"What if..." Gets Out of Hand
Starting off as a barking dog complaint we should never have had to respond to:
- A Far South Side man was arrested for calling 911 and telling a dispatcher that a Chicago Police officer “was down’’ in order to get faster police service to the scene where his dog was barking at a sewer, police said.
The man, identified by police News Affairs Officer Amina Greer as Tommy Boston, called 911 about 6:30 a.m. because his dog had been barking at a sewer for two days in the 700 block of East 92nd Place and he wanted to see the police about it, according to a Gresham District police lieutenant.
Boston reportedly asked the 911 caller: “What if I would say there was a officer down in the bushes,’’ and the dispatcher took him seriously, and a 10-1 was called — causing all available police to immediately race to the scene, the lieutenant said.
When police arrived, they found no officers “down,’’ and learned Boston only wanted a speedier response to his disturbance.
This seems like a bit of an overreaction by the call taker. There are dozens of calls worse than this one on a daily basis where citizens call about non-existent guns on the street to get police there to clear dope corners and no one ever gets identified and sent to jail. This goof poses a "what if..." scenario and gets locked up for a rhetorical question.

The whole system is breaking down. Everyone is understaffed, except, of course, the "special units".
When Patrol keeps getting robbed of manpower, the response times get longer, and the public gets more frustrated. Then the call-takers get frustrated. Then the beat officers get frustrated.
Hear me now, believe me later: It will get much worse before it gets better.
Didn't a LT from 002 lose in court after she had a Chicago Public School principal arrested after a BS call of a person with a gun call at a school to get a faster police response?
Public juries have spoken in civil court and the general public said that the police were wrong for physically detaining callers for false 911 calls. Do not arrest individuals on BS police calls. DO NOT ARREST ANYONE!

Having said that. If you took 100 vets, and 100 college grads, put stars on all of 'em, and threw them in the shit to see who would do best. There really wouldn't be any wonder of the outcome. Vets win. 100 out of 100 times. Period.
The real problem with college guys, is they all think they've split the atom by graduating. You know what the hardest part of college is? Showing up. No bullshit. If you go and sit there at EVERY class, you cant help but learn. Military is a little different. It tests mind, body, and soul, and it does so, in a way that leaves the person forever changed. I wish I could impart to you that lesson, but I cant.

I just had a job where a woman claimed her husband was going to kill her with his gun in order to get a faster response. She found herself locked up. It's amazing how our society no long thinkings it's a moral problem to lie for self gain.
I just hope to god that this d-bag was charged with that felony Disorderly Conduct for making false police calls of an "officer down." Let's face it, we shouldn't be responding to half the crap we're currently going to.

Maybe this guy is a jag, maybe dispatch overreacted, all possible.
Step outside of "The Chicago Bubble" and go somewhere else, preferably someplace clean and suburban. Talk to the LE there. Ask what their log looks like for a typical tour. Noise complaint. Shoplifter. A few drunk college kids behind McDonalds having a snowball fight... and with virtually instant response times. Here, we can hardly dispatch to certain felonies in progress due to such an overwhelming backlog of other, more pressing events.
When a resident looks out her window and sees some shithead actively burglarizing her car yet she *still* feels compelled to call it in as a MWAG in order to get a meaningful response, that is a glaring symptom of a failing, desperately understaffed system. Too many residents have called 911 only to receive significantly delayed or no response, due to backlog.
All of this can be laid directly on the doorstep of the mayor and the politicians who underfund LE, favoring spending in other, less critical and 'more favored' areas.
I agree that 'embellished' 911 reports are a problem, but they are absolutely, positively a broader symptom of a much deeper issue that relates to police staffing and responsivity..
Even though it's obnoxious when it happens, lets stop ignoring what all this means. There are places where people call the police for whatever is needed and they arrive almost instantly. Chicago LE cannot do that, in spite of trying their best... We're fighting battalion sized problems with a platoon sized force.
Staffing, staffing, staffing is the issue. Everything else takes a backseat to this. A large part of the reason the police are no longer 'feared' by the shitheads is because there aren't enough of them around to keep the asses kicked.

It will be announced today that Mayor Daley has found a way to significantly close the pension shortfall. It has been discovered that thousands of houses were not being charged property tax. Mayor Daley said he was ashamed of this over site and said the owners would be responsible for the back taxes too. Said one owner "This is ridiculous how can we be charged property tax on a gingerbread house??!!" However Mayor Daley has vowed to take the issue to court if necessary.

But I find it a bit amusing that you would be worried about coppers address being listed here when so many of our fellow officers already advertise the fact that they are indeed police officers. I've seen way too many coppers out there with multiple FOP stickers and medallions on their vehicles (among other items). Hell, I even saw one vehicle with an FOP Kleenex box holder sitting in the back window.
And what about your neighbors? Don't they know what you do for a living? If you are lucky enough to live next door to another copper, good for you. But most of us don't have that privilege. And if you don't, you better stay on good terms with them.
Also, who will be responsible for updating the list? Like many other programs this department or city has started, they all start with the best of intentions BUT usually fall into disuse when the bosses or political climate change.
SCC, having been a dispatcher and now a cop I can say this....the dispatcher did the right thing by calling the 10-1. Yes we now know it was bs and the dispatcher probably questioned it too when this moron said it....but as the saying among dispatchers goes "When in doubt, send em out." Might not be what you want to hear, but I'm with the dispatcher on this one.

