Death of the Traffic Stop

We've noticed that when a CFD engine pulls up on a scene, the first thing that many (if not all) of the firefighters are doing is donning that lime-green safety vest.

Does anyone see that happening in the event of everyday traffic stops with the CPD? In the current atmosphere, we think it more likely that officers will just cease traffic enforcement. We aren't advocating anything, we just see it as a distinct possibility. And what about Tact teams - are they all going to be vested up like a radioactive banana? That kind of eliminates the two or three second edge they might have stopping someone in traffic.

Opinions?

How exactly does this work? Are we sure it applies to traffic stops? Or is only when we are directing traffic or during a traffic accident?

This would be absurd and very dangerous! Our hands need to be free and have full concentration at all times. Messing around with a silly vest would be insane. Two choices 1. Don't wear the vest and stay alive or 2. Don't stop cars and stay alive. I can see wearing it while directing traffic or out of the car for an extended period of time in traffic, but that's it.

The wearing of the traffic safety vests cause much of a cessation of traffic stops, especially by tact teams.
Tact officers will keep them handy, of course, and in the likelihood of an extensive traffic stop, they'll put them on, but you won't see them wearing them on every traffic stop, that's for sure.

Does this mean that we only need to wear these vest's when performing a traffic stop OR all the time? Let's face it, CFD only comes out when a fire or medical emergency is called in. That's their job. If you follow that logic, CPD is out of their vehicles not only for traffic stops but for domestics, check well being, burglar alarm and many, MANY more. If we are required to have the new vest on EVERYTIME we exit the vehicle, then we will have to wear it all the time.

The two or three seconds it would take to put the thing on would be a safety issue for all. And, if you are like most coppers, the vest would probably be in the back seat or trunk.

Let's just hope that the brain trust at 35th doesn't come up with a new lime green coat and/or vest cover.

This will not happen. The DOT law specifically exempts PO's from having to wear the vests during traffic stops. They are only required when the PO is expected to be in the flow of traffic for any period of time, such as directing traffic of investigating a crash that can't be towed outta the way.

Firemen are glad to wear the vest. One of our guys was plowed over by a distracted motorist who didn't see him in his dark navy blue attire. I don't even have to tell my guys to put it on. Working at a pin-in accident, etc where motorists are gaping at the scene, these vests might save one of our lives. There was a lot of moaning when they came out, but everyone got the point right away.

Watch 'Worlds Worst Criminals' and see the videos of cars hitting officers on traffic stops. That radioactive vest just might make the difference between going home to your family and walking with a cane. I think the CPD has the best interests of the men this time.

Many of the uniform coats we buy now already have the pull down reflective panels.
You are right, wearing of the vest in a situation that it could endander the officer is not required. These are for directing traffic, crowd situation ( with traffic ) and times that high visibility is required. This does not mean that some department pin head will read more into this and demand the vests all the time. I this case, everyone in HQ should wear one to protect them from all the flying BS.

Define "traffic enforcement." Are you saying we will stop writing movers? Or are you saying we will stop directing traffic? I think you can guess we will never stop writing movers, not police dept. anywhere in the country has stopped doing that, and I think we all know why. And the reasons are not just the $, but valid safety reasons too.

What, exactly, are you saying we, as a dept., will cease doing?

The reason we have two spot lights, take down lights, bright blue LED lights (which burn your retinas), ect is to blind these animals on traffic stops and be able to walk up on them with out showing where you are. Why don't we just wear red and white vests w/ a target on our chest.

Unless you are spending a long period of time in traffic it's a dumb idea. Dumb! Sorry for the harsh reality but the idea is stupid. Punish assholes who injure police. Punish those who fail to yeild to emergency vehicles. Enforce the laws we have instead of adding to a list of failed ideas. Simple!

We got these in Aurora about 2 years ago. The federal law makes an exception for traffic stops and other tactical or emergency situations. We are supposed to wear them when directing traffic, working roadblocks, ect. I can only think of a handful of occurances where I put mine on. Most suburban departments have had them for a while now and I've never seen anybody with them on during a traffic stop.

