A Good Question

  • With a summer heat wave upon us, beaches are already packed and the popular Air & Water Show is just around the corner. So why aren’t police officers going to be patrolling the lakefront on ATVs?

    CBS 2 [...] reports that top brass at the Chicago Police Department recently ordered all ATVs removed from the beaches.

    At North Avenue beach on Wednesday, there were plenty of police officers on foot and riding around on bicycles, but none on ATVs.

    The vehicles apparently aren’t designed to be used on the roads so that officers can ride them to the beach.

Surprise! Because everyone knows bikes work so well in the sand. So why even have these things if they can't be used as designed? Or used in an optimal capacity? Someone probably thought they looked cool.

after so many years they have been using PAPV's(since before 1992 when I ame on) now they decide they are not safe to operate on the streets? something doesnt smell right here......

Shitheads living on the 7500 block of W Belmont had a party tonight. All was fine and dandy (if shithead's breathing is considered fine) until 2 f/4s decided to pepper traffic with empty beer bottles at the intersection of Belmont/Osceola. 25th Dist Officers responded quickly and efficiently.

How can you hold an air show in this kind of heat where people may be falling down because of it and with millions of people preventing the first responders from being able to get where they need to be!

The reason is the state doesn't allow the "sand" tires (off road thread) on streets and the "street" tires (slick) are useless in the sand. There are ideas to store them at the water reclamation plant at Ohio St or even at North Ave. Beach. Then the problem is finding a way to refuel them.
This isn't a CPD screw up but instead state law not allowing "sand" tires on streets.

OT: I called the fop about putting the seniority dates of the lowest bidders back up on their webpage each month so we have an idea of what kind of time it takes to get where. Rich Aguilar's response (thru his secretary b/c he is too good to talk to a lowly p o about this matter) was that it was the least viewed page on their website and not worth the trouble doing cause nobody looked at it anyway.
Hey jagoff, I look at it!! Every month, and a lot of people I know do too. Quit being a lazy fuck and do what we hired u to do. Jeez. And maybe if u didn't practically hide the page on Ur site more people would look at it Asshole.

We were also told in 025 that they cannot be used in the parks either! Cannot drive them on the streets to get to the park, so they must stay at the station. Real smart! These things worked great, especially at Riis and Blackhawk parks dealing with the bangers.

Yes...using some kind of trailer to get the papvs down to the beach is a good idea...but...the bike paths at the beach are actually considered roadways and this would be against the rules as well. Now what?

They told us 20 years ago that these things were dangerous on city streets because of the tires. We were told they were especially bad on wet city streets, and flip easy. Someone must have a pending lawsuit against the city for an IOD.

Does anyone here remeber the Cushman scooters of the late 70s-early 80s? You sat in a tiny seat in the cab to drive them (one person vehicles) and they had a cargo space in back for ???

The damned things wouldn't turn a corner, go over small bumps let alone curbs, and they would not operate in sand either. Still they would haul a golfer and his clubs around, if the golfer stayed out of the sand traps.

You could probably trailer one of these to Wisconsin . . .

The PAPV's being taken out of service is because of a pending lawsuit the city just got wind of. Something about a person at the Gay Pride parade who got hit by one a few years ago. I dont remember the incident, and dont have any other details.

has everyone forgotten the female officer who ran into/over a few people while driving that thing while in a huge crowd. she had little or no training on that sand buggy. she was taken from caps office, given minimal training and told to report to the detail (forgot the detail) so...the city is probably afraid of the money it will cost them for a repeat of that earlier event.

The CPD PAPV's were modified with street tires and lights for street use. The IVC was then modified to exempt them and allow for their registration and plating. With the tires they have on, they are pretty crappy in soft sand and useless at the beach,except for driving on the bike path. I think their use is being restricted based on the case in Miami, where 2 officers were playing around, drunk, and with female passengers on the back an killed someone.

