McCarthy Era Begins

  • Garry McCarthy made a beeline to Chicago Police headquarters after his boss Rahm Emanuel was sworn into office Monday morning as Chicago’s 46th mayor.

    McCarthy, the former Newark Police director, assumed the role of Chicago’s acting top cop as he awaits City Council approval to officially become the next police superintendent.

    McCarthy said he met with the department’s two assistant superintendents and other police brass. He said he was impressed with “a couple” of the officials but will have to “get a better feel” for others.

    Last week, Massachusetts consultant Robert Wasserman visited Chicago on McCarthy’s invitation to create a list of information McCarthy should ask the department to collect —including priorities for his first 30 days.

A couple of comments said that the new supe is gathering resumes and beginning interviews of current exempts. While a wholesale decapitation and bloodbath (a la J-Fled) seems unlikely, there are enough nervous gold stars out there to fill a bus. McCarthy is on record saying there's "too much specialization" in regard to units, which we assume means overlapping areas of responsibility and bosses carving out little spheres of influence. This might be a bout to change. A top-to-bottom consolidation of redundant units would free up enough bodies to fill a few districts and since Rahm promised 1,000 more street officers, they've got to come from somewhere. The Academy certainly isn't filled.

This department has WAY TOO many EXEMPTS!!! No other department has as many as the CPD does. There is a lot of overlaping not only with the exempts, but within the units. Many are doing the same thing, but with a slightly different title. If Raham wants to save money he needs to start getting rid of all these high paid bosses.

We were told tonight at TRU rollcall that based on the training that MSF has recieved and the lack of training TRU has received, the likely situation would be that we would be disbanded. I guess they are giving us the heads up.

Rumor out of the Exempt meeting today: McCarthy ordered an immediate 50% reduction of overtime in Narcotics, Gangs, Intelligence, etc. Most of the Homan "spots" are about to lose a big chunk of change. Sounds like there could be quite a few headed back to the Districts from out of that building too, part of his vow to fully staff Patrol. Too soon for this transfer order but allegedly the June order will cause some tears.

No mention at all of TRU or MSF yet, only the OCD spots are on the first round chopping block.

I work on the 5th floor and OCD will be hit very hard. New Sup ordering half the troops back to districts. Vice, Gang Intel and Narcotics will fall under one commander. Also TRU MSF and GEU will be gone. All PO's, SGT's and LT's going back to districts and all three commander spots eliminated. With those moves alone you restock districts and eliminate five commander positions.

I don't have any hope for the future. I don't believe that this department is suddenly going to care more about experience and ability than almighty CLOUT. Thinking about super heavy clout bosses sweat and squirm makes me smile, though.

Hey if the new Sup is looking for a great micro-managing, egotestical, power tripping, self motivated asshole who can take command of nothing and ruin everything, have him reach out to 13th district and ask for Lt. D.S. I'm sure he would love to interview for a top spot somewhere (maybe the mail-room at 35th)we'll give him a great recommendation, whatever Mcarthy wants.. Please take him, you'll love him. But please , offer him a spot, but please take him out of our district.. He loves to follow the rules to a T !!. He'd be an ASSet to the mailroom, anywhere , please check him out.......

I've been saying it since he started campaigning. The man is very specific when he speaks. He said he would put officers on the street. He didn't say he would be HIRING all those officers.

Pay attention to the details and don't hear what you want to hear. He's very, very shrewd.

Hey! We have a lot of terrorism experts working there that worked the bicycle detail for years and were privates in the army reserve. Their knowledge base is only limited by the training videos DHS puts out. That combination of training and experience puts them at the cutting edge of the CPD. When the shit goes down, they'll be strutting in their 5.11 pants (mandatory wear for operators and terror experts) giving slugs like you that sly "I told you so" look.

I'm not agreeing or diagreeing with any changes other then cutting exempt spots.

But all of you younger officers better watch what you wish for.

First, with units being disbanded and PO's moving back to districts your seniority will fall like a rock.

Second, eliminating units gives you younger officers nowhere to go in the future.

It should be a wild ride.

We were told last night at roll call that all the specialized units were going to get cut in half and you can bet that the workers in these units will be sent back — the phone call hacks will stay. Clout rules.

On the other hand, also heard from a friends wife, whose brothers wife's son-in-law has a daughter who works at 35th street. She said that several LT's resumes were highly talked about. The one name she remembered is LT Pat Schmear, he of the Work Smarter moniker. Now I know that he does exist, and maybe, why they do call him the golden one.

Look for him to be leaving his super secret under cover spot and being a Commander of some newly downsized unit. I guess going to NYC and watching the New York football Giants games with his Gaelic Police Association brother DID pay off.

