Minimal Openings
As predicted here and elsewhere, the Department is very happy having all the disbanded unit personnel in the west and south side districts. In fact, they're so happy, they aren't letting the door open very wide so anyone can even think about leaving. Here's the listed openings - four in each of the following:
- 003
- 004
- 005
- 006
- 007
- 016 (what the...?!)
So after posting 501 openings last month, only 24 this time, and no prospect of any others being put out there for the foreseeable future.

There should be a minimum of 1 or 2 recocgnized openings in every district every period to allow for at least a slight migration of officers. It wouldn't change staffing in any real way but would make the officers feel there is at least a chance of moving. The issue is that those at 35th st think they know how coppers feel but are disconnected from the watches. Too much HQ and not enough patrol! Can't wait for the G8.
Before I retired, I worked in the Intelligence unit. We had crappy undercover cars, but took them to 51st street for upkeep. One of the mechanics gave the mob a list of our cars with their license plates. The city did not engage in counterintelligence then and probably do not now. These leaders are just not smart enough to realize that criminals engage in intelligence gathering. Are confidential documents shreded in the stations and offices ? Probably not. The entire operation is micky mouse and always has been.

Why are elected Officials such as the President and our Newly elected Mayor allowed to be so obtrusive to the neighborhoods they live in. For example, Rahm's neighborhood, (Ravenswood) is being outfitted with Video cameras both in the alley's and on the street by a private vendor, Quantum Crossing LLC. a local Chicago based company based on their 312 prefix on the side of the truck. Wonder Who's Paying the Bill for This? Of Course; We Are! In addition, No One is Allowed to Approach the Mayors Residence whether its UPS, FedEx, or even a US Mail Carrier! All deliveries must be handed to the PO sitting out front. I'm sure the same set of rules applied to the Daley regime.
I know the President has no real say-so when it comes to making choices regarding his personal safety! Would it not be Safer, Easier, more Cost Effective in long run to have a specified residents, something similar to the Governor's residence? It does not have to be a mansion by any means. Its not like these residences are going to ever be vacant. The Secret Service sits on the Presidents house in Hyde Park regardless if its in use or not. Look how that has become a pain in the ass for those residence.
Why not have a Secure "compound" that would better serve our public Officials that doesn't affect the regular comings and goings of its local residence. The Mayors office's are in City Hall, like it or not... Why give him a choice where to reside? Don't like it? Don't run for office! Well I guess one things for certain Mr. Mayor. Your finally a resident of Chicago. Don't forget to pay your property tax bill in the next month or so, or are you still hiding under your wife's Not-For-Profit organization?

Intel unit will be soon disbanded and the DOC will be streamlined?
There were some changes in Intel a month ago, kind of to set the stage on where 'people' need to be. That included the transfer of three supervisors out of elite units and affixing 'young ones' as a replacement.
Any one know anything? I heard that a former DC had a meeting with intel prior to his resignation and he set the stage for the change. Can anyone confirm that?

OT; Thanks for nothing 019 2nd watch desk crew. My wife took my sons along to get our dog a rabies shot on 23 july from Cook County Animal Care and Control that was in the AREA3 west lot. They were standing in line when my 10 yr old decided he had "to go". My wife sent him with my older son around to the desk to ask to use a bathroom. Those lazy fukc$ told him no. A 10 yr old kid. To make matters worse my 10 then asked a uniformed P.O., out in the parking lot, where he could find a bathroom, and that a$$hole wouldn't help him. (Don't worry he didn't piss himself). What a bunch of dog-asses, you can't even help a little kid.

That Homan Square setup is a catastrophy waiting to happen. ERPS is is literally in the very same building as Narcotics. I used to be a buy officer in Narcotics. I can't count the # of times shitheads walked right up to me, asking directions to ERPS. Commander OGrady has complained about for years. But no one seems to give a dam. Anyone can park in the banl kot across the street, or on Homan Ave, and watch police personnel come and go. Not only Narcotics personnel, but also, Gangs, Swat, Vice, and a host of other personnel. It's just a matter of time before something bad happens at Homan Square.
This is such bullshit. According to the MFS/TRU dump and district reassignment transfer order of 14 August, 011 got 38 PO's. 38 PO's, NONE of whom ever set foot in Harrison and Kedzie. Not 1. Toss in that 3 PO's left by transfer or detail. So, in actuality, 011 ended up losing 3 PO's while getting none. Thanks Sup. Way to beef up Patrol.

Loss of man power through retirement is not going to be the only issue. There are many leaving and thinking of leaving the job for other places, better places. I have never seen this department as bad as it is. Poor leadership and poor new hires. Politics and the politics of race have no place in a police department. But as bad as it is these "kids" have to understand that they chose this job. They raised their hand and took an oath. To some that means something. It sickens me to see these kids bitching about how this is all BS and that they ain't doing shit. This entitlement mentality has got to go, do your job, shut your mouth and be thankful for what you have. Because most of you couldn't get a job at McDonalds.

