Flash Mob Crack Down

  • Acting Police Supt. Garry McCarthy said Tuesday he may follow Philadelphia’s lead when it comes to the text-messaging, shoplifting “flash mobs” now terrorizing the Michigan Avenue shopping district.

After eight days on the job, McCarthy has his hands full redeploying police resources to combat the traditional summer crime surge.

But, he’s also following through on a promise to “sweat the small stuff” — by cracking down on quality-of-life complaints that tear down neighborhoods and frighten residents and businesses.

Juvenile flash mobs fall into that category.

Almost two years of silence by the media and now it's "flash mobs terrorizing" the downtown area. Hilarious.

Anyway, the plan involves breaking up groups of "people" prior to their being able to coordinate their thievery. We aren't sure as to the methods behind "breaking up" these groups, but we'll be interested to see what the new policy is.

LAPD Here.

This hasn't really hit us here on the W/Coast yet, but I've been watching the mid-west and east coast (Drudge just did a story on a flash mob in NYC yesterday) to watch this trend evolve.

Nab one of the suspects on scene and squeeze them for info on the bigger fish. Trace their email or Twitter back to the source, whomever is directing this.

Go after them. Do a few perp walks in front of the cameras once they are in custody and let it be known that anyone directing or participating in this nonsense goes to prison, not jail, PRISON.

Aiding/ abetting/ advising/ conspiring in the commission of a felony or misdemeanor is a felony here in CA. I am assuming IL probably has the same law on the books there too.

This is how Vince Bugliosi (LA County DA) and we did Manson back in the 70's even though Manson wasn't on the scene of the Tate-Labianca murders. Because Manson advised and directed he was bought and paid for after we got the hooks on him.

Make some examples out of these assholes that Chicago PD is going to reach out and touch their asses, and word will get out not to fuck around like this in Chicago. Right now the directors are hiding behind Twitter or email or Faceplant or whatever it's called and the foot soldiers are trying to hide in the crowd.

Single them out and make examples out of them. It won't look so much fun then.

Make the mag mile and State/Chicago hot spots to enable dispersals for a few periods. Problem reference: thefts/robberies by large groups of youths. Heck, there are problem references for quality of life (homeless)... im sure they can come up with something with a little help from the law unit if people want to avoid the civil rights issue. They can also keep the ppo's down there on every corner and open up th OT like they did for North Avenue beach and have Po's up and down Michigan ave for heavy police presence. Plenty of ways to attack the flash mobs.

(2). The flash mobsters know they have a good thing going. Even if they are arrested, it's slap on the wrist for punishment. And this is a recipe for disaster for Chicago.

Chicago tourism brings in a lot of money to our city. If Chicago doesn't reign this in and an out of town tourist gets severely injured or killed, this town's tourism will shut down.

I hope McCarthy's plan works. If it doesn't, Chicago is doomed.

Saturday evening my husband and I passed by the famous Mcdonalds on Chicago Ave. where "teens" had previously rioted and shut down the business for hours. Outside we saw at least 10 police officers looking on...perhaps anticipating a repeat performance? What a poor use of our officers having to guard a business from these gang bangers while never holding these thugs accountable.

In stark contrast, one block away on Tuesday evening at Holy Name Cathedral close to 200 upstanding young MEN graduated from St. Patrick high school in a touching Mass and ceremony. At the conclusion the Shannon Rovers led these well behaved and deservedly proud students out onto State Street playing their school song. The men in blue shut down the street for the boys to celebrate with their families for a brief time.

Thank you officers for your help!

One block distance between these young people's need for police, but a world apart.

Point taken, LAPD, but you are OBVIOUSLY talking about REAL society and apparently are unaware of Chicago politics.

Here, they don't want the little darlings going to PRISON.
Here we have PROBATION.
Here we have NO PROBABLE CAUSE.
Here we have SUSPENDED SENTENCES.
Here we have RELEASED TO PARENTS.
Here we have INSUFFICIENT EVIDENCE.
Here we have STATION ADJUSTMENTS
Here we have RELEASED WITHOUT CHARGING.
Here we have ANY EXCUSE TO NOT DO A THING.

