Who's Got the Inside Track?

  • Picking a new police superintendent, getting more cops on the street and looking at where they're deployed will be considerations for Chicago's new mayor.

    Mayor Richard Daley's successor also will have to figure out a way to deal with the Chicago Police Department's perception problem: Statistics show the city is safer than it has been in decades, yet high-profile, persistent gun violence in some neighborhoods has blunted that message.

    Police Superintendent Jody Weis has served as a political football during the campaign, with the four top mayoral contenders saying they won't renew his contract.

    Candidates Gery Chico, Miguel del Valle and Carol Moseley Braun say they'll name someone from within the department's ranks.

So who has the inside track? Rumors are that our leaders are going to take a page from the "Chicago Code." What does everyone else hear?

Well, Rahm will never let EB have it. If you ever saw that multi-page form you had to fill out to apply for a job with Obama's administration, you know EB can't pass the test

WHO DOES RAHM OWE? Not Daley. He owes Obama. He owes Bill Clinton. Clinton doesn't have a horse in this race, except wanting Rahm's cooperation in the future. Obama has a cousin - by marriage - waiting in the wings at the Board of Ed. He, too, can't pass the ethics tests set forth by the Obama administration and he's pretty nicely settled in at the Board.

Rahm has NOT stated he'd bring someone up from the ranks. But he might bring someone back, if he liked their resume. And we all know that some real idiots look great on paper, even though they're poison in reality.

Some posters wrote yesterday that madigan will change pensions for current workers into a 401k. I can't see that happening since madigan only made minor changes to new hires. If madigan could barely change pensions for future hires not protected by the illinois constitution, it`s unlikely current employees would be forced to switch to a 401k.

Or am I missing something.

The way certain democrat politicians are aggressively trying to change public worker pensions makes me think this has been their plan for a while. Probably why they tried so hard to ratify the illinois constitition over a year ago. Thankfully we voted that down!

OT: I m at 35th and Michigan and I love seeing all the limited duty people scrambling to get documentation from there Dr so they can stay down here. The crack down on medical abuse has begun, and Its about time. Nobody wants to go back to the districts. I see people claiming limited duty working out, lugging around bags and its a joke.

I'm more worried about our pension and future contract negotiations than who the next superintendent is--- the raise we just received was wiped off the board by increases in property taxes and state income taxes---- now they want our contribution to go from 9.5 to 12 percent for the pension---- lisa madigan is attacking jon burge's pension even after the pension board voted for him to keep receiving it--- old man madigan wants to mess with all the state employees pensions---- the idiot financial managers the city employs will just sit back and see what madigan can get away with and then they will follow suit---- keep writing those movers and parkers and jacking up the shitbird gangbangers to make the boss look good---- you bosses aren't going to get shit either, they stole all your money too......

For my money, Juan "The Riv" Rivera is our only hope. He's an incredible elader, former Marine, plenty of time in the department. Always approachable. Nothing I wouldn't do for the guy. A true class act.

For a female Skahill and Kirby are the only two that stand out as contenders. Don't think Cuello will want the headache.

Males there are a few that could be contenders: Williams, Rivera, Byrne, Wysinger would all be good for the department. Don't know if Jackson would want it but he would be good too.

Masters, Peterson, Brown, Penny, and any of the others who had no business being appointed will continue the petty, vindictive ways that are currently running unchecked and destroying this department.

As it is it will take 10 years to get this department right again.

Anyone have any idea why Masters is assembling an army under the Superintendent's umbrella since he is on the way out? Doesn't make any sense.

Crime is not down. It takes double the amount of time if not triple to make a report on these useless computers in the squad cars.

It takes double if not triple the amount of time to make an arrest because of the new arrest procedures with these new computers and the paperless system.

We have 1/3 less cops on the streets to make arrests.

And these over educated idiots think they have reduced crime? NOT!

I would honestly say that 50% if not even more of any statistics within the Chicago Police Department are BULLSHIT! They re-phrase anything they can. Aburglary becomes a criminal damage to property 50% of the time.

Anybody can have a sharp pencil.

RAHMULUS was THE guy when he threw it out in a casual conversation a year ago. The Democratic crime family that RUNS this City needed a candidate that would keep the status quo for the Midwest. The machine marches on.

