About Time

  • Sneed is told 23 district police managers — all civilians — will be given pink slips on Dec. 31!

    Cash slash: It’s a little-known part of city budget cuts, which will save the city $2.6 million — and send district commanders scurrying to find someone else to fix the broken toilets.

"...fix the broken toilets"? Have you been to the Academy lately? Or any one of half-a-dozen stations we could name? Someone is falling down on that job, that for certain.

Back in the day, there used to be a document, something like a "Facilities Inspection" sheet. On it were spaces and lines you could use to document things that were wrong in the building: plumbing problems, broken doors, cracked windows, etc. And it was incumbent upon the Commanders to be responsible for their buildings and notify the janitors or the painters or the engineers about problems that would then be addressed. Anyone could drop a line to the Commander's office and the secretary or whomever would make a note on the latest sheet before forwarding it up the chain of command weekly or monthly or whatever it was.

But for some reason, the city decided it needed "managers" around sucking up six-figures and doing the job that used to be covered by this sheet of paper and signed off on by the Commander. We guess we're about to come full circle on that one.

OT...People wonder why Illinois is in such sad shape. Well, the main reason is fraudulent govenment entitlements. Example...We arrested a low level dope dealer for the 8th time or so the other day. He's from cuba and out on the street everyday selling. He's also a convicted felon several times over. He has no problem admitting he sells and just does the little time the court gives him once in awhile. This time he has a cell phone on him and when asked how he pays for it he tells us "it's a government phone, it's free." He also gets a SSI check every month for $825 because he got a Dr. and lawyer to say he is Bi-polar. He laughed and admitts its fucked up. What a fucked up state!!!

Now After attending many christmas parties the last 1 I attended was showing just how many "extra"coppers we have! Lets see why does the aviation commissioner have 2 yes 2 CPD Police Bodyguards? Myself and other coppers were amazed at the boldness of this woman! Doesn't she have drivers? What is this perceived threat? The next mayor will surely clear her out is the ghost of what she did to Jimmy Maurer haunting her?

The district manager position was a clout driven, politically created job.
In 009 they've already lined up a replacement for the district manager. It's a female with very little time on the job who seems to be immune from working the street. Why wouldn't the 3, count em 3, commanders secretaries simply absorb those duties?20 years ago thats how things ran and we only had 2 secretaries back then. Then again those 2 were competent secretaries unlike the 3 musketeers we have now.
Every time they eliminate a civilian position it is quickly filled with a full duty police officer( usually one with 5 minutes on the job). WTF? I thought JFed was trying to free up as many officers as possible for street duty? He should take a look at the upstairs office in 009. There he'll find 5 full duty p.o.'s. Of the 5 only 1 has enough time on the job to make days on bid. It's all legit though!

Fine....this is a first step. But what about all the other wastes of salaries throughout the CPD?

1) TWO asst. supts.
2) Bob Roman (civilian cmdr of exactly WHAT?)
3) O'Keefe (gone soon, we hear)
4) Brian Murphy
5) J-Fled's former fed buddy Daly
6) Those Detective division Deputy Chiefs
(now THAT'S a clout list right there!)
7) Cmdrs of any unit with less than 100 persons
8) TWO cmdrs of the Mayor's Detail (?)

When we see the appropriate changes being made at the units and ranks mentioned in the list above, only THEN will we believe the City is serious about cutting down a bloated budget and eliminating useless positions of funding that could better be utilized elsewhere.

There is a going away party for 019 District Manager already posted. He at least knew what he was doing and actually did work. Retired PO from the old Patrol Division HQ he knows how the police department works. He did a lot more than make lists of broken toilets. He will be missed.

Oh please, PLEASE let this be true! These are worthless positions probably thought up to add to the never ending patronage army for our soon to be out of work mayor. Let's just hope they don't follow the same pattern of eliminating a position and then creating a new one with the same job function, but just a new title.

