Two Thousand Hires

  • Mayoral candidate Gery Chico on Wednesday said he'll hire 2,000 more Chicago police officers if elected, but did not offer specifics on how he'd come up with the money to pay for them.

    The former Chicago Board of Education president insisted he would find an extra $200 million over four years for the extra police, even though the city budget has had shortfalls of hundreds of millions of dollars in recent years.

    Chico said if he can't rearrange the budget to fund such a hiring spree, he shouldn't be running for the city's highest office.
We wonder if there are even 2,000 eligible names on the most recent test list. The fact is that Chico is making this push while Rahm is on the defensive over his residency court loss. It's a sound strategy even if it's a bit dishonest. We don't see how he'd find $200 million in a budget that's been $500 million short a few years in a row.

We did like how the Tribune runs with a headline of "Chico Calls for Hiring 2,000 More Cops" but tops it with a picture of Rahm at a community meeting. They're not too obvious about being in the bag for Daley's preferred candidate, are they?

2,000 hires, shit, i'd be happy with 100. We haven't had a new person (under a year on) in our district in 2 years now. People just keep leaving and not getting replaced.

This desecration seems like a fitting final act for Mayor Daley, who hates the little people so.

I wouldn't be taking "eternal rest" for granted if I were him; there are lots of hard-physical-labor openings in the Devil's coal mine. 24/7/365, no breaks, and uphill both ways. Shouldn't be too hard for a dollar-a-day digger from Bridgeport, born to the spade and the sweat rag.

He didn't say he would immediately hire 2,000 officers. He said 'by 2015'. Has everybody overlooked that?

And, as to how to pay for it, no problem. It will come from the existing budget.

The difference is, the money will now go toward ACTUAL police officers, instead of going wherever the hell it gets siphoned to right now.

we might not need 2000 but we need something soon--- it takes a long time to hire someone and train them to do police work--- just wait until the killing season begins and we have nobody to send to handle the calls--- we are already fucked and you can place the blame on the sweaty midget who is retiring--- possum head begged mcmumbles to hire more police but he was shut down--- the chicago police department is a train wreck-- we need leadership now or we will be burying a lot of police officers in this town....

We should all know how this campaign rhetoric goes by now.

Many years ago we watched a president preach "read my lips - no new taxes" during his campaign and what did we get right after? That's right more taxes.

More recently we watched another president tell us during his campaign that if a bill comes to his desk with a bunch of earmark's attached that he would veto it...and guess what happened. Yeah, you know.

Nevertheless, 2,000 officers over four years? You could very well wait until the end of the forth year to hire them all and the statement would be accurate right?

A lot of things could also happen over a four year time frame to provide excuses why we were just not able to do it too.

The same goes for all this talk about residency requirements for city workers. Has one candidate promised anything other than to discuss it? There's been no firm commitment for change in this reg.

This is really scarring the shit out of me. I got all my eggs riding in this basket. Any info from anyone that might know more on the issue?

Here's a article from our deferred contract that discussed the "creditors." Can anyone discipher this? Sounds to me like they can't go after our deferred if city goes kaput.

9.08 Unless specifically allowed herein, the rights of the Participant under this Plan shall not be subject to the rights
of creditors of the Participant or any Beneficiary, and shall be exempt from execution, attachment, prior

I currently do not live in Chicago but would like to join CPD I did not take the last test because I don't want to live in the city and never will. Now it looks like I will get my chance without the thought of moving. Lifting residency and hiring 2000 sounds good to me.

2:20 a.m. stop listening to all the fear mongers about deferred comp. Our deferred comp is a 437(b) plan, different than the type of deferred comp referred to in that article.
The only fear for our deferred comp is how much the tax rate will be when you start withdrawing funds.

What most people don't understand is that shortshanks has two sets of fiscal books. One which is 500 million in the red and the other which is 1.2 billion in the black.
Perhaps what Chico will do is tap into those funds to balance the budget and bring staff levels back to normal.
Of course I am refering to the TIF money. The TIF (shadow government) money gets replaced every year when you pay your property taxes.

