End Around Attack on Pensions?

  • After at least six secret meetings, another of which was held during the first week of October, Illinois politicians have quietly introduced legislation that would destroy the Chicago Teachers Pension Fund Board of Trustees as an elected entity with ten members elected by those affected by the Fund. The new legislation would replace the current trustees with a seven-member Board of Trustees, four of whose members would be appointed by Mayor Rahm Emanuel.

    The proposed change to current pension law, which was introduced by Tom Cross, the leader of the Republican minority in the Illinois House of Representatives, covers a number of public worker pension issues and has come to public light following a series of reports, primarily in Tribune Corporation media, depicting the public worker pension funds as corrupt. The proposed legislation, known as HB 3827, was introduced on October 5, 2011.
  • A synopsis of the legislation, which was introduced on October 5 and is currently available on the Illinois General Assembly website, includes the following:

    "...Amends the Chicago Police, Chicago Firefighter, Chicago Municipal, Chicago Laborers, Chicago Park District, and Chicago Teacher Articles of the Illinois Pension Code to terminate the existing pension boards 90 days after the effective date of the amendatory Act and to provide for a new board comprised of 4 members appointed by the Mayor of the City of Chicago and 3 elected members representing active members and annuitant members of the fund...."

So Rahm would get to pick four appointees and we'd elect three?

Gee, what could possibly go wrong with this scenario?

Hey look, we have no freedom of assembly, no right to bear arms in public, the constitution is being made a mockery of.

Signature on real estate liar-loans from people on both sides of the table meant nothing. No-one has gone to jail for fraud. Nor have the bankers even been charged for the racketeering with regard to housing appraisals on the homes they sold. The bankers created CDS's for the mortgage loans with misleading and missing doc's and got away with the frauds. Millions of them and when it cane tine to foreclose on those hones and the banks couldn't fine the paper trail to the mortgage to prove that they had a right to the property they lied and committed more frauds millions of them.

..and you think that the words on your union contract mean something because you have paper wit signatures on it? Hahahaha..

This should do wonders for morale around the city. He wants to do more with less? One of ensuring that city employees will go out of their way to hold up their end of the bargain is to give them what they were promised. What's going to make me sick is when the politicians and citizens start to applaud the fact that the greedy public workers have been toppled.

For people who live in Madigan's district in 008...he currently supports this bill. He seems to have forgotten a majority of his Chicagoan constituents are city employees. Tell your city worker neighbors we need to band together to try and change his support of this bill. We will certainly be in trouble if one person gets so much control over any city pensions!!

What Cross does not tell the people is that the boards are already stacked by the mayors office ( past and present ) and have lost hundreds of millions of dollars in political investments and using the funds as a piggy bank.

Maybe 2 weeks ago I was listening to Tom Cross on WBBM "At Issue" segment. This guy scared the shit out of me. One of his primary targets to destroy is pensions. He thinks by lowering your retirement benefits, the Government will be more efficient, and he does't care 2 shits about what your already entitled to. This is not legal. The pensions are protected under the IL Constitution and the only way to change the pensions is to change the IL Constitution. The only way to change the IL Constitution is the every ten year vote for a Constitution Convention. We defeated Con Con.

The few sellout principals, teachers and LSCs that willingly gave up their union's guidance and protection need to be the ones to discover that there are very real, and very financially troubling consequences to willingly putting yourself over the proverbial barrel and spreading your own cheeks to maximum separation.

A number of you liberal, bleeding heart CPS patsies saw no problem whatsoever in ignoring your union representation, instead selling-out for a few measely hundred bucks (how much did it average? $800?). You tried to mask your greed as "doing it for the children", but the truth is obvious - Rahm exploited your weaknesses.

He knows what the majority of you know: the Chicago Public School system has been a failed social experiment ever since they mandated integration via "bussing-in" kids from faraway districts. This phenomenon only grew worse when the influx of illegal immigrants descended locust-like into the CPS system, effectively devouring resources that were already straining to keep pace with the needs of children of legally documented citizens. Cultural differences, the dynamics of single parent households common place in a lot of these families and housing and nutritional anomalies are related topics too involved to delve into at present.

If the CPS "died" tomorrow, a fitting obituary would include: "Another taxpayer-funded atrocity consumed by the diseases called Liberalism and Socialism".

Alright, I normally ignore common typos and poor grammer, but give me a break here. A FATHOM is a unit of measure equal to either six feet or 1.8 meters. Clearly you meant to use the word PHANTOM, but didn't know how to spell it. Next time you want to use a word outside of your normal vocabulary, please look it up first!

