Humboldt Park Chaos?
Our comment section started lighting up just before 9 PM, but there doesn't appear to be any coverage on the networks, radios or websites.
We're getting unconfirmed reports of stabbings and massive gang fights across the entire park. Supposedly, Tact, Gang and Response Teams are being called out from districts across the city to go to the Puerto Rican festival in full riot gear, even gas teams being assembled?
Anyone have the actual story? We can't imagine anyone missed this one coming. Its been building for days and the weather is only going to aggravate it.
UPDATE: A couple of veterans saying it was normal behavior for the fest, just a couple of larger half-assed fights, mass dispersals and the like. They say it looks worse because we're undermanned and won't fill the wagons.

We live South of Division between Western and Rockwell. All calm here as of 12:08AM. I did notice a few of the old DOG ASS NEIGHBORS who’ve LONG moved out of here, (10+ years), walking thru as if they’d never left, but quickly realized they were VASTLY outnumbered on THIS block and KEPT on walking.

Whats hilarious about it is the officer was at a fundraiser dressed as a clown. Im not tryin to make light of the situation but since it all ended right I think its pretty damn funny. Heard a ton of sirens between nine and ten-thirty, but no details. Neighbors exclaiming 'oh, fireworks' (I don't think so, yups).
Not going to bother anyone by phoning them to ask, though, while they're dealing with total lunacy out there tonight.
I am assigned to gangs and have worked the fest Thursday and Friday and I can say this is not true.
Thats why I take a 6B Furlo & head to the Northern nether regions. Had my fill of early summer savagery. Good look see you after the 4th.

I'm in Noble Square (Chicago and Noble) and you can see that there was a lot more "group" activity over here. Groups of 10-20 teenagers walking around, screaming things that I couldn't understand. No gun shots, just screaming?
If you're not a Chicagoan (lived here for at least 10 years), you need to be very careful where you go in the summertime.
Here's some free, important advice: Avoid anything west of Ashland(1600 West), from N3000 to N600. And if you're south of Grand, turn around and head north!

Cancel the Fests..its over..no money and we want no more killings of Police or Civilians (dead is dead for a long time)....we're in a murderous city...enough is enough..time to think of vacating. Venitian Night was cancelled years ago with calm, clear waters and the boaters paid to be in the Venitian Parade..but that was cancelled so why not the rest of the fests???

None of it is true. I've worked Puerto Rican Fest for a while now and this was the most boring one I've seen. Cannot even compare to what it used to be.
Where's the Crystal Ball Unit? Only a deaf/dumb/blind person would not have been astute enough to predict this. But yeah, there sure were a lot of blades of grass saved due to the South Side Irish Parade being cancelled!

It actually wasn't that bad this year. Only one person shot (Washtenaw and Division).
This stuff takes on a life of its own after a while. All these nutcases have been watching what has been going on since Memorial Day and are waiting for their chance to cause havoc at every big event in the city. "(A) citywide 10-1 (officer distress call) just ordered at Humboldt Park. Gas teams are being called. Reports coming in that 400 to 700 people are fighting in the park, with larger crowds trying to join in. They are sending us up there right now," said an apparent Chicago police officer.
The alleged officer's comments were posted Friday around 9:11 p.m., and seems to coincide with our news report highlighting a purported brawl at 1506 North Washtenaw Avenue.
According police dispatch, Friday, around 9:44 p.m., a large group of women from the Humboldt Park Puerto Rican festival, were fighting in the streets in front of the Washtenaw address.
Why do they still have this fest? The yuppies have bought out most of the property around the park. How about just having the Puerto Rican fest on Division between California and Rockwell?

UPDATE FROM CAMERA HOUSE:
Sorry, all - we missed all of the stuff going on in the park on Friday evening because non of it spilled over to Homan Avenue, 2 blocks west of the park.
While the festival proper may have been chaos, it was well contained at Kedzie on the west. We have no personal knowledge of how it spilled out on the east, south and north sides of the park, but my partner did see chaos in motion as he came home from an work-related event near North Avenue and the Expressway about 19.30. After that we were in for the evening.
The men and women of CPD provided excellent patrol frequency and we could see several interactions caused by overly loud music, and even saw some being pulled over for flags being flown from sticks, outside of vehicles.
Overall it was a mostly pleasant Friday evening on the West side of the Park, with the intersection of Homan and Beach totally quiet.
An interesting aside, the little gang bangers, who normally claim the corners and so brazenly sell drugs from the parkways in the 3400 Wet block of Beach Ave, are suddenly no where to be seen and taking obvious pains to NOT be seen on the cameras as they take some pretty funny routes to get from one location to another - mostly avioding actual on-camera presence.
Could this be because of the proximity of Lowell Elementary School to the intersection - less than 150 feet away, and something about gang activity in such a close proximity to a school?
Not being either CPD or an attorney, we are not up on that part of the law, but are certainly going to make it our businness to find out and, where applible, make certain that video of anyone flashing gang signs is turned over to the proper authorities.
THANK YOU CPD - for putting your lives on the line every time you hit the street. A very special thank you from the residents of the West Humboldt Park area who are truly appreciative of all your efforts to make this a safe place to live.

