Rahm "Fulfills" Promise

Of course, this is after he had his people move the goalposts a few times, creatively lied in the face of credible YouTube video, and pretty much had Jay Levine carry around his balls in a nice little purse:
  • Nearly 140 Chicago police officers will move from jail lockups to beat patrols, Mayor Rahm Emanuel and Police Superintendent Garry McCarthy announced today.

    By the administration's count, the latest move means 1,019 more cops are on beat patrol since Emanuel took office in mid-May.

    During the campaign, Emanuel said he would put 1,000 more officers on city streets. As the mayor started redeploying officers, police union leaders said Emanuel was merely shuffling officers around. Many of those moved to beats already were on the streets in special crime units and the like, union leaders said.

    In recent weeks, Emanuel has changed his phrasing, saying he's putting more cops "on the beat" instead of "on the street."

    Today, Emanuel acknowledged that hundreds of the officers already were on the street.

    “Around 600 were administrative positions that are now driving our streets and are in our neighborhoods,” Emanuel said at a news conference. “Prior to that they were in our buildings. The way you fight crime is with a beat officer, not a bureaucrat.”

So lock-up personnel were "bureaucrats?" Who knew?

Of course, they were "bureaucrats" with contractual spots. Biddable positions. And we're pretty sure if they get removed in violation of that contract, the Department has to pay them time-and-one-half for each and every hour they spend out of their spot. It's not a matter of "if." It's a matter of "when." This is what is commonly known as a "slam dunk." There are so many precedents and previous rulings on file it's ridiculous.

We also like how Rahm got top billing in the article, just to demonstrate who really runs the show at the CPD.

Just make sure these guys do paper and every other function a P/O does. No special treatment. They get paid the same money, they can do the same job.

These are the same pricks who make you wait an hour and a half to take your prisoner.

I could be wrong, but wasn't this tried before and the City found out that Illinois state law MANDATES that in order for a prison facility, (CPD lock-ups included), to retain it's State certification, there MUST BE at least one SWORN officer in each facility?

I thought that is why they got rid of the additional sworn officers from the lock-ups before and replaced them with the civilian Detention Aides.

MUST the Dept have a lock up in each district? I say no they dont. It may nit be prudent, But no they dont.

As such kicking a lock up keeper onto the street doesnt constitute a violation, IF the lock up is closed In my view it would only be a violation IF the station kept a lock-up open and THEN threw the successful bidder out.

Dont get me wrong The lock up, at least when I worked it in the old Town Hall sucked.

You were dealing strictly with assholes. You were always smelling some guys body odor of some sort and when operation angel or what have you came around we were busy as hell

That said, I still dont think they are REQUIRED to have a lock up or a lock up keeper

every bid lock-up officer and every bid review officer who got dumped should file a grievance, i was dumped from my bid spot in review on 19th june and the union tells me to "hang in there" "dont make waves"... the contract says bid officers can be re-assigned based on unit manpower needs for a "temporary" time period....and no-one will tell me what "temporary" means...as i said on the above post...it means as long as the city wants...and our union?????..."hang in there guys"...."dont make waves""

If the position of lockup keeper for sworn personnel is eliminated, then the former lock-up keepers will not have a grievance. They can be assigned anywhere. The question is whether the elimination counts if it just occured in a district or citywide. It is a bid spot only if it still exists.

G.O. says at least one P/O has to be in the lockup and the “detention aides works under the supervision of the Officer”. Can you imagine what would happen if only detention aides were back there without any officers? I foresee a lot of scandal!

On a different note, I hope the FOP is paying attention. Tiny Dancer is already trying to chip away our contract. FOP, you have to fight this guy every step of the way, don't give an inch!

Civilians in the lockup is a nightmare. There are a few good ones, but by and large they are the bottom of the barrel in the hiring process.

The lockup can slow the arrest process to a crawl or stop it completely. It will happen and there is very little any one can do to them. More cops OFF the streets with Rahm.

Garry and the Jersey boys have sequestered themselves away from the rest of the Department and are making some huge changes. No sense consulting any 'subject matter experts'. This will be a mess. The lockup position is a good example. That will cost a lot of money paid out for stupid contract violations. Does anyone remember when J-Fled fired a whole Unit and couldn't understand why they didn't just go leave?

You got that right about Jay Levine. I recall during the campaign watching some footage of Jay getting close to punching out another reporter who asked Rahm an impertinent question. Even then, Jay was burrowing in for the prize of carrying Rahm's balls for him.

The bid spots remain contractually untouchable without penalty incurred by the city (read: time-and-one-half to "make whole" aggrieved parties) while the current contract is in effect.

Even though our contract expires 30 June 2012, it is enforceable, word for word, until a new contract is agreed upon/negotiated or decided via arbitration.

