Legal Weed Saves Time?

  • Chicago aldermen are wading into the controversy over drug enforcement with a proposal to decriminalize possessing small amounts of marijuana in the city.

    Supporters say the ordinance — which Ald. Daniel Solis, 25th, plans to introduce at next week's City Council meeting — will raise revenue for the city and free up police to chase more serious criminals.

Weed is still contraband, right? Contraband is illegal to possess, by definition. So we're still going to be in the station inventorying the marijuana, correct? And an inventory for cannabis/narcotics still requires a case report to be generated? So the time saved will be the time that would have been spend on an arrest report and complaints we suppose.

And then, just to make it interesting, you have an aldercreature playing the race card - over weed:
  • Ald. Walter Burnett, 27th, said people arrested for marijuana possession are disproportionately minorities, who now end up with arrests on their criminal records even though the vast majority of the cases are eventually dismissed.

    "I had the opportunity to go to Lollapalooza, Pitchfork, and I think I got contact high being at all those events," Burnett said. "Police there, everything. It wasn't predominantly African-American, and guess what? No one got arrested at those events. If that was an African-American event, the jails would probably be filled up. I think it's almost a discrimination issue."

But in reality, we think weed is more likely to be legalized because of this upcoming event:
  • Roger Waters is expected to bring his massive tour of Pink Floyd’s “The Wall” to Wrigley Field next summer.

    Live Nation has scheduled an announcement for Tuesday at the venerable North Side park, which has hosted a series of concerts in recent years
If this ordinance passes unanimously, we know there are going to be a whole bunch of aldercreatures in those up-close seats smoking a few blunts.

well if you took all that pot that CPD has in inventory and then converted the police stations that you plan to close into discount hash houses you wouldn't have any budget problems and pensions would be fully funded without raising a single tax!

As much as I hate the woman SCC I gotta admit it's a genius idea. First time I heard about this was a few months ago when PrickWrinkle first mentioned it. Now it's picking up steam among the aldercreatures. Look what the end result is...$$$$$. An ANOV generates cash....period. Plus, not running the arrestee through the system saves a ton of money. Just the amount of OT that will be saved alone. She basically found a way to legalize weed and put a heavy tax on it without dealing with a political backlash.

Sheer genius....I don't agree with it, but it is genius.

A) WRONG...a handful of people got arrested at these events. Said handful consisting of more than one race, you fucking jackass.

B) YES, the jails would probably have been filled up with African-Americans from a "predominantly African-American" event. Kinda like saying one would be apt to find homosexuals in Boys Town. I won't even reference the sure bet propensity for mayhem at such "gatherings". Even Stevie Wonder can see what time it is when certain events roll around. Example: there's a reason the Bud Billiken Parade is referred to as a CPD daycare operation for the day.

C) You can get a "contact high" walking through any neighborhood that falls within the boundaries of where your discriminated-against constituencies reside, Walter. Marijuana consumption in the ghetto is a widely accepted and encouraged cultural norm. "Chronic Cumulus Clouds" are everywhere...even on sunny days.

It's just when your asshole constituents decide to try and force feed their cultural practices into everywhere they go and everything they do that problems start. Unfortunately ignorance, irresponsibility, absentee parenting and an overall hedonistic lifestyle seem to be rites of passage for the masses of asshole kids born since the 90s. The crack epidemic has a lot to do with this phenomenon, no doubt.

Yes, I wholeheartedly agree with legalizing weed, but there are certain people who would probably benefit from never smoking the shit. Same goes for adolescents whose brains aren't fully developed. You see these kids who are high damned near everyday from the time they are 12 or 13. By the time they're 20 - oftentimes with multiple kids of their own - their brains are irreparably damaged.

And for the record: I personally responded to a certain Aldercreature's residence circa 1992-93 to address his concerns over the "dope boys sellin' dat shit on the corner". Aldercreature M.C., of the Fifth Avenue/Keeler vicinity, answered his front door glassy-eyed and giggling like a school girl. Clouds of acrid smoke billowed behind him, eventually wafting through the security/storm door and onto the porch.

Not bad, huh? 100K-plus for a part-time job without mandatory random drug tests.

Guess what I go to blues feast every year were I am a white male and I pretty sure I am a minority and everytime I tell police about people smoking weed and they say well it's a concert get used to it. The police at these events are working over time on a day off and the let thing they want to deal with is another shit head I toldy understand. As for minorities getting locked up more,well it seams to me that these groups do it more in public and are not smart about usage of resource

What if a police officer is caught with less than 10 grams of weed? Will that be an ordinance violation as well? Highly doubt it. The ASA will be called and they'll try to find a law never used on the general public to upgrade it to a felony, fire the officer, and disgrace the officer & their family by plastering the story all over the media. The presiding judge will impose the maximum penalty on the officer and after all that the feds will be called in and they'll slap on a bunch of b.s. charges as well and the office will end up in federal prison for a stint. All while John Q. Citizen is gettin a ticket for the same violation. Can't wait to quit this ass backwards bizaro world career and fire up a fat dubbie.

