Short Every Other District

Looks like we're robbing Peter again:
  • look out on the north side--- 012, 014, 016, 017, 019, 023,024 are all giving up one car a night on third watch to the 025 district--- a full 8.5 hour tour of duty and they are being arbitrarily picked by the w/c with no regards to seniority--- can you say GRIEVANCE and also TIME AND ONE HALF come the next o/t check--- the funny thing is they are sitting at a fixed location and not taking any jobs--- so what's the point--- if 025 is drowning in a backlog every night then you would think that the manpower being robbed from other districts would be used for radio assignments pending--- the genius who thought this one up should be tied to a pole and flogged--- if 025 has so many problems with response times, then why don't they open up some bid spots in the unit to increase manpower--- i'm sure they will find plenty of guys who would like to work there.....
Of course, if they pull another 100 people out of districts to man the new MSF platoon, all those cops are going south, which means more shortages across the board up north, which means more "borrowing" cars to cover shortages. We're pretty sure moving people from their bid spots is a winnable grievance.

More brilliance from the brain trust.

I heard that the 3rd watch rapids in 025 don't take radio calls...maybe that is one of the reasons that they are always in a backlog!!!!

If you want manpower on the Northside, call the police!

Manpower is apportioned by calls for service. The Northside is awash in crime and has criminals freely walking and taking over.

Why? Simple, because LIBERAL Northsiders refuse to call for service.

Not me, when I see something I immediately call it in. I tell everyone to call 911 ASAP and report what they see.

It is hard to refute all those calls for service. The only problem being is that not everyone is doing what they should be doing. Call 911!

I was talking with a dispatcher the other night, and she said 025 is known for officers laying down on jobs for longer than any other district. Maybe they would rather have officers at fixed problem areas then hiding somewhere? I'm not saying I'm just saying.

However, taking officers from the places that hard working tax payers live, to put them in areas where dead beats live is messed up.

I was telling a good friend (non-P.O.) about the Robbing-Peter-to-Pay-Paul and the shell game that goes on at CPD on a daily basis when it comes to manpower and he essentially said that private industry reallocates resources all the time to "put out fires", etc.

That's true, I replied, but private industry only does this TEMPORARILY, and not at the expense of paying customers, because if they do, those paying customers are going to go elsewhere.

Going elsewhere, in terms of the paying customers of Chicago (the taxpayers), means that when they reach the point of no longer feeling safe, and perceiving that their families are no longer safe, these folks are going to LEAVE THE CITY. In their wake will be left the deadbeats, tax-drainers, etc.

Once there's no one to buy their wares, the remaining businesses will flee for greener pastures.

We'll be left with, uh what's that word? Oh yeah, DETROIT.

My private industry friend agreed with my assesment.

the last few days in 025 the PO's detailed here were not at any fixed posts, they were on patrol and they responded to hot jobs and were pretty much told no bs arrests. they responded to my person with a gun call, great response. and i agree total bs that they downed cars from other districts but thats this great department. on another note to the guys and gals that were in 025 thanks for the help. and to all PO's please be safe out there.

This happened to us in 019, 020, 023 in the spring. They sent us to 015 for 4 days staright. It's out of district, and it's a detail. Don't let them tell you that you are the "incident car" and you have to go. They know about it ahead of time??? It's a detail. Seniority (or reverse seniority) to fill it. Someone in 019 grieved it and won. Don't let them do it to you.

You know, it does suck having to do something out of the routine, but as we all know we are seriously under manned. Busier districts sometimes need more manpower to address the increased violence. The closer I get to being in the KMA club the more I get disgusted by the lack of backbone and work ethic on this department. Yeah sometimes we have to go somewhere else and be the police. Suck it up and quit whining. We all took an oath, it meant something to me. Apparently to others it was just empty words to get a pay check. Yeah I know, the Superintendant sucks, merit promtions suck, politics suck, nepotism sucks, racism sucks, race norming sucks, my wife doesn't suck (you know what I mean). If you didn't know all of this before you came on the job then shame on you. It is what it is. Sometimes we have to take a bite of the shit sandwich. That is what being a cop is, especially in the toilet that is Chicago. So please, can we just do what we do best. Be the police and fuck all the other bullshit. Take care of our own and do it with honor even if those that lead us do not. This time of empty uniforms will pass and we will again be proud to say we are Chicago cops.

