  • Mayor Rahm Emanuel said Thursday he wants to use red-light cameras and vans with hidden cameras to catch motorists speeding near schools and parks to protect children.

    Speeding motorists would be slapped with $100 tickets, but it’s not about the revenue, the mayor said, even though red-light cameras have turned into a cash cow for the city.

Oh yeah - won't somebody think of the children!!!!


Geez Rahm, stop playing to the stereotype.

Nice except the problem with this is the same as the rest of the tickets we write in Shitcago. you go before the Judge and the city attorney will say ... just like they all do for any and everything from the cell phone users to running stop signs " Your honor City motions to non-suit" ... and the judge will so " ok sir/madam the city will non-suit the charge BUT !! THERE IS $130 court fee we need to collect" oh yeah get your money but screw us on the tickets we write...... GFY RACKMONKEY !!!

The only time these people care about "the children" is when they can use them as tools in a photo-op to win a tax increase!

Quick now...run over to Children's Memorial and see if you can find a cute little kid in a wheel chair or bed that you can prop up in front of the cameras to "win the hearts of minds" of the taxpayers to run your tax revenue generation machine agenda.

Shot in the face -- no-one in custody officers are investigating. No it's not a homicide even though the coroner calls it one because..ya know..we don't know what the intent was so it's a death investigation.

The city is busted. Straight out. Their policies in spite of all the hoopla about creating the new jobs that will in turn create new tax revenue is a losing battle.

We get the hype about the new jobs and what's going on with the old jobs is being swept under the rug.

The headlines read we created additional 1,600 jobs in the state in September, the department said.

...and many people stop right there and read no further. Things must be picking up because look we're creating jobs.

However..looking into the details the unemployment rate is back up to 10% -- The number of individuals who were out of work and seeking employment grew by 1.6 percent, to 663,300, from August

Let's see..can we reverse the math? A 1.6 increase to 663,000 I would guess would be about 9,000 jobs lost give or take.

The biggest obfuscation out of all this new job propaganda however is what the wages of the new jobs are. They are not like the old jobs. The wages are shovel-ready wages and with that said we should not kid ourselves into thinking that our tax revenues are going to recover any time soon imo.

haha.. when the citizens can't pay the $100 speeders anymore because they are tapped out from the tax increases, fee increases, water increases while their pay is stagnant you can just lock them up for a couple of days at $145/day and add that to the wrong side of the cities balance sheet.

You lose the $100 fine that you can't collect. You lose the time and effort to process all the paperwork. You lose the tax revenue from the person taking time off work to go to court and the trickle down economics of the disposable income that might of been.

Not sure how many people are this close but it sure feels like everyone that I know in the city.

To you Rahm we are all just numbers on a spread sheet to play with. I'll just double this water bill here and double this city sticker price over there...then I'll write hundreds of chicken shit city ordinance violations over here...WTF? There are consequences for your actions.

Hey ring up the big "O" in Washington and see if you can get him to do another one of those FICA payroll tax thingies where he gets people to think they are getting a tax break and then you can raise city taxes by the same amount to take it away. It worked for the State with the income tax increase and when you do it fast enough most people don't even notice the slight of hand.

We are people Rahm..and you're killing us. About as phony as they come. The children pffft.

As the cities finances go deeper in the hole -- when push comes to shove all those things that were once high on the morality scale will be sold out for a buck.

The State lottery was one example.

For decades lotteries were considered gambling and gambling was taboo. Then the politico's got into a cash bind and they rolled out those little doe-eyed children and told us the virtues of how the lottery money was going to the schools "for the chiiilldren" and that makes it all okay and moral.

We are about to go it again with casinos now.. and hey.. there are hints about turning loose what we once called moral degenerate pot smokers too.

The morality goes out the window when the money reaches a certain point and it's obvious that the pot smokers are now being looked at as a revenue stream.

Why?

I suspect it's costing more to keep them locked up then the money the city is collecting in fines from their activity.