One officer will be named as the “bonding officer” and they will be in charge of the safe, clerk arrest reports, get all the paperwork together for prisoners going to court and writing I-Bonds.

Since the general orders are being re-written the city feels they are not circumventing the contracts.

Instead, the 69-year-old retired chairman and CEO of Illinois Tool Works has gotten himself into a battle for state pension reform that has him and area business leaders fighting to win support from Illinois legislators despite resistance from public unions.

Illinois has $140 billion in retirement-related obligations. At issue is an unfunded pension liability of $85 billion and growing daily. Farrell and the rest of the Civic Committee of The Commercial Club of Chicago contend that, if not restructured or otherwise addressed, the shortfall will require still-higher taxes and diminished government services that will drive people and businesses from the state

"I hate to be altruistic about it," Civic Committee Chairman Farrell said, forcing a half laugh. "But in this case, I can't even work myself to figure out what might be a different angle for us. It is truly only to have sensibility in the financial well-being of the state. All that emanates from that is good. All that emanates from not doing it is bad.

Something must be done about the high ranking political hacks who retired from government jobs with annual pension payouts in the multiple six figures. This will completely drain the pension system to the point that nothing will be left for the average state employee. These oversized pensions need to be canceled immediately; waiting for reforms for new state employees won't solve this problem.

Take a quick look at this letter to Quinn. In it you'll find several cases that have established precedent and you'll also find the original language used by the framers of the Illinois Pension Protection Clause of the Constitution.

In this leter you'll find that the stated intent of the framers of the Pension Protection Clause in the state constitution clearly states that the point of the clause is to protect current employees from having their benefits reduced from what they were when they first became employed and started paying pension payments.

Just because some dipshits tried coming up with the same arguments someone else has before doesn't mean they're correct. In fact, the same shitheads trying to destroy government pensions using the "earned to date" bullshit have already had their argument shit on by both the appellate court and the supreme court.

Gonna be real tough for either court to figure a way out of case law they themselves have already ruled on and established.

Wasn't this the problem before? Wasn't it that Daley hand picked the pension board for the city who then all agreed to give 60 mil of the CPD pension away to Daley's nephew and other money from the Teacher's pension as well to his buddies?

I think it is a conflict of interest for an elected official to appoint anyone to oversee large amounts of money such as the chicago workers pensions. No good can come from it.

RUMORS:

Captains to be re-assigned as "executive officers"

* Captains would be working under district commanders. Perhaps they will take over smaller units and commanders will get dumped.


* Lieutenants will be re-named "watch coordinator”. No more title of "watch commander". They will only get paid LTs pay.


* NO MORE DESK SERGEANTS.
One officer will be named as the “bonding officer” and they will be in charge of the safe, clerk arrest reports, get all the paperwork together for prisoners going to court and writing I-Bonds.

Since the general orders are being re-written the city feels they are not circumventing the contracts.

The city ALSO want all civlians on the desk with the exception of the one sworn P.O. that can be the "bonding officer".

A couple of rough drafts of some new orders have been making their way around 35th street.

In the mean time NO promotions any time soon.

LTs will fall under 200 in manpower.

At least 40+ sergeants have put in their papers for this year. By the middle of next year sgts will fall under 1100 in manpower.

Captains should fall under 40 by next year also.

I've been saying this for a long time to anyone who would listen. We have the elitist , who are our elected officials( think of Burke, Daley and Emmanuel)and big business. Big business has lobbiest who lobby for big business legislation that takes more money out of the workers pocket and puts it in big businessess' pocket. The lobbiest take care of the politicians in the way of political contributions who vote in favor of the big business that is buying their vote (pay to play). Now everyone is happy. Big business just took more money from your pocket and the politicians get re-elected and their elitist status is preserved. To pay back big business you award them TIFF funds( taxpayer dollars) and have them make a contribution to your favorite charity that you control. More money taken from the taxpaying working man. You raise their property taxes by increasing both the state multiplier and the local tax rate to take even more money from the working man. Then you introduce legislation that takes away their pension benefits. You have sucessfully taken away 65-85% of their social security benefits thanks to the Rostenkowski legislation that Omama promised to repeal if we endorsed him for state senator, more money taken from the working teacher, police officer or firemen. Do you see a pattern here? Do you wonder why our parents had a much easier time making ends meet with only 1 income than we have with 2 incomes? It's time for the revolution to begin! Remember when the people decide to take revenge for your kleptocracies, rule by thieves, I'm glad I will be on the giving end, instead of the receiving end, like you. Signature on real estate liar-loans from people on both sides of the table meant nothing. No-one has gone to jail for fraud. Nor have the bankers even been charged for the racketeering with regard to housing appraisals on the homes they sold. The bankers created CDS's for the mortgage loans with misleading and missing doc's and got away with the frauds. Millions of them and when it cane tine to foreclose on those hones and the banks couldn't fine the paper trail to the mortgage to prove that they had a right to the property they lied and committed more frauds millions of them.