Good point. If you don't get a vehicle sticker, you will eventually get a ticket. And since EVERYONE writes parkers now, the chances of you going unnoticed are slim to none.

If you don't pay your water bill, they shut your water off from the street.

If you don't pay your taxes, the bank forecloses on your ass.

All of these have one thing in common.....no interaction with the offender.

When you write an ANOV you interact with the offender. And if they don't pay the fine? What's the city going to do? No matter what enforcement they choose, it will be viewed by someone as being racist.

Hey, maybe one of the solutions could be this: If you don't pay your fine AND you have a LINK card, the fine (with a small late fee) gets automatically withdrawn from your card!

Stupid idea, from a stupid County and City. Have half a testicle and legalize it - this is just a bullshit move that shows the County has COMPLETE disregard for how laws are made and enforced.

Essentially, this one is coming down to "Pay us $200 and we won't charge you with the crime you OBVIOUSLY committed."

Why not do this with other time consuming crimes, like say, DUI. No accident, no problem, pay a no contest ANOV at city shakedown court (with all the red light speeders) and it won't even be reported to the secretary of state.

So, Aldermen Burnett or Solis can, say, roll a joint, smoke it outside as not to violation indoor smoking ordinance, get cited, (maybe pay the fine) go back inside his city paid office and out the back door and fire up another blunt, within 15 minutes? While the police can spend 1-2 hrs. in stattion waiting for someone (w/c touring district & no desk Sgt) to approve case report, approve inventory and ANOV?
Aren't Aldermen exempt from random drug testing ?

the seized Reefer will still require Lab Testing for Court Legality, on top of the wasted time inventorying, etc; and will actually tie up coppers just as long, or longer than they currently are now with this nickle dime stuff. It needs to be be made lagal in small amounts by STATE LAW, in order for Cops not to have to go thru this, and they technically will still have to weigh the stuff to see if it falls UNDER the State Law of whatever amount would be legal to possess. CR#'s for miss-handling the dope will abound. It will then cost the Taxpayers in lawsuit money, and dont forget, the weed must be destroyed legaiily aftee court proceedings, costing us Taxpayers even more. Of course there is also the issue of, "What if the recovered Weed / joint is Laced with PCP, or some other ilegal drug? What about if a driver is in possession of it somewhere in his car? Field Sobriety Test is the correct step in furthurance, or will CPD just let the dopehead drive away , possibly under the influence, only to run over a kid 2 blocks away and kill the kid ? Ray Fuckin Charles could see that this is just another Noodle-Headed Democrat plan to make the public think they are really earning their paychecks, instead of being forced by the Taxpayers to go back and actually start to FIX all the things they fucked up to get Chicago, Crook County, Illinois, and the USA out of all the deep shit we are in financially. What about Convicted Felons on parole having a joint on them? Do they get a free pass for parole violation by paying a Ticket? If you are smoking in public you are going to jail. Period. If you have your small amount in your pocket and if you have i.d., fine I'll do it the new way but its not really going to save any time on my end, just a little bit of time on the lockup keepers and desk crew. 80% of these anovs are going to end up being physical arrests in the near future due to the ticketed not showing up to court or paying their fine. They will soon be ineligible for the anov and back to being cb#s.

This was not Preckwinkles idea, Why should she get the credit. The CPD sgt was the first person to come up with this idea a few years ago. The alderman refused to back it. I believe it was a Sgt named Dunegon. If anyone deserves the credit it should be him not some bs politician.

Jackson Blvd. on 31 October 2011 at 0745 hrs. to begin Investigative Familiarity Training. Officer K will report in the requisite uniform of the day, including regulation service weapon, and will be in compliance with all uniform and personal appearance standards. Officer K will have his helmet, baton, bulletproof vest and raincoat immediately available and will be prepared to be activated to a field unit at any time during the training period. Training Division parking lots will not be available for parking. Officer K will be carried in Saturday/Sunday day off group effective 30 October 2011, for the duration of training. Re. Inventory - wouldn't it be handled like beer, that a police officer, through age and experience can reasonably ascertain that the amber liquid in the can is an alcoholic beverage, and therefore does not have to inventory? Given life experience, grass sure doesn't smell like oregano, boys.

Harold Washington was elected after serving time for tax evasion involving 31 years, he never bothered to file. Plus owing 20,000 USC worth of utility bills and was well known for running out of restaraunts without paying the bill a white person would never have been elected with that past history , Harold was elected.

The major problem with this plan is the Illinois State Police Crime Lab is refusing to test the weed if its only going to be an ANOV. Is someone over at Superior Street going to take a test hit before each hearing?

I don't think that will hold... This would wipe out their case load, and they would probably change their policy before they'd let their chemists go.