You didn't make it better, the extra manpower did. Extra manpower that wouldn't be needed if the districts weren't so short on people. People who weren't replaced through hiring and people who were sent out to BS units. You no doubt thought that being in TRU or MSF made you special and "elite" but in reality you were still just a patrol officer who got to take really long lunches. Things are going just fine without these units or at least as well as it always has. You're just upset because you can't brag to the skanks in the bars anymore about being in a "special" unit. Skilled at having 5 MSF's do a Pinch for small amounts of drugs.

We are undermanned in every district..We aren't understaffed at the PF.

I am a young dynamic aggressive officer who worked my tail off to get to MSF. I was the "tip of the spear". I worked in the toughest most dangerous neighborhoods citywide. Iam laughing now cuz the city needs my expertise. They should never disband us. Whose laughing now? Me and my MSF team mates!!!

The SS Irish Parade needed to be cancelled. It waas completely out of control, and all the officers available were given to 022 for it the last 2 years it was held. We had the best, most aggressive officers out there, and it wasn't enough. Too many people, especially out of control people, both from the burbs and the neighborhood.
Also, not well publicized at the time was the fact that in each of the last 2 years it was held, there were 2 massive fights in the CVS parking lot at 111 and Western Ave. In both cases, a teen/young adult suffered a cracked skull, both critical condition. When told of this, the parade committee finally agreed that it was too risky from a liability point to do it anymore.
Trust me, I know quite well about this one.

UPDATE FROM CAMERA HOUSE - 18.03 on 18 June . . .
For about the last hour the gang bangers have been starting to congregate at the corner of Homan and Beach. The primary colors are YELLOW/BLACK and RED/WHITE. They are mostly on the NORTHWEST and NORTHEAST corners of the intersection.
CPD has been patrolling steadily and keeping the activity down to a dull roar, but the gangs were beginning to take over the street - standing in traffic, flashing signs to vehicles and other gangs - and otherwise bringing traffic to a stop.
We've been using a hand-held to get close-ups of some of the more interesting activity - the new comers - the license plates of interesting vehicles, etc.
Lots of people sitting on top of moving vehicles and the typical horn sounding.
CPD has now stepped up the patrols and the gangs have cleared from the side-walks and the streets.
Traffic is unusually heavy for a Saturday night but not nearly as bad as last year's Saturday during the festival. Between 19.00 and 21.00 it turned into a real riot on the street and we had more than 65 squads just on Homan, between North and Division. This is, so far, much more controlled - Thank you!
There was a chopper circling the park area for a few hours. Don't know if it was CPD of one of the news teams, but we could not get any ID - even through the 2X zoom on a hand held.
We did, before CPD increased patrols about 30 minutes ago, get about half an hour of footage on the hand-held of the gang-bangers in the streets: throwing signs, flagging down cars and stopping them in the middle of Homan Avenue, stopping south bound traffic all the way back to Hermitage. We got some great close-ups of their faces and license numbers of some of the cars which were stopped we had not seen in the area previously.

People, please stop crying about the injustice of the termination of the South Side Irish Parade. You sound like fools. I am a South Side Irish Chicagoan and truly loved the event that it USED TO BE. However, it turned into booze fest for every idiot that could find their way to Western Avenue. It is not UNFAIR that it ended and Bud and PR continue- it is logical. It is common, acceptable behavior for the participants and attendees of both Bud and PR Fest to get drunk, high, stupid and combative. Sadly, that is how they celebrate. That IS a family event for them. It is nothing out of the ordinary to whip it out and piss on your neighbors front lawn, screw in their gangway or puke on their porch. It is their way of life and they've either chosen it or accepted it as everyday life. We HAVE NOT and I hope to God that we never do. That is why it was canceled. In my opinion, it showed care and respect for a community that refused to be shit upon (literally) and allow their community to be turned into a ghetto every March.

