Take the Bus

This would be hilarious if they apply it to exempts headed to CompStat meetings:
  • City employees will be required to take public transportation to meetings and assignments during the work day or explain why not, under a strict new mileage and travel reimbursement policy tailor-made to save $1 million.

Mayor Rahm Emanuel ordered City Comptroller Amer Ahmad to craft the crackdown after a string of abuses made possible by the city’s liberal reimbursement policy.

The loosey-goosey rules allowed city employees to be reimbursed for car washes, transportation to jury duty, parking tickets, excessive parking costs and even late fees on personal credit cards.

The new guidelines—and the savings generated by them—will be built into the mayor’s 2012 budget.

For the first time, city employees who need to go somewhere during the work day will be required to use public transportation. If that’s not possible—either because of timing, location or security—they will be required to explain those reasons on reimbursement forms.

Of course, this only applies to personal vehicle reimbursement, not take-home cars. At least, not yet. But having exempts take the El to 35th Street would "increase visibility" and make CTA riders feel safer.

Actually, why even have take-home cars? Park the car at the District and use your personal car to get to and from work - it would cut down on the abuse of using the car to transport kids or groceries around the neighborhood.

nah, I dont have a take home and am not in a unit but there has always been jealousy about take homes..its not about people worried about abuse its about jealousy... I know, i get jealous about it sometimes but the truth hurts.. no one on this job really gives a sh*t about abuse..

Rahm has already set an example for all city workers.
When he lived in D.C. he regularly used 'Public Transportation', that wasn't so bad, and his boss lived in public housing, ate government food, and took public transportation everywhere.

So what's your complaint?

How many exempts don't realize they have a 5 pointed bus pass in their pocket? No reimbursement for you. Plus, half of them could never find their way across the street to the bus stop.

If I was one of the City employees who had to be at 'meetings', I'd surely be taking public transportation. I would never be on time for any meetings, I would waste half my workday trying to GET to - and from - the meetings and I would not be responsible for all the information I missed at the meetings I was too late to attend.

Sounds like a win for me. If anyone dared challenge me, I'd say it was due to the Mayor's orders. Out of my hands, not within my control.

I want to see Emanuel take public transportation to ALL the functions his job requires he attend. The ribbon-cuttings at homeless shelters in questionable neighborhoods, the visits to firehouses around the city, the McPier meetings, the speeches at conventions, the trips to announce longer school days at one end of the city and then the dedication of a newly renovated CTA station at the other end of the city. Piece of cake, guy. Go for it.

So, let's watch what's left of your downsized city bureaucracy crumble and self-implode because you CRAVE yet another moment in front of the cameras, yet another MINUTE of waving your arms, jumping up and down, screaming 'look at me, look at me'. Change solely for the sake of change is NOT what this city needs.

Once again, a knee-jerk overreaction. If a few people abused the system, punish THEM. Not everyone. Just the ones who actually did something WRONG. It might take a little more effort than making a blanket edict, but what the hell. Can't wait to see how this works out for you when there's ten inches of snow out there and buses are running forty five minutes apart.

I have seen exempts with paneling tired across the top of the take home car and the trunk filled with bags of mulch, 2x4 hanging out of the window. The intelligence division, a few years ago, even let some wives use covert cars. At one time ( can't speak to current condition), many civilians at HQ had take home cars, to include the civilian secretaries of Dep. Supt. Nothing new here. Most exempts do not need a take home car.

I agree why do exempts need take home cars at all? If an emergency comes up that requires their presence they can call a beat car and 1 would be dispatched immediately! Disagree with this one. If a commander lives way north, the district or unit is way south, then the required response location is central or north, it's a waste of time and effort to drive in circles to get to the location. Commanders respond to shootings in their districts, shootings involving their people (wherever it happens), hospitals, major incidents... They start their day at some meeting nowhere near their unit, they end their day at some goofy CeaseFire event.

I think some of the take home cars are unnecessary, but I don't think all of them are. (And, no, I don't have a pony in this race. I retired out of a district this year, no take home car for me.)

That's a lot of "public transportation" on top of the very nice salaries. Good for them.

What's interesting is that CPD does not fall under any of these issues. CPD does not get mileage and all those other reimbursements. I don't have a problem with Commanders having cars, hell most are shit on royally in many other ways but I find it insulting that the Mayor's office wants to continually put out stories of abuse and excess with "City Workers." Most of the time it is not the police department. Such as the indebtedness to the City to the tune of 3 million. Not CPD. When we are wrong, I accept that but when we are in the right we should be applauded. The CPD does a great job of ensuring its members are not indebted to the City. They always have since I have been on. We should get some credit for that.