(OT) We moved into the Tommy More area years ago,nice area i am a Black copper working in the 003rd district. The shitbirds thanks to tearing down the projects are coming in droves.Section 8 paradise,but like everywhere in the city the gangbangers and punks are moving in! My house was burglarized,the jags used a crow bar to remove my "security door",kicked in the rear door took everything,jewelery,etc.. Neighbors did not see anything except for a white small moving truck in my alley! No they did not get my guns they are in my safe which weighs 400# bolted to my basement floor. Now the wife wants to move she is scared,we have a small dog and are getting a new style security system installed nothing like us the police living in our own prisons! Years ago when police were the "police" BJ=Before Jody,this shit would be taken care of by us the "real police" now with the pussification on this dept,and bosses (LOL) that have no clue how be the police in charge this shit will keep happening to us!

No! i am not blaming the younger "hair gel' coppers,there are not enough of us period and if you try to do the right things to the scum you will be fired,indicted,charged and jailed like what jody did to COZZI!! On a traffic stop I am watching the vehicle and its occupants the entire time. I sure as fuck dont give a shit about putting that traffic vest on. How many coppers are killed by gunfire and how many are killed by other vehicles on traffic stops? Im not saying it cant or hasnt happened but I will play the odds. Im not risking getting shot by some thug who has an extra 3 second advantage while im dicking around with a traffic vest

Relax! The CFD only dons these vests while on the scene of a traffic crash, cleaning debris from a crash, or when they are wrapping up their gear after fighting a fire.

The only times CPD would be required to wear this vest would be the same as now: during traffic control.

Berkeley schools sued over denial of Muslim pilgrimage

The federal government has sued a west suburban school district for denying a Muslim middle school teacher unpaid leave to make a pilgrimage to Mecca that is a central part of her religion.

In a civil rights case, the department said the school district in Berkeley denied the request of Safoorah Khan on grounds that her requested leave was unrelated to her professional duties and was not set forth in the contract between the school district and the teachers union.

In doing so, the school district violated the Civil Rights Act of 1964 by failing to reasonably accommodate her religious practices, the government said.

Khan wanted to perform the Hajj, the pilgrimage to Mecca in Saudi Arabia which every adult Muslim is supposed to make at least once in a lifetime if they are physically and financially able to. Millions go each year.

Guys,

This is an OSHA requirement. We are required to wear the vest when on a highway (federal interstate or US highway) directing traffic, handling a lane closure or investigating a crash. There is a LEO exemption for situations where there is a possibility for adversarial or confrontational situation such as traffic stops or searches.

The gist of the matter is to control the situation, secure the scene, then don your hi-vis green vest and proceed to do what you need to do.

This is an OSHA requirement. If you get injured or killed while on the job and OSHA deemed that you didn't follow their rules, kiss your benefits goodbye. Insurance companies will probably follow the OSHA rules too so kiss your insurance payout goodbye too. I'm watching out for my family. I'll be wearing my green vest as soon as I can if I'll be hanging around the street in traffic.

Since were on the topic of Tact guys...Starting 2nd Period, the 009th District will rotate all of it's Tact guys back to the watch that they bid for, and replace them with volunters from the watch.
The commander is doing this to see if the numbers go up, down or stay pretty much the same. If there is not much of a change in numbers, then most, not all, PO's will be invited back and the volunteers sent back to the watch.

its a federal mandate and the vests are coming from a manufacturer/supplier in the states but they can't come direct at a lower cost first they will make a stop at an approved vendor then the city gets them at a 400% mark-up.

The reason that the CFD is wearing them I. Was told has something to do with a federal regulation with the DOT that they be worn @ accidents on all public ways. I for one thinks that it is stupid if the ff is wearing his coat which also has reflective stripes on it.

I'll probably be made fun of for this, but can we start an effort to end people from snow blowing or shoveling snow into the street?

I understand what you think happens, cars smash it down and it melts. Well, this doesn't happen in Chicago. It gets smashed down virtually into ice and/or becomes extreme smooth making stopping and maneuvering difficult while driving.

So please, take the extra time to put the snow onto your front lawn. Contrary to popular belief, snow does not harm your lawn.

Seriously???? I know cops are resistant to change but this is for traffic control at scenes.....not t- stops. Get real it is about safety nothing more. Just because you dont like doesnt mean it is out to get you. PD's aroung the nation have been doing this for years.....Chicago is just being slow to catch up.....kinda like the glock....now that you have them...problem solved

If this is all it is, and will not interfere with TACTICAL situations, it's not a bad idea. It's a good piece of safety equipment to have along; that reflective striping shows up like crazy when headlights hit it.

