IG Report

An interesting read. But the good stuff starts around page 67 when Aldercreature Tom Tunney starts with a series of 17 questions:
  • Questions came from 18 different Alderman, but Ald. Tom Tunney (44th) asked the most, with 17 questions to Chicago Police Superintendent Garry McCarthy. [A copy of the IG's report can be found at the bottom of this article.] Among the responses to Tunney and other aldermen:
    •The merged 23rd and 19th district will have 476 officers.
    •The average response time in 2010 for a domestic disturbance or burglary in progress was 6.2 minutes.
    •In 2010 had 12,365 sworn officers received their annual uniform allowance check but only 7,047 officers were actually assigned to work a beat.
The question ranged the gamut from staffing to hiring to promotions. It seems kind of obvious he has someone on the inside feeding him questions that have appeared in this and other forums and are of a concern to the membership.

Hopefully, a little pushback building against Rahm and McJersey.

I think that Alderman Tunney has realized that the progressive Lakefront and Lakeview communities are going to dump his ass in short order.

Browsed thru the report....McNucklehead stated Domestic Violence and Burglary in Progress calls are a Priority 2. I've been dispatching over 10 years and these two classifications have ALWAYS been PRIORITY ONE!

A few exempts owe Tunney their spots. I can't think of one bright enough to generate that list of questions, though.

Tunney's no hero for asking questions, nor is he a fan of the police. We're just a means to an end for him, and he has big aspirations. (He doesn't want to hurt Rahm too badly, because he wants Rahm to move up so he can, too.)

I didn't see any questions from Alderman O'Connor from 41st Ward, so I guess 2 or 3 downed cars a night on midnights is acceptable to her, this while burglaries soar!!

Technically, you are correct. However, I think what he meant was that they are not the highest priority. That would be Priority Zero jobs ie. P/O Assist (10-1). I understand the confusion here.

These few words speak VOLUMES about the culture of Corruption and Incompetency of the exempts at Headquarters. Explain, HOW ON EARTH, can a little more than 50% of sworn officers be assigned to work a beat car? It is obvious that there are far too many "inside spots," as well as other assignments that cannot be ethically or practically justified.

The vast majority, if not all, of the exempts at 3510 S Michigan have been "taken care of" most of their careers, with one special assignment or inside spot after another, thus they cannot appreciate the importance of putting most of the manpower on the street, ANSWERING CALLS AND BACKING EACH OTHER UP, where it belongs!

CPD is so corrupt at the top, they will never change this cancer-ridden clouted system on their own. What is the answer? Suggestions, anyone?

When President Obama was candidate Obama he thought closing Gitmo was a good idea. Once he was elected, he found that it was not in the best interest of the Country.

Once Rahm got elected, he found a forensic audit was not in the best interest of our elected officials.

Blago needs roommates, lots of roommates. Vote out every incumbent.

Alderman Tunney is receiving a lot of heat from his constituents. Citizens who live in Uptown, Lake View, Lincoln Park are seeing the savages turn their neighborhoods upside down. They have had enough. They want more police service and realize that if public safety is compromised then their property values and neighborhoods will plummet.

I would like to know where all those stats cane from. They are total bs. The call times should be district related not city wide.

It's been proven time and time again no way we had 12350 officers last year.


These aldermen are the biggest racists in the city. Always with the racial bs questions. I can't believe they are worried about Frikin candy on halloween. How about unsteady of buying booze , cigarettes, hot cheetos, and blue juice they do what every other family in America does....buy their own.

I hate this place more every single day. I pray my kids get the Fuck out of here. We are doomed. All this talk about cutting back police cuz numbers r down and budgets are tight, cut the aldermen in half and have 1 in each police district. If one commander needs to be responsible, so can one alderman. What a joke

Who? I know she was elected, but she's pretty much MIA. Worthless is another adjective that fits.

Meanwhile, the new 36th Ward Alderman Sapasoto (know I spelled it wrong), a guy who is actually doing his job and trying to improve his ward, is getting messed with. The Bastards are redrawing his Ward and pretty much pushing him out.

Funny how that works.

Hey, if it's "legally" time to redraw the ward maps, isn't this the perfect time to cut at least 10 of those wards? Imagine the savings...

Ald O'Connor has shunned the police.
A couple of retired POs offered to help her, needless to say, they never heard anything back.
Basically, as long as she gets catering contracts, she don't care about the burglaries and robberies increasing in her mome turf

Domestics are a priority 1. Obviously in a domestic, emotions are high and almost all turn violent and the longer you take to respond the more dangerous the outcome. McNutjob stop talking; everytime you talk you sound and look stupid.

I love the 17th Ward alderman's 4 questions...All about Race.

Then the wrong priority listings for burglaries and domestics.

Tunny asking if his people will ose their spot..

The alderman who asked for the number "for applicant's" to find out where they are on the list

And the nice breakdown. 016th district who has one of the highest incidents of property crime statistically, gets 2 officers...
The biggest district in the city..Thanks fucknutty!!!!

I was willing to give McCarthy a chance, but now it seems that his incompetence is shining through. Rahm should reevaluate his pick for top cop and cut his losses. Believe it or not, people respond to you better when you are man enough to admit you have made a mistake. Obviously Rahm was given some wrong information on McCarthy and now its time to admit that. McCarthy has proven over and over that he is not suitable to be the Superintendent of what once was one of the most respected law enforcement agencies in the country.

Yes he does, me. I have a relative who is a patrol officer who is too old to be a "hair gel police" and too young to be "KMA." I asked him what he'd want to ask the Supt. if he could and passed then to Tom. So, people shouldn't be reading anything into these questions other than a sincere attempt to pin McCarthy down on issues the average police officer would ask. There are no hidden agendas.

According to the Cook County State's Attorney's Office...right from their mouths...

Blacks cannot be offenders in a hate crime, so therefore, cannot be racists.

I have worked quite a few cases where it was quite evident that it WAS a hate crime and this was the ASA's response.

It's a disgrace and a disservice to all the taxpayers of 023 to have the least amount of patrolmen in the whole city! 181 is way to low! There are shootings nearly every other day now with three shot tonight. 023 needs some bodies bad and hopefully some younger guys who want to work. 007 has more than double the number of patrolmen than 023 with maybe 10% paying taxes

ARIEL REBOYRAS-30th Ward Alderman asks about the staffing of all the districts both before and after the consolidation. For some reason the total number of officers increases by approx 500 officers (all of which are apparently going to area 2 districts).
These people lie so much it is almost impossible to keep up. If we are going to have 500 more officers they must be adding 1000 to keep up with retirement.

It is sad, very sad, to see several Districts stripped to dangerous levels to assuage the parasites and politicians. If just a little of the fat was trimmed off the ridiculously over-staffed districts and sent to fortify districts like 16, 17, and 23, it would go a long way. I hear some Districts have so much manpower they have to make up b.s cars and teams and are riding 3 deep. I am not saying the busier districts should not have more manpower, but this is ridiculous. Let some of those northside TRU and MSF officers come back and help keep ALL of the city safe.
