The immediate need for financial assistance is too obvious to question, FOP needs to use the funding raising hall and assist in organizing a full scale benefit instead of one of those "Hail Mary" pass the hat style collections. That may help until he can get the pardon from whoever is the governor at the time petition filed and processed. Of course he needs the pardon just like the political hack Rosty got which is the only way he gets his pensionable/veteran benefits. One would think our many police lawyers/Cpd sworn members could help him get that ball rolling,....seen alot of blogs supporting this man, now its time to do what you can here in Chicago. Bill is scheduled for release from the federal prison at Oakdale, Louisiana on Tuesday, November 1st. Upon his direct return to Chicago, he must report to a "residential reentry center" (RRC aka "halfway house") on the Near West Side.

Most if not all residents must reside there for six (6) months. There is a four level "privilege" system in place. Unless and until SCC blog receives notice to the contrary, Bill may only leave the RRC for work and religious services. Residents are strictly monitored with unannounced visits by federal officials when they are away from the RRC. Also, Bill's friends can't just stop by the RRC to visit. I unsuccessfully tried to visit a current resident this morning. Like BOP eMail and prison visits, there's lots of "red tape" involved.

Bill does not drink alcoholic beverages or use tobacco. All residents are monitored for alcohol (and illicit drug) use.

I had intended to take Bill to dinner at a Near North steakhouse on his return. This will not happen in the immediate future.

Only the POTUS can grant a pardon for a federal felony conviction. There is nothing that Bill would like more than to return to his duties as a member of the CPD.

At this time, we will be seeking potential employment for Bill upon his return. Please forward details of any job leads to me at cpdfop7@yahoo.com

Some of Bill's supporters have been contacting me with questions which I cannot answer. I will keep SCC updated as this transition shakes out.

Bill will be phoning me soon. He asks that I pass on his love and gratitude for helping him endure this ordeal.

If you are in contact with Bill via mail, please do not get into donations and "welcome home" parties. Bill is a proud but understandably and albeit a somewhat broken man. He will predictably insist that any donations go to the families of our slain police officers. In time, I believe he will accept our contributions before we ram the cash down his humble throat.

I just received an eMail reply from Bill. Even he does not know the answers to many of our questions. As SCC advised, let's "play it by ear".

Aside from Bill getting a good job, there is no hurry. Other than the one mistake for which he paid dearly even before J-Fled the coward came on the scene, all know that Bill is a very diligent employee; a hard worker who produces results. Any potential employer would be blessed to have him on the payroll.

The funny thing is that some of those who were "put back on the street" are now back in their units. They stripped some spots down to nothing and when the work piled up they had no choice but to return those Officers to their spot. This is the Dirty Secret. Raccoon eyes can claim a thousand back on the street/beat but no one talks about those who went back to their spots after a couple of months.

In every letter he wrote back, he always said that Chicago is the greatest city on earth, and that CPD is the greatest police department in the world. Thus, Daley is also complicit and partially responsible for everything that J-Fled did while he was here. Bill suffering in prison speaks volumes about what a despicable sub-human creature J-Fled is...the karma he is going to pay is very large, indeed! If I ever get the chance to say it to J-Fled's face, I will!

It was a Federal beef, so it needs to be a Presidential Pardon.

McCarthy was asked at Father Nangle's Retirement Party to go to Rahm for just that and you can see the results.

A quiet reuniting with his family is probably what he needs now especially with Thanksgiving. A Big Welcome Home Party may be good for us but would it be good for Bill?

Let Bill decide on that and when it is time for that party I will gladly buy the first ticket and sell more. Maybe I will provide party games like "Pin the Tail on the Donkey." The tail-pins would be photos of J-Fled and the Donkey having the head of Richie Daley.

There should be more of those Father Nangle Challenge Coins later this month. Donations will go to Bill's Family.

Also: It would be great if something like the FOP of the CPFCU were to hire Bill. Then let anyone say anything about associating with police officers and come down on them like a ton of bricks. Sue their asses for violations of freedom of association and freedom of assembly and freedom of speech.

There are many good Federal LEOs out there and I know a few of them. They referred to their former colleague as "Cro-Magnon Man." There is even a professional association that includes Federal, State and Local LEOs, plus attorneys, and private security people. There is enough people with first-hand knowledge of J-Fed there that he could never join that club.

he could still get a city job... heck i know of a certain engineer who works out of the 14th dist who has a record, convicted even and still , this person works for the city, and has access to police facilities..... so Bill who I know is a lot better person than that building engineer should look to get on with the city in one of the dept's - Street, Water, some dept. besides alot of city aldercreatures have backgrounds, or is rahm cleaning that up also?

No one said don't do it, but do understand there is a non-zero risk associated with doing so.

It might be worth it to you to think you are thumbing your nose at someone that you think needs it, but that won't keep you from having to explain to your wife just why you got a week off without pay. Or explaining to your kids why you are now a greeter at WalMart instead of a cop. It seems unlikely anyone would lose a job over such a thing, but you just never know where someone as evil as Rahm might head to get what he wants.