I watched this machine stand up it's soldiers in a line over the past few months. The voters are the only thing to stop a machine that rivals Hollywood's Terminator.

"...The largest annual police pension went to Brian Degenhardt, whose annual pension is $172,161 — $14,447 a month. Another retired Chicago cop, Philip Cline, is pulling in $12,248 a month with his pension, that’s $146,973 annually..."

Wasn't Degenhardt the Sgt who did the dog fighting investigations? I'm also a 5 yr retired Sgt but he's pulling in about $10 grand a month more than me. Must have worked tons of OT I guess!

it doesn't matter to me as long as we get rid of possum head and the next boss comes from within our ranks, preferably someone who sat in a beat car over 10 years--- the elephant in the room is the pension, we all know that---- the economy is recovering no time soon as beernanke just came out and said that we will not see unemployment drop down to the 5 or 6 percent level for another ten years---- mikey madigan is banging the war drums down south and wants to modify pension obligations for thousands of state employees--- TRANSLATION: mikey and the legislative body know they messed this whole thing up and they have to do something to make themselves look good again--- and the financial wizards here will wait and see what mikey gets away with and then they will come after us.... keep writing those movers and parkers to make the boss look good--- hahaha, the boss isn't going to get anything either.....

OT: The whole arrest system for the entire city crashed last night. Officers sitting in stations because no one could process prisoners for hours. No one would make the decision to revert to paper. Word is that the ISD Commander (JL) layed off all the civilians that worked on the system and farmed the work out to an outside company. They took forever to respond. I think when I left work at 0800, they were still down. So we are shorthanded, and those that still make arrests are sitting around wasting time because the system they use to process prisoners is down.
If they don't think the system used to process prisoners is important enough that they farm it out to outsiders, what is the message they are sending out to us? Just saying. Stay safe.

The fix is already in. The Chicago Democratic Machine has already blessed this:
Bill Daley as Chief-of-staff, and then Rahm as Mayor, and the little gift for Michelle her cousin will make the move from the Board of Education to the New Sup. Shields will be touted as being from the ranks of the CPD.

Come on, I have been hearing rumors for months that Tommy Byrne was coming back. Or Huberman, until he got out of town. And really crazy nonsense about some former Law Dept guy as Chief of Staff.

But I think the rumors are nonsense; just a way for overworked, underappreciated cops to vent their fear that as bad as things are, the guys at the top will somehow find a way to make them worse.

Hey Glen Popiela - 011, 3rd Watch Candidate for FOP Treasurer - Team Shields I have a few questinos/points for you.

I will not repost your long post but will ask you a few questions regarding it.

While MCCarthy may have started in 011 and worked there a few years and obtained a degree he has still worked "cushy" spots because of who his family is. For ever one McCarthy, there are 100's of PO's who obatained education as much as him and more who are still working in district law enforcement because they are not connected to be people like he is.

As for your facts and statistics about people attending union meetings. Please tell everyone how many meetings most of the people on the ticket attended before 2010? How many have they attending outside the minimum needed to run? How many of them have held unit rep position let alone watch rep spot?

Have you every been a watch rep/unit rep? Has Shields? Has McCarthy? Has Gorman? Has Curry? The answer for all five of you is no!

You have the most time with 19 years than anyone on the ticket running for an inside spot and how many meeting have you attended in those 19 years Glen? Just above the minimum to run!

What is your experience to be Treasurer?

What is Rivero's experience to be Financial Secretary?

What is McCrathy experience to run our legal fund other then having a law degree? Has he ever been inside a court room in front of a judge?

Here are some helpful tips so your ballot is deemed valid: ......... Please remember that a partially completed ballot can be ruled incomplete by the Election Committee on election day, and is subject to NOT being counted.

Where does this guy come up with this stuff? There is nothing in the elction rules that states that a voter must make a selection for each and every office or a ballot can or will be declared incomplete by the Election Committee and not be counted. It is a bald-faced lie. How do I know? I called and asked because after participating in several past elections where this was never done, Shield's statement did not seem correct.

This is just another Team Shields attempt to scare voters into making a choice they might not otherwise make.

Actually, it is a pretty good example of the leadership style you can expect from the Team Shields leader and his crew. Please pass this on to a friend.

A Treasurer Question and Answer
Team Shields is really grasping at the rails as the ship begins to sink. The recent mailer sent by Mike and his Team asks more questions than gives answers.