public employees would be screwed royally if this passed. it's not as if we could even collect social security (although that may implode anyway) when we retire in our old age. even if we liken deferred comp to a 401K, many folks that will be eligible for SS have a 401K plan. we've been contributing to our pensions and not SS -- not because of any system WE devised -- but one the politicians did. and now they want to blow that up???? i guess they want us living on dog food in our golden years. and for those who might say plan wisely, blah, blah, blah, the pension system was a part of the plan.

Suppose all the unemployed in Illinois were to magically get hired at Ford landing one of those $16,500/year UAW positions that the politicians brag about -- would the State Income tax collected from those jobs put a dent in the $85 billion dollar underfunded pension debt?

Nope...it would take 160 years for them to generate $85 billion dollars at that wage and a 5% State income tax rate if my math is correct.

What if the entire working population of Illinois currently about 6.6 million people could only find a $16,500/year shovel ready job? That group would generate $5.445 billion in taxes per year assuming a 5% rate. So in ahhhh 16 years or so sending all their tax dollars to the pension fund and you would have about 80% billion dollars.

We better hope the leaders of this country come up with some living wage jobs pronto, else we are all looking at retirement in poverty.

Why did we ever let them squander the money and blow off pension fund contributions year after year after year?

Wrong the Il constitution can be changed if 3/5 thats 60% of state legislature votes for it and with a simple referendum in the general election. Our fund is billions underfunded just read the report online I have knowledge of pension accounting. I could write paragraphs explaining,
but dont want to put you to sleep. One detail I'll tell you is the fund assumes and projects an annual return of 8%, very hard to get that longterm. I've written posts here before re:pension.Worried about them upping our contribution? That is a guarantee.You should be preparing for worse then that. In the not to distant future current employees will take large cuts in benefits. Those that say "no way" are the same that said housing prices would never fall and are telling me they aren't closing at least two district stations including one I work in.

You better do your homework. Your deferred comp is NOT I repeat NOT federally insured. Not a deposit • Not FDIC or NCUSIF insured• Not guaranteed by the institution • Not insured by any federal government agency • May lose value. Never put all of your eggs in one basket. Deferred could go under tomorrow and you'd have nothing. Also your president could raise taxation on 457 retirement plan withdrawls. He already wants to raise inheritence taxes so wealth can be redistributed. Keep in mind that federal income tax laws are complex and subject to change. Never for your benefit I might add. And trust me if it benefits the lower class he will screw you quickly. Diversify your portfolio. Deferred will go under long before your pension disappears.

There is a No Strike clause in the contract. Read ARTICLE 5- NO STRIKE of your contract. It is on page 3. There may still be a State Law too. But it is in the contract. Just like residency, as long as it is in the contract changing the state law will do nothing. They will both need to be changed.

Because the police officers in New York control their pension board with 8 votes to the citys 4. Fuck you Rahm. Stay the fuck away from my money. Rostenkowski has already reduced my social security benefits by 70%. I'm done with paying for your voters and your corporate American friends jagoff. I already looked up the phone number and email of my state rep and senator. Will be calling their offices on Tuesday to tell them my concerns. If either one of these bastards vote for this bill my family and I will work for their opponents in the next election. Only way to kill a vampire is to pound a fucking wooden stake in their heart.

the consumers, who purchase the goods and services, provided and produced by the employees of all types and sizes of businesses, are the ones paying the taxes, paying the employees who are paying the taxes and who are, not coincidentally, also consumers, not the 'big businesses' which you seem to worship as if they were persons of saintly character.

Check out your recent proprety tax bill. It list the amount each taxing body pays into their pension funds from your payment. What does Chicago do with that money? Well they just throw an I. O.U. into the fund and spend the money on corrupt bullshit. This has been going on for years. Now we are going to suffer for it.