That said and morality issues aside the city probably would make more money turning loose the pot smokers that cost them $145/day to keep locked up instead of trying to trip up joe citizen running to work a bit late to nail them with a hidden camera speeding summons.

So why not just do that?

The city just can't afford to keep arresting people as it's driving us broke. The system is broken. Sad but true.

-Despite Mayor Rahm Emanuel’s highly promoted efforts at concentrating additional police patrols in the city’s most dangerous neighborhoods, many crime-ridden police districts still have fewer officers patrolling their streets than far safer areas of the city have, according to recent data obtained by The Chicago News Cooperative.

The data included officer-assignment data for all 9,400 Chicago police officers, as well as almost 1,000 detectives — information that the city has steadfastly declined to make public.

The analysis found that the distribution of patrol officers among the city’s 25 police districts does not correlate to the places where crime rates are highest.

The 5th police district, which includes the Roseland and Pullman neighborhoods on the Far South Side, has 266 patrol officers, four fewer than the 270 officers in the 12th district on the gentrified Near West Side, the data showed.

But the 5th district experienced 1,049 violent crimes in the first eight months of this year, while the 12th district recorded 341 violent incidents during the same period, according to police department records.

This is nothing but trouble for the bean counting mayor.

Encouraging girls that are raped to report it will blow out the violent crime stats and give the city a black eye.

18,000 women are calling into the rape hotlines minus 5,300 that are reporting the rape (3 out of 10) means that they are 12,700 potential rapist roaming the streets. At a cost of $146/day or $1,854,200/day if we captured/convicted/and locked them up what will we do?

Cook county is in such bad shape financially we know from previous news reports that we are refusing to comply with Federal laws requesting us to hold Illegal immigrants for deportation because it was costing us $146/day and $250K/yr to do it -- so we just stopped doing it.

The pleas to let the pot smokers go free by the county is indicative of the overcrowding of the prisons already. The people on the street know it too.

Throw respect for those laws out the window and let's write some city park curfew violations instead. That'll show 'em we mean business and stop the rapes maybe eh. Yay Broken Windows!!

If we're that desperate to save money how many rape suspects can we convict and lock up and not exceed $250K that we were saving by letting illegal immigrants roam free? At a cost of $146/day? A little over 1,700 of them.

Where's the money going to come from to imprison these people?

What about those children Rahm?

Granted these numbers are statewide but we know where the population density and majority of the crimes are.

Hey...maybe we can create a city ordinance to block it or just not fund it or find some other way from encouraging these girls. these children to report the rapes? Seriously?

Check out the money the State is losing when they banned smoking in Illinois casinos. The graph on the link is jaw dropping.

Looks like the Illinois Gaming Commission tried to spin the gaming revenues fall by placing the blame on the economy.

However now reports are showing that while Illinois casino revenue was dropping by 21% ($400 million) neighboring states gambling revenue was increasing.

in Indiana, Iowa and Missouri, we find no significant change associated with the adoption of the Illinois smoking ban. The same calculation that leads to our finding of a 22 percent decline in Illinois revenue yields very small increases in Iowa (2.2) and Missouri (1.9) and literally zero percent change in Indiana. Statistically, these estimates are all consistent with no change in revenue. This observation confirms—at least at the statewide level—that the effect we identify for Illinois is unique. Casinos in each of these states suffered roughly the same downturn in economic activity, but only the Illinois casinos suffered the losses that our model associates with the implementation of the smoking ban.

Has anyone informed these morons we are in the depths of one of the worst economic downturns since the Great Depression? The state, county, and city just keep on piling on new and increased taxes every other day. How the hell is anyone going to survive this bullshit. Is there a tax revolt brewing in this country? Maybe if some of these low life henchmen looked out their dirty windows from the Hall over to LaSalle St. they might see some activity on the street. The natives are getting restless!

Saw this author on Chicago Tonight last night. He didn't do a lot of work on this. Just because they are assigned there, doesn't mean they work there. Coppers are tripping over each other in the ghetto. Up in taxpayer land, it is a ghost town. Sounds like he was carry water for the Mayor.

