No Moves in 2012?

More half-assed planning by the Department leads to more rumors and the inescapable conclusion that no one from outside the Department (along with meri-clout-orious hacks) has ever actually read a contract:
  • The city will have five areas in 2012.

    GMAC had no idea that all assignments were by seniority and furloughs could not be changed once chosen. A Compstat computer nerd ran the numbers and realized if the 75 dicks with least seniority were moved to Area South then half the area would be on vacation in the winter and early spring, while more than half of the new Area North would be on vacation in the summer.

    They also received word there is no money for construction, desks, computers, or even chairs.

    The only reason the entire plan was not scrapped today is because of GMAC's ego.

    The new plan is to move the 50 lowest seniority dicks from Areas 5, 3, and 4 to Areas 1 and 2. But, they just figured out that they can't do that until 2013.

    In the end, everything will remain exactly the same.
If in fact everything does remain the same, way to fuck with peoples' lives, heads, families and plans. You've just created and/or reinforced a collective perception that this Department is rudderless, hopeless, run by incompetents, and will screw with you in a heartbeat. Rather than attempting to reform a system that, while working well in some respects, could use some adjusting from within, it's best to throw the baby out with the bathwater, sell the tub for scrap iron and burn down the house the tub once stood in. Way to go!

Anyone have the real story? We're mighty curious how this is all going to play out.

The Department lied and said TRU would never end and then overnight they were gone.

The Department then lied and said CTA Special would be terminated but it is now staying! Way to screw with officers who need the extra money for college and tax bills.

When will everyone wake up and realize the Department exempts are incompetent, lying morons again proven by not moving Detectives after they lied once more!

There isnt one gold star on this job that is worth a shit. Most if not all were promoted beyond their capabilites at patrolman. It is very interesting to hear this rumor, but before it even made it to this blog, a friend at HQ said that when they started coming up with the numbers, they weren't going to be saving a single red penny.

As a matter of fact, it would end up costing the city far more than they would like to implement the changes.

The big thing is that G-Mac and his crew of craniums basically looked at all of this crap without any indepth analysis.

When I worked in the private sector, we moved about 300 positions out of state, to another location the company owned. Once the announcement was made it took well over 1 year to put in place the whole plan and it cost us millions of dollars. The costs was not a huge issue because we were going to be making more money with the new arrangements.

What money would the city be making with such large scale moves for Dets and P.O.s? NONE! They would only be spending a wad of money they don't have.

No one did any true analysis until recently. The media just ate the shit they were fed by the city and HQ. The rest of us have our morale broken all the more.

It wouldn't surprise me if they decided to go ahead with the moves, despite the enormous costs, just so G-Mac can save face.

By the way, G-Mac's family has gone bye-bye. There is no truth to the domestic incident, but plenty of evidence related to G-Mac's philandering and boozing.

Emmanuel is still pissed about the bill of goods he was sold on hiring G-Mac. Emmanuel has thrown a few tantrums over the issue and is frustrated that he feels his hands are tied.

I say good for them! They all deserve each other because both of them are the biggest fucking liars this side of Jersey and the Belt.

In the meantime, boys and girls, be prepared to keep on being demoralized.

I thought the same thing about seniority. With 25 years on, I would probably be low-man in Area 3. Plus the simple logistics of how big desks are, how many they can fit into the existing space, electrical needs, etc., no one even thought of.

McStupe opened his big fat stupid mouth before he did his homework. Now he looks like a bigger asshole. And I beg to differ with the poster about the domestic with McStupid--saw it myself. So did others.

This guy is a loose cannon and should be in rehab.

I already packed half the shit from my desk, files, etc, which are still in my trunk because I couldn't decide what to do with them. Moving day was supposed to be by Jan 1.

I am so done doing a f*cking thing on this job. Detectives work their asses off on cases and shitheads end up getting probation or a slap on the wrist. No justice. Why bother?

This rumor is probably true. In our Area we were out of paper by the middle of November and told none was coming till January. Over half our chairs are either broken or have been thrown away.

Half the floor was supposed to be taken down for the rehab and that has not started.

What once looked like a savings by reallocating supervisors could not possibly cover the cost of new desks, computers, chairs etc.

