No More List? No More Tests?

  • A new class of 120 Chicago Police recruits will start six months of training Sept. 1, honoring Mayor Daley's promise to hire more officers -- but depleting the city's hiring list.
What's left to do?
  • The city, which offered the last police entrance exam in 2006, is at a crossroad. The city could give a new exam but would have to wait months to award a testing contract, then develop, administer and grade it. Or the city could scrap the test in favor of an application-only process.

    The Chicago Sun-Times has reported that the department was considering ditching the exam to bolster minority hiring, save test preparation costs and avert costly legal battles that have dogged the exam process for decades. If the process is opened to all who apply and meet the minimum education and residency requirements, Chicago would stand alone among major cities.

Or, god forbid, they could give a legit exam for the first time in recorded history. Just because it's good enough for bosses to be morons, halfwits and idiots, doesn't mean that it's a good idea for coppers to be ignorant fools. We've got enough of those that have slipped through the cracks already via crooked hiring, Academy incompetence, and a broken FTO program. Should the City decide to make this leap into the abyss, what would follow would be the wholesale destruction of the Department within 2 years.

No test? No list? Geezus, why don't they just draw straws - the applicants with the short straw get hired.

At least it would be fairer than the shenanigans that have gone on with written tests in the past.

Heck, they could even promote that way - all eligible applicants would have their star number written on a ping pong ball and they could pick it right after the lottery, using the same equipment.

Again, at least it would be fair; no secret study groups, no racial "norming", no "throwing out" test questions because the results weren't what they wanted.

And the corruption continues. No test=more corruption. The question is, what the hell is wrong with a simple test and highering the top test takers? Daley wants the entire highering process to be based on clout. It's the chicago way! Either way we need more cops on the street ASAP!

Hire a politically connected company that gave big donations;
who will then formulate and simulate giving a test; then they will totally disregard the test results and promote whoever they want. You can be certain it will not be somebody nobody sent.

I have been wanting to become a Chicago police officer for as long as I can remember. I was not old enough to take the test in 2006 and have been waiting and waiting for one to come out while ignoring suburban departments. I have completed my bachelors during this time and while knowing the politics and the bullshit that come with the job, I still want to be apart of this great department. Hopefully there will be some sort of hiring process soon. Question, will my ethnicity (white) and me being the first in my family venturing into law enforcement hold me back?

This is off the topic, but I have to speak out.
As police officers, we take a beating every day from the media and citizens. We work our tour of duty trying our best to make the right choices. Sometimes, an officer conducts themselves in such rude and outrageous manner, it makes the news from somebody’s home video, and makes us all look like complete asses. I sure wish I could provide that video today.
9:30 pm on Higgins Rd, 23 Aug in Rosemont, my daughter was pulled over by an unmarked vehicle. The officer conducting business was wearing civilian clothes, but was with a uniformed officer driving with M plates.
My daughter is a very polite 17 yr old kid but was quickly brought to tears. The officer claimed she failed to use her turn signal during a lane change. Told her she was stupid and began to question where she was coming from, where she was going and demanded license and insurance. After she answered and complied with his instructions, he called her stupid again and began yelling. As she told him sorry for the violation and let him know dad is CPD, he got louder and angry. She didn’t ask for a break. This was the first time she has ever been pulled over. She only mentioned dad is CPD so he might lay off with the attack.
Now I know we encounter cops kids on the street. Many times they think they can be pissy because mom or dad is a cop, but that’s not her. I’m sure any cop can recognize a gang banging thug, but treating my daughter like that, even after she drops my name, shows him my card, her license and insurance makes my blood boil. I never treat copper family members like that.
Since she was so upset, she didn’t see if the uniform officer was from Rosemont since he constantly had his flash light in her eyes, so I am careful not to dog Rosemont PD. But if you were the officer who treated my daughter like a piece of shit, shame on you! Cops like you make it hard for all of us hard working officers. Why don’t you try being the real police and stop somebody worth locking up. You’re just a punk thug yourself! Glad you’re not CPD.

I have to make a comment on this story. There are always two sides to every incident. If you are not sure who pulled her over then do not even try to slam Rosemont PD. They do us favors every day and are very professional. The officer could have been cook county or CPD. I have to ask: did she get a citation? If not then STFU! Every 17 year old girl that is stopped will be very emotional. 7:30PM is still day lihgt. Was the uniform dark or light blue? Quit making broad assumptions before you blast someone on this blog. Teach your daughter to drive and quit bitching to everyone.

Are you kidding me? This is Chicago! No matter how the process is done, there will always be an element of society out there that will cry foul!


Just how low of a minimum standard has to be set before everyone is satisfied? And as for the educational requirement, I think it should stay, if only to prove that the applicant has the dedication to better themselves.

I wish you luck in your endeavour. Since the city just depleted the applicant pool they are going to have to put together another test sooner or later.

