Rahm Targets Burke
- Mayoral contender Rahm Emanuel suggested powerful Ald. Ed Burke will have to give up his police detail and might also lose his chairmanship of the City Council Finance Committee to move Chicago forward in the coming years.
Emanuel's comments about Burke, who is supporting Gery Chico for mayor, came during a sometimes feisty debate Monday. Miguel del Valle and Carol Moseley Braun joined the two in discussing pension reform, their abilities to lead and what mistakes longtime Mayor Richard Daley has made.
But it was the topic of Burke, the longtime 14th Ward alderman, and his security detail that broke new ground a week before the election.
This sounds kind of like some outsider coming into the police department and completely gutting the command staff, losing decades, even hundreds of years of police experience. On one hand, it's kind of short sighted. On the other, it's entertaining as hell.

Things considered, del Valle was on the PBS network last night with the mayoral forum and I was deeply impressed with the guy. He makes sense and that why I am afraid he won't win. What I really learned from that forum was thank God where we eat dinner they had it on the TV. But from the telecast,I found out that Rahm and Chico are multi-millionares. I really don't know where people get their millions in the City. Gees, I had worked day and night in this city and it seems I never get ahead. What we need is this del Valle guy. He has got good ideas, might come off as a prick, but he is a common guy. I really wish our FOP supported him for mayor. The Burke-MEISTER is a one and only. That security detail he has got is because of certain things that are very private. It is for a good reason. Whoever the mayor is that gets in there will be faced with letting Burke keep that detail. Everyone thinks they got it figured out until they get in office. Just lets hope the best person gets in and fixes our pension.
I don't think gutting the command staff is a big deal since this department is runned by a bunch of fools. There are some qualified people but not many, it can't get any worst than it is now and if they are qualified they will keep a top post. Here's what I don't get: If we, as police officers, don't pay our water bill, parking tickets etc. the department gets a C.R.# on us for indebtedness.
All officers have been paying their required amount of pension contribution but the city hasn't been paying theirs. Not only haven't they been contributing like they're required to but they've also been letting connected people raid our pension fund like a cash cow.
How then is this a problem that we have to "work something out" with the city? It's their negligence that got us where we are and it's their obligation they reneged on.
If it takes raising property taxes 90% then do it and Ritchie and all the alderthieves can explain to all their constituents that it's their malfeasance that caused this property tax increase.

There should be a class action lawsuit, especially due to a clear pattern that exists of those with clout being given back to back merit promotions as soon as they reach their time in grade or better yet an exempt spot to skirt that whole issue all together.

all i know is several years ago he on-viewed a guy remove a piece of luggage from the midway airport baggage claim area and run out the door with said bag and watched the offender run off as the victim was screaming that her luggage was just stolen. eddie stood there with his thumb in his ass. so why carry a badge?

They cannot take those away because those are negotiated SALARY items. They are just in a different format. To take them away would constitute a salary reduction. We took those items in lieu of a raise years ago.

Here's what I don't get: If we, as police officers, don't pay our water bill, parking tickets etc. the department gets a C.R.# on us for indebtedness.
All officers have been paying their required amount of pension contribution but the city hasn't been paying theirs. Not only haven't they been contributing like they're required to but they've also been letting connected people raid our pension fund like a cash cow.
How then is this a problem that we have to "work something out" with the city? It's their negligence that got us where we are and it's their obligation they reneged on.
If it takes raising property taxes 90% then do it and Ritchie and all the alderthieves can explain to all their constituents that it's their malfeasance that caused this property tax increase.
Rahm today is saying he wants to save our pensions but the city and the unions have to work together on this. That's political speak for bend over. Fuck these political thieves. They caused this huge mess now they must pay the piper.

It has been stated on here before, adn it is true. The city is up to date in pension contributions. Read the latest annual report if you don't believe it. Individual and city contribution percentages need to be increased.

The new commander doesn't get that pension from day one. She has to spend 4 years in that position to qualify.
I doubt DD would want 4 more years of bullshit. 017 certainly wouldn't want her.
Staples has been a lieutenant for 6 years now. She did two years patrol and caps, two years dick unit and two years asset forfeiture. Excellent background and she actually works hard and wants to make the unit better for the crew.
Miguel del Valle is the only one in the race who comes across as both ethical AND realistic about the budget situation, recognizing what needs to be done, but not promising the moon and stars with no caveats about how it will get paid for.