I can't tell you how many times I've reviewed OEMC tapes, on either police shootings or fresh murders, where the call-taker fumbles by stating something along the lines of. . .
"You want to remain Anonymous, right?" (No bullshit)
and the Caller (i.e. - eyewitness) states, "Er, uh. . .yeah, sure, I guess so".
That is what you get when you have civilians doing the job that the police used to do. Not all call takers/dispatchers, but MANY. And you OEMC people know who I am referring to.
That one statement has compromised more investigations than I can count, when eyewitnesses are "Anonymous".

As a veteran with a bachelors I'd have to agree with you for the most part. However, even with both those distictions there is no guarantee. A guy on my watch is an army vet and has both a BA and an MA and is completely retarded. He can't write a report, has absolutely no street survival skills or sense. I've been with him on the range. The safest place to stand is in front of his target. I've tried to give him some advice but it hasn't helped. He doesn't get angry or upset, I think he just can't process the info. Plus no one wants to work with him because his hygiene is lacking. Not a bad guy, just clueless.

If they change the rules that callers who report a person with a gun must give a name, the people will just give a false name and address.
There is no way around it.

The dog saw the Bears' playoff chances going down the sewer and was barking to warn the City before the game.
He will be put on as a K-9 unit for the Predictive Analysis Unit.
Sometimes the call taker has to try and read between the lines. Several years ago we responded to a call of "see the agent" for a back up. Something wasn't right about the call, so we got thet asap, turns out the agent was in need of lots of help, and in fact had call his dispatcher to call for help, and they blew it ( not us ), it was a 10-1.
Everything worked out well, its just you never know.

You're right, we shouldn't be responding to most of these calls. The problem is with the call takers. They're told to take eve call, which is bullshit. They should be screened better. BUT, if we do go out and it is determined that the caller was full of shit then they should get locked up. Each and every time. Maybe then the public will start realizing that it's not a game. That officers can get hurt getting to your bullshit call. To the guy that says " don't lock anyone up," I'm sure you'll be the first one begging an officer on scene to lock some one up if you call the police.
Dont forget that 911 is an emergency call. Where exactly is the emergency in a dog barking at a sewer?
First the call taker was wrong not the caller. This was not an arrest situation but perhaps one which required that the call taker be disciplined for her poor judgment.
Second, did anybody both to investigate the sewer for a possible body? Dogs don't bark like that for no reason at all.

Sorry brother, I disagree with you. In your view "100 out of 100 times the veteran comes out on top"? That is wishful thinking son. As a retired cop and an FTO (I had 28 years on the job) I worked with all types; straight, gay, black, white, Christian, Buddhist, college educated, military veterans, short, tall, male and female. There is no single attribute in a person's background that would make them a great cop. Even after I am long dead, there will be good cops, bad cops and total outright fools on this job just like any other job.

Retired_ When I went through the academy, there were only 2 people with 4 year college degrees in with us, the military guys (no women were military) hands down did better, after a year, you couldn't tell the difference in anyone though, as a whole, individually there were idiots, and such,

Anne Hatch is the daughter of the former AG of Minnesota and who slapped a coppers glasses of his face and kicked out a window of a squad car in 018 or 014 in 2004, only to win in court.....surprise surprise. Not saying she deserved to die, my condolences to her family, but can't help but wonder whether it was alcohol or drug related seeing as she didn't handle either very well. If it was, then her family didn't do her any favors by using their influence to get the case tossed and ignoring the fact that their daughter had a problem.
Keep locking up the bogus callers, even if the Courts let em loose. Some time in the Lockup will do them some good, and maybe next time they will think twice about needlessly endangering us.

Not all of the district managers are assigned to districts. One is hiding in the academy.
SCC, I have to say no matter how they word it, after all the PO's shot and/or killed, this prick should have been locked up. That has got to be the worst words that come over the radio. I've been to bonafide ones on 2 occasions. Both were DOA. I've worked scenes on other ones. I don't give a shit how he worded it, the call taker and dispatcher did the right thing. Jag bag was the one in the wrong and should have time to think before he makes his next 911 call.

Anyone who works in a District
knows this. Some DMs, like Teddy S. in 019 are excellent. They are former cops and do everything they can to keep the guys on the street working, well supplied and happy.

Take it easy francis - being a vet or a college grad all that matters is you are trainable. Thats what employers in the real world and in the military want someone they can mold, the warrior ethos or the corporate culture makes no difference to me as long as the person sitting next to me has COMMON SENSE all will be good. A military cook vs a college grad with masters up the wazoo...whomever has more common sense will be a fine officer.

Now After attending many christmas parties the last 1 I attended was showing just how many "extra"coppers we have! Lets see why does the aviation commissioner have 2 yes 2 CPD Police Bodyguards? I noticed that also was she not just a former receptionist for Victor Reyes at city hall? When the scandal broke she was given this job? Guess no experience in aviation is necessary? Also since she dumped maurer the doa police are really doing less and less must be a trend at both airports!

Had a woman make a false domestic call which resulted in her dogs being put down and felony false reports charges being approved. :)

They live in all ghetto area's, the mission and the Starbucks on North/Wells.
I don't know what the conversation entailed between the caller and police calltaker. But, in light of recent events, I think the calltaker was right in sending this to dispatch.
I was on the EMS receiving end of this call and dispatched because this nitwit did say there was an officer down. While trying to question the goof, he hung up. Even tho I doubted what the idiot said, I dispatched EMS (not only an ALS ambulance but a fire company as well, per protocol) 1st because of what the idiot said, but 2nd to cover my own ass.
I bark at sewers sometimes. Nobodys fucked with me or called the cops the I know of, although I am a cop so that would be weird.
