And Another Tax Hike

  • Chicago Public Schools’ new financial team unveiled a $5.91 billion budget for 2012 that eliminates a record $712 million budget gap by raising property taxes to the maximum levels allowed by law, making deep cuts to the central office and middle management, scaling back police patrol on school campuses, re-drawing bus routes, and likely scores of layoffs in schools.

    The tally includes nearly $87 million in cuts to teaching positions, mentoring programs for at-risk students, bilingual education, literacy initiatives, extra-curricular math, science and technology clubs and other afterschool programs, and reduces academic services for some of the district’s lowest-performing students.

    As if the tax hike and the litany of cuts weren’t enough, officials said Friday they will also have to drain the district’s reserve fund by $241 million.
The beancounters claim it will be an additional $84 on a house valued at $250,000, but no word on how the housing market devaluation is affecting all of that.

When they calculate that figure are they taking into consideration ALL THE MONEY THAT WON'T MAKE IT TO THE SCHOOLS? Did they factor in all the TIF districts where the increase gets funneled into TIF funds and therefore the school never sees a dime of it? Were the bean counters smart enough???

I thought money from the state lottery was supposed to go to fund the school systems. The schools are broke and no money from the lottery seems to go there. Nobody says a word about this yet our taxes always go up. Fuck this city, county and state. Fuck Daley, Rahm, Quinn and all the other thieving politicians.

Get rid of all busing except for the special ed kids who have to go to a school outside of their area because there is no special ed availability in their area schools. Or put special ed in their area schools and then you can get rid of the busing completely. Want your kid to go to a magnet or specialty school? Drive them yourself.

big fat momma with seven kids sends them all to school for free because she never worked a day in her life and gets everything for free--- they all get a breakfast and lunch for free also--- no wonder the board has no money--- so instead of going to all the big fat mommas and asking them to change their behavior, they go to the working man and hit him up for more because it is so much easier--- no raises for the teachers and a higher tax bill for all home owners but nothing happens to big fat momma and her illegitimate brood....

To 2.02am,,,,all lottery net proceeds money do go to the schools, BUT money is diverted from the General Fund then and used to fund other programs.....it's been like that since the lottery started in '74

It was sold to us as additional money, but never happened that way......those jag balls down in Springfield saw another cash cow of money to piss away.

I just found $600,000 a year we could save from Eddie Burke's Chariot Detail. Just because the value of your property has crashed does not mean you will not be paying the same or much more in taxes. No wonder Daley got out when he did. What a mess!!!

It has gotten to the point where the TIFs skim approx 500 million dollars per year off the top of all the money that is collected in property taxes in Chicago. 30% of the city is under a TIF meaning that the remainder of the city has to fork over more and more of their money in property tax increases to make up the difference. I don't see the Ballerino giving back any of this money again any time soon.

how many funerals for cps students did cps budget for the fiscal year,suprise ha,cps(taxpayer) pays for cps student funerals,even if they get clipped shooting dice on the street corner at 2am miles away from the nearest cps property.how about the director of bereavement who arranges the funerals for the "fallen" cps students who gets paid six figures!cradle to the grave.did you ever notice how the media gives the number of public school students killed in the school year during their report,where do you think they get the number from,the director of bereavement of course, along with the eighth grade cap and gown photograph.tax dollars at work,the chicago public school way.

More money to CPS would just be like throwing it down a black hole. Its time to force CPS to cut WASTE, not essential programs. Get rid of some top-heavy administrators.

Of course, they also need to redefine what is considered essential programs. Why should they have to feed every kid breakfast, lunch and dinner while the parents also get Link cards to supposedly feed their kids?

The After School Matters business is a farce. The City began giving them money when it became more and more difficult to raise money from foundations and events.
It's not as if the program participants aren't hand picked or anything.
Raising taxes on homes that are worth far less than 5 yrs ago is another joke. And, it another example of the insane way all of the gov't agencies have been using tax funds since the 80's. There is no control. We need to stop financing goofy projects. We need term limits for ALL elected officals. And, we definitely need to end pracitces like the govt paying for elected offical's guards. If you don't feel safe in your job-resign-it is very simple.