Ok I'm confused again by this departments logic(I guess I shouldn't be surprised after all these years). Last year I had to take a mandatory PAPV class which was supposed to be an all day training. (Actually lasted about 30 minutes). The idea was to utilize 2 PAPV's in the district per day. During the training the P.O.(instructor) stated that these PAPV's were to be used off road not on the city street. There was also a big warning sign directly on the gas tank of the PAPV with stating do not ride on the paved streets. I immediately took a picture of said warning. So what comes next? We are told/ordered to patrol the rest of the day on the streets on said PAPV. Well unfortunately no accident/injury occurred so I wasn't able to file my lawsuit lol. But the district continues to send 2 officers a day out on these PAPV's even though the warning sticker is clear as day.

The NHTSA (Nat'l Highway Traffic Safety Administration) were the ones who recently ruled that 4-wheel ATVs (our PAPVs) cannot be licensed as passenger cars like they are for police use and therefore cannot be driven legally on public roads, even with the modification of adding street tires. This change affects several police agencies across the country. Chicago PD is not the only one using 4-wheelers on patrol. The ruling came down nearly a year ago. The department has simply been ignoring it because the PAPVs are perfectly suited to what we use them for.

This time the department chose to do the right thing and keep using them as long as possible. It's the Federal Government who has taken another perfectly good law enforcement tool away from us.

When the new ATVs were ordered to replace the three wheel Harley fleet they were ordered with modifications that made them STREET LEGAL. Unless things have changed since I retired, the specs should still be the same.

When did the unions bargain away field personnel the right to a day off? Lollapalooza is this weekend and 2 people from the district are being forced to work it (yeah they get paid but they had plans with the family which is worth more). The tact team was short and the district had to take watch people who were RDO. But why not be able to take volunteers even if they work another watch? Days off mean those people may have been free. This is crap!

I hope people see this - this kid is the opposite of the one who was recently caught shooting out windows with a bb gun before turning it on the police. All those trophies his mom is displaying - he obviously had someone who put time, effort, money put into parenting him. And no, I'm not saying you need to spend money to be a good parent - I'm saying this kid was obviously cared for, he wasn't roaming the streets armed well past curfew causing mayhem and grooming himself for worse while nobody knew or cared where he was - no need for anyone to locate who he belonged to, his mother was right behind him at the hospital. Couldn't help but notice that he was in 8th grade at 13, by the way, as opposed to 6th.

Do you think his death will be as big a deal as the kid who lived? I've been seeing flyers around the south side calling for justice for Jimmell - using the same cropped photo of just his head and quoting the newspaper calling him "just a doll, best kid ever" or something like that. What about Darius, do you suppose people will march in the streets for him in anywhere near the numbers calling for police heads? Where will be the outrage and calling for an end to violence done to those who are truly innocent, who didn't do anything to anyone but play basketball, in a park, in broad daylight? If there is any, I'm sure it will center around the police, who are again to blame for not being there to prevent it - and I suspect it won't be his family out there calling for heads/cash.

The quote from his mother, about a certain peace at least knowing that he died doing what he loved, breaks my heart. I'm disgusted and so very sad.

This is really interesting since they used those same ATVs to clear the streets at North Avenue and Spalding; and again on Kimball, between North and Division, on the Saturday night when they were attempting to clear the crowds after the closing of the Puerto Rican Festival on Saturday night of this year.

In both cases the ATVs were running on both the sidewalks and the streets causing the gang bangers to scatter like cockroaches.

At least one officer involved asked camera house to add speakers so he can play Wagner's "Ride of the Valkyries" - ala the "Apocalypse Now" scene - when they have to do it all over again next year.

Bring back the SCOOPS! - oops, wrong movie . . . Bring back the ATVs!

These things were unsafe on the street from the beginning. Bill Corbett was Cmdr of Motor Maintenance and made the call to buy the 1st PAPV's, they were bought from Polaris.