Speaking of carrying water for Rahm, Tom Cross was on the show explaining why he is so interested in giving control of our pension money to the Mayor. He was hard to understand since he was talking out of both sides of his mouth. One thing was clear. The is an undeniable combine of politicians on both sides of the aisle in Illinois.

They need to go. All of them. Every incumbent should be voted out. The longer they are in, the more powerful they get. The more powerful they get, the more they mismanage our money. We need term limits and we need to shuffle the compost pile we have for an electorate.

Can a camera pull a car over for this traffic offense?
Can a camera check for a valid d.l. and insurance?
Can a camera see if there are any other infractions?
Can a camera take a suspended/revoked/unlicensed driver off of the streets?
Can a camera detect whether or not the driver is driving through said school zone under the influence of alcohol or drugs?
Can a camera detect whether said driver or occupants are wanted on warrants or registered sex offenders?
Can a camera see contraband in plain view in the passenger compartment?
Can a camera search the vehicle and recover contrband?
Can a camera testify at court as to the probable cause for the vehicle stop and subsequent charges?
Can a camera observe gunshots in the school zone and respond?
The answer to all these questions is NO.
What can a camera do?
Generate cash flow for the city. Generate cash flow for the company.
Give the impression of a safer city for those who drink the kool aid.
Not collect a salary or a pension.

Rahm, hire more police. Consult the courts and nail them down on what they will find a legitimate tool for fining and convicting speeders. Buy said equipment. Encourage your police and back them up. Now you have a marked squad car stopping speeders and potentially worse lawbreakers generating your beloved income and most importantly providing legitimate safety to those in and around schools.
There is no greater deterent to crime than the presence of a uniformed police officer. This will you make you much more popular with the public than a camera program.

Off Topic-

In 2010/2011, the F.O.P. tried to eliminate the Sergeant's and Lieutenant's designated seats on the Police Pension board by submitting SB 1874 through Representatives Lyons and Martinez. Effectively, the positions would be voted on 'at large' and there is no way the sergeants or lieutenants have the votes to get anyone in-basically it was a power grab by the FOP.


Now- a fairly new sergeant is running against Mike Lazzaro for the sergeant's seat on the pension board - he doesn't get the Sergeant's Association endorsement so he goes to the FOP and easily gets their endorsement? I have to wonder why...

Look carefully at his 'brochure'-touting his qualities-he mostly bashes Lazzaro and then childishly, places a picture of Lazzaro upside down on the brochure. How old are we?

I want someone to look out for the Sergeant's interests on the pension board - not someone endorsed by the very people who tried to do away with the sergeant's and lieutenant's having their own representatives on the pension board.

Lazzaro's not perfect but at least he takes protecting the pension seriously.

I'm at a point of no return in my career-there is no 'do-over' if the pension is diminshed. I want someone who professional, who tells me how he proposes to help protect the pension instead of lambasting Lazzaro. I want someone who does not play childish games in his campaign materials. I'm voting for Lazzaro-at least he's looking out for the sergeants.

In this climate does anyone trust the electric efficiency of a light signal for it's accuracy?

Is there a plan to maintain these lights and truly calibrate them at least every 6 months.

To prove this calibration with legal documentation?

How many people would it take to employ this action?

At what cost to the city budget?

Are vehicle the owners going to be penalized even if they can prove they were not the drivers of one of these machines?

This is a poor solution to a non-problem.

Does anyone currently ,proactively, enforce the seat belt, no cell phone, baby seat, speeding,city sticker, valid plates or parking laws?

Proactively? Not just when there is an accident or other connected violation.
Very few is correct.