Hire 2000? They'll just be replacing retirees, we'll have some new guys for old ones.

Residency requirement? Please. They are not lifting that in our lifetimes. You think for one minute that they're going to give up all those middle class taxpayers?

On deferred comp, the city owns it until we retire. I don't know if it could be grabbed in bankruptcy. That would be a scary thought.

Instead of wondering, why don't you call NRSS yourself and speak to someone. I did, and was told that NO, you will NOT lose your money in deferred compensation. The money in deferred compensation is held in a 3rd party trust (NRSS).

to 1:53,,,,Rehires? They won't even hire laid off coppers from suburban departments, much less rehire anybody else.

Think of it, 75-100 coppers were laid off in the 5 county region over the past 18 months, I know some of them tried to get on with us, it would make sense since most of them trained at our academy via the Metro program. Give them a month or so in a dark blue to light blue program like the Army's "Blue to Green" to show them how we do it and other odds and ends peculiar to us and get them on the street.....But noooooo (Channeling John Belushi here) our bosses are too fucking stupid to think logically like that.

Many of those guys went to far off places in California, Texas and Florida. I know San Antonio hired a bunch just from one New Jersey department.

it is not a case of the city being broke, the police dept is budgeted for 135000 and that is the money that they get, that is why they call it a budget deficite, any money that is not used goes back into the general fund, as you all know that money going back to the general fund is what is being stolen

I might not be as bad off as originally thought by not putting that much $$ in there. After all I did hit on some of those longshot lottery tickets and a few of those horses finished in the money and I am not all that bad a poker player.

Degenerate gambling is better than watching the City's creditors dip into MY funds to pay off bills.

Anyone know where some good horses are running tonight? Any good tips on the Trifecta? I have to make up what I lost on the Bears game. I sure do miss Sportsmans Park.

Here's the thing though, our budget has not been reduced even though we are over 1300 officers short. Our budget remained the same for all intents and purposes. So, if the department is budgteted for, let's say, 13,000 officers salaries, and we only have 11,700 officers, WHERE'S THE MONEY? Where did the salaries of those 1300 officers go? Let's just do a little math, shall we? 1300 cops X 45,000 = 58.5 million dollars a year. We have been short this many officers for two years: 58.5 million X 2 = 117 million dollars. 117 MILLION DOLLARS. Hello Taxpayers, wouldn't you like to know where the police department and the city spent 117 MILLION DOLLARS over the past 2 years. Especially since they have been crying broke? I sure as hell would love to hear the answer to that one Shortshanks.

This means when YOU go bankrupt, your creditors can't touch your deferred comp. This is because it's a tax deferred account with which there is currently no vehicle for which a creditor can take the money out of the account yet YOU remain responsible for the taxes on that money. It creates a deeper debt for YOU just taking the money out.

This has nothing to do with the City trying to take your money away from you in these accounts. The city is not a creditor unless you owe them money.

In any event, the deferred comp account you hold is a contract between you and nationwide retirement solutions NOT the city of Chicago. There is no bargaining representative on behalf of everyone's accounts. They are individual accounts between you and an independent broker who charges you for every share you own.

In order for the city to attempt to take money out of those accounts, they would have to find a reason that you or every employee working for the city owed them money and then try and get a court to believe that it's in your best interest to pay back the city the money you owe through this account, and at the same time violate the terms of your contract between you and NRI.

So see, there ain't no way the City can take that money because it's just like trying to take money out of your savings account without your approval. They'd need a court order and proof that you owed them money.

The idea that they can just take your money to fill a budget whole is a complete joke and can never happen, that is unless the City violates every labor law in existence, commits the crime of cybertampering and then steals the money electronically, and while Chicago politicians are as stupid and ignorant as they come and they could never find a guy smart enough to pull off the crime, there'll always be someone who tells them they can't do it because it's against the law.

That money's safe dude. The only thing you have to worry about is our entire economy going under and all civil law is suspended, at which time you'll likely see NRI disappear with all our money and you'll be left with what you have in your pocket and the ammunition you already bought for zombie day.