019, 1st Watch, is already running anywhere from 1 to 4 beat cars plus wagon DOWN and parked many nights.

That's down as in not manned, parked, N/A on the worksheets. Primary beat cars. Wagon too. They are listing the lone wagon that still works, 1971, alongside 1923 so that 1923 answers calls for both beats.

In recent weeks, one beat car has been working for the whole ten sector, the other two primary beat cars are periodically down at the same time. And of course no rapids or CD units.

The lone beat car in the 10 sector gets a job and who is left to go to, oh let's say, a home invasion?

Say, haven't there been a few of those lately in 019 on 1st watch? Just saying.

Without being too specific, the acadamy has been detailing instructors out (having trouble signing up for requals lately?) to MSF and TRU, with no regard for seniority. Some instructors have a whopping 3 years on the job and they didn't go(gym...). A grievance was initiated but apparently was dropped because of some loop hole. I don't mind working the ghetto but it should be EVERYONE!

The civilians perform jobs such as photographers, evidence gathers and crime scene investigators at a fraction of the cost of police officers. Examples of this practice include Durham N.C. which hires civilians to canvass at murder scenes; San Francisco which has civilians investigate burglaries and Mesa Az. which hires civilians to perform E.T. duties.

The north side is also sending two tact guys every night to 008. When a tact team is on days for a period they take two guys from that team, put them on nights and send them to 008. Funny thing is they are sending guys from 008 somewhere else. DUMB!

In 025, the Galewood Neighborhood is slowly showing signs of gang decay.

We hardly ever see a 025 car down our side streets; more likely we will see an Elmwood Park or Oak Park PD car. Maybe we shoud pay our property taxes there; we already pay most of our sales taxes there.

A few moments ago WGN news said we were 2300 short and were going to hire 200.

Stay Safe. We appreciate it any time we see any of our cops in our neighborhoods. We just wish it was more often.

Chicago will hire as many as 200 more police officers next year - in addition to the 120-member class that entered the police academy last month - to ease a severe manpower shortage, city hall sources said Monday.

Mayor Richard Daley is expected to announce today that his final budget will include money for Chicago's first police entrance exam in four years and the hiring of two more classes from the new list, each including 75 to 100 recruits.

Ernie Brown , reason 25 needs extra cars detailed there because some officers are dogging jobs while others work.
It's time to hold the watch commander responsible for not monitoring the GPS .
Request OEMC to notify the watch commander everytime a beatcar leaves an assignment and fails to clear . This will clear back log .
What are the sgt , field lt and captain doing to correct this problem . Nothing
Ernie , you could be the next superintendent , starty holding your supervisors accountable and take some pressure off the working officers in 25 .

I do not believe that someone in the academy had the balls to file a greviance. Never. All full duty instructors are subject to details and will take tehir turn. If you do not like it then bid out to a district. A very simple solution. Let someone who wants to teach and does not mind a few details come to the academy. Assigned to a inside unit and you still whine about senority. Shut the fuck up.

And on top of that,
all of our civilian dressed officers in 025 won't even look in the direction of a marked car on a stop or call.
They all think they are above us because thay wear jeans to work.
But they cannot wait for us to get to them when they initiate a foot chase that they can't handle.

Morale is low dept wide, it's even lower in 025 on 3rd watch for us 'lowly uniformed cars'.

I read here (few weeks ago) about a mission team in 025 always on the radio screaming like babies for help. I'ts sad because that team especially wont look in a 'blue uniforms' direction unless they can steal a pinch from that officer.

014th District has the 1481 cars that patrol the Wicker Park Detail and except for a lot of people, only a few fights break out on Damen/North/Milwaukee. I am on your zone and you are definitely not short-handed. Those lazy bar cars just stand around checking out the women anyway.

...as towns build fleets of "Code Enforcement" cars with the money they're saving on police. Wild stuff. Building inspectors wearing black BDUS and combat boots and vests, clipboard instead of a gun.

Similarly, pharmacists are giving flu shots now, and the "telemedicine" trend removes doctors even farther from their patients, as they become more Godlike and unapproachable. The only thing going up is costs.

"Privatization" of services always seems to lead to fewer services at higher cost; have anyone's property taxes gone DOWN?

If there are savings in all this, someone's sure as hell pocketing the difference.

