2 Det. Div., has been promised a merit promotion to lieutenant by J-Fraud himself. Yes, before the nominating packets are even due, one promotion is set, and that's why they sent him to A/2, so it won't look like he "made it from the building." But it's all legit, folks!

Officer J.R. from Preventive Programs has been working on Cmdr. Alvarado for some time now, with an eye toward that merit spot. He's a shameless self-promoter. He was a "paper jumper" in 008, and somehow ended up in a good HQ spot. He's even got the wife fooled. She thinks he's a very important man at CPD HQ, just ask her. She's clueless to the fact that he's just Alvarado's "gofer." Watch for his name on the list, though.

I remember the first set of J-Fed meetings when he mentioned how future promotions could be made via resume, not test. Thank god we had the last sergeants test and hopefully more tests in the future.

File a safety complaint, I know the one you mean. State the dangerous dispatching and unprofessional conduct and how you fear for safety of officers.

It will be non-binding but should draw attention to her.

WTF? If she is as bad as you say, then shame on YOU for not doing something about it.

Between 019 & 023, there are dozens of officers working on that zone every day. You do not have to be a "boss" to "call her out on this or get her written up at 911 center."

A friend of mine used to do the CR investigations down there and those people take a lot of days off for their mistakes and bad attitudes on the radio, but ONLY if a complaint is made and their supervisor can go back and review the alleged behavior. IT IS ALL RECORDED!

They are not cops so they don't have the protection of our union rules in these investigations, AND the city saves money in salaries every time they can gig those people for a day or two suspension.

Grow some balls and file a beef yourself if you think cops lives are in danger. NOT doing it makes you as big a part of the problem as the boss you are covering up for.

As a supervisor who did go after a bad dispatcher more than once, I can tell you it is a complete waste of time. Trust me when I tell you, lots of supervisors have tried.

Now on to merit. I was offered one of the merit spots. When I was offered it, the "strings" were explained. I turned it down. Basically the promoter owns your soul until he retires or dies. No big deal to me, I was in by test score the next class anyway and the promotions were petty regular.

That being said, stop bitching, start studying. In the private sector ALL PROMOTIONS ARE MERIT. You have a chance here to make a promotion on your own. That may not be the case in the future. A good boss once told me, most of the promotions are done off the test score because they need good people to run the Department. Good luck.

When Terry Gainer ran the ISP he invented the "Drive-By Promotion". He'd go to a district, meet some guy, and promote him on the spot.

He promoted one guy at an awards ceremony and had to borrow a star and collar chevrons from some poor schmuck Sgt standing there so it would look like it was planned.

Prior post on dispatcher - whole hearted agreement the bosses are spineless when dealing with dispatchers. 16/17 has MJ who is a antagonistic bitch yelling in the mic "where's the gun" and other assorted demands for info which are none of her business and jeperdise a case. She also watches the trackers and rats out pos to the Sgts without their even asking. She makes condescending remarks all night and is of no help on the air refusing to do her job. The spineless white shirt just watch in ignorance - shame on them.

I work in 023 and couldn't agree more. This dispatcher is terrible. She should not be on the job. She always has to be right and gets the last word in by belittling coppers over the air and calling them out. It's the supervisors fault though for not putting her in her place. They let this go on every single day. They sit and listen to her arguing with coppers over the air and don't say anything, even when the copper is right. I've worked in quite a few different zones and that dispatcher is by far the worst i've ever heard. It's actually becoming a safety issue with her.

I have many times been offered to work for different units and do a favor for a boss and work for him to make him look good and I have turned it down. So that bullshit about being offered Merit and I wouldnt turn it down is wrong, unless I got shot in the line of duty I am not going to sell my soul to the devil and kiss a bunch of ass just to wear chevrons that dont mean shit, I have way to much pride.

Ray Ray has got to be 1 to 1 odds and the overall favorite bar none for lieutenant. I can't think of a single candidate with his credentials, well, clout. After all, Masters says it all and runs it all. If you doubt it-just ask him.

And why be SWAT coordinator when you can be MSF Cmdr and SWAT Coordinator? Gulliford did. Ray Ray'll keep Marionovich around to take care of the mundane aspects of SWAT, like Brendam did for him at Narcotics, then Ray Ray will take all the credit for Mark's work. As far as Ray Ray's SOP-why divert from a proven strategy. Besides, Mark won't mind-Masters will tell him he can't and we all know Master's runs it away. So why change now?