District managers nothing but more clout! The DC make plenty of money to do their job,why do they need another to do nothing! Many stations have broken toilets,cars down,broken doors! Look at the "tilt a whirl"35th street building,with desk drawers that open unless you stick wood shims under them,the doors that won't close the plumbing that always is broken,the parking lot when it rains you need the janitors constantly squeegeeing water to keep it from flooding the 1st floor great design! Another daley friends project failure!

These 'Managers' were connected, every last one of them. A few were even good at what they did. By a few, I mean 2 or 3 out of the dozens paid in the years they were with us. But EVERY one of them was an unnecessary position.

This is the problem with politics and governing, PORK. Someone needed a spot and we wasted millions of tax dollars every year to make one for him/her.

I used to cringe when I heard about how much PORK that thief Rostenkowski brought home to Illinois. They waste money on pet projects we don't need so someone else can make money on our tax dollars. That's what is wrong with career politicians: they have been stealing so long that they can't help themselves. I'd rather see more politicians in jail, and less pot smokers.

Turnover, any turnover, is the only thing that we voters can do to fix this problem.

Privatize, privatize, privatize. Get rid of those city plumbers, electricians, engineers, and maybe farm out motor maintinance. Since they privatized the janitor service in 025, our floors get moppped 5 times a day.
The city could save if they privatize lots of these services.

You still make more money than many of us and you want to complain? you don't do squat !! There have been problems reported to you and if I recall it was propbably over a year ago and the problem[s] still exist, so on top of that list what else did you accomplish?

Bodyguards? I believe there are many hidden through "details" from districts, officers who never are assigned to the detail unit. Any district commander can easily do this . I wonder what the true count of drivers and bodyguards really is? Will Daley and his family lose their bodyguards and drivers once he leaves office? I doubt that as well. Will Burke finally have to drive himself? Not a chance. It is an entitlement and the political class has no reason to give it up.How many homes of the political class have squad cars sitting in front 24/7 ??

GOOD RIDANCE … I have a lot of time in 006 & 004 and from what I see the managers do little. (broken desks, chairs abound)

The shower in the locker room in 004 has been leaking for 3 years no BS. It’s like a tropical rain forest in there.

Maybe they need to look into unit 376 and stop the abuse of the call takers. too many people are hidden in rooms there doing nothing. while the call takers are pushed to answer calls because the fat ass running the unit with his big headed baldy Sgt. are more concerned about the call board staying in the green mode. Any gifts for fat ass should be of high calorie content. He would love that!!!!!!!!!

11 hasn't had one for years since the last one was living outside the city and refused to move back in, however we do have a SGT. filling that slot so maybe all the lowly p.o.'s that are getting it should put in for SGT.'s pay.

I don't like to see people losing their jobs, but the DM is a total waste of taxpayer money. The DM's should instead be paid a lower & less bloated salary & allowed to perform a civilian type duty with-in the P.D. to free up some of the "cubical warrior" P.O.'s slacking off in the commander's offices and desk jobs. I agree with other posts that this department is way too top heavy. The Dept could save millions by eliminating some of these overpaid and un-needed exempt rank positions. I mean seriously, we really need area Chiefs??

And in regards to an earlier post about 009; there are way too many P.O.'s up in the commanders office, and yes, KM has worked about 3 months on the street in her whole 5 years on the job. Way too many girls working up there with little time on the street, and little time on the job. Commander J. in 009 comes down to roll call bitching about the homicide numbers being up in 9, and a lack of contact cards & curfews, however, we're shorthanded on the watch answering jobs all night, & he limits furlough extensions for us, and yet he'll keep is "overly-bloated" staff of 5 & 6 year female wonders working up in his office. I'm sure nothing will change though.

Hopefully the list of cuts will include Ms. Incompetent herself, Bonnie Amado. She never did shit to fix persistent sewage/plumbing and door problems in many of our CPD facilities until SCC outed her useless ass by posting the many pictures of 'homemade fixes' in 011, 001, Homan Square and other facilities right here on this blog.
The fact that she had to be publicly embarrassed to accomplish any significant repairs should tell City officials all they need to know: she's nothing but another useless hack that the City should fire immediately.