Seems all the news ever is about how fucked up City workers are. Too bad the Mayor doesn't appreciate the hard work we give every day instead of lumping us with other departments who have a history of mismanagement, graft and outrageous OT and now indebtedness.

Speaking of the use of personal credit cards I have a question.

Who is getting the cash back and cash reward bonuses and other rewards that many of these credit cards offer when a city employee uses their personal credit card for a work related purchase?

If the employee gets to keep the rewards then that's unreported compensation that gets around the tax system.

http://www.comparecards.com/category/reward?k=Google_TC1600&gclid=CIzQ2Yjb3KsCFc_AKgodDGQMSA

Stop the use of personal credit cards for city business. You have no way to track the bonus point rewards systems, the cash back and other rebates that rightfully belong to the city and the taxpayers.

Take down that no trespassing sign Rahmmy. No more personal credit card use at all. Not for the mayor. Not for the aldermen. Not for ANY city employee. It opens the door to all kinds of financial shenanigans at the taxpayers expense.

Why are any city employees doing any travel to only make a physical presence in a meeting in this day and age with all the communication tools that we have at our disposal?

Video conferencing, conference calling, text messaging can all be done virtually for free over the net.

Let's not just look at the travel expenses in the form of gasoline and parking fees shall we. Let's look at the travel times and the idled man-hours lost in transit!!

The superintendent is bent on achieving greater efficiencies and yet we are going to waste man-hours in traffic riding the bus or even driving back and forth cross town just for the convenience of being able to look someone in the eyes at a meeting!

That's ludicrous if you don't have the money nor the resources to waste. We can't afford that luxury any more and it is a luxury.

Hell, if you need to actual see the look on someones face when you're dictating orders just have them go out and stand in front of a pod cam in their district and then call them on a cell phone to break the news -- that's all.

I would of suggested that you just whip out your cell phone camera and put up a live streaming video however I don't think that the politicians, supervisors and leaders of this city would know how to do that. Only the stupid moronic tech-savvy Occupy Wall Street crowd that they mock knows how to do that.

Same goes if you need to make an appearance in court.

The man-hours of lost productivity due to travel will only be made worse by paying someone a $40/hour salary to be waiting for a bus.

Skype it baby! Stop the madness.

NO, it was not!

You're fucking retarded. First of all , learn to fucking read. Secondly, nobody should be using their personal car do do anything work related. If you take your own car anywhere while you are on city time you are fucking crazy.

According to your theory, we should all have take-home cars. I'm not talking about responding to an incident in your personal car- go to the district and get a squad like the rest of us. By the time the exempts get there the smoke has cleared anyway. And half the time they use these cars for personal use- nothing police related. Go have another glass of kool-aid genius.

i've seen exempts in the Mcdonalds's drive through with their kids in the co vehicle, dropping off their kids to school in the co vehicle, dropping off their dry cleaning in the co vehicle......

Unless the dry cleaner is in another town, it's probably on the way to or from work. Don't really care about that.

But kids in the car. Violation of general orders, to start. Stupid, too.

Former Cmdr RB used to haul her (then) small daughter around in the company car, once even bringing her to an investigatos' meeting. When someone questioned the child-seat in her CPD vehicle, she responded it wasn't there for personal use, but because she ran the Youth Division. Right.

How about putting the beat officers on foot in their own beats? That's how it done in New York. Police can't get the feel of their beat while driving around with the windows up.

Thanks, Garry, but this isn't New York, much as you wish it was.

Many of our beats are so spread out, it would be a good trick to even walk the length of it during a tour, much less respond to calls at the other end of it.

But, nice try, McClueless.

Speaking of which...why does the C/O (Lt.) of the
Mounted Unit need with a take home car? I don't
think he gets called out in the middle of the night
to make sure the feed bags are full at the stables.

10/10/2011 12:59:00 AM

I absolutely agree! If anything, he should have a take-home horse!

Well then they should begin to look at specialized units, especially at Homan Square, you have folks in Narcotics who work inside that have take home cars, Gang unit guys have take home cars, Intelligence unit, a guy that used to be blago's chief of security has a take home car, but works straight days. I say give cars to cops that have jobs that take them away from home on call outs, and who have jobs that need them to go out during the night.