Idiot. You are assigned to work in a district. Not just report to that district, and check off in that district, but WORK in that district. Anything else is a DETAIL, which must be filled by VOLUNTEERS and after that, REVERSE SENIORITY! Read the contract, ya mush!

This is because you haven't read or don't understand the contract.

The phrase "constitutes a TOUR OF DUTY" is what's pertinent. If the city think's they can get away with having roll call and check off at your assigned unit while sending you OUT of the district for your tour of duty, they're wrong.

Where you take your lunch,
Where you take your personals and where you take all of your jobs for the night is what constitutes your tour.

Your "tour" does not begin until you hit the street.

Roll call is not your "tour of duty".

There's something called "spirit of law" that's called into place whenever there's a deliberate violation by one party over their attempting to perverse the wording in a contract to suit their needs. In this case, the purpose of this section of the contract is to prevent those with higher seniority from being sent on out of district details where seniority has already been established as the means for assignment. THAT is the clear and simple purpose of that article in the contract, THAT is clearly the "spirit" of that contractual right. The city's attempt to claim they're not violating that section of the contract just because they're telling you to sit for a minute at roll call and checkoff is a clear and flagrant violation of not only the exact phrasing of that section, but it's "spirit" as well. There's NO mistaking the intent of that section of the contract, and an arbiter would have no reasonable excuse for interpreting otherwise, causing the need for appellate interpretation of the "spirit" of that clause of the contract.

If you have been victimized by this downtown jagoff Brown in his petulant little childlike bullshit, GRIEVE IT.

Something worthwhile for all those who're now being fucked by a shithead D/S of patrol and think there's no stopping him, let those who've successfully won this grievance before POST THEIR GRIEVANCE NUMBERS.

Case history one simple key to winning your grievance, and don't think the FOP will just happily provide that information for you just because it's their job. They only do it when they want a sure win for a buddy of theirs. If you're not on their "friend" list you take your chances and, oftentimes, you are told "sorry, we're not going to the arbiter with it because it's not winnable".

Well, the answer as previously stated:

All those who have won grievances for this exact issue POST YOUR GRIEVANCE NUMBERS HERE so they can be used as prior case history to force the FOP into arbitration for every violation of this contractual right, not just for those they feel like doing a solid for because they're someone's buddy.

And don't forget, in the event Lodge #7 refuses to take this grievance to it's highest level as it should, your next step is to contact the state lodge and file a complaint against your own lodge for refusal to perform a lodge function in defending your rights in contract. If that then fails, you take it to the national lodge and continue your case there as well. If that then fails, it's time for a violation of the labor laws in this state case, meaning lawsuit against the city and the lodge.

SCC, a suggestion would be to cultivate a running list of grievances won and the actionable conduct on the department's behalf the caused the grievance. This would provide an immeasurable benefit to everyone who doesn't know what's gone on in the past with grievances won/lost against the city.

As a fellow Belmont Beret, I was disgusted that we were getting sent out of Belmont. I mean, seriosly? I trained here! Maybe they should send people from other districts here, so we can show them how it's done. There is a reason that we are the lowest crime district in the city, and it isn't due to the lack of criminal element and the fact it is inhabited by a tax paying populace. It is because we know how to police better than any other district. People keep mentioning 004, 005, 006, 007, 011, 015, etc... Those districts wouldn't have the high crime, if the police assigned there knew how to lower the crime rate. They didn't assign all of us here out of the academy because we had phone calls. We were assigned here because we are the real deal, and it is about time you slackers start to recognize that.

Beat cars handling ALL jobs in the district.

Rapids do nothing other than bullshit missions and go home early every night because they are down on those missions.

guests from other districts are here to create numbers because only for a select few men and women in 025 have slowed down because the district commander is not a working police officers boss, he has no idea whats going on, on the street and he has people sparred for the most piddly reasons.

the cars from other districts are here to do one thing, contact cards to make the numbers go up.

The district commander in 025 is so bad he even has had his own sgts sparred for bullshit reasons.

the 025th district is being run from kilbourn and fullerton. when the aldercreature calls the commander jumps like a little bitch, and he is a little bitch.

its also been heard that he cant handle the activity level and wants to be demoted back to lt so he doesnt have to work in 025.

good commander velez please go away, we need real bosses to lead real men and women in a working district.

when we hit the street at 930 we are getting hammered with multiple jobs. and just a word to the rapid cars, we see you leave early all the time. please stop it.