Will she ever be sat down and told how it works?ES we have trouble getting upgrades for an agg batt,and you want it for a baggage thief? All you do is create more paper and meaning less work no upgrade and if we use our "clout"to get it,what happens in court? Your right former detective it is downgraded to a misdemeanor! Well, what this article is failing to tell you is that the deferred comp plans it's describing here are maintaned and managed by the company itself and they are considered an asset of that company.

YOUR retirement account rests with a third party called Nationwide Investment Services based out of Michigan. The money deposited into that account is just like money deposited into your checking account. The checking account is between you and your bank and it's not an asset of the City as those plans described in the scare tactic article were.

Don't worry, that money has left the coffers or accounts of Chicago just like your checking accounts and direct deposit.

It's no longer an asset of the City that can be touched.

And as an aside note, if the city declares bankruptcy, they file chapter 9 which is the only avenue available to a municipality. Chapter 9 provides that the city can basically pick and choose what creditors it's going to include as "unpayable" in their mandated "plan". Emanuel has no intention of ruining Chicago credit by not paying off his bills to third parties, he fully intends to merely claim the pension plans as his only debt he can't pay and attempt to destroy only the pension plans without harming outside creditors and bond holders.

See how that works? City gets to fuck over whom it wants in bankruptcy court while at the same time keeping a minimum credit rating sos not to scare off future bondholders, and the courts are powerless to stop the city from pulling this shit as well.

That will never happen. Residency is a political sound bite, nothing more. When Chico becomes mayor, he will shelf the residency issue to a later date. He might hire 2,000 over ten years. YOu need to listen or read his statements carefully.

OT: but did u know the city spends 1.5 million on flowers for the medians I would rather look a woodchucks and hire more police over the summer its hard to take a day off. Geesh... Chico may not be able to hire 2,000 but I would take half of that I just want to be able to ask for some more cars and them be rolling.

Great News!

January 27, 2011 (CHICAGO) (WLS) -- Chicago's school board has adopted a program to offer free breakfast to all Chicago Public Schools students.


Some schools already offered the program, but now, more schools in Chicago will be able to get it. It is already offered in 199 district schools, but beginning next month, it will expand into an additional 299 elementary schools.

The new program will feed 410,000 children. Items on the breakfast menu include cereal and milk. Children will get a grab-and-go bag and be able to take it into the classroom.

School board members believe this will have nutritional and psychological benefits for children.

The move isn't coming without critics. Some parents believe this will take 10 to 15 minutes out of the school day, adding up to 10 lost school days a year. They argue that it will disrupt learning, especially for kids who eat at home.

Individual students will be able to opt out, but some parents wanted entire schools to be able to opt out of the program. School board members denied that request


We teach them. We clothe them. We pay for their school supplies. Now we feed them before, during, and after school!

Hell, it will only be a few years before they are allowed to live in the schools. Then they parents (and I cringe using that term) can shot out more babies with no responsability and collect more government checks and spend it on more gym shoes and hair extensions for themselves.

CPD doesn't need 2,000 more police officers . Reassign Officers from units and desk duties to District Patrol , fire than rehire and civilianize all light duty officers
at half of police officers pay .
They perform clerical work and receive a Police Officers salary,
that's unfair to all of us assigned to districts.

Scc, have you heard of these clowns starting another "tact" team? It seems because the saturation teams are gone from the area, they are looking for volunteers to work out of the area , where they will work on the 2nd and 3rd watches in "hot spots" in the area. In our C.O. book, they're looking for 6 volunteers. 6 bodies times 5 districts per area, sounds like 30 bodies to me.
Sounds strikingly familiar.....

The answer to the shortage is to hire people from the new list first who are already certificated as Cops in Illinois. A lot of suburban guys who have even been trained by our Academy could be hired, do a retread type training and be in the districts in weeks. Even the aviation guys could move into CPD....

Their pension plan benefits have been reduced in comparison to the old timers -- those hired in after 2011 that is.

Hoo-ray for everyone that got hired-in under the wire and will get the higher benefits under the old plan...Oh but wait!

Doesn't that fact place a target on the backs of those with the higher benefits?

Oh yeah, I think so.