One question, in particular, surounds our current Treasurer, John Capparelli. Mike's rag states The current FOP treasurer has been removed from the FOP office by President Donahue, yet he is still handling our money! No one at the FOP will address the issue of why.

Mike, here is a simple question for you. Why didn't you ask someone? You could have asked this question at a Board of Directors meeting that is always open to the members. You could have asked this question at a General Membership Meeting. You could have even made a simple phone call to the FOP and asked this question. Why would you let almost three years pass without asking this simple question if this was such an important issue?

I did what you either failed to do or chose not to do. I asked and got an answer. President Donahue told me that John Capparelli is an excellent Treasurer and has continued to perform well in his postion. The President has the authority to appoint the Field Representatives of the Lodge as provided in the Constitution and By Laws of Lodge #7. His decision was presented to the full Board of Directors at an open Board meeting for their approval. I was also advised that a member of your team, Harold Brown, was present and voted on the recommendation. Are you telling us that he voted on an issue where he didn't even know why he was casting a vote?

Mike, quite frankly your innuendo stinks. This is hardly the first time that a President has appointed someone as a Field Rep who is not one of the individuals elected to one of the seven top spots. But, I guess you wouldn't know that given your limited involvement in the FOP.

Who cares. We are screwed no matter what. The tone has been set. No SUPERINTENDENT ( or any of the exempt rank ) WILL EVER RUN THE CHICAGO POLICE DEPARTMENT AGAIN. The politicians from the governor down to your local block club captain will determine how the Chicago Police will operate. Our status among the people is being lowered by the hour and that includes our bosses. Today we are seen as " PUBLIC SERVANTS " and its o.k. to start taking from us. Tomorrow who knows what we will be called.

It does not matter who is picked for the new superintendent. If the choice is only current department members, you will be disappointed and have new fodder for this blog for years to come. Only an outdsider, from NYPD, LAPD or some other medium size city will be able to bring fresh ideas and eyes to this department.Every exempt currently, was promoted under the old political process, no matter how much you may like them or dislike them.

The destroying of Police Agencies is a goal of Obama and the Socialist Left. It is easier to control overall U. S. Law Enforcement by having only one Nationwide Police Agency, and use it against any dissenters. This is why the CPD will not get the best person for the job of Supt. CPD will get the person the next Mayor chooses . This will be the person who will blindly follow, and further the agenda, just like Weiss is to Daley.

Lets talk about the FOP elections. Looked at some of the folks running and had to slap myself for not!
What a collection of do-nothing guys/gals.
Let me get this right: you were never a worker , never a unit rep, not even a watch rep, and now you want to be an elected union official.
And where does your merit come from? What have you done?
Choose your reps carefully folks. There are some good people out there on the ballot.
Do we trust our leadership in people who have worked for exempts with a pattern of screwing the hard working police? Know where and what units these folks are coming from. Personally , not a fan of the current prez, but some of the people under him have worked hard to help coppers out.

I will preface this by saying that I am not at 35th & Michigan but I am duty disabled and working out moderately is necessary to maintain cardiovascular health and overall muscle quality. People with back or neck injuries can neither drive for an entire tour of duty nor sit for that period of time. Don't be so judgmental because one day, that could be you!
By the way,l how did you get your nice spot at 35th St?

OT: The whole arrest system for the entire city crashed last night. Officers sitting in stations because no one could process prisoners for hours. No one would make the decision to revert to paper. Word is that the ISD Commander (JL) layed off all the civilians that worked on the system and farmed the work out to an outside company. They took forever to respond. I think when I left work at 0800, they were still down. So we are shorthanded, and those that still make arrests are sitting around wasting time because the system they use to process prisoners is down.

I agree, I guess he was a sergeant, when? When did he retire? He is making more than any of our retired superintendents? can't be. We don't get pension from overtime or out of grade, there is no way he could be paid enough while working here to get that pension? Anyone know his history?
The rest of the ones on that list, aren't too far off the mark, since there is a 3% COLA every year once you hit 55... I don't see how the numbers add up, unless he went on to some other job and for some unknown reason was allowed to collect from our pension... I would love to know who he is and how he finagled this deal... looks awfully fishy...