As for your ethnicity being a hindrance, well one can only hope that it won't be. That's what always amazed me.....there has always been such a big push to get more minorities on the job. But as soon as they put on the blue shirt, they no longer a beloved minority. They become the hated police.

To 2.24am, I am quite certain it was a Rosemont Officer. They are, as a rule, quite badge heavy. Even those part timers who stop traffic on River Road by the convention center.

My wife works in Rosemont and I am there most days taking her to lunch as we are on opposite shifts.

A couple of years back, I was in a minor fender bender in the Target lot on Mannheim. I walked away with the officer and gave him my business card, asking him to put that address on the report. I did this because a West Sider with no insurance hit the car and figured I was the police.

I was told "So the BBIIGG City POE-LICE is going to tell me how to do my job"

I got very angry and told him that big city police can read a gang tattoo and if he was the real poe-lice he'd know that.

It went downhill from there and he squared off on me and were separated by his Lieutenant. The LT took me aside and told me that this guy had an attitude problem. Other officers told me the same.

They have also been on the news recently, their SWAT team terrorized a elderly couple and tore up their house while trying to arrest their son. They are also being sued for beating up a guy outside their station who was waiting for his buddy to be bonded out--video showed he didn't do anything but be a little mouthy.

So, your kid probably was met up with by the Rosemont PD, did she get a ticket? Might have even been the same guy.

Watch out for the Red Light Camera at Higgins/River. You'll get a ticket if you don't stop for a full two seconds before you turn right on that red.

Historical, costly lesson: One of the most important factors in preventing a political and corrupt police department is to have stringent hiring and promtional standards. Anytime this has been bypassed, widespread scandals---blue ribbon panels-----recommendations for better hiring, promotional, leadership standards, massive litigation-----taxpayers expense.......history repats itself.

The so call "test" we have to take is very basic. Very rudimentary. If a candidate can not pass the test, then they don't deserve to be on this job.

Being the police means you have to THINK ON YOUR FUCKING FEET AT A DROP OF A DIME. For the love of God, if you can't pass the basic test with basic vocabulary, basic spelling and reading comprehension then go find another job or study and upgrade your academic skills.

We've already dropped testing!

Masters, Masters, Masters didn't even have to go to the Chicago PD Academy! A few months ago he couldn't even SPELL CPD. Now he are one!

Next we'll be doing academy training totally on-line. Think of the savings! No need for a large acaedmy staff, no need for a building, etc.

Most of our training comes from TV these days anyway, and I don't mean Streaming Video; real cops actully beginning to believe what they see on TV.

If it is a younger driver coppers family they are advised to be careful, and told that I will tell Mom and or Dad, so I tell them you tell them first what happened so i don't have to call! Which i would never call, but the young driver most likely tells the parent so they can talk to them about what led to the stop! My kids have been stopped by CPD and always been treated nicely I am told like family we MUST take care of each other and their FAMILIES!

There are 2 obvious dangers to the lack of hiring and shortage of manpower. Numero Uno is without question Officer safety on the street. Numero 2 is not as obvious. It's the lack of contributions to our pension fund, both by the officers and the the city. In my opinion the real reason daley won't do a mass hiring is because he doesn't want to have to pay the city of Chicagos obligation into our pension. More people drawing benefits vs. less people contributing is a recipe for disaster, and it's real.

As the police payroll has diminished due to retirement and lack of hiring, the budget dollars for the police department has remained the same. Where has all that money gone that was earmarked for police salary during that time? Interesting coincidence that the city was spending millions upon millions of dollars on the Olympics? I don't think so.

Shortshanks and crew want to make all PPOs political appointees! After that all promotions will be political appointees. We as citizens of th USA cannot allow this to happen! Does the media and all of mainstream America know that after lieutenant, all promotions are done by political appointment? From captain on up- and there is an awful lot- NO TESTS ARE GIVEN! People are simply appointed by the powers that be, in a completely secretive fashion. We have more political hacks than we can deal with already! LOTS of women (young and old) are "reduced to tears" when they get pulled over. If indeed the cop told your daughter all the nasty things you posted here, then shame on him. But the main thing is,
1) she didn't receive a ticket, from what I got from your post.
2) Hopefully, she's a better driver since that stop was made.
3) She made it home in one piece to tell you all about it. I'd be grateful as hell for all of the above.

that is still no excuse buddy for his daughter to be mouthed off like that, especially if she didn't do anything. Gosh, I learned that in the Academy, if the other party brings the situation up to 5 then You as the police bring it up to 6 to maintain order. If it escalates to 9 then you must bring your 10 game... etc. I'm not saying there's never a place to mouth off to somebody to get ahold of a situation. Just not with this girl in this case.

Whenever you need a courtesy from rosement for parking the answer is always yes. I have had several encounters with Rosement PD and they were always professional. Why single them out when no one is sure what department stopped the young lady. CPD is not always the most professional either. The point remains; she did not receive a citation. Hopefully the father explained what happened and she will learn from this experience.

