Budget Cuts Won't Hurt Safety *

(* -any more than safety has already been hurt via decades of political mismanagement, years of unqualified promotions and a complete breakdown of training.)

This is a laughable report from WBBM Newsradio 780:
  • Mayor Emanuel is promising that cuts to the police budget will not jeopardize public safety.

    Emanuel on Wednesday confirmed that he has asked Police Supt. Garry McCarthy to cut $190 million from the police department budget.

    That may mean that open jobs would be left unfilled. The Chicago Sun-Times reported that not hiring for those positions would save about $93 million, leaving nearly $100 million in required reductions.

Some guy over at the FOP actually launched a zinger at Rahm in Fran Spielman's Sun Times report:
  • But [some guy at] Chicago’s Fraternal Order of Police, questioned whether the move would actually save money.

    “How does ‘eliminating vacancies’ save $93 million when zero dollars were being spent on the vacant spots in the first place?” he asked. “That’s some real Enron-style accounting.”

It certainly is some paper shuffling, kind of like Shortshanks' budgets that relied on "projections" for vast amounts of money - "projections" that actually never materialized and never seemed to take into account real-world economics.

The Tribune does a slightly better job and delves into what has been covered here for months now - months that the regular media folks have sat on their hands, reapplied their special Mayoral Ass Kissing Chapstick to their lips and located comfortable new spots on Rahm's ass instead of Daley's:
  • Emanuel frequently says that under his new administration 750 more officers have been put on the street, but that figure is hotly contested by rank-and-file cops.

    They note that 500 officers from specialized units who already worked the streets, albeit under centralized commands, were shifted to regular patrols or five district task forces. Another 50 were probationary officers.
We covered that, what? A month ago? Nice of you folks at the Trib to catch up finally.

The Chicago Police Department is like any huge bureaucracy - inefficient in the extreme. There's plenty of room for cutting, we'd never deny that. The exempt ranks are bloated, the multitude of small units is extreme, the redundant supervision/duplicated duties is ridiculous. It needs to change.

But no one is asking the right people how to change it. McCarthy should be looking at Lieutenants, Sergeants, and yes, even the lowly Officers for ideas. These are your end users. These are the people who can spot the hypocrisy, waste, inefficiency. Look at AIRA, CLEAR, CHRIS, most of the computer systems we use - do you really think a beat cop or a detective had any input into any of these disasters? Minimal, if at all.

We are about to enter what will undoubtedly be the most contentious negotiations of all time. We need to step up and take the initiative, be it with offers, ideas, publicity campaigns, or press conferences. Otherwise, we are likely witnessing the end of the FOP as a viable bargaining agent.

A Novel Solution to the Budget Crisis

Today, the Chicago Sun-Times reported that Mayor Emmanuel has asked Superintendent McCarthy to slash the Police budget by $190 million.No doubt the City's first move in this game of hocus pocus will be to eliminate the 1,400-plus police vacancies mentioned in the article. By doing so, the City can claim that it saved a whopping $93 million. Presto! With a simple stroke of the pen - no one lost a job or suffered a loss in pay - 14% of the City's claimed $650 million budget woes simply disappear into thin air.

Here is the problem: We all know that not a single one of those $93 million dollars was going to be spent in 2012 anyway! How can the City claim to have "saved" $93 million that it was never going to spend? If this is how things work, then I pose this question: How many of the City's other Departments have budgeted spots, like ours, that have been empty for years? If the City eliminates those positions too, perhaps we can immediately resolve this manufactured budget crisis.

Brothers and sisters, when the FOP gets to the negotiating table for our next contract, I guarantee you that the City's claims that it is broke and penniless are going to be met with the same reaction we all have when we keep reading and hearing how 750 officers have been moved from desk jobs to street patrol.The Chicago media might buy it. But we know better.

I will never utilize the FOP. I remember I called VP Frank DiMaria for help. He sided with management. The union brags about how they once were the real police but in fact they are nothing but second rate losers who are only looking out for themselves.