I would think the department would have to assign sworn bid lockup spots to other locations with lockup/holding facilities until such spots were officially eliminated via contractual changes. I would also think guys sent across the city to man lockups at places other than their unit of assignment might stand even more to gain come winning their grievances; travel time, fuel and wear-and-tear on one's vehicle certainly should also be on the table come compensation time.

Regardless, it needs to be stressed again: diligent documentation and detailed record-keeping are of the utmost importance for people the department is going to try and fuck sans lube with this.

This is just a preview guys and dolls for next June. Racoon Eyes puts out his budget for next year next week. You may get some indication of what he is up to. Don't expect any pay raises and be sure many of your perks will vanish. The public will accept these changes because things are rough all over with the economy. As long as the politicians, contractors, connected lawyers, and their families are taken care of that is all that matters. The vast majority of us are at the bottom of that good old food chain. And we all know what rolls down hill....

An all detention aide staffed lock-up will lead to robberies of prisoners, gang beat-downs, and incidents of forced sodomy.

The lock-up is basically a shit job that most POs only want because the hours fit their lifestyle in some way.

Wait til the Latin King lock-up keeper gets at the Spanish Cobra prisoners!

Detention aides are no better or worse than the po's back there. Don't accuse "civilians" of anything when the lockup is the hideout for all the drunks and theives the bosses don't want on the street. My lockup guys are top notch and I would trust them more than most coppers.

Here's an idea, maybe they could be on the streets. Does anyone else remember when Det's used to ride on in-progress calls, when they made arrest or assisted you with your paper?



Not a kid. 25 years on. If we ride around in cars, who investigates the crimes? Not all crimes have named offenders and not all cases are that easy. Try getting subpoenas for phone or bank records...then reading through all the documents, putting it all into a comprehensible package, interviewing victims, showing photo arrays, or line-ups, etc. Developing time-lines, inventorying evidence, etc. I would like to know where the detectives have time to go to 2 hour lunches or to their kids' games.

As for where I work, we barely have time to take a piss or finish a cup of coffee.

Quit hating. Tell me where I can get a job like the one you described. And just FYI, when I am out heading to an interview or whatever, I monitor the radio and have gone to many, many calls. I may not be first there, because I'm not as familiar with the districts I travel through, but you can bet your ass I head that way and not to my
'2 hour lunch'.

So they want to close lock ups? Fine by me. On second watch you will have more down time because you will have to wait for the wagon to get back from the run they are already on. Oh, you could do the transport yourself but don't the general orders state that a prisoner must be transported by a 10-4 unit? Not many of those working days lately.
You could down 2 cars to do it but I'm sure the designated lock up will be busy since their work load just more than doubled. And speaking of which, when they close one lock up, will they put additional personel in the ones they don't close to help with the added work load?

If you think your district is in a rap now.......just wait.

I suppose you could have detention aides run a lockup for the most part, provided they are competent. It's not a good idea, but it could be done.

Now to the front desk, since when can a civilian desk aide write a case report? They can do accident reports but they can't prepare criminal case reports. A sworn member must do it.

I used to work for the CHA and talk about cluster fuck with arrests, you would arrest them, transport them to you station, get you W/C to approve your arrest report, then transport your prisoner to the CPD district, in my case it was 002, 021 or 018, depending on what station I was working at that day. The acting desk sgt female on the desk would give you shit about your paper and after you went through that nonsense, you had to have the W/C of the CPD district approve your report for the prisoner to be housed. In the case of 002 and 018, no problem but those assholes in 021 made me not want to arrest anyone north of 35th street in the Taylor corridor. You have to understand that if you don't work in that district, you're not one of them and therefore are an unwelcome pest.

How unpleasant is it to process a female arrestees? With this new program, you can add males to this "I don't want to arrest these fuckers because it's just too much of a hassle". You'll be down for even longer, dealing with even more unpleasant bosses and driving back and forth for absolutely no reason at all.

Sooooooo glad I saw the writing on the wall many, many years ago.

While no spot on this Godforsaken job is completely stress-free, not being beholden to anyone, not caving to the pressure of the numbers game, having enough time to tell supervisors, in so many words, "fuck you, you ain't getting shit from me" makes for a much more relaxed way to get thru the day.

So I say...FUCK YOU RAHM!!! You can't touch me, even though I'm a lowly blue shirt. You're a 4 year flash in the pan who will fizzle out and be a distant memory in what amounts to the blink of an eye in the grand scheme of things.

after over 20 years on this job one thing is for certain, when outside people come into a district they are treated like that last piece of cold pizza that nobody wants to eat--- it's either the watch commander's spice girls that are working the desk or the old salty dog working the lock up who will give you shit every time--- thank god for the 1st and the 16th, it always props you up a little bit...

I work in 021 and it wasn't just outside units that were treated badly by the lockup guys. If you are a woman and didn't suck up to the big guy that used to work back there, he'd make you wait an hour and a half. What a smarmy jerk on a power trip. I refused to kiss his ass and ended up always waiting for him to get around to me. What a joke. He should have retired 5 years before he did.