If the city is looking to cut cost and fix the underfunded pension problem the next step is to obviously churn the city employee workforce.

Get those people with the higher benefit plans out and the new kids in.

The closer you get to retirement the more you can step up the churn process. The less leverage you'll have too.

We'll probable see 3,000 retire or quit over that time frame. No-one said we were going to increase the total number of coppers right?

Think of it like the reported job creations and the unemployment stats. 50,000 new jobs were created they say in the headlines and 150,000 jobs were eliminated.

If you take 2/3s of the sworn gun trained hires out of all the desk jobs in a top down realignment Chico has 2000 more sworn on the streets. Then he can slowly hire replacements for the retirees on the new hire/no pension plan and its a win. And he will fill those empty holster jobs that actually might be needed with clerks not police officers at at least 60 to 70 percent cost to tax payers even without hiring ex cons!

This applies to a deferred comp plan of a private company, such as Chrysler, not a government entity.

Ours is 457k, supposedly safe after the Orange County thing. Companies don't get 457k, they use another type of 457 or 401.

We all trust the City of Chicago to take good care of our retirement money, right?

OT there is a story floating around that two mass transit coppers were working a few days ago and were on a platform discussing Rham Emanuel and what an "ass" he is when they turn around to see that he was actually there shaking hands with patrons. Emanuel appanently overheard this conversation and approached the two and asked what the issue was with him? The men replied that "you are going to take our pensions" to which he simply responded "yes I am". He explained that all of the years of political theivery that has gone on there is "no other way to repair the damage but to use the pension funds of municipal employees". This is a very true story... No bullshit. vote for whom you like but I am NOT voting for this evil man, he has no right to our money... We worked for it and our families depend on it.

say what you want about her, the woman is sharp. Since she doesn't have a command (and possibly may not want one, who knows? Couldn't blame her for not wanting to join that circus under J-Fled), and may never obtain one before she retires, whenever that is, she may as well take advantage of every training session the Dept. will pay for, as would anyone else. She can probably use all that training to her advantage somewhere else when she leaves this sad-sack Police Dept. here, and I wouldn't blame her for that, either. See how often Masters & RayRay have been sent out for training over the past 3 years, even out of the USA.
What would 3M possibly accomplish as a civilian by going to Israel on the CPD's dime, besides looking up some long-lost relatives?

OT: Just saw on Channel 7 news that the Chicago Public School system is going to be providing BREAKFAST too now along with the free lunches for the students. I'm sorry, but if our tax dollars are already going for LINK, then what are they doing with the money? LINK should be paying for the kids to eat at home. So they want to mess with our pensions, but we can give the kids two free meals a day. They estimated that the eating time they are allowing amounts to 10 days of missed education. It's outrageous to keep giving when the hand is extended. LINK going for getting nails did and everything else apparently. FEED YOUR KIDS AT HOME WITH THE MONEY ALREADY PROVIDED.

Did you notice how the news media said 365 every two years. However they didn't mention we don't get workmen comp along with you had better have cancer or some REAL fucked up medical reason or their coming after you. OK OK I know you cry babies are going to tell me about the guy who abuses it. will we have at the most maybe 20. The average worker takes 8 days a year the average Chicago police officer takes 2 days a year. Very few officers use the medical so don't let them suck you in because of a few. My family all work for the private sector they receive 14 to 30 days medical that adds up each year and if you have an illness additional months are given. Yet if you are injured on the job you get workmen Comp that totals 75% of pay and a separate check for pain and suffering. We would be better off with that system, The city won't do it, because it would cost a hell of a lot more money. My Brother was hurt on the job Very bad break in his leg will he was off for 4 years with 75% and received a settlement. He was retrained ( back to school)with the same company doing a different job. Now that's a company who takes care of their employees. He will always have a limp yet he was not kicked to the curb.

I went to Chico's web page to read more about his public safety plan I do like the park where he says that there is way to many layers of fat on the department. Then need to cut out all these appointed positions and streamline the management part of the CPD to make it work more efficently and with more accountablity.