It won't affect all the Aldercreatures who have police pawns guarding them insuring their clout. All the rest of us are at the mercy of the criminals roaming the streets of our city. Citizens, and the media for sure, has a very short memory of Memorial Day at the beach. Flash Mob Thugs beating and robbing innocent folks on the Near North and Gold Coast areas. The lack of resources devoted to training the police after the academy is criminal. But hey, we'll get a couple of new sewers and some more planters and wrought iron fences! That's the ticket.

Mcpuppet does not want our input period. He came to the FOP hall a few weeks back for a meet n greet. He was bombarded with several POW's from 376. Sources stated that he was "shocked" that officers were stripped without allegations and held years before they were called for statements. He was also "surprised" that officers who's cases were cleared were still down there.

So he goes on to tell his war stories and how people want the PO's from 8 stripped but he is defending
them. He ends by saying D Kirby is getting he the paper work on the cases and his right hand man will look into it saying it may take months before he gets back to the officers.

So since that meeting several officers have gotten 30 pending with three getting there papers today.

So mister big NY cop who was arrested himself and shot his weapon out in the streets while intoxicated (allegedly) has been rubber stamping away without question.

He keeps his drug landlord and his ladies man without question...speaking of questions were is penny? A great example of double standards.

So all you officers who think Gary is one of us need to wake the fuck up cause G8 is around the corner and with Kirby "fuck over the police" running it I am not going to bother arresting people unless there are complaints sign for the whole month of May.

How about getting rid of the CAPS outdoor BBQ's and National Night Out... Just a bunch of neighborhood rats looking for free food.

Cut down on wasted paper for contact cards for a system that allows you to run names and copy that info into a contact card.

Encourage officers to do 30 mins of foot patrol to reduce usage of gas.

Get rid of District Managers.

Require lock-up to have a trained officer with a taser to reduce IOD's.

The reality is that this Dept. must accept the fact that there will be less officers due to population decrease. 200,000 people moved away according to the 2010 Census, and if they are smart they will stay away. The Medical Roll is abused. If we are honest with ourselves, we all know people who have abused the Medical on a regular basis. I have known officers who know exactly when it is time to burn up some Medical Time, and usually these stressed out officers, are in reality do nothing dogs. At any given time there are hundreds of people who have real IODs and illness, but there are also do nothings that would not be tolerated in the Private Sector. And we have an Exempt Rank System that has given rank as a gift for Party Loyalty or attendance at some Revrnds Store Front Cathedral. Change is part of life, and Obama promised it. One can only Hope, that nobody is killed because they cut too close to the bone. Remember, You voted for Hope and Change and here it comes, because in Chicago we are all Democrats!

Sorry, but although it might work somewhere else, it's pretty doubtful that tactic would be effective with Beale. His "constituents", most of whom are grifters, dope dealers, gangbangers and auto thieves are simply not going to pay any ticket - traffic or otherwise. These folks just play the odds that Revenue won't find their "whoopdie" and put a Denver boot on it. Most of these folks don't vote, hate the police and spend most of their time trying to hit the Ghetto Lottery. In order to get Beale's attention you'd have to actually find and expose the graft and double-dealing he and the local Revs (including Rev. Meeks) are engaged in pertaining to the new "development" going on in North Pullman/Roseland. Why do you think he is no longer Chairman of the Police/Fire committee? He has much more money to gain from working with developers.

If a Lt. can run the 2nd watch well =

Eliminate half of the exempt positions on this dept. =
do we really need all those Chiefs and Deputy Chiefs?

Eliminate the use of take home cars = what a waste that system is.

Why does a tact Lt. need a take home car?

Why do half these hack PO's need take home cars?

Eliminate the semi monthly printing of payroll info.

Put it onto a system where you can access your info with your pc, password, last name and last four of your ssn.

What a huge waste of $$ the current system is.