This problem created at Homan Square has been written up as a safety grievance with the FOP. I asked an FOP guy what's going on with the grievance and he told me to contact Frank Damaria at FOP. Can't wait to see what he has to say. The grievance is over three years old. Nobody give a flying fuck about the undercover officers in Vice, narcotics or gang intel and it will take one of them being shot or killed for somebody to do something about erps being there, maybe. The fucking parking lot at Homan Square is still flooded and has been that way since the spring. Can you say a mosquito breeding West Nile Virus Headquarters? Unfucking believable. Two officers are shot during a search warrant from narcotics, one loses his hearing and this convicted felon is not even charged with UUW by felon. This case needs to go Federal. Jody we take back everything we said about you, now make the call please. The personal risks these officers take every day are beyond anyone's comprehension and they are treated like shit by this Department. Their unmarked squads are in such bad shape they long for the day the will have to down their car and get a pool car and one is available. This department is run by the ministers who want the minimal impact of law enforcement to be felt by their communities. Yet you have the opposite in the white parts of town. They want people arrested for any law breaking activity. So what do you do? You take the police away from the white parts of town that want them there to enforce the law, where they are respected for their contribution to society and ship the majority of the police officers off to hell to deal with the devil savage. What a fucking joke. Yet you have these officers that show up to work every day under these conditions. If you told the taxpaying public that these officers work under these conditions every day they would not believe a word. The least that you could expect is safe working conditions with regard to the vehicles these officers drive. The police department is saving the salaries of 2000 officers that they are short. Bloody night in uptown! 023 is one of the over looked districts that is way understaffed. Lots of shooting with several homicides starting back on the first week of January.
Rahm said no to Dets. getting promoted. No new hires will come, unless a federal grant comes (i.e) public transportation.

The most frustrating part of the last periods bids and the super bid is the number of people that are taking up positions in districts that are never actually present in the district.
On midnights in 003 the watch commander was under the mistaken assumption that he was receiving more than 20 officers to his watch. After tallying up the number of PO's that would remain detailed to the "task force" bullshit that has survived the retarded ass msf/tru experience the 1st watch in 003 will be receiving 5 people. Considering they lost 5 people to the bid process they end up breaking even.
On paper they should be able to field a pretty good watch. But in reality the officers that ate up those bid spots will be patrolling with the 3rd 4th and 5th area task force teams half way across the city. Now I am just a retard that runs towards gunfire instead of away but since when can people assigned to area 2 work on other area details? It was my understanding that if you were assigned to an area district you were limited to working in that area. Guess that doesnt matter.

016 really needs the help. I know it's not a BAD district with shootings and such but it is where a lot of us live and the "beasts" are all over the place. Burglaries are up.

Bloody night in uptown! 023 is one of the over looked districts that is way understaffed. Lots of shooting with several homicides starting back on the first week of January.

I'm hearing since GMac knows that the majority of violent crimes occur between 2100-0400 hrs. he wants to bolster the 3rd and 1st watch. This will come at a heavy price to the 2nd watch.
The breakdown I'm hearing is 40% district manpower on 1st watch,40% on 3rd watch and the remaining 20% on 2nd watch. That's probably a 5-8% reduction in manpower for most districts on 2nd watch.
It's going to get real interesting.
Before I retired, I worked in the Intelligence unit. We had crappy undercover cars, but took them to 51st street for upkeep. One of the mechanics gave the mob a list of our cars with their license plates. The city did not engage in counterintelligence then and probably do not now. These leaders are just not smart enough to realize that criminals engage in intelligence gathering. Are confidential documents shreded in the stations and offices ? Probably not.
Look at some of the custodial staff working at Police facilities or better yet Detention Aides or sworn personel straight up bangers. JFED was only able to move a ranking V/L
not dump him or fire him due to political pressure from the Black political establishment. Also as many of us have observed, the street gangs openly support Aldermanic candidates with the full knowlege of the Aldermanic candidates and press.

On days in my district we've had 7 retirements this year leaving us with about 56 bodies (counting review, desk, lock-up, secretaries, etc) so if they take 5-8% that'll be about 3-4 bodies lost. It'll sucks but it won't be the end of the world. They've stripped us to ridiculous numbers already, what's 4 more??

What does Intel do besides have someone answer the phone and write down whatever intel the FBI gives them? New York has a real Intel unit, and a secure data base with agents all over the place even in the middle east. I believe a former CIA director runs it now. Someone there took the federal money serious, here they just take the money.