Why would the aviation cmmrs have CPD bodyguards? If anything, she would draw them from her own police department. There is an Aviation Police and they also have vehicles. There is no need to draw on the already thin CPD resources. Any CPD bass that assigned her with bodyguards should be fired now! What a waste of manpower and money.

The Dist. Manager in 013 Rochelle O'neal will be greatly missed. She is the kindest and most opened hearted person I've met in my entire experience on this job and she did so much more then fixed toilets list, but when your such a great person like O'neal people will remember that and I am sure she will find something way better Dist. Manager. She did her job and then some and it's a shame that the knuckleheads ruined it for everyone.

Their gonna go insane once he leaves, who will they cry to and the DM is probably the only reason why any PO was allowed to even walk back there, Once he's gone, he should put a CLOSED FOR BUSINESS sign.

The work that is being done by the dist. mgr.s were at one time by the desk crew and the commanders secretary. It worked. This was nothing more than a political job given to the cities favorite sons and daughters. I think they should go....put the extra $ to hire more police.

Way too many chiefs, not enough indians.. look at unit 315 you have 52 p.o.'s(30 that actually do anything) and and 8 sgt's, 4 people working the front office and 1 lt. that is 6 p.o.'s to 1 sgt

I don't know what district you work in, but where I work, there are a maximum of 2 officers on the desk during 1st watch. On the weekends, if there is a 1 man car, the second desk officer works that car for the night. I'm not sure where the notion comes from that the desk is overloaded and not doing anything has never been true where I work. Now, I can't speak for anywhere else, but we have been pulling our share of the load for years now. Try doing the reports, the A&A's, answering the telephone and going to the 2nd floor to handle radios for 2 roll calls and 4 checkoffs by yourself and tell me you haven't done a fair amount of work on your shift. I'm not complaining about the work, I'm griping about how some of you seem to think we don't do shit around here.

The det div already has a unit facilities check form that they fill out every month and send it to the powers that be. The downside is that nothing every gets repaired or replaced. OSHA would have a heyday with all the violations. So you keep filling out the same form over and over again with the same problems. This is all done by unit personnel, no civilian district manager needed.

Oh yes, and they are all ARMED, ready to protect shortshanks and the family. But joe schmoe can't conceal and carry and protect himself (only his home and perhaps his detached garage according the the city code). Who's going to protect him after he resigns??? Will he have no bodyguards or will he shell out cash from the stolen millions and pay for a "PRIVATIZED" security group???

AFAIK, the facility inspection sheet is still around. Problem is, Mayor fired everyone so there is no one around to do any work.

In 015 we JUST got the lights for our flags in front of the station working, (been there 5 years); Have had a call in for our smartboard in roll call in for about a month--gee no streaming videos for roll call--too bad. Sallyport control monitor took a crap so no sallyport door access from the desk. Going on at least 2 months now. Door in lockup has bad solenoid, can't get that fixed either. Copier has been down for about 3 weeks, probably not paying Xerox. Had a gas leak 2 weeks ago on the weekend, someone called the gas co. Facilities management had a stroke because of that call! Apparently City guy came out and said leak is small enough, don't call gas co. again or they will shut off gas to whole building. Not smelling that anymore, so I guess that's fixed. Probably more worried about their 24 million dollar building freezing than the personnel in it, but what do you expect?

Nothing works and you can't get it fixed. Asking dm Wanda for anything makes you think you're asking for her personal checkbook to pay for it. There is a white shirt in the building who has dubbed her the "district mismanager".

Talking to building manager gets shit done if it's something he can control/help with.

Can't fix the leaks in plumbing as the idiots who designed the building didn't see the need to put valves in for sectional water shut off. City won't fix leaks, because shutting off all the water would require lockup being closed--we know that one ain't gonna happen in 006.

Did I mention those pipes have been leaking in excess of 5, yes FIVE years now?

Biggest waste of $100K+ of a salary I've seen.

Well like it has been said, all of them were not useless. No tact, no knowledge of police practices but hey that is most of the exempts we have now. All of them were not clout heavy, most were. And dam who was this Martha? was she like super manager? Hope they all land on their feet(for those who weren't jerks). By the way all 25 districts didn't have them just glad that dude who was in 002 and them went to 011 or vice versa(Been so long ago I forgot) was gone he wasn't worth a turd.