I understand that the bright green color was chosen because it is the color that the human eye is most sensitive to. A brand new vest or T-shirt is so bad it kinda makes the whole room glow green when you shake it out of the bag and hold it up. Yow!

Seen on more and more thinking people who ride bicycles, too...best thing you can have. Not needed/wanted all the time, but a real lifesaver after dark/in heavy traffic.

Weighs almost nothing, works like 500 watts. Let the car carry the heavy battery and alternator -- just bounce a little of their own light back at them. God bless the fella who invented Scotchlite.

Great on the corners of those low-down black-painted empty steel boat trailers parked on unlighted streets, too...whoa! (swerve)

Off topic but best wishes and get well to RL from 002 slipped on the ice rink in Area 1 parking lot Was paralyzed laying helpless on the ice unable to talk or move till he was found under a car by a PO going home 25 minutes later. He was then rushed to christ Where he spent the day. Last I heard he Still has paralysis in right arm and leg. Get better buddy see you in the summer.

The commander is doing this to see if the numbers go up, down or stay pretty much the same. If there is not much of a change in numbers, then most, not all, PO's will be invited back and the volunteers sent back to the watch.

This is going to be a bit contraversial, but imagine what the white people that lived there are thinking. They lived there for decades and decades. Their parents grew up there, they grew up there, they wanted to raise their kids there, then what happened? I want you to tell me what has changed recently that made a great neighborhood turn so bad so fast. White people lived there for ever = totally fine and safe neighborhood. Black people started moving in = extremely down hill, unsafe, and bad place to live now. You said it yourself, even black people don't want to live there amongst their own people. Maybe you, b/c you're living it, can get a small glimpse of how the white people feel when they see their neighborhoods fall and who is to blame, but the people that move in.
Has anyone ever seen a neighborhood that used to be black and turn white and the neighborhood is worse for it? More crime, gangs, etc..??? I seriously can't.
Reversing it, has there ever been a neighborhood that has turned black and has become a nicer safer area? Again i cannot.
I'm not a hater, but this is the reality of what is going on. At least in chicago.

Exceptions for Emergency Responders
Due to "comments from State and local police, national police organizations, and State DOTs" the original publishment in the federal register includes exceptions for law enforcement officers working in potentially adversarial or confrontational roles. This includes traffic stops and searches. Officers are still required under 23 CFR 634 to wear high-visibility clothing during other times, such as "directing traffic, investigating crashes, and handling lane closures, obstructed roadways, and disasters within the right-of-way of a Federal-aid highway." (The language for this exception can be found in the 2nd column of page 67797 of the publication in the Federal Register Vol. 71, No 226 which can be downloaded using the link below) Currently no such exception exists for firefighters. Some fire service personnel have expressed concern about the idea of adding a layer of potentially flammable material between their turnout gear and SCBA while battling car fires or during an extrication. Because those views were not expressed during the comment period of 23 CFR 634 no exceptions or interpretations for fire service operations were published along with the rule. Further, all fire department personnel should be aware that turnout gear alone does not meet the visibility requirement. No turnout gear currently manufactured meets the color requirement for the fluorescent background material of these high-visibility garments. Even if turnout gear could be dyed to meet the color standard when manufactured, it would no longer be compliant after the first exposure to fire, smoke, and soot. Fire departments should consider fire resistance of materials (and their limitations) as part of their criteria for selecting vests and writing department protocols and procedures.

I'm white. I live in Beverly. My neighbors on both sides of my home are white too. One of my neighbors kids broke into my home. The neighbor's kid is white also. Fortunately, a black resident on my block (don't really know the man, he pretty much keeps to himself) saw what was happening, called the police, and directed them to the burglar. Many of the residents of my block have someone home on a daily basis; these people saw & heard nothing.
I'm grateful for the black neighbor I have across the street, the man I never took the time to speak with or get to know, and I've made a point of getting to know him.

I must say, the Nehru Jacket was popular in the mid sixties. I will have to look to see if I still have mine. A few likely were worn into the 70's but by then I had gravitated to powder blue leisure suits from Sears with white patent leather belt and open collar shirts with huge collars. And flared power blue pants. That was the hot setup.

Via various sources: Chatham, Avalon Park, West Chesterfield, Pill Hill, Park Manor and certain blocks in Austin (i.e. 1980s & 1990s, during the housewalk era).