Not a cop. I work in the computer industry where in order to get paid more, we have to become certified, meaning take a industry wide accepted exam, pass it, and you get a pay increase. What exactly is a merit promotion and what happened to taking exams and getting real interviews? Not looking to stir up trouble, just seeking information.

from a lowly p.o......oh, I guess I didn't get a merit pick...I come to work every day, try and work hard, do what I'm supposed to do....I really don't know "anyone" in politics, or in the higher ranks of the department....I don't drink, or golf, with important folks...no "merit" promotion for me, I guess...when a citizen, or another officer needs assistance or help, I'm there....I guess that it doesn't count for merit, though....maybe "merit" really means that I made it home at the end of the day....

I recently read about the NYPD - they gave a written exam - way beck when .... it may have been the 50's or 60's. ANyway, they promoted the top 300 on the list - in rank order - they had to go to 350 or something because a few guys declined. THE cops went on to be bosses, big bosses and bigger bosses. That's what happens when you promote the deserving.

About the dispatcher on zone 2. Report it to the Sgt,Lt, Capt. Ask that action be taken. If she's causing a problem and there's a safety issue call her supervisor and if nothing get's done get a CR # and back it up. If you don't then quit bitch'n.

to 019/023 disparcher bashers...at least she knows her job, and while she might be a little harsh, she tells it like it is!. i like the fact that she is always calling all the slackers, so don't mess with her. we have too many dispatchers who are affraid to call on the ones that are always hidding, and dragging out the 19-pauls. dispatcher...keep it up, when you do your job, some people are bound to not like you!

In chicago the term "merit" has never meant what it's supposed to. In Chicago "merit" means "to take care of ones friends." It's the chicago way. You don't have to do anything outstanding other than be close to a boss or politician. Being a driver has always been the best way to get promoted. In chicago the definition of various terms is not what one would think. Good luck to all the bosses drivers out there. I hope you all make good bosses.

By the way, shouldn't J-fed's kiss ass policy group members be making Sgt.?

She's horrible! The worst in the city. No one in 023 likes her either. She loves to try to embarrass coppers on the air. Her favorite move is to say, "2311 go with your emergency," when a copper comes on the air that didn't hear her say to stand by. She knows there is no emergency and that the copper just didn't hear her, but that's unprofessional person she is.

Hey, you can go on to join the illustrious ranks of Patrolman for Life! It is a noble position, most of us are at that rank. Some just accept it more graciously than others.

I know it rankles some to see some dunce get promoted who never quite mastered the art of directing traffic and you may think something is amiss when you see a long parade of sons and daughters and husbands and wives of bosses, politicians and connected people march smugly to the uniform stores and walk out with their new supply of white shirts and gold braided hats but that is how it is here.

No one ever said life was fair so either study like hell and hope you get the trick questions correct or just accept that even with your advanced college degrees you just are not smart enough to get promoted.

It is true that a precious few get struck by lightening and do get promoted off the list but don't count on it.

I got disgusted a few years back after a Sgt. list came out and it was top heavy with those who worked directly under certain exempt bosses and I immediately threw out (recycled) every piece of study material I had, including each and every General Order, Special Order, Department Notice, directives, index, Training Bulletins, law books, city ordinance books and I have never looked back.

It was quite a cathartic moment. I felt relief, I started sleeping better, I prayed for relief from resentment and hatred for the chosen ones who had been promoted or assigned to special units most of us don't even know exist.

I accepted my new rank of Patrolman for Life. Life is more livable this way. Let go. Have an ice cream cone. Relax and forget about it.

Remember, 19-P covers it all.

Why can't they just promote off the list. Tell everyone they are going to promote X amount on the list. Have the last class be all the merit promotions. It's not fair when the merit get made and have the seniority over the people who did well on the test.
Then again, nothing is fair on this job....look what happened to Cozzi. This administration is the worse I've ever seen on this job.

to WHO CARES?? you are absolutely wrong my friend. I too am a blue shirt and highly educated and have worked in working south side districts my 12 year career. I have many times been offered to work for different units and do a favor for a boss and work for him to make him look good and I have turned it down. So that bullshit about being offered Merit and I wouldnt turn it down is wrong, unless I got shot in the line of duty I am not going to sell my soul to the devil and kiss a bunch of ass just to wear chevrons that dont mean shit, I have way to much pride.

I don't believe you. Highly educated? You may be. Congratulations to the fine institution which provided the writing skills you exhibited in this post. If you are so proud, then you would not set ANY criteria by which it is acceptable to be promoted on merit. Getting shot does not make someone a good supervisor, though I agree that a wounded officer deserves everything the Department can give them.

On this job, I have met several supervisors that I would listen to and follow that would be challenged by a stone in an IQ contest, but know what they are doing when it counts and their experience carries the day. Being book smart does not make someone a good supervisor, either.

Ultimately, the people selected are not to blame if you are unhappy with who has been chosen...they don't appoint themselves.