We already have enought dimwits and idiots running the show, it's called meritorious promotions, 4 year wonders and desk rats. Now lets just hire all of them without at least weeding out the super-idiots who can't pass an 8th drade level test.

Next, dumpt all the sworn investigators and dics who do the background checks and HIRE (through a special contract -wink, wink) an "outside" civilian, yet connected firm (you know, the Chicago way) to do the due diligence on their backgrounds.
Result will be a totally f*cked-up department, more than it is now, which is really scary.

PLEASE don't drop the 60 hours of college. That at least tells you that the kids at least got his/her ass out of bed to either take on-line courses or had to get their ass to school, study and take an exam to get a grade.

Furthermore, to not give a basic exam to weed out the dummies and borderlines is a gigantic mistake. You need reading, writing, communication skills and the ability to make decisions at a moment's notice along with other cognitive skills. They can't come up with a basic entry-level test to test these skills on the applicants? When are you going to find out that you hired an illiterate...when he/she hits the academy?

No entrance exam = the city possibly walking away from State certification. (Exploiting potential loop-holes in the home rule provision. And since when did the letter of law mean anything to Daley Inc.?)

The city will be 95% tax absorbers and 5% tax payers and of that, 2% will be city employees mandated by captivity, err... residency to be here.

The next Daley Inc. trick will probably be to mandate city employees to spend so much money (as a condition of continued employment of course) to prop up this failed social experiment known as Chicago.

It means that minorities who've gone to college don't have an edge over the next guy applying.

That, or it implies that minorities aren't as smart as non-minorities (I guess that means white people).

Either way, minority applicants should take this a a HUGE slap in the face.

Washington, D.C. did somethig similar many years ago and ended up with a highly corrupt police department.

I don't have the information here, but the stats showed some ridiculous amount of D.C. coppers arrested/indicted, at a rate much higher than the average PD.

Myself and 2 brothers all made it and we fell into your category.... Its not a problem getting on. What happens for the next 20 or 30 years of your career may be a different story...... Alot is who you know and what etnic organization you belong too. Sometimes a nobody slips through and gets what she/he deserves (not everyone will agree with that). No matter what the paychecks come twice a month and you'll be glad for that. Better than most jobs these days (not everyone will agree with that).... If its what you want to do, be the Police, keep trying. Its not all as bad as it sounds here. Things change all the time here. Soon, it will be remembered only as a bad short time in our careers (not everyone will agree with that either...) Hopefully the change comes soon and we can move forward again with a Real Police leader....

Giving a test is probably a $50M, 5-10 year hole in the ground.

The litigation will consume whole forests, because it is simply not possible to give a test that won't attract challenge.

The quest for perfect fairness in hiring means that in the end, we have to do it at random because it is impossible to do it "properly".

Actually, read "The Bell Curve" to be completely lied to and mislead about what IQ testing is and is not good for.

Of course, the idea of NO test for police recruits, on the other hand, seems ludicrous. As someone pointed out, the need to think on your feet in an instant is probably the most important inherent trait that a police officer needs.

I'm not sure how one tests for that, though.

It seems that having a clean criminal record would eliminate gang-bangers - how many of them get to 18 years old w/o being caught at something? Or are juvenile records, no matter how bad, inadmissable?

Novel idea; don't treat anyone like that, unless there's a clear-cut reason to (like, they're getting shitty with you or they're an obvious thug).

I too have had any number of VERY bad experiences with morons in uniform who, absent that badge and backup, certainly wouldn't have talked to me like that, lest they receive a first class ass kickin.

Still, you can't paint an entire department because of the actions of one bonehead. For every shitty experience I've had with an idiot cop, I've had 10 that were very positive- where it was clear I was dealing with pros who did their jobs well.

If anything, other cops need to be more diligent about weeding these sorts of shitheads from their ranks. The culture needs to be such that these idiots are shunned and viewed as job liabilities, rather than their being overlooked and sheltered, just because they passed the academy.

Yes they did, in the 1980's. The dept dropped the entrance exam because D.C. is made up of 2 types of people ... rich and poor, no in between. The poor blacks could not pass the test. There's no tactful way to say that, so I won't try. They ALSO lowered the academy requirements to bizarrely low levels, as many recruits could not hack the mental requirements there either. The result was not just numerous cops getting arrested. What also happened is that the ASA - or whatever they are called there - had to drop many homicide cases simply because they could not made heads or tails of the reports generated by the coppers. There was an article about this - I wish I could find it. It was an embarassment, from what I understand, to what was once a proud police department.

Sound familiar?

Please don't let this happen to us Mr. Daley. I am still proud to be a Chicago cop.

Talking about Washington DC, I believe they had a large number of officer go to jail for taking bribes in the early 90's. Without a test we'll be headed down the same dark path. Like it can get worse.

Even with testing, drug screening and backgrounds, you still end up with a few bad apples.....the mass hirings in 1986 caught a few of those.