You really want to give Rahm and his cohorts such an easy way to put the screws to you?

And forget the pardon idea. Public pressure for a pardon in this kind of case is counterproductive and makes it less likely he would ever get one. Give it 5 or 10 years and maybe he can go through the normal channels and get one.

Obama just is not going to do it, short of some kind of miracle, or a back room deal. What would Rahm want in exchange for getting Cozzi a pardon that would convince him to spend his limited political capital? How much of a pay cut are Cozzi's former co-workers willing to take for a pardon? That is probably the kind of thing that would have to happen to make it worthwhile to Rahm.

How is that different than anyone else that got charged under both state and federal laws for the same acts? It is arguably unfair, but it happens now and then.

Just what was Daley going to do in any case? Daley had nothing to do with it. You think Fitzgerald would have listened to what Daley wanted anyway? Daley was damn lucky he didn't get indicted by Fitzgerald with Blago.

Just to clarify, so everyone understands...

The bare-ass minimum amount of time you must wait before you can even apply for a presidential pardon is 5 years from the completion of your sentence (all prison, all halfway time and all probation), but the 'recommended' time is 7 years.

Even at 7 years, it's pretty much never happens. You can go on the Pardon Attorney's website and read the stats for yourself. Most pardons are very token in nature- usually for low level offenses- and almost always after considerable period of time has elapsed (figure 15 years or more).

The current status- of all federal offenses requiring a full presidential pardon for relief- is a grave travesty of justice. The ideology behind the Presidential Pardon authority is tied to the original intent of Federal scope, which at the time the Presidential Pardon authority was ratified, amounted to piracy and high treason and not much more. These days, we have feds prosecuting people for dogfighting, pot, selling flowers, catching fish, municipal authorities, etc... is it really reasonable to demand a sitting president address this trivial stuff? Of course it isn't. Bill Cozzi could've been convicted of serious, premeditated felonies at the state level and have all manner of post-conviction relief available to him, but since this triggered federal jurisdiction, he's liable to the whim of sitting presidents?

To put it another way- sell 10 pounds of pot and get busted by the state guys, you stand a considerably better chance of a state pardon than if you send one marijuana cigarette through the US Mail and trigger federal jurisdiction.

Everyone here needs to let all this sink in deep and don't always be such assholes to people who've made mistakes in the past but are trying to turn their lives around. Here, we see one of our having to endure the same bullshit. If we're to say it's unfair to him, it's unfair to everyone else, too.

A pardon in this case would be a relief of a great travesty of justice...

It would be a great relief for the morale of the Chicago Police Department...

It would have only been a few minutes for McCarthy and a phone call for Rahm...

The sitting president does many trivial things; flies on Air Force One from Washington to Chicago and back in one day just for an appearance on Oprah or goes out to the Rose Garden to meet with the '85 Chicago Bears...

The sitting president would have to do little more than tell an aide to have this done and sign and the order.

So don't say this shouldn't or couldn't be done...

The point I was trying to make is that the scope of federal authority has increased immeasurably over the years, while the post conviction relief mechanism for federal offenses remains the same as when federal authority amounted to high treason, piracy and a few other weird offenses. Back then, it made sense that relief should come from a sitting president, since the 'offenses' were so grave, but does it make sense that someone needs to seek out a full presidential pardon for lying on a mortgage application?

It's ridiculous that someone who's convicted of some trivial crime- a cop who loses his cool and slaps a guy, some guy who sends a joint through the mail, all manner of regulatory entrapment cases prosecuted by the BATFE against otherwise law abiding gun owners- require seeking an audience with a sitting president for post conviction relief.

In short, Federal authority has evolved, but the relief mechanism is still stuck in the 18th century.

Congressman Rangel has a bill pending that would allow people to expunge one-time federal felonies and move on with their lives after completing a year of community service, no other offenses, etc. That really needs to make it into law. Making all offenses life offenses is just plain bullshit, or, for those who support that sort of thing, at least be intellectually consistent about it and say it applies to Cozzi too.

Exactly, McCarthy heard what Father Nangle said, McCarthy was asked to his face to ask Rahm to ask Obama for the pardon. The only difference is now Rahm would hit Speed-dial #3 on his cell phone to do it rather than summon a dispatch rider.

McCarthy knows that this would be a great boone to the desperately low Department morale as well as correcting a great injustice. Did he ask Rahm? If he asked Rahm, what was his response?

I would assume that if Rahm asked Obama he would get it and Bill would be home now as a free man.

That was a hokey lodge of maybe 20 or so Probation Agents that ran a bucket shop operation around Irving Park Road and Cicero with a huge F.O.P. logo on their storefront. Later they had a look-alike logo.

They would make calls and say that they were F.O.P. and represented peace officers in the Chicago area. They were very rude and if they got anyone to agree to make a donation there was someone at their door within twenty minutes. They were a pain in the ass and I think they are gone. I worked in 17 and more than once we arrested some of their "telemarketers."