Try getting a CR on a dispatcher...they won't do it. Your Sergeant or Lt. can call OEMC and talk to her supervisor, and he'll say, "OK I'll look into it," or "OK, I'll speak to her about it." And that's it. You can't get a CR on a dispatcher because she works for OEMC and not the Police Department. Don't waste your time.

Hey goof, it is the Sgt's job to take care of slackers. Dispatchers should dispatch the job in a clear voice...and that's it. No friendly banter or bad attitudes needed. Just dispatch the job in English please... and then please shut up. It is really pretty simple.

This class might even reach 120 sgts. Where the fuck do you get these rumors? You cannot be that stupid to believe they would promote that many sgts. Be lucky the class is 30 new sgts. 30 new sgts then they promote new lts. The new sgts gain will be wiped out by new lts. Result? Status quo. No one cares except for the merit picks.

On the rare occasion there is a foot or vehicle pursuit she ties up the air, stepping all over officers trying to give out pertinent information. HELLO!? That zone is a dumping ground for terrible dispatchers. It's better she's there than on some busy zone where she's more likely to kill someone. She doesn't just go after the "dogs" on the zone, she fucks with everyone. I will give credit where credit is due, though. She is the best of the shitty dispatchers on that zone. King turd of the shitheap.

nothing wrong with being a patrolman , just remember don't buy into the BS he's a good guy and deserves the merit clout promotion . we're all good guys and most of our command exempt staff were merit - clout sgt and lts . we all know every captain is a political clout appointment. over half the lts refuse to apply for the job because it's a waste of time .

So if a class of 30 sgt's are coming and 10 of those spots are "merit" and 2 of those 10 are jodyweis's drivers (20%) that leaves 8 spots for the most worthy, those who "merit" promotion the most.

That would be the most heavy of the heavy. Forget friendship, blood only counts. There is an alderman's son in there, dad is a heavyweight long time alderman, plus others who have the mysterious "merit."

Uh, I would not be in that mix. If they kept the list up another 7 years I might have a shot. But I don't care any more. This is like watching reruns of the Three Stooges or Our Gang after school. Amusing but it gets old and I must return to real life stuff that affects me.

yea, the female dispatcher can get cranky but at least you can understand her and she pays attention. The first watch dispatchers have the worst case of the mumbles and you hear several times a tour "uh, unit with a three comin in?" Gee, that fucking narrows it down to every 023 car and 1913, 1923, 1931, 1932, 1933, 1943, 1953, 1963, A,B,C,D,E sat teams, gun teams, midnight tact amd some gang units

TO 08/0/2010 08:56pm I did the same exact thing many years ago. I also burnt all my honorables nd Dept Commendations. I wish I had saved them now just to show my grandkids. A couple years later they gave a test, the company got in a pissing contest with Daley and sent the results out without his intervention. It was ninety something. A bunch of smart people made sgt. Only the dicks list got messed with because the city fired the company and demanded the results before they could mail them. The "company", a prestigious, world-wide accounting firm said they would nevess with chicago again and also refused to verify the results of that detective test. How do I know? My aunt was an executive at the firm. They sent her, and others, to another state during the testing procedure and while the test was being developed because she had relatives on the dept. She worked out of their Houston office for a year.

The poster who stated, "name one person who turned down a merit promotion" reminded me of a funny story. Sgt. Pete Dignan was one of the original "merit thirteen," who, along with the likes of Jimmy Carroll, was one of the first-ever merit selections for lieutenant. His friends in 022 at the time swore he would never take it, saying things like, "Pete's a stand-up guy, he knows that it isn't right to take the spot ahead of someone who scored well on the test. He's going to turn it down." Well, that very afternoon I happened to pass Pete's house, and there out front was Mrs. Dignan hanging a huge banner, as wide as their house, which read "Congratulations Lieutenant Dignan." So much for the stand-up guy....
I guess it's no surprise that, several years later, Pete made himself out to be a hero who confronted an armed offender who had shot two police officers. His story of his alleged acts of heroism was contradicted by everyone else at the scene, however, including the shooting victims. You can read the story at the Chicago Reader web page. It's an interesting read.

I work in 019 and the female dispatcher we got on 3rd watch(3-11) is putting cops lives in danger. She often argues with cops on the air and will call your beat number 3 times in 20 seconds and try to redline you. She screams in the radio when you don't answer and it is really fucking dangerous.

Why arent the Sgts. calling oec to complain to her supervisor? Whats wrong w/ the sgts. on that watch. I heard 1 afraid of his own shadow.

Side note. Ray Ray is going to be made a LT in this years class. Look for him to become SWAT coordinator. What ever happened to the order that said if you had ever been kicked out of SWAT you could never go back? Thats right they changed the order for him. But really it was all legit.
