Rumors of a New Unit

The rumors keep getting stronger and stronger:
  • A fly on the wall at 35th told me that the bosses are afraid that we won't have enough Tier 1 officers on the front lines to handle the G8/NATO protests. Starting early next year they're creating a 200 P.O. force, and the old MSF'ers will be offered the chance to be brought back. They figure they already have the training and equipment. After the city burns, the unit will remain to work as summer saturation teams (West and South). They're looking at housing the teams out of the current Area 4 after it's cleared out.
We suppose if you live north and drive south every day, this might look like an opportunity to ease your commute, save some gas money and once again, get out of Patrol. Until they dump you south again, probably as the summer mayhem dies out again with winter's arrival. A ready made force of officers volunteering to live outside the contract doesn't exactly help things. It affects hiring, promotions and manning of the so-called "quiet" districts.

In the meantime, what's a Tier 1? And why do we keep hearing the city or Department aren't accepting outside agency offers of assistance?

It's true. My brother in law works for a nearby suburban agency and I asked him about it and he said we're on our own, his department wasn't asked nor are they volunteering.

I see all MSF people that are in 3-4-5-6-7 who live in 17-16-14-25 all signing up! And I would to even if it's just for the summer. Try driving to 5th district from Irving and Austin everyday . I see districts complaining once again ..we are short handed. In fact I think this new unit should only be offered to north sides from MSF and TRU that got Fu*%#d last June. They will cut down commute times, cas costs and mileage on their car not to mention not have to leave for work so early and able to spend minimal more time at home with their loved ones.

Week or two ago was a post in CO book about the bike detail for the G8 also. Its 5th to 9th period. First they use the detail for G8 then its lakefront. I can prob scan it tomorrow if needed/interested.

Anyone stupid enough to go to that unit after MSF and TRU got screwed deserves whatever the city does to them.

You saw what they did to those hard chargers and now they are asking for them to come back in order to screw them again.

Some people just won't learn. You can bet that there will be lines of idiots heading there and then complaining when they get screwed.

The city isn't going to have a choice as far as accepting outside help. This whole thing is being set up and planned by the feds. The department is being told what it's part in the fiasco will be and that's it.

please do not go to this unit. I know u got dumped south , but remember who dumped you south. It was this management. So send a message, when they come asking you to go back tell them no. Do not let them circumvent the contract again. Let them find another way to handle the problems they created with in the boundaries of the contract. Do not let them go around the contract any more.

Tier 1 are current tactical, gang, incident car (06 cars), former MSF and saturation officers.

Officers who left any of above teams OR got dumped are tier 1 officers.

Tier 2 are the officers in regular patrol.

Tier 1 officers will be the 1st deployed.

All clout bitches on teams time to pay your dues cuz you are 1st sent when shit hits.. literally

I've got 10+ years on and as I was one of the MSF guys that got dumped. I live in 16 and my 1.5 commute to 7 sucks and the weather hasn't even bad yet.

There hasn't been opening in months so I'm stuck. If there is a new unit then I've got to consider going because this commute is killing me. I need to consider going for my sanity and for my family and not for the bosses or the politicians.

If going to the unit means I can have a better family life then I need to consider it because this dept doesn't give a shit about us. No promotions in the future. No new hires. No clout. In the end the only thing I have going for me is my family and a partner who is stuck in the situation.

the way i see it...that commute should pay back the amount of time you took when you and your teammates took 1hr lunches and jumped on each others papers and took 3 hrs on a pisser.

The reason a Federal Monitor is sitting in on the G8 Training is to ensure our training meets Federal Guidelines. The Fed will ultimately be responsable for the legal liability.

I've worked tac for most of my career. Worked south side and now north side. I've never heard anyone refer to a tac/gang or what have you as a "tier 1" officer. Nor would I ever refer to myself as that. Did someone down at headquarters play a little too much Modern Warfare?

Was at the Police-Fire hockey game last nite. It was a great game, we were joking around with the family of a fire side guy, and it seemed that everyone in attendance had a great time. But just to show which sport has the most down to earth people running through it...Jim Cornelison, the Hawks anthem singer belted out the National Anthem as if it were game 7 of the Stanley Cup and Patrick Kane dropped the ceremonial face off puck between captains. After that, Kane stopped to shake the hands of the players on both teams and even a few quick pics with those that had a camera available. I know that he was kind of a goof when he 1st got here, but he was young and seems to be maturing a bit. It was a nice gesture that these 2 celebrities took the time out of a day off to lend their services for Chicago's first responders. After the game, both sides remarked what a good game it was and that win or lose, its a good time and a great cause.

if they start a new unit and you want to go, then go. I know everyone preaches TEAM, but when it comes down to it those preaching will do whats best for themselves as should you.
What the dept tends to do is announce openings after a unit is created, but the people who went to the unit never bid. This time bid, and if they want u bad enough they will keep you detailed. If you are lucky enough to get a better district, do not let them assign you to the unit, if they try thats when its time to leave.