To the reader who is sick of the 017 drama, couldnt agree with you more. Dont judge the whole District though. There are alot of good people there who are embarrassed by the handful of misfits and malcontents who use this blog to spew their bitterness. Bosses will come and go in 017, but somehow I think the a-holes will continue to "clog the blog" with their general unhappiness. I don't think they will take advantage of the numerous openings in the faster Districts, where there is no time for such pettiness. They are alot better at bitching and whining than doing police work.
Someone wants a "pow-pow" to occur before the transition of power begins Ballerino knows he can't stop Burke's Detail so he's promising to end it but knows he can't. He'll just throw the court under the bus and blame them for the order. He'll have kept an implied promise and will just shrug his shoulders because it name happened.
These City Hall bandits are very smart to have perfected their defensive tactics. If they would only use their wiles to our beneift instead of profit to them, Chicago would be a pretty cool place to live in again.
The good "Captain" gamed the system and took money out of YOUR wallet (if you are a taxpayer).

Here we go again, a short time merit Lt gets a commanders spot due to clout and you pat her on the back, are you kidding?
There should be a class action lawsuit, especially due to a clear pattern that exists of those with clout being given back to back merit promotions as soon as they reach their time in grade or better yet an exempt spot to skirt that whole issue all together.
Please don't attempt to justify it by telling us how nice these guys and gals are, it's a ridiculous argument. This department does not even attempt to hide it anymore.

Staples may be the best but this poster is correct. A large percentage of our command staff is made up of people who made all their promotions meritouriously. When you question why bosses don't have your back there is your answer. A boss who owes every promotion to clout will never have your back. They owe too much to their sponsors to stand up to them on our behalf. Promote a few to exempt that made their way through the ranks on ability and maybe this department will regain some integrity.

if you apply for ANY type of assistance such as, elderly tax freeze, disability assistance, the soon to be ammended Free ride CTA pass, etc...
you, a middle / lower middle class taxpayer on a fixed pension are rejected on the basis that you earn (usually) above the $27,000 annual income.
Here's a solution for the Daley's, Burke's, and all other City, State, and Federal retirees...
Your "free provided" through tax dollars security is based upon earnings under $65ooo. per year.
So too with the rest of the thousands of dollars worth of perks for double and triple dippers in this country.
Any amount over that and you pay your own way just like the peons.

The pension board has already acknowledged, through their votes and precedent, that captain's rank is an exempt rank and fits the pension definition of exempt pension and qualifies for the THREE years required for an exempt pension. The former commander of 017, Dulay, was short almost one year as district commander when he was forced to retire at 63 and the pension board granted him the full commander's pension when they added his time as captain. Nothing surprises me anymore. It is who who know and your clout/affirmative action/.merit/ appointee. So any captain who is promoted to commander, does not have to serve even three years as commander or higher to get the full gold braid pension. It is not based on income over the three years as is non exempt ranks, but the rank at which you retire. If you don't believe me, check it out yourself.The former elected representativde on the board, a captain, represented him at the pension board.

Wow, you are correct about the captain exempt thing but isn't it still the highest consecutive 4 years out of the last 10? If one were a commander for one year that would bring the average up some but not as much as if one were a commander for 4 years.
I looked at that list of the highest pensions, monster pensions all, and I know many of them have other double dip jobs bringing their total way over $200,000.
For many, the best thing to happen to them was to get launched by jody weis. Their retirement income skyrocketed up.
Carol Marin or someone should look at all the double dippers in there.
Yet we police with our pension of $50-000 - 60,000 are the problem, not the slimy commanders with huge pensions and huge salaries.

it does not take an average of four years or even three years to get a top commander's pension. Just look at the list posted here at SCC and you will find dulay getting `107 grand. He was a commander for only two years. For you my friend, your pension will be based on the best 4 out of 10 years and for new hires an average of salary for the last 10 years. There have been many pension deals handed out by our pension board over the years, many with full concurrance of our elected representatives. I say end all gold braid pensions. Everybody retires with the pension no higher then a lieutenant and based only on three ranks.
If u think that working in the jets after 90% of them were gone and all of the real thugs were absolutely gone, was earning your stripes, hahahahahahahahaha.