I agree with the comments about the need to go after those that abuse the medical system. In 013,third watch we have a guy who has hit the medical FIVE times so far this year. FIVE TIMES! Can you imagine that? Everytime this guy get's a sniffle it's on to the medical he goes. Unbelieveable. It's guys like him that ruin it for the rest of us. Rather than anonymous venting, you patrol officers need to organize into a cohesive group that conducts public demonstrations outside of City Hall, identifying a spokesperson who is proficient in media relations and can stay on-topic, and building public support. You're #1 topic can be "reduce City Council size and find resulting significant savings" and "cut middle-management bloat in all departments". There is so much budgetary wastage in Chicago and Cook County government that receives little media coverage, but politicians always target the most visible public-safety services for budget cuts to scare public into supporting higher tax levies, referendums, etc. Always assume general public knows little about city and county government operations, and have no idea how much patronage and waste occurs.

That G8/NATO conference in May has me really worried; Chicago hums along despite its incompetence and corruption so long as there aren't any major disasters or civic unrest. If Hurricane Irene came to Chicago, rest assured that Chicago wouldn't have been half as prepared as NYC was - witness that day-long pile-up on LSD during the snowstorm.

G-8 closing in, Rhamster wants cuts, tosses edicts, gives no input, disrespect is the word from city hall towards all officers.

Any progress on the future of the CPD should take place NOW. Before the G-8 arrives. Get it in writting.

What cuts? This is the old game of claiming cuts against money that is not going to be spent anyway. Just like when they "cut" the budget in Springfield or DC. It is NOT a cut unless you spend LESS. Reducing a meaningless number on a budget docuemnt is not a cut.

Why can't we start the ball rolling to stop this nonsense or require them to fill the budgeted spots? We need our Union to get more militant and fight this in the media. Then followed by another "fuck you" contract running another 5yrs and expiring co-inkydently a year after the no-lympics.

After a season or three, every swinging dick & tit associated with Daley Inc. would have run off into the woods away from the financial wreckage of Chicago and shouting to passers-by, "Da Police dunnit!"

We agree with your assessment, 0437 AM... The current mean season being endured by The Police is payback for costing Daley Inc. & the legacy criminal-political class their "fucking golden" opportunity to enrich themselves beyond measure to the total detriment of the taxpayer.

I live in the 8th District, I just witnessed a CIVILIAN City vehicle with a yellow and red light bar pull an 18 wheeler over. The side of the truck said "City of Chicago Truck Weight Enforcement Unit"

A civilian pulling truckers over, stopping them without legal authority? WTF did I take a state exam for? Seriously where is the FOP? We are losing more jobs. Absolute BS.

We hear you Rahm...when it comes to cutting a $630 million dollar budget shortfall you should not put up the no trespassing signs to do it.

So why do we still have 50 alderman with borders that are more respected and secure then the Mexico border when it comes to rationing out city services? Why?

Looks like the no trespassing sign in that department to me.

Are you not tech-savvy enough to leverage the use of technology to the taxpayers advantage and eliminate this bloated governments overhead of clout and corruption?

This city with it's zones of impunity -- internal borders -- not my job attitude because it's not in MY ward has to go.

We are constantly bombarded with this "we are all in this together" but the cities actions prove otherwise.

I'd much rather see 25 or more alderman get cut then even 25 coppers.

If you are unwilling or unable to cut them then why not deputize them and put them on the street.

Make them put in a few more hours patrolling their wards instead of handing out flyers after the fact when a crime is committed.

Like the teachers have been asked to do you know -- work a little longer and take on more responsibility.

But no...it looks like the 'no trespassing' sign is up in that department. WHY?

We need a mayor that can use technology -- that can cut down the number of city council members while leveraging technology to provide a better, more cost effective quality of service to the taxpayers.

I mean seriously, what are these alderman doing for us the middle class?

We don't want more red-light cameras to catch people that happen to roll though a traffic light at 3 am so you can create city revenue.

We want the crime and the shootings stopped. We want the auto thefts stopped, the Apple pickings stopped.

We don't need to be wasting limited resources to make sure a back seat rider has their seat belt on to justify your existence.

Do something that matters.