Years ago, this was a proud and accomplished police department, but two decades of Daley Crime Family/ Democratic control has altered the "iron fisted" law enforcement focus into a coddling, babysitter kind of demeanor. It's rather embarrassing, quite honestly, but the judges are beholden to the politicians for being slated for re-election, so they do what they are told.

Chicago has been swirling around the toilet bowl for some time now, and with the corruption and near bankruptcy of Illinois and Cook County, it's just a matter of time before we go right down the sewer.

Now "out of town tourist" is the trip wire. We keep drawing "lines in the sand" here, and the thugz step over each one and push us in the chest. "Now watchoo gon' do?"

An elderly woman -- a "local activist", yet -- was killed at the Fullerton "L" stop by a fleeing phone-snatcher who threw her down a flight of stairs. People have been attacked by mobs of 100, dragged off their bicycles and thrown into Lake Michigan. A drunken CITY EMPLOYEE, swigging from a bottle of brandy, just drove an official pickup truck into a downtown crowd.

Two elderly women were run down in and critically injured at a busy downtown intersection, in full view of two pod cameras, literally as Daley was making a speech about how more of these cameras were needed to "protect the elderly." No word on their condition, or on the progress of the investigation.

What ever happened to that young woman from Ireland who had her head beaten in by some crazed "homeless" repeat offender left to wander downtown, in a vicious "gimme a cigarette" attack? I think she's back in Ireland in rehabilitation, learning her name again and practicing the use of a spoon.

This is not "quality of life." This is not "small stuff."

Sit and categorize all day, then line up all the index cards and beam proudly. I thought they dumped PAU and the famous Red Stapler.

Everyone is politely ignoring the purple elephant standing in the middle of the living room. We all know what the answer is, but few have the courage to even openly say it, let alone set it into motion.

What might work in LA has a snowballs chance in hell, here in Chicago.
Our State Attorney (DA in LA)is nothing more than a political hack here using that political office as a stepping stone to bigger/better personal gain.
The fact that every felony must be approved by their office tells you what we're up against here.
We DO share your 'brotherhood' in LA but the politics here in Chicago certainly separates us in the area of successful law enforcement.

I seem to remember reading that a mall manager in Minneapolis was hip to the Twitter spot where the mob posted, and just locked the doors when he saw that a mob was coming.

Our LAPD friend talked about "aiding and abetting;" Twitter just sold itself in public (that's how I see an "IPO"), and is "worth" billions. It'd be interesting to go after the big money.

"Terms Of Service" in most electronic services prohibit their use for criminal purposes. The lawyers could make salad out of this kind of thing. People are being hurt and killed, things are being stolen, property is being damaged.

They went after craigslist for abetting prostitution and other sex crimes, and craigslist bent.

Don't ask me "But how are you s'posed ta do that?" I dunno. I didn't invent the f__er. Twitter did. Let Twitter figure it out, in between the owners building huge mansions for themselves.

You know why there is an increase in rampant crime on Michigan Ave and in other areas throughout the city?

THe ordinary patrolman in any district really doesn't care anymore. He has been so demoralized or the past few years that he doesn't care anymore.

Part of the demoralization of the CPD was directly at the hands of the very exempts that are still in power. Look at the commanders and deputies and chiefs that are still in power. DTEB, Kirby, EWIII, JP, the screaming skull, the commanders of various districts, hell Henny Penny is now running around as an inspector for God's sake. These bosses were put into place by Weis and were his "yes men." They will do whatever they can to keep that gold star.

