How About a Little Prison Time?
A serial panhandler was locked up for the 253rd time early Wednesday for causing a disturbance outside a River North nightclub.
Darryl Marlow, 55, who told officers he lives in the 400 block of West Oak, was arrested at 2:05 a.m. at 873 N. Orleans, outside Stone Lotus, where he was disturbing patrons who were waiting in line to get inside, according to a Near North District police lieutenant.
It was his 253rd arrest, according to police.
Even if he served 6 months for each arrest, he would have been in jail for 126 years.

I'm so damn sick and tired of me and my family being accosted by vagrants, hobos, beggars and shitbums whenever we go downtown. I had to mace one a couple years back who grabbed my wifes arm. I have no sympathy whatsoever for those rodents. I hope this winter freezes them all rock solid.

I have arrested a man who has on numerous occasions simply walked down the street, Fullerton in this case, and cocked his hand back and took a mighty swing at the faces of citizens walking.
To earn my arrest he knocked a 90 pound female DePaul student on her ass.
Since that arrest in July he has been arrested about a dozen more times. He sometimes spend a few days in jail but only for the bail bond violations, not any sentence.
The victims catch on real quick to the futility of Cook County Criminal Court and this piss bum savage doesn't have to take off work like his victims.
He is out prowling the streets now after his most recent aggressive panhandling arrest in 001. His rap sheet is now right around 60 pages. (sixty)
He should be getting the maximum on these class A misdemeanors or preferably, he needs to be charged with a felony, battery of a person on a public way.
Officers can't get the felony charge if they don't go through the routine and prepare the case and ask for the felony. At least that way when he does kill someone on the street Anita Alvarez can answer why her office refuses to approve the felony or upgrade the battery charge to the felony in court or send it to the grand jury.
This guy has been doing this crap for many years and most times simply walks.
How many people have taken a fist in the face from this mentally ill alcoholic savage piss bum only to have nothing done in court, exactly nothing.
Officers must learn the procedure on how to do a felony case against scum like this and to actually do it and maybe miss a lunch or stay a little late. You might save someone a broken face or save someone's life by doing it right down the line.
I honestly believe that a part of the problem is the same issue that has been discussed before. Civilian complainants often will not go to court because they don't want to blow a half-days pay on something that was forgotten about 20 minutes after it happened.
I'm not a police officer. I haven't violated any laws so I don't have any experience with the court system here. I read this blog and support the CPD 100%. I don't know how you guys put up with the crap the people of this city give you.
When election time rolls around, can you put together a list of judges that need to be replaced? You have first hand experience with those that are incompetent and keep flooding our streets with useless human beings.
I would greatly appreciate it.

Marlow....hmmm. There's a Marlo in 003 that's a constant nuisance, but he's a mental. Uh you know. He harmless. Let's just take him to St. Bermard's or Jackson Park because we don't lock up mentals. Well boys and girls that too needs to change. We have become far too complacent and have total disregard for the actual letter of the law. Our department has become an example of what not to do in the policing world. At one time being a Chicago cop was at attribute. A feather in your cap if you will. Today it has made us the laughing stock of the country. Our Crook County Court System is a joke like no other. The absolute moronic beings that are the judges are pitiful. You almost have to feel sorry for them just like the guy begging on the corner for some change. They are completely clueless and so clouted up that they can't remember why they are on the bench and what they are supposed to reperesent. Can't wait to retire and leave this Godforsaken city! Sorry for the venting, just need to let it out once in a while.

the district must have run out of paper printing that shitbirds rap sheet--- these guys are a health hazard, critters in the hair, hep a or c, tb, foot rot, or poopy piss pants---- some of these guys need to take a pinch but do you really want them in your car or in the lock up---- fact is i usually just chase them away--- i would spend more time arresting them though if they ever did anything to them in court---- i'm still waiting for someone to get jail time in misdemeanor court, so far in 20 years the judge has only told one guy to bring his toothbrush back with him next month....

Hey office, there are some of us who work south who rarely get a lunch and stay late on arrests almost every night. I do try to get felony approval and I am usually shut down after calling the Area. So next time your in 023/018 having lunch at work, think about the rest of us who are on duty in a RAP not having lunch. These upgradable cases to felonies aren't achieved due to the States attorney guidelines-not the P.O. Who's in Box #1. So go shit in ur hat u tool.

And thats one of the main reasons Chicago's quality of life is declining more everyday!!! ASA's and the ACC'S seem to drop everything righht off the bat in misdeameanor branch court!!! In Dupage Count, people will do jail time for drug paraphenalia. IFCC jail is underpopulatedi think its no reaspon to start making epople do some time for misdeameanors.

Go fuck yourself, victims couldn't be bothered coming into the station and waiting to be interviewed by Detectives and states attorney. They were willing to sign complaints but not to take a off the hours necessary to sit around and be on hand for the process with no guarantee of charges being approved. One victim had classes at DePaul and the other was on his way to work.
If I don't get charges it isn't for lack of effort or lack of trying or lack of knowledge of how to do it.
I tried. Asshole indeed.
Does any one know if the infamous "Kent Fly" is still above room temperature? He's got about a 50-60 page rap sheet also....
These P.O.S. are on every corner, in front of every 7-11, grocery store and pharmacy in the city, or standing in some alley pissing all over the place. They are scum, and the bleeding heart A-holes who hand them money are just contributing to the problem. Hey, guess what, that $1 or $5 you just handed that bum isn't going to his rent, or to buy him some food, its going to be used to buy a dime bag or a bottle. What it takes is a citizen who has been assaulted to complain to Anita's office regarding their lack of action and same 'ol "do nothing" to these constant law breakers who are very hostile at times depending on what chemical they choose to injest for the day. I'm also tired to see every bum at every stop light with an empty coffee cup peering into your window asking for money. Start locking them up for obstructing traffic and vagrancy, the watch commanders and Dist cmdrs should look into this citizen harassment.

They are pretty bad. I've been out of Area 5 for a few years, but I've heard from more than one guy in 025 that the branch 23 ASA/ACC's drop pretty much everything nowadays. Who are these clowns?
The victims you complain about are victims at our hands after they are crime victims. Surly Dics that have been lied to too often, States Attorneys afraid to approves charges for the same reason and worries about the mythical "conviction rate" are the big reason. All of this takes a half a day on a good pinch. If it gets to court they have to face the Defence Attorney who is not interested in justice, but a paycheck at any price including justice.
Anybody on the job a year knows why victims don't want to co-operate with us, never mind being afraid of their attackers. This is a system that needs to be fixed, but nobody is trying.
Have signs posted on every corner for these liberals - DO NOT FEED THE ANIMALS
Executions are better than prison time.