I could see some detectives getting moved inside their respective areas to cover HGS and RBT because of retirements. I also believe there is plenty of money for promotions and they will be coming because the 25 on up crowd is bailing out in droves.

I hope to see the promotions before I leave. I have seen some outstanding policemen at my scenes and thought how great it would be to have them up in the area. Your effort, talent, and knowledge is appreciated by this gumshoe.

Our Area commander told us that we would be bidding the week of the 019th but come the 1st of the year we would still be at our old workplaces awaiting furniture delivery to "new" areas. Would stay working where we were at come the beginning of the year but would be assigned to different areas. WTF?

What is truly amazing is that they just figured this out? I could have told them this from the moment it was announced.

Just saw jag-bag on TV telling Mike Shields, "sorry, we're not low one police."

If that's the truth, then why do friends of mine who work in 011 say there are not enough officers on the street and that they are always in a RAP?

Same thing for detective units. Sometimes 3 or fewer people in the office. Ridiculous. And yet the victims are screaming that their cases should be handled immediately. Talked to a victim who wanted a copy of her case report and was told by the records section that it could take up to 6 weeks. She was incredulous. I said 'Welcome to the CPD'.

That is the problem--citizens are clueless about how bad the CPD is until they need us, then they are outraged and take it out on us--here's a clue--write to 9.5 or McStupe, don't take it out on us.

We can't even get supplies because there is no money left. Gas cards for det's who need to go out of town to interview someone have been cut off due to lack of payment.

I fully expect the lights to go off soon.

If anybody cared to look like I said last month look at the city Police Dept. budget (city clerk has full budget on web site). Their are NO new openings or left vacant positions for ANY promotions to Detectives or Sergeants or for that matter any positions in any unit or district. They the powers that be eliminated all old vacant positions which was a buffer for the old payroll acccounting technique to avoid going over budget! It's called wishfull thinking and musical chairs who playing the fiddler!
Don't see any promotions for this year in budget look in october 2012for 2013's budget but I hope and pray every day Shields won't give awaw the ship in JUNE contract negoations. Especially our pensions!!!

UPDATE ON INSTITUTING THE XO.....

The Captains are about the vote on it. Their board approved it and recommends that the members vote "yes" because the city caved it to their demands. If they pass it, it will probably be in place the 1st period.

What demands did they get you ask?

Basically, they are getting to keep the benefits they fought for and already have their current contract. They will have the opportunity to work holidays and act as DC when the boss is off. The only extra is that they MIGHT get a take home car.

Their attorney has convinced them that they should take what the city is offering now so that when the next contract goes to arbitration, the arbitrator would look favorably upon them. Like that is going to happen. The city will try to take away even more for next contract.

It sounds to me like their attorney works for the city.

So the Captains are going to sell out their contract (AGAIN!). This time, for the low cost of a city car.

Watch out lieutenants....the city is coming after you next!

All the changes will be part of the negotiations in the next contract. With our medical, clothing allowance, shift diffrential, holidays, 4 day work week, etc. everything will be on the table. We will have to fight to keep what we have and to stop what changes affect our officers negatively. Boys and Girls it is up to the FOP now.

About our FOP presidents comments at the CIty CLub. Mike you made a ass of yourself even though I support you.

Mike is a great guy but he is going to get his ass handed to him by the Mayor when it comes time for our new contract. Mike Shields acted poorly in a very public forum yesterday. I want him to always stick up for the police to these political types but he showed so big immaturity yesterday and showed his true age and lack of political experience. The Mayor in the end is going to Set Shields up and make him fall hard at Mikes expense. Shields does not know what he is up against. My advice for Shields is to humble yourself a little and bring it down a notch. Lose your arrogance and do not think you are smarter then everyone else.

Wake the fuck up people. This entire idea is not about saving money. It's about appeasing the reverends and residents who think that by putting more police in their broken neighborhoods there will be a difference made. You could put a copper on every block in 003, 004,005,006 and 007 and it won't change a fucking thing. If this is done, and when it fails, what will be the next great thing?

It's like being a Cub fan, and I am one. Every three or four or five years some new genius comes along with a new plan to end the drought. College of coaches, Dallas Green, Ed Lynch, Jim Hendry now Theo. The new plan ALWAYS fails, they still suck, and they flounder along till the next new plan gets tried out.