To those of you wondering how Sgt. Degenhardt is able to receive a pension of 172K per year, the answer is he didn't and can't. The good Sgt. contracted some weird disease while working. He nearly died from that disease. I suspect what happened is he sued the city and won. They probably reached an agreement in which he will receive 172K a year payable at 14K a month. But it is NOT pension money. But why would Jim Tobin allow the truth get in the way of attacking Police or Fire pensions. Just print what makes headlines and will attract the publics attention and wrath.

The final straw was winning the Lambert Tree for some off-duty incident where he shot at (and missed) a guy by his mom's house.

This GIFT was an insult to every winner of that award and everyone who was up for it that year. Left a real sour taste in every one's mouth. He is NOT the best shot at healing this Department.

Officials with the governor's office and the state Senate said Thursday that Jonathon Monken's appointment will soon become official, despite questions about whether he's up to the job.

Monken is 31 and has no law enforcement experience. Quinn nominated him in March 2009, but the Senate never took a formal vote to confirm Monken or reject him.

The constitution says Monken's appointment becomes official if the Senate doesn't act soon. But the Senate can't act because he was nominated in the last legislative session and rules don't allow for a vote in the brand new session.

Senators say they delayed action to see how Monken would perform.

Two comments: First, it is possible for a patrolman to get a much larger pension. He /she could have held a higher job title, either sworn or civilian in the department. I have known a few people who have done this and left with exempt pensions. Second, the comment about Gainer screwing up the state police. Yes, I know a few of them and none of them liked him at the time. Why, I do not know. there is no telling who you will get as a superintendent with the new mayor.But, expect one thing: the same old political crap, inefficiencies, clout, hidden agendas and axes to grind.

Limited duty is so abused by officers. Who you kidding. How often are limited duty officers evaluated? How long can they stay light duty? 5 years for non duty related issues? Give me a break. Bring on the lawsuits.

We have a streak on going my entire career.

Some people complained about Fred Rice.

Then Leroy Martin got in and more people complained about him.

That lasted just until Matt Rodriguez started work on the day of the Loop Flood and then started hanging out at Orsi's on Wells St.

The drumbeat was very loud for Matt to go and go he did, replaced by Terry Hillard. Was everybody happy? No. More complaints from rank & file, constantly.

Then Phil Cline took over the top spot and the bitter and frequently vicious complaints grew even louder.

Finally Fat Phil was dumped and Jody P. Weis was handed the keys to the kingdom.

Needless to say, things haven't gotten any better under Weis, worse in fact.

And what was the common thread in this downward spiral?

If you guessed Richard M Daley you win sir! Daley appointed them all except for Fred Rice, appointed by Harold Washington.

We have to assume that Rahm will get in and I'd bet the mortgage money on yet another, even more political, Superintendent of Police. Worse, of course than any of the previous bosses going back 25 years.

What, you expected the next boss to be someone we could be proud to work for?

Ha!

When we get a Mayor we can be proud of we will also get a Police Superintendent we can be proud of. Not before.

Damn Fire Department gets a great boss and we get a parade of people suitable for hauling manure and little else.

Degenhardt is the ultimate scammer. He had a stroke, which sent him away for a while when
Animal Crimes Investigations was part of SOS under then Cmdr. Gulliford. After he recovered, he
wanted to 'take over' control of that small unit, but the leadership of SOS (then known as Special Functions) had changed following the scandal. When his request return as the sole Sgt. of that unit was denied (he was offered the opportunity to work in that unit with the Sgt. who had replaced him), he somehow managed to get that entire unit MOVED to Gang Investigations, so that he could be
put back at the helm. This little deal was made on the 5th floor of headquarters, with Masters pulling the strings. The Sgt. who had headed up ACI was detailed to a district, as were all of the officers who were assigned to the unit. This was done via an e-mail from Tracey Ladner late Weds. evening before changeday, so no calls could be made to reverse this. Degenhardt was detailed to Gangs to again head up the ACI under Schmitz, but Degenhardt, always full of himself, kept bumping heads with Schmitz until Degenhardt got himself tossed out of Gangs in order for Leo to maintain his sanity. Degenhardt took some sort of leave at that point, but apparently he's managed to retire and receive a handsome sum at the same time. As outrageous as his payout is, it's worth it for this arrogant bum to leave the CPD, never to return. Adios asshat!

After all, they would know the department better than an outsider.
