Carothers AND Welch were royally reamed a new ass today by McNutty; the meeting was actually STOPPED as McNutty called the A/1 Deputy Chief and the 007th Dist. Commander to his office 'for a brief private discussion.' Oh, to be a fly on that wall! - No more deputy supts or assistant supts.
We could certainly use a culling of the useless layers of mid-level exempts. We'd guess that something is definitely in the works as we haven't seen this many hints, clues, rumors and leaks in quite some time. We'll update if we hear of anything happening.
UPDATE: A lot of comments saying Gulliford moved from Area 4 to Area 1 and Welch was demoted.

All I can say is, about fucking time...The real challenge, however, is going to be to find and promote the RIGHT people to lead our department. Can leadership overcome politics?

The rumor is that they are planning on deputizing all the gym and special ed teachers in every City of Chicago High Schools. After a brief 2 week training course in the police academy these city employees will be armed and handle RD#s related to school grounds. This move will put 200 more police on the street that are already city employees.

Also heard at the CompStat meeting was the talk about the new transit Police Agency that will be formed soon. It is going to be run by G-Mac's boy, Pat Schmear, the two of whom are both New York City Football Giants fans, and are also tight with Tiny Dancer. They are just waiting on the federal funding approval to come through - the CPD is going NYC style.

Great question. These changes will be a great indication if leadership will overcome politics and will indicate what direction the CPD is going. The best indicator will be whether DTEB stays or goes. If he stays, we all have our answer....business as usual with politics trumping all else.
This will show whether McCarthy is cop first or a politician. If he is a politician like JFLED, the CPD won't recover after two back to back debacles. The men and women of the CPD won't follow and shouldn't be expected to.
Carothers is staying put, Welch is gone and Gulliford is in.
Fax came out stating that all MSF and TRU PO's who were not successful bidders in the last bid can now only bid to 3, 4, 5, 6, and 7. The Dept wants to thank you for all of your hard work by sticking a thorny rod up your ass. All of the young northsiders better buy smart cars to save money on gas.

TC should be pushing a squad car as a PO. He only made rank x 3 because of his brother. Pull his test scores and writing samples from his promotional exams and you will find he is not qualified for any promotion. He has been in way over his head for a very long time. Perhaps this is why he looks like a complete ass at every compstat meeting. Not to mention he does not surround himself with intelligent people. He is very insecure and needs people willing to suck ass to make him feel like more of a man. In my opinion, he should retire. He is 50 YOA with 26 YOS. He does not have the age to qualify for the healthcare option but the way he brags about his business and all the money he has I am sure he can afford his own HC. I became a cop because I wanted to be a cop. A cop works in a squad car and responds to crimes. A dick follows up.

Like the one officer stated, I have 14yrs on and started pushing a beat car. I show up, listen to the useless un-informative roll-call regarding bullshit when they should be talking about safety and then push a beat car till I go home. We deal with wackos all evening, I give a report or two, lock someone up on complaints only and watch as our future wanders around the street all night spitting, drinking and commiting crime all while getting a check from our government ....that is us...the middle class worker, and I'm supposed to take this serious. I didn't create this mess, I can't fix this mess because the liberals, media, politicians, etc....don't really want us to do anything while they are robbing the country and states blind. I don't care anymore about anything other than safety at work and the well-being of my co-workers, friends and family. I get good furloughs now...they can't move me I have a bid spot and I get paid twice a month for showing up and pretending to do a job I was trained for years ago. You can take parking meters and RAM them up you ass, you can take all these other non sworn personell besides Cfd and Cpd and RAM them up your ass. If you wanted job security in this crooked county you should have tested for a sworn position years ago and gotten off your lazy asses...(that's for all the civilian haters of us....I say Fuck you!). The desk ridden paper pushers who second guess a police shooting because they want us to get hit first...Fuck you too and go back to your panty job of being a back seat driver to sell papers! I, along with thousands other officers have always worked in patrol and have always worked in the areas you says others prefer not to work, where is my superbid for a reward for working in these areas?
I am sick and tired of the TRU/MSF people complaining about volunteering to work in these areas and not getting rewarded for it. When will the PO's who are assigned to these districts going to get rewarded. We are the one's running from job to job, getting personals denied, getting lunches denied, get days of denied while for years TRU/MSF officers worked a 10 hours schedules with 2 hour lunches anywhere, early ducks, not radio jobs, training that district law enforcement is denied, etc.

Another rumor is they are doing the same with nurses and doctors. They also will be ready to handle RD's as the walkins stumble on in. CPD will be up to 13500 in no time!

I don't think Mike Shields is a racist . When I was in Narcotics years back I was on an Area 2 team and had regular meetings with Shields. He was always very gracious and easy to deal with and treated all of us with respect. And yes I am a white guy who had no prior dealings with him..
DTEB isn't going anywhere, he will show McGruff who runs it! DTEB has the dirt on some very important people.
What difference does it make anyway? There is not one gold star worth a fiddlers fuck anyway. Just look at the comments on here. Every boss sucks. It didn't say no more Deputy Chiefs, it stated no more Deputy Superintendents or Assisstant Superintendents. Deputy Superintendents do not run the Areas..

After a brief 2 week training course in the police academy these city employees will be armed and handle RD#s related to school grounds. Investigative Services has one Deputy Chief for 5 Areas. But a Deputy Chief of Patrol for each area. Waste of money? I think so. Too many levels of command and too many bosses. Let the Commanders answer to one Deputy Chief who answers to the Chief, who is right below the 1st Deputy Superintendent.

Then you can come answer the constantly ringing phone.
When your day is done tell me how little work you did that day.

Short of getting rid of most of the leadership of the CPD above the rank of Sgt and starting over, about all anyone can do is shuffle the deck a little and hope it helps.
Bringing in outsiders is a risk because the existing people don't trust them because they have no track record.
advancing existing people is a risk because it is likely to give you more of the same.
no real good answers. add in to the mix the close scrutiny of the USDOJ, and it is going to be very hard to fix the very serious structural problems with CPD.
I expect a large influx of outsiders, despite the risk. It will be seen as the best option. it will probably fail as well. you can't run a clean police department in a city that is run by crooks from top to bottom.
I have to agree with the last posting, I worked for Shields on the area 2 sat and gun team for 2 years and I felt he treated us all equal.

I have been hearing that shit for years now. Personally, I think it's bull shit. Even if he did, it's probably very old dirt on very old people that most would not care about one way or the other anymore. We have been through numerous administrations and many many people have retired since that yarn started years ago.

As long as the polo shirt is the same material as the golf shirts that wick moisture and breathe. Because a regular polo shirt without a t-shirt is going to be soaked with sweat under the vest. The only reason our dress shirts aren't soaked under the vests is the t-shirt holds the sweat. It may be easier but at the same time it has it's drawbacks. The only plus is no tie and short sleeves.

So he useed your instead of you're. But a detective is a professional and should dress as such. Detective attire is business attire for work and suit for court trials. If someone didn't want to dress this way then stay in patrol and don't take the promotion. I dress year round in long sleeve shirt and tie. The short sleeve shiort and tie is not very professional looking.

I show up, listen to the useless un-informative roll-call regarding bullshit when they should be talking about safety and then push a beat car till I go home.