Polaris stopped selling directly to the city and stopped shipping parts because the city slapped license plates on them and used them on the street and they were not DOT approved for street use.

Coppers were getting hurt in accidents and started suing Polaris and Polaris said enough is enough. Typical city bullshit.

City started buying Yamaha etc. Still, they were all off-road vehicles. Yamaha and Polaris never made a PAPV, the city invented the PAPV. Unsuitable for street use.

This is probably a LIABILITY and TRAINNING issue.

Remember the video of the CPD copper who ran down someone at a parade on one of those things. I have to feel pretty bad for that officer because there is almost nothing worse than the feeling you get when you are at the controls of a vehicle and it is headed for tragedy and there is nothing you can do to stop it.

I have driven motorcycles for over forty years with no bad results and I tried to drive something similar to those PAPVs and damn near killed myself trying to get out of the parking lot.

They may be used again, but it will take a lot of training and practice before you want to turn them loose on the public.

Stay safe, don't start anything unless you are sure you can stop it.

So if they were not designed to be operated on the streets and the department forced many POs to drive them there, then all subsequent accidents and injuries are subject to a hearing for damages. I do recall a few POs taking time at summer mobile :) shame on the department for forcing us to use them! lol
When they admit wrong doing stick it in and break it off. Cause you know that's what they'll do for you!

That's one hell of a coincidence.

Last week Hinz reported that former Daley Chief of Staff Ray Orozco and former Department of Cultural Affairs Acting Commissioner Katherine LaMantia also landed softly at After School Matters as the non-profit's CEO and Chief Financial Officer, respectively.

Orozco is being paid $185,000 by the charity.

Perhaps the decision to get rid of the PAPV's is when the officer driving one during the Blackhawks Stanley Cup Parade actually ran over an officer that was on foot. I'm not sure what the outcome of that was... perhaps the lack of training on driving them? Or what? They were great for Summer Mobile and the parades and fests... especially Bud Billikin.

Today's Comstat meeting was, in a word, BALLISTIC!
Carothers AND Welch were royally reamed a new ass today by McNutty; the meeting was actually STOPPED as McNutty called the A/1 Deputy Chief and the 007th Dist. Commander to his office 'for a brief private discussion.' Oh, to be a fly on that wall!
Jarmusz of 009 was also reamed out by McNutty, but not to the extent of Welch & Carothers.
There was also a heated discussion about the dramatic rise in robberies in 021, specifically the Hyde Park area.
A tact Sgt. who spoke on this didn't know any of the specifics of any of the robberies, and this was NOT acceptable to McNutty, who demanded a detailed report of the specifics of each of those robberies compiled by that Sgt. and the Area 1 Deputy Chief
(Welch again) "on my desk by the end of business today." What wasn't discussed is how short the UCPD ranks have become under the half-assed so-called leadership of John Doty since he arrived there as their number two guy. On most days, there are more exempt UCPD officers in their station than there are officers out patrolling the streets of the U of C campus; it's no secret that most, if not all of the UCPD officers (particularly supervisors, who are not allowed to unionize and have no job protections in place) are in fear for their jobs, as Doty has been on an almost nonstop "you're fired" binge since late last year. The lack of a serious police presence on the U of C campus has got to be a contributing factor to the rapid rise in robberies there for this year. Hoo-boy, I don't know when McNutty is going to break his Joisey accented feet off in some exempt asses, but that day is definitely gonna come very soon. It would come as no surprise to see that Carothers and Welch lead the list. And is the rumor true that the SCREAMING SKULL retired, effective yesterday?