Hey Second City Cop, suburban copper here and it's true, the City of Chicago will not indemnify anyone that is not CPD. Most suburban agencies extended the olive branch knowing full well that CPD would need help once the G8 summit arrived. CPD advised The Illinois Law Enforcement Alarm System (ILEAS)of this who in turn related this information to the Chiefs of the various agencies representing ILEAS. Those Chiefs basically said fuck that and will not allow any officers to respond. In total there are 822 officers from 245 different agencies represented on ILEAS Teams. There equipment alone could help: 13 mobile command posts, nine armored vehicles and a host of other specialty vehicles provided at no cost to various agencies in Illinois. Agencies receiving this equipment agreed to maintain it and provide it during large state or regional emergencies if necessary. Trust me, I'm not part of ILEAS, I just hate to see officers being put in harms way when it can easily be prevent or even greatly reduced. CPD stay safe and keep your heads up.....

Was told last week by a boss at my agency that May will be off limits for vacation due to G8. No word yet on whether we are going or not but just in case, they want bodies available.

It sounds like the bosses are waiting to see if Chicago comes through with the indemnification at the last minute once they (Chicago brass) realize just how fucked they are.

In any case, time will tell.

Thanks for replying but I do have a working day furlo since I have over 20 years on this shit ass dept. I'm glad you have a boss that lets you use your days and extend. Remember though a furlo is 14 days no matter how long you have on. The order also says you can extend from the Sunday before the segment or up until the Saturday after the segment if manpower allows it. It's at the watch commanders discretion. So if the w/c says you only get your segment plus by the grace of god 2 days extended out of the segment and you are told to use your vacation days one by one at other times when you want a day off what do you do? I know your reply will be "fuck it" and hit the medical. Right?

hahah, yeah right pal. I dont think so. Im driving from 016 all the way down to four... f*ck that!! What point am I gonna prove?? They are gonna get 200 people either way so im gonna try. call me soft or what ever you want but if i can get a year or two away from driving south then so be it.. the rest of you who are going to "prove a point" can enjoy your commute.. plus, just gives me a better chance to get back into the unit. time to call that chinaman boys, msf is back!

City won't be getting any help from suburban police depts. Those officers didnt sign on to do the G8, most wouldnt know what to do and the suburban depts are short just like CPD Who would replace those officers if they were injured. Never going to happen.
Best case scenario is tyhe National Guard would be brought in or the military if the demonstrations got completely out of hand

If everybody had the discipline to resist the bullshit, resist the urge to "be special" and not flock to these units in addition to having a firmer grip on their ego, the department wouldn't have been able to shanghai several hundred coppers and guys wouldn't be blogging about living in 016, 017, 020, 024 and northwestern 025 and having to drive to A/2 districts in the teeth of afternoon rush hour traffic.

You guys KNEW this could very likely happen. You rolled the dice. Some of us tried and tried again to pull your sleeves about what you were doing.

At least the gray-haired guys gave enough of a damn to try to give you a heads up as to how dirty department administration can be.

The proof will be in how many the department can shanghai again.

You are a complete prick for that statement. I bet you live in or close to your unit of assignment. In the past, a severe form of punishment was assigning officers across town. Now they are doing this routinely. Try driving 90 minutes one way every day. Yes I signed up for MSF but no one ever imagined that 35th could fuck over those officers that severly! All McCarthy created was 100 officers without incentive to work.

This is not a rumor or speculation at all. The consolidation of the Area's will allow for room at Area Four to house this new unit. There will be a Deputy Chief in command of the new unit. It could most likely be TOBIAS or E. JOHNSON running the show. There will be a Commander and possibly an XO involved. The details have not all been worked out just yet. Stay tuned and watch for this to be unveiled by 08 Jan 12.

* From the Illinois State Police... ISP is purchasing 50 portable finger-printing devices to be used for the G8/NATO summits.

I sure hope we are obtaining outside agency law enforcement assistance on this one.

Remember the "Battle in Seattle" back in 1999? Seattle PD lost all control, which eventually compelled the Governor to send in the State Patrol (Police) and the National Guard.

In addition to Seattle PD's incompetent planning, they had insufficient police manpower, inadequate inventory of neccessary equipment and supplies to deal with the N30.

Hmmm... Insufficient police manpower, inadequate equipment resources, incompetent leadership and planning...

13 years later, those same issues are sounding awfully familiar in Chicago.

The city will have five areas in 2012.

GMAC had no idea that all assignments were by seniority and furloughs could not be changed once chosen. A Compstat computer nerd ran the numbers and realized if the 75 dicks with least seniority were moved to Area South then half the area would be on vacation in the winter and early spring, while more than half of the new Area North would be on vacation in the summer.

They also received word there is no money for construction, desks, computers, or even chairs.