OK, then when you cite someone for it and go to Court, and they say you can't proove inconclusively it is CANNABIS, and you get CR#'d, then sued for unlawfully restraining someones movement without due cause, you can be the Crash-Test Dummy for seeing the results of your work, along with the Police hating politicians, jurors, and residents of the City, YOU will probably be the one fired and pout in jail... Better to observe the 2% Raise Rule, don't do anything unless you have to, and are ordered to by a Stupidvisor...

You still have to do a case report, and inventory. And to substantiate the offense, it still has to be analyzed.

Breathalyzers are out in several districts. The manufacturer - Intoximeters - does not want to fix them because they want to sell the newer model - EC/IR II. The purchase contract for 33 new INSTRUMENTS :) was in effect since December 2010, and just lapsed. Now THEY are saying we have no money to purchase new breathalyzers. Some "genius" suggested buying only 3, and putting therm in new Areas... The money for breathalyzers should come from the DUI fund - every time a DUI driver you arrested is convicted, he or she must pay $350 to the arresting agency. That DUI fund, as of March this year had over $800,000 in it! If THEY are saying there is no money - where is it????
Also - there is a push to arrest drivers on weed. Great - but where is the corresponding training for the coppers - aka "controlled burn"? It's putting an arresting officer in a trick bag - go arrest that driver that smoked weed, but when you go to court - you are on your own, since the CPD offers currently no training in detecting drivers on weed, nor "controlled burn". It's a mess. But the coordinator is trying his best - because he LOVES you!

All this talk about how one would handle this type of shit means one would, in theory, be doing proactive police work.

As for me, and countless others (the ones that finally got smart), proactive police work has gone the way of the dodo bird. I'll save my gumption and police-y motivation for keeping an eye on MY neighborhood. Fuck the savage ghetto bastards. Leave them to their own devices and make sure you try to contain them to where they belong as best you can. Save "being the police" for If/when they breach the Homeland. Otherwise, give those wastes of oxygen the amount of service they deserve and contribute towards.

You'll find yourself less stressed. Less aggravated. Don't let this job dictate shit in terms of how you live your life. This is a JOB - nothing more, nothing less. Collect your checks, keep your nose clean, make sure you and your partner go home in the same shape in which you arrived for duty and hope to collect a pension (or portion thereof) to offset the costs of enjoying your Golden Years.

have you ever been to San Fransisco? Walk in the downtown area and you will see people sitting around smoking weed. The police walk right by and seem to not pay attention. The same goes for other types of drugs, or so my friends tell me. People I know who live there are disgusted by how prevalent street drug use has become and how little the cops seem to care. is this a precursor of things to come for Chicago ? I have retired from the job over 10 years ago. I rarely made a minor weed arrest as long the the person was acting decently. Usually I dumped it down the sewer in from of the person. Now, if I was still working the streets, I would care less if I saw someone using drugs or carrying minor amounts, even crack. And gambling on the street, the ever present street corner dice games? Look the other way. The same goes for hookers. The politicians are getting the society that they wanted. Protect yourself and your family, protect your job. And don't forget, the teachers and medical personnel are not on your side.

Because most of these juvy arrests for small amounts come from schools. The schools will recover the weed at the door, write up an incident report, and hand over the weed to the officer who is assigned in the school or called to the school. I know it's bullshit but you are know stuck since it is reported recovered on record and handed over to you. Are you going to flush it now? When IAD comes and says weed was recovered from a student and you didn't arrest him or inventory the weed. Now what? Try explaining where the missing weed is.

Way back in the dinosaur days of the mid 80's I had a 32 inch waist and was a brand new shiny eyed Chicago cop.

I learned something very wise from an older black cop who came on when the Park District still had a separate police department.

If he stopped someone and they had weed and they weren't being an asshole and weren't wanted for anything he would ask them if they planned to put that "herb" on their salad. Now after they caught on to his game and responded appropriately, it took awhile sometimes, he gave them his card and told them they owed him.

Some of you might be surprised to find out how happy some guys were to go home with their salad herb and how on occasion he received phone calls from the salad eaters that helped solve a few serious crimes.

Now he was just a no clout PO who never made Sergeant because he didn't test very well, but he was one of the wiser people I've ever met.

He died of a heart attack shortly before retiring and at his wake more than a few detectives praised him for the cases he helped solve. Cases they got the credit for.

On a more personal note if you're arresting someone for weed and weed alone and taking yourself of the street for a few hours you are putting other cops in this undermanned department at risk.

Now I know some of you like the confines of a station house because it beats the monotony of driving around and answering BS calls, but try to think of the other guys answering more calls because you're sitting processing an arrest and drinking that fine station coffee.

Hey SCC - The blog is definitely trending kinda racist lately. The reason so many specialized units are needed in Black neighborhoods is that those are the one's that need protecting. Not everyone in Englewood or Gresham or Austin are bad guys. The people of those neighborhoods need serving and protecting as well. Keep it civil. The important part of the post is that Roger Waters is coming to Wrigley. If he and David Gilmour could mend fences, that could be a terrific show!