We just had a staff meeting in the D-unit. One of the bosses was ranting about how the city is not promoting any detectives in the near future and how we are not down detectives. He claimed in 1990 that we had 190 Detectives in our division and we have 190 now. One of the detectives mentioned to him that back then they did not count Gang Specialist and Youth officers with the VC and PC Detectives. So the fact was back then we had more. He went silent for a moment and then started ranting how we are not over worked and if we don't like it we can always leave. This is an example of our new leadership.

Autopsies on Thursday determined that each child was shot once in the head at close range with a shotgun and died instantly of the "devastating" injuries, said Danny Haskenhoff, St. Clair County's chief deputy coroner.

The woman's 8-year-old son managed to escape unharmed and was in a relative's custody Thursday, Morrisey said.

Yeah..........sure. The above is a qoute from a sgt.....well sgt that really worked for me about 4 years ago when I was put in Behavorial Intervention System for "doing my job" along with countless others. You see, I worked my ass off and did do things the right way and this department and city shoved it up my ass.......for doing MY JOB. Now, I dont do my job other then the mininum it takes to write a report or keep my partner and fellow officers safe.....so you are wrong, they can and will go after you for doing your job cause its been proven time and time again. Please be careful out there everyone........no one has our backs other than ourselves.

Scc, I agree with you that there is room for cutting within this dept. You mentioned that small units should be cut, and I totally disagree with you if you are talking about Narcotics, GIU, GEU, and Asset Forfeiture. These units are responsible for most of the recoveries of guns and drugs, seized money and vehicles, search warrants, murder and felony arrests, and long term convictions. I understand that these units are loaded with clout babies, but most people in these units are people who go out there everyday and do proactive work.
Now I understand that you and most of the haters of these units have never been in these units nor probably ever will but the truth is that the majority of these people got to these units because they worked their asses off when they were in the districts and were asked to come over because out their work ethic not because of phone calls. I'm not saying that their arent working coppers in districts (3 of the greatest and smartest police I've ever encountered are pushing beat cars, by choice), but the police in these units aren't the ones bitching about bosses and whining about the contract, counting the days till retirement, theyre not part of the KMA club, they don't tell all the rookies, "don't do shit kid you'll just get fired". The dept needs these units and the bosses know it. Most of these people are the type A's personalities that this department needs many more of.

I live in the 8th District, I just witnessed a CIVILIAN City vehicle with a yellow and red light bar pull an 18 wheeler over. The side of the truck said "City of Chicago Truck Weight Enforcement Unit"

CPD/traffic does'nt have a truck weight enforcement team...WTF

Talk about easy revenue

Glad you have been so blessed not to have been put thru the ringer.
But lets get back to reality and talk about the real police who are hurting because a boss didnt like them. Thats about all it takes and until that changes boys and girls we do nothing and still collect a check. I was the working police and have seen time and time again how a hard charger can get the blood drained out of them and get brick put on them.
I felt that the new regime would be better for us but in fact anbd in some ways it is far worse.

Amen! After having worked with many officers from GEU, GIU and 189for 11 years, I've found some of the best POs in the Dept work in these units.

To the person that wants Sgts. to have ticket books and ANOV Books, I write aton of compliance tickets being a Sgt. I don't have a problem with this, I would write movers but they don't want us supervisors going to court. I will write a mover if needed though, I am not immune to court, I did it as a PO and I piss the same way as guy guys and would not feel bad about going to court.

Next, the appellate court held that the Illinois Vehicle Code does not preclude the city from enforcing the overweight ordinances. The Vehicle Code allows police officers to stop vehicles that they suspect are overweight (625 ILCS 5/15-112). The plaintiffs argued that this provision limits the enforcement of overweight regulation to police officers. The appellate court disagreed and stated that the statute does not expressly bar the city from regulating overweight vehicles on its roadways and it does not preclude the city from authorizing non-police officers to enforce the city's weight ordinances.
Finally, the appellate court held that the language of the ordinance did not allow the city to detain overweight vehicles in lieu of a bond. The city agents required that when a citation was issued, the violator must post a bond before the vehicle could be moved. The appellate court held that, while the city was authorized to require a violator to post a bond, the language of the ordinance did not allow for the detention of the vehicle.