Same thing here. OW Wilson, Riordan, Fred Rice, Rodriguez, Cline, Weis now McIain'tlisteningtonobody. It will always fail because there are too many people who are satisfied with poverty, welfare, shit schools, no parent families and gangs.

It is a fucking circle jerk, and I am THRILLED that I am retired. Though I do miss being around coppers.

There is talk of a final class of 50 dicks, but beware. They will be assigned 30 to Area 2 and 20 to Area 1 and without a future class, those dicks could stay in place for years.

This is the only way the department can staff the southside without violating the contract.

Problem is there is NO money for promotions, but the city may allow the minimal cost of 50 D1 to D2A promotions so McCarthy can save face. That's at least $250k.

Right now it looks like the aldermen will approve the extra money, IF they get the merit picks. McCarthy hates this, but he's painted himself into a corner.

Stay tuned. If there is a class, watch for the entire 20% merit to be relatives of the aldermen. This could be the last promotion for a long time.

I'm retired and maybe things have changed, but during both the Convention and the MLK riots, the big bosses were out there with the troops. They saw first hand what was going on and gave the appropriate orders. In situations like the G8 you have to lead from the front lines

They were talking about the planned physical changes, remarking it would cost over a million dollars to implement the changes in the interior footprint.

Chicago Police Supt. Garry McCarthy and the head of the police union got into a verbal shootout Monday over whether there’s a shortage of officers.

McCarthy spoke to the City Club of Chicago before taking questions from the audience — and got a tough one from Michael Shields, president of the Fraternal Order of Police.

Shields asked how McCarthy could expect to fight crime proactively when there is a shortage of 2,300 officers. Then he asked: “Can you admit the Chicago Police Department has a manpower problem?”

“The answer is no, I can’t do that because I don’t believe it,” McCarthy responded. “Sorry, Mike. I didn’t want to have these conversations in public.”

Shields’ figure was based on the department’s past budgeted strength of 13,500 officers.

But McCarthy questioned why the city thought it needed 13,500 officers in the first place.

“What was the analysis that was done? Was it based on geography, was it based on crime?” he said. “The answer I keep getting is ‘no, it’s based on the budget.’ ”

McCarthy told the audience he’s been moving hundreds of officers into patrol jobs since he took office in May. He said he shifted about 600 from desk jobs and about 400 from citywide units. Meanwhile, crime has fallen for 17 straight weeks compared to the same period of 2010, McCarthy said.


McCarthy acknowledged every city wants more officers. But Chicago and other cities don’t have the ability to pay for them in the current economic doldrums, he said. Chicago currently has 12,370 sworn officers and supervisors, according to figures released Monday by the city. The 2011 budget eliminated more than 1,200 vacant positions.

Chicago ranks third in the nation in the number of cops per 1,000 people, according to a comparison of 34 cities with populations over 500,000. Washington, D.C., ranked first, New York fifth and Los Angeles 13th. The comparison was based on a 2010 Department of Justice report.

McCarthy said he is not looking to expand the department’s payroll any time soon.

“Quite frankly, I don’t think it’s a fair thing to do to the taxpayers at this point,” he said to rousing applause. Then he fired a shot at Shields, the FOP president: “Mike, why aren’t you clapping?”

Really??? 12,370 where are they. It's bad when you can't get immediate response from the police in 16.

About our FOP presidents comments at the CIty CLub. Mike you made a ass of yourself even though I support you.

Mike is a great guy but he is going to get his ass handed to him by the Mayor when it comes time for our new contract. Mike Shields acted poorly in a very public forum yesterday. I want him to always stick up for the police to these political types but he showed so big immaturity yesterday and showed his true age and lack of political experience. The Mayor in the end is going to Set Shields up and make him fall hard at Mikes expense. Shields does not know what he is up against. My advice for Shields is to humble yourself a little and bring it down a notch. Lose your arrogance and do not think you are smarter then everyone else.

There is talk of a final class of 50 dicks, but beware. They will be assigned 30 to Area 2 and 20 to Area 1 and without a future class, those dicks could stay in place for years.

This is the only way the department can staff the southside without violating the contract.

Problem is there is NO money for promotions, but the city may allow the minimal cost of 50 D1 to D2A promotions so McCarthy can save face. That's at least $250k.

