Carol Marin played up the J-Fled angle on the Valentine's Day broadcast of WTTW's Chicago Tonight. The fun begins around the 30 minute mark. She claims J-Fled was brought in as Superintendent to "clean up" a Department wracked with scandal.
The reality is J-Fled was brought in to remedy a problem that didn't exist. A few high profile incidents played up endlessly in the media and suddenly, we're the punching bag of the decade. Ask yourself a few questions:

- How many times did you see the Abbate tape? Scientists from National Geographic just located a heretofore unknown tribe of Indonesian pygmies living on a remote Pacific island, and even they saw the Abbate video a dozen times. This was a drunken idiot who never should have been the police in the first place and was eased through the cracks in a corrupt hiring process. We all paid a price for it, but no one ever outed the clout that got him there.
- High profile DUI's. A number of cops went to jail, are about to go to jail or got fired for drunken behavior. The total? Probably under twelve, a mere tenth-of-one-percent. We aren't going to defend the behavior of alcoholics, but is was (and remains) a very small minority of officers. Media overkill again.
- The SOS Scandal. Rogue teams of officers doing home invasions, stealing from dope dealers and making life hell on everyone, right? How many people went to jail? Six? Less than six? Each for under 6 months if we recall correctly. The alleged "ringleader" still sits in the MCC with no trial date in sight. The other big name made a bunch of media appearances in an attempt to save his own worthless ass. Charges were actually dropped against two others. So we're looking at 6 to 8 resignations, a few small fish doing county time and a larger case that seems to be stalled and falling apart.
We don't call that a Department "out-of-control" by any stretch of the imagination.
So J-Fled turned inward, destroyed the established order (not necessarily a bad thing), forced decades of experience that may have assisted him out the door (unforgivable), jackpotted a cop who had served his punishment (really unforgivable), then attempted to win the hearts and minds of the Department by taking old ideas and passing them off as his own while trying to tell us that Tahoes and cameras would save the day. All of this while abetting the reduction in manpower numbers to historic lows, creating units of clout babies while pretending ability and results meant something, promoting more incompetent hacks, criminals and psychopaths and going through four or five "restructurings" that solved nothing. Then there was the whole "gotta run" debacle.
Getting the candidates on record for launching J-Fled is a good thing. He was a mistake.

I used to thing Carol Marin had some common sense, could see through all the BS and figure out was was really happening, not only as it pertains to us, but anything else. No more. She is just another hag that wants to be called "journalist" but in fact does nothing but regurgitate what she's told without doing any real investigative work. A pay increase to $180,000 a year plus all the perks plus the prestige of being the Sup. of the second largest police dept. in the country with the notion that if he just did even a mediocre job he would bounce to other municipalities after this one wasn't enough. He had to EXTORT another $130,000 under the auspice of performing another job that he never did and still collects the salary for even though he OFFICIALLY was removed from that post two years ago. If you remember he even had the audacity to look into restricting secondary employment for us until the union told him that was unlawful. Then he really got EVIL and screwed Cozzi and made sure that he was sent far away to the thrid world country of Louisiana. All this from a guy who didn't even put his hat in the ring and never would have been a consideration if it hadn't been for ABATTE and the mayor's obsession with getting the olympics.
The media is in spin mode to try and save his career and more importantly Daley's legacy. The media started to get on the lame duck bashing of Daley and was quickly put into place by the controllers of the media.

No promotions until after new Mayor is elected. City Hall has turned down 2 requests for Detective classes. They say there isn't any money and that they're not needed. There are discussions about having new tests. Its only being discussed at this time. And yea iam on the Dicks list and have been waiting. It doesn't look good but we'll see what happens.

No promotions. Test lists come down when Rahm takes over. Daley was told not to screw Rahm by making moves before Rahm takes over. Rahm wants to completely revamp the entire CPD with promotions at the top of the list.
There are enough Sgt's. The city doesn't care how many Det's there are because the city doesn't care about clearing cases and charging offenders.
The pension nonsense is a scam to push massive retirements. The politicians know they can't change benefits for existing workers, but if they pass a law reducing benefits they can get all the expensive old timers to retire by 2014. Then, they can replace some of them with cheap new hires who will get heavily reduced pensions, while paying the same.
In 2014 or 15, there will be some promotions, but Rahm believes he can do away with the test and simply make who he wants.
As we all know the press will never give the police department true justice. The press is only interested in what can sell there papers and the news at 5 and 10. The truth does not matter and never will.