I also like how he has a plan for
the different things he wants to do. I really don't see it with the other candidates. I go to all the sites to see what the others have to say and find very very little.
And when you see Chico on tv he is talking about his plans. Rahm only answers questions about why he should be able to run.

I'm looking foward to the debates starting tonight.

what everyone seems to miss is, there are approximately 1800 BUDGETED spots open, which means the money is already there for the police officers, they just have to fill the vacancies. When that budgeted spot is left open, that particular salary is sent back to the general fund. No more money is needed, just use the money allocated to the police dept.

NO ONE in private industry gives you 30 days sick leave a year. Do't believe it. When I retired I went to work at a large corporation. We had five sick days each year, the were cumulative. And, we also had an insurance policy for short term serious illness which paid 75% of our salary if we had a serious illness. Long term serious illness insurance was on our dime. It is tough to defend the sick leave policy of the department. It was nice to have, but tough to defend with all of the abusers. When I came on we had 6 months sick leave for serious illness, then it went to one year . There are way too many people abusing the system and someday I think you will lose this benefit. The abusers always screw things up for those who want to do the right thing.

art 9 of deferred comp just tells you no one can attach your savings for any of your debts, even if you file for bankruptcy. I am not sure if the cities creditors have any claims. I doubt it, but I am not an attorney.

Can we use the fact that we are short manpower for the next contract? I think the math works out that for every sworn member the city is getting 1.22 officers for every one. For every officer they pay, they actually get the equivalent of 1.22 officers. According to the sup. Crime is going down. So we should get at least a 22% raise a year for every year the department is not at full budgeted strength.

If you read the Plan Document of the City of Chicago's Deferred Compensation Plan, there is a section regarding creditors:
9.08 Unless specifically allowed herein, the rights of the Participant under this Plan shall not be subject to the rights

The only fear for our deferred comp is how much the tax rate will be when you start withdrawing funds.

I currently do not live in Chicago but would like to join CPD I did not take the last test because I don't want to live in the city and never will. Now it looks like I will get my chance without the thought of moving. Lifting residency and hiring 2000 sounds good to me.

I think your day may come. I don't think you will be making the same as those hired before you. You also will get 12 sick days a year, but you will be able to carry some over to the next year. But it's all about you then, isn't it?

You are wrong. When he tells them to stop stealing it will save up about $800 million. 500 to fill the gap in the budget, 200 to hire to additional police & 100 left over that they will try to steal later in the year again.

The Burge pension issue was decided based on pension law by the pension board.

The conviction occurred 10 years after Burge's employment with the City of Chicago was terminated. The convictions temmed from an alleged lie told to federal investigators in a vilil case. That was not related directly to Burge's employment so they decided he did not lose his pension.

If they took his pension it would go to court where he likely would win anyway.

Connected to his employment does not include a civil case 10 years after termination. Hence, he keeps the pension.

But how about the three pensions totaling over $300,000 a year that Daley gets? Why doesn't that piss off voters even a little bit?

Instead of wondering, why don't you call NRSS yourself and speak to someone. I did, and was told that NO, you will NOT lose your money in deferred compensation. The money in deferred compensation is held in a 3rd party trust (NRSS).

I'll bet you called Chevy and asked them which is the best car made. Call a major investment firm and they will tell you that your employer should never have any control over your investment.Ask one question. Can the city take control of the funds if a financial emergency (bankruptcy)is declared.

OT: Just saw on Channel 7 news that the Chicago Public School system is going to be providing BREAKFAST too now along with the free lunches for the students. I'm sorry, but if our tax dollars are already going for LINK, then what are they doing with the money? LINK should be paying for the kids to eat at home. So they want to mess with our pensions, but we can give the kids two free meals a day. They estimated that the eating time they are allowing amounts to 10 days of missed education. It's outrageous to keep giving when the hand is extended. LINK going for getting nails did and everything else apparently. FEED YOUR KIDS AT HOME WITH THE MONEY ALREADY PROVIDED.

Shove it Chico. I hired my own cop to assist me in all my policing duties. He couldn't pass a drug test but then neither did some of our current commanders and I haven't even promoted mine to sgt. yet.