Right now it looks like the aldermen will approve the extra money, IF they get the merit picks. McCarthy hates this, but he's painted himself into a corner.

Stay tuned. If there is a class, watch for the entire 20% merit to be relatives of the aldermen. This could be the last promotion for a long time.

Your logical flaw here assumes that each detective with at least 19 years seniority in Area 5 would have bid for days, which is most likely not true. There must be some detectives in Area 5 on afternoons and midnights with at least 19 years.

Narrow banding has some/a little to do with he battery drain....actually the problem is in the chargers for the batteries. Occasionally you will see batteries that really good (IMPRES). However, they are being charged by chargers that are not made for those batteries. The good 12/16hr batteries need to be refreshed after the tour. the current chargers aren't capable of doing that. The problem is, these chargers, for a 6 bank, run about $1200. The basic chargers run about $400. Once we get the good radios XTS5000, and the good batteries 7.4 nihm IMPRES, and the good chargers IMPRES refresh capable we will have less issues with battery drain

I truly lay blame on our home grown triple merit exempts advising him on what is reasonable, prudent, and consistent with the terms of our respective agreements. MacCarthys advisors consist of the brain trust of Cuello, Wysinger, O'Neill (how did you do on your first sergeants test?), Wiiliams, etc. The resulting crescendo is the product of forty years of affirmative action and political patronage now tempered by merit promotions. In the Army it meant the Rangers/SF/Delta; the guys who performed the dangerous missions, went in first, etc.

We also pretty much got what we wanted, budget-wise, at least in the beginning.

Phil Cline and his chicanery with the test answers to the in crowd and the bs merit promotions is what put this department in the spot it is in today. Sure JFED made changes, but all Jfed did was shuffle clines guys around, he most certainly didn't get rid of any of them, for crying out loud there are still 4 or 5 of Cline's guys on a list to be made Captian. Don't fool yourself Cline was as crooked as they get. Many of Clines guys shouldn't even be on this job let alone in a position of power.

I think what the poster meant was Cline merit promoted a vast majority of today's exempt into some level of exempt during his tenure. And once exempt always exempt, just keep moving on up by playing the game. Brown, Green, Cuello, Wysinger, Jackson, Williams,etc. - and these clowns have merit promoted many of today's exempt. Stupidity breeds stupidity. And yes, Cline and Hillard propogated most of it.

How we're going to handle the G8/Nato mess is of primary importance to us. This department hasn't seen an event like this since 1968 and we are undermanned, underprepared, underinformed, and our 'leadership' is completely clueless as to the scope of the pending disaster and/or how to even begin to address it.

Adults should be critically concerned with the G8/Nato events, because the rioting, looting and terrorism that go along with G8/Nato will cost millions in damage, destruction and interference with business and the local economy.

Yes, we're also a bit concerned with our own safety and security in the workplace, so get over it. When you're old enough to get a job, you'll understand better why we want to go home to our families safe, and intact.

Some threats in our day-to-day routine are unpredictable, and we deal with them as 'part of the job we signed on for'. But, deliberately leaving us vulnerable, or putting us in danger when it can be avoided with a few basic security measures, speaks volumes to a lack of respect or concern for us as human beings.

Now, turn out off the computer and get to bed before your mom and dad catch you reading the evil police blog again.

Between the 3:56 AM 12 Dec. comment about how rough you have it now as opposed to the good old days, and the other comment berating the retired officer about not reading the blog as much, and his comments about leadership; where are you officers coming from?

Do you actually think that I beleave that you are looking out for any one other than yourselves.

Right now I am one of the CPD's older vets 35 + yrs. All of those years were spent working in a field unit, never in an office.

I have witnessed many changes and times are very different now. The one thing that has remaind the same is the ability of the professional police officer to adapt, improvise, and over come to get the job done. And most of the younger officers feel the same way and have the same desire to do the job in a professional manner just as most of the older vets have through out their time on the job. You seem to think that everyone we encountered took a beating. Nothing could be further from the truth. I was there, don't believe all of the BS that goes arround. Start to use your brain and think about things. Maybe if you gave things a little thought you might not make the kind of comments that you made concerning the officers that came before you.