Sorry dumb fuck, but you are wrong. 025 is in a backlog because we are short handed on the watch because officers keep going to other units or assignments and no one is replacing them. Even the dogs pretty much clear in a timely fashion. Maybe not many arrests, but a lot of jobs are handled.

It doesn't help that the alderman and the CRAPS office coach the citizens to call 911 for anything that most people should be embarrassed to call the police about.

The bosses have been good to us because even though they would like higher numbers, if they fucked with the patrolman the backlog would be much worse then it is now.

Some jagbag said...014th District has the 1481 cars that patrol the Wicker Park Detail and except for a lot of people, only a few fights break out on Damen/North/Milwaukee. I am on your zone and you are definitely not short-handed. Those lazy bar cars just stand around checking out the women anyway.

Without being too specific, the acadamy has been detailing instructors out (having trouble signing up for requals lately?) to MSF and TRU, with no regard for seniority. Some instructors have a whopping 3 years on the job and they didn't go(gym...). A grievance was initiated but apparently was dropped because of some loop hole. I don't mind working the ghetto but it should be EVERYONE!

--No bid unit. They can do what they want there.

I've passed through there many times working special and while working missions up in your blessed land. I was never impressed in the least. From the cars driving the opposite way, when they should be responding to the hot call (because it wasn’t in their Beat), to your infamous lock-up (I’ve never had a fellow P.O. try to correct my approved Arrest Report and remind my shithead prisoner he needs to go to the hospital to avoid jail). I’m sure you, like every district, have your share of shining stars (usually the coppers who transferred from working districts because they had enough lawsuits, beefs, and just basically fed up with the savages), but for the most part ‘Time’ moves backwards up there and so does motivation.

I've overheard some of the most boisterous bullshit(and complaints) said by coppers from there when trying to impress some bimbo or some non-cop buddies (repeating stories you told them, interjecting themselves as the protagonist). I’ve actually seen some reports submitted by you or your fellow berets (thank God for the planted faxing spies, A3Dics/P.O.'s formally from Real working districts, who just sit back and laugh at you). All I can say is 'lost'

As a fellow Belmont Beret, I was disgusted that we were getting sent out of Belmont. I mean, seriosly? I trained here! Maybe they should send people from other districts here, so we can show them how it's done. There is a reason that we are the lowest crime district in the city, and it isn't due to the lack of criminal element and the fact it is inhabited by a tax paying populace. It is because we know how to police better than any other district. People keep mentioning 004, 005, 006, 007, 011, 015, etc... Those districts wouldn't have the high crime, if the police assigned there knew how to lower the crime rate. They didn't assign all of us here out of the academy because we had phone calls. We were assigned here because we are the real deal, and it is about time you slackers start to recognize that.

I do not believe that someone in the academy had the balls to file a greviance. Never. All full duty instructors are subject to details and will take tehir turn. If you do not like it then bid out to a district. A very simple solution. Let someone who wants to teach and does not mind a few details come to the academy. Assigned to a inside unit and you still whine about senority. Shut the fuck up.



You missed the point and are obviously just pissed off....Not everyone gets the MSF-TRU detail. Those with low seniority are missing it and not those with time on. Shut the fuck up? Is this a response that you would tell a friend or family member? Go back to sleep.

I aways thought Ultimate Tact Warrior was from 019, and now "Belmont Beret" strengthens that suspicion. Are they one and the same? For those who don't get it, HE WAS TRYING TO BE FUNNY! We all know 019 is the place to go if you don't want anything to do with police work, like to eat well, and check out pretty yuppy girls, and shop. Too bad there aren't more Districts like that.

The GPS in the cars does not work in a large number of cars, broken more often than they work. Work requests to get them fixed backlogged pretty fierce due to lack of parts and people who do the repairs

I work there and I don't see the extra bodies you seem to believe are hiding on the desk. Unless there are light duty PO's on the desk, there are a total of 2 PO's on the desk, one does radios/watch secretary/desk and the other one on is on the desk. That's exactly what we need, we don't have any extra bodies assigned elsewhere actually working the desk. The DC said that's what he wants on the desk on our watch and that's what we have.