Look for a merger of what will be left of MSF and TRU, we must have a unit that can mobilize and respond at a moments notice so they both won't be eliminated. Homan Square is in for a rude awakening, Gang Enforcement and Narcotics will take the biggest hit, prob by 7th period.

Since I am the lt. that does roll call, this is definitely bull shit. This dept is full of officers looking to hurt other officers, I don't get it. Will TRU or MSF lose people? I don't have that answer and I'm positive our supt isn't sure yet either. One thing I can tell you is, no matter where you or I are assigned, direct deposit will find us. You don't have to be in a unit to do police work, if you want to be the police, be the police and start working with your fellow officers and not against them. We are all in the same team, aren't we?

Try doing "broken windows" policing without Gangs, Msf and Tru. Send them all back to the district and see how much police work you get out of them. The reason they go out and lock up a$$holes is to stay in the unit. Everyone keeps saying "put 1000 officers back on the street" where do you think Geu, TRU and Msf work? The building? They ARE on the street, in the worst neighborhoods already. All smoke and mirrors.

the patrol division is in shambles and needs more bodies asap--- many districts city wide are running on skeleton crews--- if you have a gun loaded with bullets, a badge, and you know how to drive you can be useful no matter where you came from--- someone has to chase down these jobs....

Although I am past the mandatory retirement age, I wish I could be back on the job. I am excited for those workers and the cloutless on the job. Maybe this is really the change that is needed to give those a chance to excell up to their abilities without having to have your name on a city hall clout list for a promotion. Maybe the assignments to those specialized units will truely be based on merit and not clout? McCarthy promised a " meritocricy", I hope he means it. If it does not happen this time, I fear it will never happen. Why can't a Black be commander of 016? Why can't a white be commander of 002?

That's a start , every cop knows cpd has way to many units
no more take home cars
reduce exempts by 30 %
assign sgt or lt's as commanding officers of small units
reassign police officers from office duties and security guard details , back door of police headquarters , front and back door of homan square , private security can handle that
evidence techs should be assigned to preliminary investigation of all burglary , sex offense crimes
mobile unit forensic inv should be reassigned to detective division and assigned to investigate crimes when not assigned to a crime scene

Back in the day we had two man cars on days, all the beat cars were manned, we had sector (umbrella) cars and a wagon in each sector.

WE handled that beat! We didn't go to DOC or MARS meetings and request help from outside Units that had no idea what was going on in our District. These guys drive across the City to come to work in a District they have no real stake in and don't know who the players are. Come on. Waste of manpower and time traveling.

PATROL is it. Man the Districts full time, not some times. A constant presence is the only thing that keeps a lid on things. It really is that simple.

R u serious? U obviously haven't done any training at Near North. Without a doubt the best training (Active Shooter/Tactial Entry/Ballistic Shield) I have participated in while on the job. It's sad to know that's how feel about those officers (I personally don't know any of them). They treat everyone like adults and want you to learn how to be effective on the street. Of course you are entitled to your own opinion.

I recall a military maxim that an Army .top heavy with high ranking officers, GEN's, COL's & other Command officers, left no one to command & made for a inefficient Army.
Patton, Ike, Rommel & even Uncle Joe Stalin understood this, although Uncle Joe had a tendency to put slackers & failures up against a wall.
Should be alot easier on those getting dumped...HOUSE CLEANING TIME!

This is absolutely wrong. Basically Quinn and Co. may as well just pick and choose what businesses pay what in taxes to the State. They are essentially giving lower tax rates to whoever they want. So screw your little family run business you are paying 10% but hey big conglomerate you only have to pay 8 1/2%.
The guy is such an idiot because he raised taxes on everyone but is essentially admitting he was wrong for doing it. Now all these corporations are leaving. Democrats complain about Republicans giving tax breaks to the rich....WELL GUESS WHAT QUINN JUST DID!!! He's giving TAX BREAKS to the big rich companies while breaking the backs of small businesses that don't have a choice and have to stay.

75% of the officers in MSF are solid coppers. We need a unit like them around. idk about anyone else but when im on a traffic stop at 1am in the ghetto and 2 or 3 msf units roll up and check on me i feel pretty fucking good about that. what they need to do is tell the guys in MSF to stop sandbagging people so that when beats cars need support they re up and ready.

Great idea and those that don't perform accordingly will be separated and better qualified people brought in. The new performance evaluations system is great in letting our qualified supervisors choose who stays or goes. We need more great ideas like this.