How the rules were 'ignored' so this turd got hired.......now that's a scandal. If you have a recent DUI you were and are ineligible to be hired by the CPD.
Magically, this was ignored in his case.
The real scandals in this department revolve around clout and how some connected types miraculously ace promotion exams. Whole groups of them sometimes. Five or six guys from some connected unit will sometimes get virtually identical scores on promotion exams. It's almost as if someone gave them an advanced copy or something. "Someone" is hard to find.
Now we have our share of active alcoholics in the department who are too stupid to cab it home and unwilling to seek help. The same can be said for any employed group of people. Sometimes said drunks get in accidents, kill people and try to walk away.
You'll also notice that the scandals that involve money in this department are almost always petty shit. Taking money from tow truck drivers or shaking down motorists over moving violations.
This isn't "The Shield" and a cop like Vic Mackey wouldn't be possible in this department or likely any big American department.
We get Vic Snackey types. Guys looking for lunch money or getting their cars waxed for free. I've been doing this since 1985 and I have yet to see hundreds of thousands or millions of dollars laying around for me to be tempted by.

The only one in that debate who called it like it is was Del Valle. He said firemen and policemen have been paying their pension contribution all along but the city has been the one to drop the ball. They've not contributed their fair share and often divert those funds elsewhere. That is political malfeasance and Del Valle is pretty much admitting how badly the city has screwed up.
Too bad Del Valle has no chance to be elected.
Since the city has fucked up this whole pension fund then why isn't it solely the city's responsibility to fix it?
Why do both sides have to meet and work something out?
Our side hasn't shirked their responsibility so why do we have to give something more up?

Soon Sgts and "acting" Sgts will be Watch Commanders. The promotions and hirings cannot keep up with retiring. Most of us are staying for the pension. When thats gone, what good is this job? I think the younger Officers will realize that they could work for better suburbs without having to deal with the quantity of City "residents" that reside in Chicago. If time on the job doesnt mean anything towards a pension, who in theier right mind would want to deal with this anymore? I am over half way done towards a pension. Thats the only thing keeping me here. If thats gone, I refuse to live the rest of my life in Chicago, "working for" these "residents", subjecting my family to this type of life. BTW "FUCK YOU R.E."!!! Not only does this jag-off want to take away our pension (greatly reduce our benefit), but wants our time here spent kissing the dirty asses of all the non working leaches of our society.....

Fatboy Gov Christie wants to cut the state workers pension benefits and borrow tens of Millions of dollars from the pension funds. Only problem, is that Christie Whitmann, the former gov of NJ also borrowed Tens of Millions of state workers pension funds to balance her budgets 2 years in a row, then she stopped the state from making anymore contributions into the pension funds. That was about 15 years ago and NJ still does not make contributions into the pension funds.

There is one major flaw in your thinking. Logic. Since when will 35th street follow logic when making command decisions? They have known about a shortage of FTO's and detectives for years but ignore the problem. The famous motto: do more with less! In the meantime recruits receive no street training and cases are unsolved. What is the real clearance rate of homicides?
The big thing J-fed has failed to do is put more full duty officers back on the street....They lay off District Managers and replaced them with higher paid full duty officers....The administrative staffs of some of these commanders is ridiculous....6 to 8 or more full duty officers sitting around doing nothing all day....Coming late leaving early..splitting the shifts all being covered up by the D/C's and their whinning biotch of WC...Some of these commanders totally disregard any order that comes out from the higher ups and just go around abusing those directives. Hey how about putting two or three officers and cross training them to do more than they do now...I mean some of these districts have two Po's doing timekeeping helping out the overworked civilian timekeepers
come on Ms. Marin lets do that investigation...still way too many full duty officers working inside and doing very little while us on the streets are fighting for backup and getting denied time due for lack of manpower...Hope someone in the news media reads this and gets that investigation going...