If 9.5 cared about safety and the wellbeing of the citizens, especially the children, he would find a way to have bicyclist have mandatory insurance and have some form of license plates, much like the scooter. They should have some form of placard or license plate, so as to identify these asshats that ride recklessly hitting children and seniors in their path. Just witness two accidents involving, rahm's strongest voting base, cyclist, hit a little boy on the crosswalk, on division and wood. The cyclist wearing headfones ran the stop sign, hit the boy, we believe he was from the nearby lasalle II school,by kicking him out of the way and kept riding east on division. Folks were helping the boy up, we tried chasing him down, but he just kept riding. Same happened on sheridan and thorndale, were these asshats not wanting to get struck by cars on sheridan, avoiding the desiganated bike paths west of sheridan, struck two seniors. The two senior sisters helped each other up and stated the police have been very aggressive enforcing the bike on sidewalk law, but this was not the first time they have been victims. They said its mostly college kids with their head phones and skinny jeans. They didnt want to call the police, for what. These cyclist all look the same and sometimes their so fast its difficult to remember what they were wearing. This putrid experiment of a mayor, should look into this being a source of revenue. Sure he would alienate this group of, police hating, non property tax property, rules dont apply to me, champion of eveything rahm. So what! with the estimated 100, 000 and the other 3, 000 bikes his administration hopes to mark more bike lanes and racks for, it would only fair. @ 175.00 per placard or license plate, new ordinances for helmets, headfones, no lights, no insurance etc. He can nickle and dime them, like he does every working middleclass family. In case of accidents or pure disregard of the law, those plates or placard can be traced back to rider, so we or our insurances wouldnt have to eat up the cost for these asshats hitting our cars, our children, our pets, our parents/grandparents. Since we will soon be like communist china, bikes will soon be our first method of transportation, if these assholes @ the bicycle federation and critical mass have anything to say about it. These groups have rahm's ear and its because of them that 9.5 got the idea to drop the weight requirement to 4000 lbs and jack you up for an extra 60 bucks. They hate cars and hate the middleclass more with their kids and those gas gazzling minivans and trucks. Believe me, i use to ride with them years ago, when bicycle riding was a hobby and we wanted to show the health benefits of bike riding. Now, they believe they are a political force pushing an agenda of punishing the middlclass and their excess, with your toyota camry's, honda odyssey's, toyota sienna's, etc. Nevermind that we researched and believe we drive them for the safety and comfort of our children. Rahm is using our tax dollars to accomadate the agenda of these two groups, time for these guys to put their money where their mouth is and Pay the piper. Time to stop paying 200.00 dollars for their skinny jeans and start becoming part the the over taxed society of which they live on the fringe of. Pay for plates, a city sticker of registration, insurance and make sure safety ordinances, for helmets, headphones, etc. are ratified and enforced. Sorry for the rant, SCC, but im drowning in raised fees and taxes here, along with my working middleclass bretheren, we are getting punished for trying to raise a family, finally get a crumb of the pie and live the american dream. Where has all our tax money gone!!!!

If Rahm was truly concerned about the safety of "the children" would he not be putting in speed bumps around the said schools and parks to prevent the speeding instead of speed traps to generate fines after the fact?

We'll be digging up the streets soon to replace that so-called 100 year old water pipeline infrastructural anyway so why not put in speed bumps during the repaving.

It's about generating revenue to pay for the double digit raises for the clouted ones. It's not about safety.

If Rahm was concerned about the safety of the school children he should of given more thought to his demand to extend the school day.

Are the children not required to travel to and from school at the peak of rush hour traffic now as opposed to the beginning of rush hour traffic as a result of this mayoral edict?

Think about it!

The leaders are so concerned about "the children" that they cut the number of police officers stationed as schools as soon as Rahm took office and the corporate media propaganda machine sold it to the public as being noble because we were going to save.

The same goes for city curfews in Grant Park. It's not about 'respecting the laws". It's about generating money enforcing some chicken shit municipal code and muzzling the constitutional rights to free speech and assembly by placing a curfew on it.

When free speech and assembly doesn't fit the corporate agenda only then do we pull out these codes and choose to enforce them.

Oh you need a permit reviewed by corporate controlled politicians before you are granted 'free speech". We have to make sure it fits the corporate/political agenda where someone can monetize the activity in some way.