Not sure if we are misunderstanding each other but TIF and Lottery are 2 completely different things. A TIF fund gets it's funding from property taxes. When the city council votes and creates a TIF district all property within that district contributes money to the TIF over time. It works like this:
say the area from madison to jackson, and from ashland to damen is deemed a new TIF district. Whatever amount is collected in property taxes will stay frozen at that amount for 21 years. As property value goes up or taxes increase the amount of property taxes collected above the frozen level if funneled into the TIF.
So if $1mil were collected in the last year before the TIF were created as time goes on anything collected above that $1mil goes to the TIF instead. What happens then is it creates a shortfall for the schools, parks, and everything else tax money is normally appropriated for. Then all those entities cry poor. The problem is even if taxes are increased no additional money goes to where it is needed....the additional money goes to the TIF. 20 years later if the total amount of property taxes collected increased five fold to $5mil only $1mil would go to fund the schools, parks, ect.... the other $4mil winds up in the TIF.

actually, it's only the amount of taxation increased by any increase in the assessed value of real property, after the TIF has been designated, that is skimmed off into any given TIF.

our property taxes are based on 3 factors: 1. assessed valuation, 2. total requested revenues, 3. the tax rate, ie., multiplier.

this is how the sneaky bastards were able to claim that the tax rate had not risen, while our tax bill amounts continued to climb over the past 20+ years.

our assessed valuations continued to rise as the tax rate multiplier remained the same, thus producing an increase in the actual amount of property taxes billed/collected, with the county government agencies all competing to submit higher and higher requested budgets, to keep pace with the increased actual tax revenues.

if the tax rate is increased, as is being proposed by the increase in requested tax funding by the CPS, then, were a TIF designated property to have it's assessment lowered below the assessment amount it was frozen at, (when the TIF was first designated), the actual property tax amount might still increase, based on the CPS's request for more money, but that increased actual tax bill amount would go to the CPS.

were the current assessed valuation of your property to be above the TIF'S frozen amount, then all tax amounts above those based on the frozen assessed value would go into the TIF, regardless of how much of an increase in the tax rate were applied, to, presumably, meet the total amount of taxes requested by the CPS.

so, not only will your property tax bill increase, based on the CPS requested increase in the tax rate multiplier, but, if your property is located within a TIF, and your assessed value is still above that which it was frozen at when the TIF was first designated, then the increase in your actual tax bill amount will still be skimmed off into the TIF.

This from a public school teacher who got a waver to live out of the city and the tax won't affect her. Rahm should include all non city resident teachers in an $84.00 per month pay cut to do their fair share. Residency for all or none.

The first order of business should be going through the actual student enrollment and getting rid of every single "student" who actually lives in the suburbs. I have taken many a report where the "victim" gives me an address outside of the city. Make everyone go to the school in their own district. Lets charge these high school basketball coaches who use school facilities for practice with their AAU teams. Gym time can run upto $50-$75 an hour.
Meals: Breakfast, Lunch, and sometimes dinner for those who are in Night school. Yes, Night school because they didn't go to school during the day, so lets feed them again. Schools with 3 Vice-Principals, 2 Deans, Head of Security, Head of Culture of Calm, Head of After School Matters,Several counselors for just about everything. Private schools pay their coaches a small stipend of say $2500, but at CPS the average is about $5000 with assistants getting about $3500. Everyone wants a stioend for something. Parent volunteers want to get paid - excuse me- but "volunteer" means just that. Everything from books to physicals for the school year are given without batting an eye. If people were charged even a small amount of money, then maybe stuff would be taken care of. Why do we pay for every piece of equipment for a CPS "student/athlete" including shoes, but that same kid is wearing $200 gym shoes. If they have that type of money, then pay for it yourself. Give me a pen and 30 minutes, and I can cut the budget in half.