THe majority of this department's rank and file have no confidence in the department's current exempt commmand staff. So many of them lack the leadership skills that are needed to lead policemen, many are just political appointees or nominees by supposed reverneds in the community. What McCarthy should do is consolidate many of these gold star positions and eliminate most of the current command regime. They aren't coming up with new ideas, its just more of the same: shift resources, redeploying, detailing. This stuff has already been tried in the past, changing the name and doing the same thing somebody else did 5 years ago isn't coming up with a new idea. The people in the district from Captain to patrolman will work if they have real leaders to lead them. This department is sorely lacking in this arena. Too much fucking with its personnel will only breed comtempt. Look what they did to their highest ranking officer in the district any given day, the Captains. Just because they wouldn't take forced furlough days they started fucking with them, what happened? Most of them don't care what you do now they just cruise through the day. This low morale culture the CPD command staff has helped to build reaches through all ranks.

1st step at raising morale isn't screwing with POs and Sgts and sending them to a district 30 miles from their homes as DTEB and the bartender and the rest of these exempts are telling you to do. It is to evaluate the current leadership and make some major changes, and then for once hold the new bosses accountable for production and most importantly the well-being of all their subordinates.

OT:

Is Daley going to call a cab or take public transportation to that ridiculous non-city, off -duty job he landed at the University of Chicago?
-or- is he going to be using a city-owned car, city gas and city cops to take him there, wait around for him and then take him back home? (if that's the case, this is a good argument for the next person accused of using a city car and gas for personal business.)

Don't worry you can trust the leadership. Like the MSF W/C's who are all still in very nice spots unlike most of us fools who were not even given the choice of returning to the District we left. What happened to we are all in this together? The Team ? Shame on all of you, none of you can ever be trusted. You are managers not leaders. How many law suits are you fighting? How much time due will you be denied? How far is your new commute to work?

I wish one of them would have said "Send me to a district with my guy's" Now you see the truth. You are on your own.

This is going to be a very difficult problem for police to solve, even with full political backing.

Criminals adapt. One adaptation is to commit only minor offenses, but in large numbers. The cost of police intervention, of arresting, prosecuting, and imprisoning for each individual offense becomes prohibitive.

That's what this flash mobbery exploits.

Also, the lenity generally granted to first offenders on minor charges. It's difficult to prove that a flash-mobber is substantively different from a one-time mope.

Just A Civilian (who wants law enforcement to stay even in the adaptive race)

How about paying the guardian angels to patrol that area? Give them baseball bats maybe the mad batter patrick daley could teach them how to swing to kill these pos! Then vanecko could show his manly "push to kill" move and then use the daleys law office to get the vanecko/daley "get out of jail free" card! Change we could believe in!!

The employees of the Northwestern Chicago campus just received a crime alert email basically about this. One of the interesting sections was the following:

According to information gathered through the Chicago Police 18th District, there
have been a total of 38 incidents of robbery between February 11, 2011 and May 11,
2011 within a half-mile radius of the Chicago campus. Of the 38 incidents 26 were
strong arm robberies where no weapon was used or displayed. Thirty of the incidents
occurred between 2PM in the afternoon and 6AM the next morning.

UP has also had 21 reported incidents of auto burglary since January 1, 2011 in the
C and D parking lots used by Northwestern community members.

Felony theft and attempted murder -- hurling people into Lake Michigan -- are not "minor offenses," but I know what you're saying. 500 people, all wearing brand-new white T-shirts hanging out of dark pants, do have some idea of making themselves hard to identify. We've seen this at the Taste Of Chicago battles as well.

Some of this is just ridiculous -- like the looter pictured during Katrina, with a great handful of cheap, flimsy decorative women's belts, items of near-zero value or usefulness. He saw something shiny, grabbed what was in front of him and ran. It's not like these people are making careful selections during a frenzy.

"At least the city admitting there is a problem with flash mobs is a great start."

The Problem Whose Name You Cannot Speak. "Flash mob" is a safe euphemism.

the academy has recruits that are riding around on trains and shopping on michigan avenue for 8 hour tours with officers who are not teaching class, but hidden so that they are not "forced" back to the districts. Maybe instead of shopping and hiding, they can patrol michigan avenue.

Sorry pal....Off duty PO's should not be allowed to work security jobs in this city until they learn to pay meters and park legally.

And not interfere with other PO's that are forced to work parker details all day long in 018.