I was there both Thursday and Friday night. It was completely normal for the fest. The PPOs were a little shaky...but that's to be expected. There are very few things that experience can't trump.
That being said...1400 was out of fucking control! Has this bitch ever seen street duty? She was screaming on the radio for NO REASON. She was walking up to veteran officers and ATTEMPTING to belittle them. it was riddiculous. She shut down a music tent that was playing....(wait for it)....MUSIC. I thought a 10-1 was looming.

Can we please all admit the honest truth? It was a bad idea to disband MSF and TRU. We were "the quite professionals" and "the tip of the spear". We went into the most dangerous neighborhoods citywide and made it better. MSF and TRU need to be created again. All of the disbanded officers should be sent back to their units.
Oh Please! Quit your whining. Tact teams from districts used to do these types of details and kept the fest under control. What are yoy saying, since MSF and TRU are gone everything is going to go to shit now? Get over it. Units come and go. Deal with it. Signed a 13 year vet. Who worked back in day when Tact Team and officers from outside districts were detailed out to all events.
It was good to see both 13 n 14 Dist officers saturating the area around the fest. We had many shot fired calls last night both in 13 n 14. Both Dist were present in each case. There was a little bottle throwing action on 14 side but it was controlled. Tonight will be the same.

vThe SS Irish Parade needed to be cancelled. It waas completely out of control, and all the officers available were given to 022 for it the last 2 years it was held. We had the best, most aggressive officers out there, and it wasn't enough. Too many people, especially out of control people, both from the burbs and the neighborhood.
Also, not well publicized at the time was the fact that in each of the last 2 years it was held, there were 2 massive fights in the CVS parking lot at 111 and Western Ave. In both cases, a teen/young adult suffered a cracked skull, both critical condition. When told of this, the parade committee finally agreed that it was too risky from a liability point to do it anymore.
Trust me, I know quite well about this one.

I'm not Irish nor did I go to the parade but how do you compare a fight at the parade as being worse or more out of control than a week of fights, stabbings and shootings at the PR fest

I can honestly say that I believe this is the last year for the TASTE, the city lujacked it to the park district and I predict that there will be big problems there this year, The THUGS are going to run up against some serious opposition with the Anglo Saxon boys and the macho Hispanic men who are very family oriented. When Dude disrepects their women and kids look out. What a shame, that there is not going to be enough POLICE there thisyear, Our SWAT boys will work overtime walking around with backpacks with the new cut down rifles. Inside of these packs they will have Police baseball caps, and when they have to deploy, out and on go the caps and the guns get taken out of the bag. It's a Covert Operation, So SHH, don't pass this around, Sorry AK but you my man are losing your mind, this ain't Blackwater.

This year the city has made the determination that it is safe to staff the midway of PR Fest entirely with PPO's. According to the order, which is all BS to cover downtown, each PPO was allegedly assigned to a PO. In actuality, a minimum of 10 PPO's were supervised by one lone PO! This feat of stupidity unnecessarily places each PPO in a precarious position of possibly losing their job due to a lack of supervision and as every exempt on the Department should know major scandals and catastrophes have been a result of supervision policies like this one. If this were not enough, downtown reduced the manpower 5 to 6 teams each night and the fest manpower was approved by the tact Lt & D/C. Talk about a recipe for disaster!

CD had been able to keep Kimball Avenue, between North and Division, pretty much clear and open all day, but that broke down completely after 21.30,
The gang bangers began to congregate in earnest on both Kimball / Beach and Kimball / LeMoyne, and set-up a total street shut-down mid-way between the two, in the alley, next to the white garage, on the east side of Homan.
The street is now totally out of control and mostly shut down.
We just made our first call to 911 and the female operator who took the call kept asking if there was a parade going on. We finally gave in and said, "yes, and it is not a legal parade because it is gang bangers and they are totally blocking traffic now."
So far, no vehicles dispatched, but both the fire truck and the ambulance who came through with lights flashing and sirens blaring had a very difficult time getting through and, hopefully, they also notified their dispatch of the now corrupted streets.
Wonder if anything will be done or we will begin our, what has become annual, fight with 911 to get someone dispatched . . .

UPDATE 23.20: 911 did dispatch to the area. I am certain that having CFD and the Paramedics make radio calls at about the same time we called did not hurt anything, either.
CPD's finest are doing their best at this time. They swept the streets in the area with several drive throughs and that only stopped the rowdiness and gangs for the moment they were there.
Next thing we know the helicopter was overhead and there were several blue and whites with lights and sirens. They are now at either end of Homan - one at North and one at Division, and the traffic is significantly lighter.
There are also two blue and whites at Beach and Homan but they are far outnumbered - with only 4 officers to the probably 50 or more gang members who are still holding ground at the white garage on the east side of the street, midway between Beach and LeMoyne on Homan.
Thanks, Officers - but this is not worth getting killed over and they have guns, too. [None we've seen tonite - but have all too frequently at other times.]
So, now it is the standoff between the cockroaches and CPD. Someone care to call in the scoops from Soylent Green?