************************

its called a perk for being in a unit. Ive never been in a unit or left patrol but even I realize that if you go to a unit there should be perks. Coppers are some of the most bitter and jealous people I know. Its not about abusing cars or dropping kids off at school with the company car... Its about crying because someone else has something that I dont have. I dont get a take home car so Im gonna whine about it. Im gonna cry because a guy used his take home car to pick his kids up from school(god forbid)... and whats your argument... If I have to pick my kids up from school with my own car then they should.. which proves the point of jealousy. Good lord, cant coppers not cry about something for at least one day. Sitting at roll call it use to be laughs and good times, now its poor me poor me, I get screwed. Give me a fu*king break! We talk about unit cohesion but coppers are the first ones to steam roll another copper. Hes got a car and I dont so im gonna cry. He got out early im gonna cry, he got taken care of by the watch commander im gonna pout, he got put on the incident car on the watch im gonna talk behind his back and be bitter about it... and the list goes on and on and on. Way too many crybabies on this job. I could care less what some guy in a unit that I have nothing to do with does with his car. I dont care if they give him a helicopter... If it doesnt effect me then I dont give a sh*t. If people get out early and get take home cars then GOOD FOR YOU BROTHER! Way to work the system and get yourself out of pushin a beat car. I have no problem working a beat car. Ive been doing it for 22 years straight with a few years in tac. Stop tattling on the next guy JUST because he has it better than you. If you dont like the job of working a beat car then you should have been a fireman. Nobody guarantees you get a spot... these guys did(clout or not) and its good for them. Stop crying.

Good question - why do Commanders get take home cars. Fuck. Why do some Lieutenants get cars? Lt. GL of Forensics can barely get to work and she's given a take home car. She's also taken for herself an ET to be her personal secretary. At at time when all watches are short - yes, she gets a personal secretary.

This whole dept is a fucking joke.

10/09/2011 01:28:00 PM

What do they need a Lt. in E.T. South? Put her back into the District! An E.T. for a secretary is unacceptable! Make that E.T. go back to a 9161. More people came on this job to do nothing. The bottom feeds took over the U.S.

10/09/2011 11:01:00 PM

That is so unbelievable to use a full duty ET as a secretary! A highly paid specialist filing papers and answering phones. Hello McCarthy!

How about TAKE YOUR OWN CAR?!? These exempts make a small fortune and for what? They don't have any real responsibility for anything-- with a multitude of supervisors and blue shirts around them to take the fall for any bad decision or indecision, they are totally immune from scrutiny. They have a title and a very generous paycheck so how about using some of that pay to go out by a car like EVERYONE ELSE in the world to cart their overpaid asses to and from work. This is just another area where government wastes money and goes in the same category as those stupid flower boxes- we somehow have money for crap like that but never enough to fund the pensions or pave these pothole ridden streets, or replace the bulb in a streetlight for that matter! I cannot wait to move out of this dump of a state illinois!

Shut up you stupid fuck. Can you read and comprehend you fucking idiot. That is not even close to my "theory." The article is not about take home cars you limp dick. These people have responsibilities, it's about doing shit that you are accountable for. If your called out to work regularly you should have a take home car. According to your "theory" of ball licking and dumb fuckism they should be taking their own car and putting their personal vehicles at risk while responding to police duties. Do you even know what "drinking the kool-aid" means? What do you think your uncle Rahm is going to be doing next? Your jealous of a take home car. Get over it you fucking child.

HMMM, harsh words... Im kind of torn how I feel about what you said but for the most part it is true. This department does have way too many cry babies. I really dont care about take home cars either. I believe the driving force for all the anger is because people are pissed others get perks and they dont. but as you said, oh well too bad. They were smart enough to use a call to get out of patrol. If you dont have a phone call dont blame them. Blame yourself for coming on this job with no plan. This is cpd not the burbs or state police. Things are not legit here. Didnt you get the memo when you got hired?? I love watching the bitching at roll call unlike the poster above. It makes me realize that my life on this job just isnt as bad as them. Im sure you will catch flak for your comments but it was well said and a good read and I do agree with you...

And sadly, these guys do not. But do nothing fucking Lts do.

So the city wants to save money by having the bigwigs take public transportation instead of driving.

HOW FN STUPID CAN 9.5 BE?????

If I were in that position, I would apply.

Instead of taking a car, driving, and being there in, say, 45 minutes to an hour, I would take the bus and show up in probably 2 hours.

Unless I make an arrest on the bus. Then who knows when I will get there.

I'll believe this shit when Rahm gives up his limo and driver.

What a Tool!

Is Mayor Rahm Emmanuel, who is suing the airlines for denying the City the sales tax for their fuel because they route the sale through Kankakee, the same Rahm Emmanuel that tried to have his north shore suburban home classified as a religious learning center so he wouldn't have to pay high real estate taxes????