The ATV,s that the Department Now uses are 2 wheel drivew Kawasaki Brand. THey were modified with Street tires, turn signals, horns and windshields to allow operation on the street. They work fine on the street, grass and dirt bike paths, as well as railroad right of ways. THEY DO NOT HANDLE WELL with street tires on sand. THat is most likely why they are not allowed on the beach. Most likely some coppers were driving them like idiots, got stuck tipped them over standing on the sideboards, not wearing helmets etc and screwed up a good tool for PArk, and lakefront use if operasted safely and sanely. THe IVC code was changed to allow the modified ATV now called a PAPV to operate on the street. They are prone to roll over if driver too fast into a turn. That is generally operator error and lack of or ignoring the training regarding which way to lean etc. Its exactly oposite of a motorcycle. My guess is some coppers screwing around caused this.

I've taken the PAPV training a couple of times. I think the guys who trained it did a good job of reiterating just how dangerous they can be. Especially in the wrong hands, or to someone who becomes over confident in how they handle after 10 minutes of total riding time. The tires are an issue if they are driven over aggressively. Not that any Copper would ever do that. Come the Bud parade they will see how fast things get out of hand without the response teams out there riding the PAPV's to back the crowd up or get to some poor copper who needs help in that sea of shit. Word is the Sgt of the driving school hates the PAPV's because he's afraid of being sued.

The NHTSA (Nat'l Highway Traffic Safety Administration) were the ones who recently ruled that 4-wheel ATVs (our PAPVs) cannot be licensed as passenger cars like they are for police use and therefore cannot be driven legally on public roads, even with the modification of adding street tires. This change affects several police agencies across the country. Chicago PD is not the only one using 4-wheelers on patrol. The ruling came down nearly a year ago. The department has simply been ignoring it because the PAPVs are perfectly suited to what we use them for.

That can't be true, because other states, like Montana (where I am on the job), you can license ATVs for street use. I owned one and they have the same plate that a motorcycle would have. It needs to have a horn, mirror and headlight. We have ATVs running all around town, on road and off.

The reason is the state doesn't allow the "sand" tires (off road thread) on streets and the "street" tires (slick) are useless in the sand. There are ideas to store them at the water reclamation plant at Ohio St or even at North Ave. Beach. Then the problem is finding a way to refuel them.

This is what is happening....J-Fled if you recall had three brand new ATV's put aside at 51st street with orders that absolutely nobody could use them. He took them out twice for a joy ride with Masters and some other stroke. These ATV's had high end tires on them.

Fast forward to May 2011.
The tires needed to be changed. The manufacture refused to switch out the tires and the cost was very expensive. Now one thing led to another and Legal Affairs research confirmed that the mfg. will in no way endorse the ATV's for street use. So what do we do with 200 ATV's?
We heard the Sgt. from the academy who runs the driving school bitched that the ATV's are unsafe and recommended we sell them.

Have been retired for probably more time than you have on the job, and fortunately never worked for Peterson so I guess I couldn't be described as a dog by your definition.

His return from leave of absence to accept a promotion to lieutenant most certainly deprived a more dedicated sergeant (who ever that person was) from being promoted. And I was not that sergeant nor do I know who that might have been. He did his job and was well compensated for
his many positions and earned his pay for the few months
he spent on midnights in 011 as a new lieutenant before
making exempt. He sure did not have his "heart and soul"
with the CPD when he left voluntarily mid career to
another agency.

CPD calls them PAPV, Police All Purpose Vehicle. CPD invented the term. ATV's are intended for off road use, not DOT approved for road use. That's what you are missing, at lease in part.

Hey retired person that didnt work for Peterson..Maybe you should get your facts straight..he took a leave with 27 years on..not mid career. He always backed the workers..perhaps you should ask one of them but they are probably too busy WORKING. Get a life.

You brought up his dedication, "heart and soul" and "blood and sweat." By the way, we have all sweated on the job and some have actually bled in the performance of duty.

Backing up the working police was never mentioned by me. All supervisors should back up their workers.

You have verified my facts about his leave of absence.

I hope you make it to retirement and are able to also "get a life."

Peterson was a merit lieutenant. Absolute fact. Anyone who denies that is full of shit. He came back to take a merit lt. spot. Condescending a-hole on top of it.