The two who made those comments gave little or no thought to what they wrote. Cool down and think about it before you open your mouth or write that comment or report. You might just survive and have a good time doing it.

Good Luck to all of the officers who will follow and do this job after I am gone. Stay close to each other, the friendships are the best part of the job.

Hairgel, it is amazing to us that the we raised such a generation of "do-nothing" police. If you think that the civil rights marching citizens of the 60's and 70's didn't view the police as the enemy, you are certainly naive.

There is much more to being the real police than beating someone. We understood that you had to take control of any situation and we took pride in doing our job. We actually knew how to conduct investigations, even those of us who never left Patrol. Of course there were always "workers" and "dogs". But our "dogs" were better policemen that 90% of todays hairgels.

We had a blast and we kept the streets safe. The "hairgel" police will have no such legacy.

One good thing...017 finally got new batteries and battery chargers for the radios.

I said fuck it and bought my own radio. It lats 2 tours without recharging and cost a total of $100.00

I seem to remember that there was something on our radios which could pinpoint our location for the dispatcher in case of a problem. Is that true, and if so, are you putting yourself in danger by using an aftermarket radio? I know I know it don't mean shit if the battery is out, but I mean with a working battery.

Smarter, stronger and emboldened by the media and society. You never had to go into court and automatically thought to be lying on the stand. At every turn no one believes us. We are looked at as the enemy yet we still overcome. We still check the animal at every turn.

I think what the poster meant was Cline merit promoted a vast majority of today's exempt into some level of exempt during his tenure. And once exempt always exempt, just keep moving on up by playing the game. Brown, Green, Cuello, Wysinger, Jackson, Williams,etc. - and these clowns have merit promoted many of today's exempt. Stupidity breeds stupidity. And yes, Cline and Hillard propogated most of it.

We're not talking about extraordinary measures here, just common sense security features that you find in any modern police station.

Take a look at any of the suburbs' stations or dispatch centers; fenced in parking lots with electric gates, key card entry, bullet resistant plexiglass, etc.

None of this is too much to ask.

Another useless and stupid arguement over which generation of cops had it the hardest. These same comments were made by my generation in 1968 when we came on. We worked one man cars, no portable radions, no safety vests and 8-10 officers killed each year. And, were were always viewed as the enemy. Truth be told, very few people like the cops. They think you are overpaid and lazy and corrupt, and the policies of city hall do nothing to dispel their thinking. Every cop in every era has it bad at times, no matter where you work, north side or south side, although I am a firm believer that if you work on the north side of the city your career will have a much smoother road. And, as someone who has been around for a long time and spent some of it working in administration, I can only tell you that if the city wants to make changes they will do so, in spite of what the contract states or what you may THINK the contract states. Their attitude is to let you file your grievance. The commander of labor Affairs should be an advisor to the superintendent and is not supposed to be the best friend of the rank and file By eliminating units and job titles ( or renaming them), the city has a distinct advantage in the grievance process. All of your bitching won't change that.

In regards to the psoting about government property being used for G*, it is surplus property that the dept. of defense can't use anymore, it is called the LESO program, That LESO stuff was brought into CPD by Lt. Ray Hamilton, he tried getting anything for free, some stuff was good stuff and given out to SWAT and MSF. but they have a TON of computers, ETC, Gun Racks sitting at Homan Square, MSF had an admin Sgt. who went all over the country picking up stuff , IAD audited it and I don't know what happened but this stuff is scattered all over Homan Square. Helmets sitting on the Dock . plenty of stuff that could be used.

They are probably very well made chairs, and MADE IN AMERICA.

In our district we had the Impound Garage stacked up with dozens of the broken office and Roll Call Room chairs that we go through like Kleenex.

They probably came from the Vanecko Office Furniture section of the Daley Crime Family. The worst are the ones in the Roll Call Room made with skinny steel frames. They were made to be easily arranged and stacked up to portable on the special furniture dolly kept in the corner.

They may do for a sedentary workforce with and average weight of no more than 185 pounds. But start having people with bigger asses (OK, I'm one of them), loaded with guns, ammo and body armor and they break like matchwood. More than one copper I know has been hurt when we heard the welds on these cheap pieces of crap snap.

I miss the old wooden benches in the one station I worked in, and the Board of Ed student desks at another.