Saturday night's shutdown of Homan Avenue, by members of several different gangs, had turned into a "memorial service on wheels" for Jovany Diaz, with many of the vehicles which were participating in the unauthorized parade and shutdown bedecked with "RIP JOVANY DIAZ" memorials and pictures affixed to, and painted onto, the vehicles.
Homan Avenue, between Division and North, is now clear of almost everyone and everything except CPD.
The chopper I noticed earlier is indeed a CPD vehicle, and has a very high powered spotlight. The four officers who initially responded at Beach and Homan, after assessing the situation, called for reinforcements and they came in droves.
Marked blue and whites, unmarked, the helicopter, with the aforementioned chopper, complete with LA style searchlight, augmented by more than 16 all terrain vehicles - showed up in force, from all directions, to take back the streets.
It was very interesting to note that even after being approached by officers on foot, members of the gangs initially refused to disburse. Those gang members who live on the north side of the street, in the middle of the 3400 block of West Beach, attempted to stand and retain the northwest corner of the intersection of Beach and Homan, but were finally persuaded when outnumbered by the group of officers who approached them on foot and asked them to leave a second time.
Three known gang members absolutely refused to leave the southwest corner of Beach and Homan - until the all-terrain vehicles showed up. That surprised most of the cock roaches who quickly beat it in every direction - only to be followed by the ATVs - the drivers of which were all dressed in riot helmets and ready to enforce the law.
As part of the process, those who responded did a very thorough job of sweeping not only the primary streets, but also of sweeping the side-streets, alleys, and following-through on both disbursing, and ensuring that no one else entered the area.

When there are a couple of hundred gang members holding the street hostage, as there were tonight, on Homan Avenue, between Beach and LeMoyne, it can be a difficult task to safely engage the enemy.
As now, 00.35, there are still cars patrolling with the lights on, but the street has now returned to normal and it appears as if CPD lost no officers in the process.
Keep up the excellent work Officers - but PLEASE STAY SAFE!

Bull Shit. "They"-Upper CPD management(FGross & CO.) cut and cut and cut manpower every year.It got out of control because we were NOT given the Manpower needed for such a large scale event.FGross had the bright idea to put up "No Drinking/No Alcoholic Beverage" Signs along the route, instead of giving us the Manpower that was NEEDED.
This cluster fuck evolved from "quality of life issues" to bonafide crimes against person/property. Pull the tapes, listen to the 10-1's. All because of fucked up upper CPD management, not the "foot soldiers".

Yeah, 1400 on scene and would make a decision... D.R. showed up and took charge and the street was cleared after a pretty decent scuffle...Arrests made and someone got TASED. Outside unit was in area asking for the car that called the 10-1 and no one would come up...Couple cars called by specific beat number, " Not me, Not us" Unbelievable, don't get people hurt calling it if you're not going to do the right thing...

Fuck it let Tinley, Orland, and Oak Forest have their own SSI Parades. Thats where most of the arrestees were from, and thats where their families all fled to from the South Side neighborhoods.
Saturday night was very busy, a few 10-1's, a lot of assist calls, shots fired, foot chases etc. we were able to keep it together, even though we were largely outnumbered. There were so many arrests that 014 stopped taking prisoners, all prisoners sent to 025...

Let us be honest about gangs. They are not loose groups of wild kids, that definition might have been accurate 40 years ago but now they have evolved into something more sinister. The gangs have become full fledged governments complete with what defines a government:
Gangs have a turf, or territorial footprint; gangs make and enforce their own laws and customs; Gangs collect taxes; Gangs have a ruling class of officials; and gangs make treaties.
Like any legitimate governing body gangs also: Order executions, fund and train a standing army, enter into business, and last of all go to war.
These activities have been allowed to fester and grow under the noses of city officials while warnings from the good guys — like teachers and cops — are totally ignored. If things keep going like this, the problem will grow even more deadly.
United States of America Independence Day July 4th fireworks cancelled in Chicago due to the high cost to the city in these tough economic times.
Don't worry though, Puerto Rican Independence day celebration and parade will go on for the entire 9 days at a cost of 9 Million dollars to the taxpayers.
My only question is, why are the legal, hardworking, taxpaying residents of this city allowed to be treated like residents of a third world country and every thug, theif, criminal and illegal alien here are treated like royalty????????????????