Since we will be tearing up all the streets soon to replace all that 100 year old water pipeline infrastructure anyway and will need to repave the streets just put in the speed bumps instead of funding that clouted camera firms. Then you prevent the speeding instead of monetizing it.

Crime is a business in the city.

The leaders are not interested in wiping it out and making the city safe. That's why we don't enforce the laws on illegal immigration here and go as far as turning loose convicted felons instead of holding them for deportation. We have our city leaders promoting the valor of this catch and release program as saving the city $250K/year while using the fear as a motivator to eventually extract more tax revenue.

Crime is a crisis that we can use to extort tax revenue from the public.

The CPD is viewed as the corrupt politicians henchmen and enforcers to shake down the taxpayers under the guise of 'respecting the laws" by many citizens.

We all know the game. Until we break this corporate campaign contribution circle jerk of money the corruption will continue and that's what the 99 percent declarations are all about should you care to read them instead of fighting for the status quo.

To save more money issue all citizens a ticket book so they can write themselves a citation and mail it in. Of course we would have to provide the postage stamp so the city could even save more money. Saw this author on Chicago Tonight last night. He didn't do a lot of work on this. Just because they are assigned there, doesn't mean they work there. Coppers are tripping over each other in the ghetto. Up in taxpayer land, it is a ghost town. Sounds like he was carry water for the Mayor.

Speaking of carrying water for Rahm, Tom Cross was on the show explaining why he is so interested in giving control of our pension money to the Mayor. He was hard to understand since he was talking out of both sides of his mouth. One thing was clear. The is an undeniable combine of politicians on both sides of the aisle in Illinois.

They need to go. All of them. Every incumbent should be voted out. The longer they are in, the more powerful they get. The more powerful they get, the more they mismanage our money. We need term limits and we need to shuffle the compost pile we have for an electorate.

And, as for voting all the incumbents out of office, I couldn't agree with you more. BUT, first we have to amend THEIR PENSIONS to make sure they aren't getting lifetime pensions just because they managed to get elected to two terms of office.

LEGISLATOR PENSIONS should be the first ones rewritten. I'm getting a pension based on a lifetime of work for the CPD. They get pensions based on six years, eight years and ten years? That's obscene and reform should start there.

Everybody, make sure you're wearing your seat belt in your personal cars, because, now there's no option to speed up a bit when the superfastchanginglight turns red.

We are all going to be rear-ended in RECORD numbers because the option to speed up a little, for a hundred feet, is being taken away from us. Yeah, I CAN slam on my brakes when the quarter-second of yellow turns red, but will the guy behind me? No.

(Of course, we're taking it in the rear a LOT these days. Thanks, Rahm.)

It was absolutely disgusting that they would use these kids like that! I can't believe the parents allow their children to be political pawns for use in front of the cameras. Here's a thought at large...

Just look around EVERY school in the City of Chicago.
How many, IF ANY, have two signs on ALL FOUR SIDES of the school perimeter indicating that one is approaching/leaving a school zone?

How can anyone be held liable for driving down a street and not being able to know or anticipate approaching a school without proper signage.
Oh yeah...dis'is Chicaaahgo...it don't matter.
It would cost more to install tens of thousands of missing signs than they could recover in fines.

The city wrote 175 violations at the Grant Park shindig and hopes to collect $87,500 from that activity,

No doubt that it hurts the citizens that were written up, however I don't think ANYONE thinks about the impact on local business and the economy.

You just took away $87,500 dollars that may have been spent at a local business and then spent the money on non-value creating, non job creating city debt interest payments or it's given to some clouted firm or individual...assuming there was any money left over.

It's a transfer of wealth under the guise of respect for the law and the tax system.

Who benefits from this?

The taxpayers will not see their taxes reduced because the city wrote these violations. More police will not be on the streets from the money generated from these fines.

It feels like organized crime to some. Oh your kid was out past 11pm, now pay the mayor $500 in protection money or we're gonna ruff you up intimidate you with the lockup...you lil' menace to society you.