During his term as mayor, Daley was a big advocate of privatization. He privatized the Skyway. He privatized parking meters. He tried to privatize the Taste of Chicago, Midway Airport, recycling and the water system. If privatization is good enough for his constituents, it should be good enough for Daley.
Rent-a-cops are cheaper than real cops. They couldn’t pass the police exam, so they don’t get public employee benefits, and they can’t retire on a pension after 20 years. But they can take a bullet just as well as a real cop.

The other day during Mobile Strike Force roll call an All State Rep. addressed us, pushing her accidental disability policy. She began her presentation with "my nephew was John Hurley, a former SOS member and as you know,just like in his case, accidents happen (for those who don't know, he died in a motorcycle accident). I live in Fort Meyers but I also own a condo on Lake Shore drive..." After her solicitation, a brave officer spoke up and warned officers about purchasing a policy from this All State Rep. He spoke very quickly about his negative experience with All State and was ignorantly interrupted and lambasted by this rep. yelling over the officer, "he had insufficient funds in his account, he had insufficient funds in his account."
So an officer speaks his opinion, warning officers about spending their hard earned money on a policy that may or may not pay out, and help fund this reps. aforesaid two luxury homes, and he gets ridiculed and defamed by a "professional" insurance representative. Many fliers were left on the tables afterward but surprisingly, this pompous arrogant bitch still had a few officers consulting with her.
That's not the end of the story though. She actually had the audacity to go to the WC and complain to him about the officer speaking his mind. Shortly thereafter she was seen leaving Homan Square in her luxury car that was parked behind the gate, reserved for supervisors and OCD personnel.

McCarthy ordered an immediate 50% reduction of overtime in Narcotics, Gangs, Intelligence, etc. Most of the Homan "spots" are about to lose a big chunk of change. Sounds like there could be quite a few headed back to the Districts from out of that building too, part of his vow to fully staff Patrol.


While most of us in districts will welcome the new manpower, those who've just made enough time to bid off 1st to 3rd watch, or off 3rd to 2nd watch, just got a big big kick in the nuts. Because several of those Homan Square units have guys & gals with 15 years and up. Not good news for those already in districts, hoping to improve their senority status. He giveth and he taketh away.
Another thing: Long time Homan Square guys aren't trained on the in car camera or AIRA. A guy recently came to our district after 15 years in Narcotics. Great guy but he was a like a PPO his 1st few periods here. So, be ready for that with the new influx of soon to be Homan Square dumpeess.

General Services to be absorbed by Facilities management, gets rid of dep director.

PAG to stay but no director spot, will have a sgt (currently on med)as acting comdr.

Georgas has to consolidate tru and msf and give up one cmdr and over a third of pos back to street.

CT and Intel getting rid of Dep chief spot (which is unfilled but budgeted).

Intel will absorb DOC, DOC will lose cmdr, LT (currently assigned)will run section.

Academy will lose ADS be commanded by Commander (probbly outgoing DOC cmdr).
FTO training the big priority, FTOs will train ppos at academy, non ftos back to street (not including range or driving school). FTOs will be at academy on a rotating basis as recruits are hired. Civilian training officers all to work on curriculumn in IDQC (this is to maintain continuity) a LT will be placed here.

BAS will lose remaining ADS.

23 will get a fresh start, to take attention away from two goofs with CSA, new cmdr will come in with fanfare of how she can better serve the community, will also play into winning future vote of that demographic.

msf cmdr will move to 11, 11 will move to position closer to sup.

4 and 7 will be under the microscope, members with new ideas will be held in reserve to step in when action fails to be taken.

sups office will not have a admin cmdr spot (previously roman) any more. policy group remaining hang ons and other POs will go back to street (except for 2 drivers).

Area 2 is a high priority for manpower, most pos dumped will be detailed here.

I have to agree. But as I said a million times before, the resources of MSF need to be allocated and used properly. For instance, if there is a large crime scene, instead of downing multiple district cars, a W/C should be able to call MSF to guard the crime scene. Also, they need to stop pulling the Tact teams from the districts and use MSF for details.

Since I am the lt. that does roll call, this is definitely bull shit. This dept is full of officers looking to hurt other officers, I don't get it. Will TRU or MSF lose people? I don't have that answer and I'm positive our supt isn't sure yet either. One thing I can tell you is, no matter where you or I are assigned, direct deposit will find us. You don't have to be in a unit to do police work, if you want to be the police, be the police and start working with your fellow officers and not against them. We are all in the same team, aren't we?