The only reason the entire plan was not scrapped today is because of GMAC's ego.

The new plan is to move the 50 lowest seniority dicks from Areas 5, 3, and 4 to Areas 1 and 2. But, they just figured out that they can't do that until 2013.

In the end, everything will remain exactly the same.

You are a complete prick for that statement. I bet you live in or close to your unit of assignment. In the past, a severe form of punishment was assigning officers across town. Now they are doing this routinely. Try driving 90 minutes one way every day. Yes I signed up for MSF but no one ever imagined that 35th could fuck over those officers that severly! All McCarthy created was 100 officers without incentive to work.

I was about to make that move but didn't because once I join them "management" can decide where I go. I said fuck it, I am happy working 1st watch in a shitty district. I work in 025 but live in 019 and thus my commute is short.

I am not trying to talk down to the former MSF officers or the ones who will join this new elite unit. But THINK and know the END RESULTS before anyone decides to join this new unit. The bosses can dump you from this new elite back into 004, 005, 006, 007, etc...

So what, atleast the reverse seniority will be covered under the contract. The only time a unit can get around the contract is when people volunteer. Simply put, don't be an asshole and volunteer, let the department set this unit up by reverse seniority atleast they will be covered by the contract and can not be dumped after they are no longer needed. They will have to re-assigned back to the original unit of assignment.

If you have a phone call why don't you use it to get back to your original unit of assignment. Why go back to an ungrateful, politically corrupted spot. Use the call to get closer to home, but do not go back to a unit. If each cop thinks like you do the entire dept. is in bad shape. The point of not going back is so they can't fill the spots. If you have a phone call why waste it to go back to a unit.

Tier 1 is all of the tact teams in the city currently totaling about 1800 guys from what I understand. How many will be IOD, medical, etc next May? I assume we will be looking at maybe 1600 Tier 1 guys. That means the front line, in turtle gear and controlling the protestors and probably a third of those will be arrest teams meaning approximately 1000 P.Os to control the protesters. Now we split that in half because we will have two 12 hour shifts and we are down to 500 guys vs thousands of protesters. NOT EVEN CLOSE TO ENOUGH. We had the training, and theyre calling for 40,000 on the low end and 100,000 protesters on the high end. How do 500 P.O.s control that? We still have to keep most of the coppers in the districts to patrol their own units. How many watches can really afford to give up guys? AND the department cannot force you to buy the turtle gear if you are in patrol so now if they wanted to bring extra people they have to buy new gear for how many???? Top this with the fact they have to get 10,000 new shields for the helmets because the shit ones we have cant stop a fucking pillow being thrown at us and the city is in way over their heads. STAY SAFE and fuck em. If they want to burn it down they can. We have families to go home to and if they dont give us the manpower and equipment needed for this then just be sure to make it home to see your wife and kids at the end of your 12 hours. They asked for it, they got it. If we had real balls us guys on tact and gangs would say FUCK YOU RAHM, we r going back to the watch by choice. NOW what?????? You CANT forcibly keep guys on tact can you? But too many of us tact guys need the OT from our 1 bag arrests and we like the hour duck so we wouldnt do that would we? HMMMMMMM

Not true. The city will not indemnify the surburban agencies so they are not risking their skin. I don't blame them. The feds cannot for suburban depts to participate they can only provide federal resources.

I see districts complaining once again ..we are short handed. In fact I think this new unit should only be offered to north sides from MSF and TRU that got Fu*%#d last June. Chicago will not indemnify. Chicago is not running the show at the G8/NATO. The Feds are running it and will ask for help from ILEAS. ILEAS is already equipped and trained. And the feds will give ILEAS funding. And it will be a huge mess with 100,000 protesters coming. But without indemnification from one of the two, there will be no help.

Perhaps that was their plan all along-dump the former MSF/TRU then create a "new" unit of people for G8/NATO that "actually want to be there".

Although we all know that many of these people are making this decision in order to cut down on their commute, even if only temporarily, and you can't blame them for that.

Sending out a quick thanks to all those officers who gave up their spots up to join MSF. This allowed myself along with several other officers who were working south but live north to bid closer home. You hard chargers continue to save this city and join whatever unit this department comes up with. As for commute , I was traveling 40 miles round trip to area 2 , but I did it!!!!

Dont blame officers for trying to diversify their police careers and/or make their commutes a bit more convenient. This should be every officers goal. If you are in a shitty situation, then you have nothing to lose by applying to a new unit that gets you off midnights and closer to home. The problem here is not the officers but the Mayor/CPD administration for offering up a new unit that doesnt have the application process/perks that attract seasoned officers. These new units will always be full of 3-5 yr officers if all they want is warm bodies. We all know the difference between "DA POLICE" and a police officer. All officers are not created equal. Yes, I said it. If you dont know what I am talking about, then you probably fit in the second category. But remember, no matter what kind of officer you are, always back up your CPD brothers and sisters.