Martha in 007 may not be Ms. Personality, but she knows and does more than any other District Manager I have seen. This woman is always working. No smoke breaks, lunch outside the station, shopping etc. Well worth the money! She will be missed!

Just how did B .R. get screwed?
As a patrolman he worked in the inner office of the First Deputy who at the time was Brzeczek (early 80's). He stayed in that same position until he was promoted to Sergeant. He then when immediately back to that position as a Sergeant and remained there until he retired. He was then hired as a civilian.
When has he EVER been screwed?

It can be done in the slower districts on 1st watch. If you tried this on 2nd or 3rd watch or a busy district, there would be more cars down because some of them would have to come help the desk with the work that has to be done that you seem to think doesn't exist.

Why don't you guys just take it easy on the house mice. They do police work, they just do a different job then you. Some of us are spoiled, but most of us do an honest days work around here. When its zero outside, the inside doesn't seem too bad.

Not only that, how can a civilian on this department be a commander? When did we start giving civilians sworn titles? He's been retired for years. Other retired sworn do not have sworn titles. What's the story?

don't know what district you work in, but where I work, there are a maximum of 2 officers on the desk during 1st watch.

Then post what district you work in if you want support for your point of view.

Try doing the reports, the A&A's, answering the telephone and going to the 2nd floor to handle radios for 2 roll calls and 4 checkoffs by yourself and tell me you haven't done a fair amount of work on your shift.

Oh please Lord, let this be someones idea of a joke. But then again......

I don't know where you work, but in most (if not all) districts I have been in, the Desk Sgt handles check off is there is no Sgt available from the previous watch. The check off sheet sits on the Desk Sgts desk. You walk up front and sign off. Any paper work? Throw it in your watch bin to be signed later.

As for the A&As.......do them after the last roll call. If only two P.O.'s are assigned to your desk, one does the A&A's and the other answers the phones and writes the reports the best they can. If there is a line of people waiting for reports, then too bad. Make them wait. You do the best with what you have.

Smart Board? Christ! In 024 we used the TV in the roll call room for the streaming videos. When that broke, they just placed another tv next to the computer. The old tv still hangs on the wall.

I love watching these people strutting around like they are hot shit!

But I REALLY love it when, like all on this job will or have experienced, they fall from grace.

Nothing makes my day like watching some punk get thrown back to the watch. Doesn't matter how much time they have on, they are all the same. When they were on Tact, MSF or some other SPECIAL unit, they would look down on you. You were there only to make their job easier.

Then the impossible happens. Some one BETTER comes along and replaces them. Next thing you know, you are walking into the roll call room and you see an unfamiliar face. Unfamiliar until you look past the blue shirt.

Then lo and behold.......you find out that he will be your partner for the night! Now you get to listen to how he got screwed and that he isn't going to do a damn thing!

Who said this job isn't fun anymore?

There is a going away party for 019 District Manager already posted. He at least knew what he was doing and actually did work. Retired PO from the old Patrol Division HQ he knows how the police department works. He did a lot more than make lists of broken toilets. He will be missed.

Just another observant, hard-working cop's opnion: The DMs where I've worked sure don't seem to do much to justify their large salaries. If ours did such a great job, the facilities wouldn't be in complete disrepair and I wouldn't have to be the one informing her of all the broken stuff. Trim the fat.

No or poorly functioning computers
Districts smells like a outhouse burning toxic smell in the district
The rooms are under ventilated or freezing cold.
She can't get the engineer to do a damn thing.
Furniture is shot to hell
A lot of work requests get submitted with no results
Half of the district is filthy
Wanda sticks her nose in what should be the DC , his staff, or a supervisor's job, and doesn't do her own
Its housemice and desk jockeys like Wanda and her supporter that helped run this job into the ground.
The district is better off without that politico/reverned heavy hack.
Hope she finds another job that doesn't involve district management.
I hate to see anyone lose their job but she's the worst.