If I were the new Superintendent.-
Here would be my bullet points to the department:
1.Do numbers count? - yes, because we need to have a quantifiable to represent the work we do to those who can never understand what police work is.
2. Do I read th"Blog"? Yes. It's an excellent thermometer of the rank and file, I won't make policy decisions based the what I see, but I won't deny or marginalize it's existence.
3. Will merit promotions continue? Yes. The sad truth is that the police department is an agent of the government. Knowing that certain things need to be done to appease the politicians, I will work within those constraints to ensure the job of policing gets done. Title and responsibility are not the same thing.
4. Will CAPS continue? Probably. The dog and pony show will continue for the appeasement of perception, but the real community policing will be done by the beat officers who know whats really going on in the neighborhood.
5. Will I have you back? If you mean cover up flagrant crimes, then no. Police work is a messy business. Everyone wants a well presented steak on their plate, but no one one to see the cow get butchered. I would no more persecute the police who carry out their duties in the spirit of good police work than I would go after they person who slaughtered the cow that ended up as fillet mignon on my dinner plate.

We see him at roll call for about 15 minutes and then unless we have an arrest report for him to approve, we don't see him for the rest of the day which means that in reality most of us will not see him after rollcall unless Joe Stumblebum jumps in front of one of our squad car and surrenders. Me thinks some of us have to much free time on our hands, time spent beefin about one thing or another.

Heard from a little bird:
General Services to be absorbed by Facilities management, gets rid of dep director.

PAG to stay but no director spot, will have a sgt (currently on med)as acting comdr.

Georgas has to consolidate tru and msf and give up one cmdr and over a third of pos back to street.

CT and Intel getting rid of Dep chief spot (which is unfilled but budgeted).

Intel will absorb DOC, DOC will lose cmdr, LT (currently assigned)will run section.

Academy will lose ADS be commanded by Commander (probbly outgoing DOC cmdr).
FTO training the big priority, FTOs will train ppos at academy, non ftos back to street (not including range or driving school). FTOs will be at academy on a rotating basis as recruits are hired. Civilian training officers all to work on curriculumn in IDQC (this is to maintain continuity) a LT will be placed here.

BAS will lose remaining ADS.

23 will get a fresh start, to take attention away from two goofs with CSA, new cmdr will come in with fanfare of how she can better serve the community, will also play into winning future vote of that demographic.

msf cmdr will move to 11, 11 will move to position closer to sup.

4 and 7 will be under the microscope, members with new ideas will be held in reserve to step in when action fails to be taken.

sups office will not have a admin cmdr spot (previously roman) any more. policy group remaining hang ons and other POs will go back to street (except for 2 drivers).

Area 2 is a high priority for manpower, most pos dumped will be detailed here.

What's the beef with Lt.D.S in 013? I don't think he's so bad. I mean what does he ask us to do? Show up on time, wear a proper uniform, show SOME kind of activity. That's about it. We see him at roll call for about 15 minutes and then unless we have an arrest report for him to approve, we don't see him for the rest of the day which means that in reality most of us will not see him after rollcall unless Joe Stumblebum jumps in front of one of our squad car and surrenders. Me thinks some of us have to much free time on our hands, time spent beefin about one thing or another.

That's a start , every cop knows cpd has way to many units
no more take home cars
reduce exempts by 30 %
assign sgt or lt's as commanding officers of small units
reassign police officers from office duties and security guard details , back door of police headquarters , front and back door of homan square , private security can handle that
evidence techs should be assigned to preliminary investigation of all burglary , sex offense crimes
mobile unit forensic inv should be reassigned to detective division and assigned to investigate crimes when not assigned to a crime scene

Private security of our buildings is a bad idea, shitty background checks etc. no thanks, also you lose spots for light-duty people (hey, you might be there someday)
You want ets to investigate crimes? we barely have enough to process scenes now,they also aren't trained as detectives, what exactly are you smoking?

I've been in the patrol division, in a district, in a beat car, for 25 years. I'm not complaining. It was my choice. I have no problem with guys that are in units either. Everybody is beating each other up because we are short of manpower. Stand behind each other and channel your energies at getting more police hired. Make sure all the taxpayers know that they are being neglected due to a lack of police.

Thats to help him cut down on the time needed to make the changes. He is running the CPD plus trying to figure out Who is Who, who does what, what is what, etc. So bring in someone to take notes and get things in order. That is the same way most things are done.

We've always had units. We've always had p.o.'s detailed out to units. but we've never had a manpower shortage like we do now. we lose about 30 to 35 officers every month. Units are necessary. They serve a purpose and most there, are great officers and pull their wait and then some. Answer to our manpower problems, hire more police officers. the city needs to get their head out their ass and hire more cops.
