McCarthy v FOP President

While it was no "Thrilla in Manila," we'll call it "The Hubbub at the City Club:"
  • Chicago Police Supt. Garry McCarthy and the head of the police union got into a verbal shootout Monday over whether there’s a shortage of officers.

    McCarthy spoke to the City Club of Chicago before taking questions from the audience and got a tough one from [the] president of the Fraternal Order of Police.

    [He] asked how McCarthy could expect to fight crime proactively when there is a shortage of 2,300 officers. Then he asked: “Can you admit the Chicago Police Department has a manpower problem?”

    “The answer is no, I can’t do that because I don’t believe it,” McCarthy responded. “Sorry, [dude]. I didn’t want to have these conversations in public.”
And the body shot:
  • McCarthy said he is not looking to expand the department’s payroll any time soon.

    “Quite frankly, I don’t think it’s a fair thing to do to the taxpayers at this point,” he said to rousing applause. Then he fired a shot at [...] the FOP president: “[Dude], why aren’t you clapping?”
Someone is rallying support for a contentious contract negotiation, and for whatever reason, the FOP president is attacking the political appointee, a guy who can't remove half-assed commanders from their spots, a guy with as many self-control issues as a tweaking meth addict.

The focus should be on the guy pulling McCarthy's strings, not McCarthy. He got in a good shot and it's going to leave a mark. Rahm is controlling the debate already and that's not a good thing.

I supported Shields when he was running but after this ridiculous mistake in conjunction with how quiet he's been, I'm beginning to doubt. Why has he been so quiet? What happened to the rabble rouser from the pension board? Is Howard Labcon (personal friend and campaign contributor of tiny dancer 9.5 and owner of General Iron where Mike is in charge of security) telling Mike what to do? I don't care what state the economy is in, so far Mike Shields has done absolutely nothing different than Donahue and company and if him and his team don't rock the shit out of these upcoming contract negotiations and step up their overall presence, he needs to be booted. And will someone tell me how the membership is benefitting form the hiring of Pat Camden? Dare I say Donahue seems to be the only one earning his pay.

now i know the cpd employs some real jackasses as bosses but I cant think of one department small or big that has a leader that is completly against what his troops want and think. Think about it, he is our boss, our leader and is completly against us on almost every issue. Does he realize that when he bashes the fop and tries to throw shots at the fop rallying the public against them he is actually rallying them against us?? The only thing he has done since day one is tow the mayors agenda. I cant remember one boss who has done that... Not even Weis. Even he admitted to a point that manpower was at least an issue... he would play it down by saying something like, "our people are looking into it etc" but this guy is playing 100 percent politician instead of boss of 10000 officers. He is a cocky motherf*cker against us. WTF! I really cant believe it at all. can we have a no confidence vote yet?? It wouldnt be his first no confidence vote. Hopefully his domestic problems and his drunken off duty run ins with the police that he has had here while in chicago will get him into trouble.... But i know the media has been told not to report that stuff though. if a patrolman did the stuff he has done since he has been here in chicago then they could have been arrested about 4 or 5 times... i leave it at that

First of all, why is this guy calling everyone "dude?" Shouldn't that be relegated to informal conversations among people you call friends? How about some respect for the president of the FOP? Not that he's the greatest thing since sliced bread, but doesn't McBeerballs at least owe an ounce of respect to a colleague?

Secondly, what's with McBeerballs being more of a politician who is worried about the "taxpayers" rather than worry about the welfare of his OWN TROOPS? This guy needs to pack up his duffle bag and hop on the next plane back to the Jersey Shore. The "dude" is a joke. Morale couldn't be more in the toilet than it is now. Just look at any area 2 district that he dumped all those units into. Everyone from the dump-ees down to the new kids who got sent packing to midnights. The guys/gals who got dumped there may or may not have a long commute and nowhere to bid to that's closer, and the 5 yr and under crowd got bumped off of their 3rd watch spots to do the graveyard shift...again for a lot of them who did it and finally made it on a bid to third watch.

I know it's not under GMAC's area of responsibilities however where is all this concern about fairness to the taxpayers when it comes to handing out corporate tax breaks?

Funny how all these corporations can't make any money and stay in business unless they have more tax breaks -- HOWEVER, there is plenty of money for $35,000 dollar dinners for political fundraisers and the politicians can travel to New York. Iowa, California..where ever as the city burns and the blood flows in the streets.

Concerns for the taxpayers my ass. How many millions are you expecting to collect on your speed trap camera's and how do the taxpayers feel about that?!

Based on McCarthy's statement I did some numbers crunching and here's what I come up with: Based on stats readily available in print everywhere, New York City has roughly 8,175,133 citizens. Furthermore their uniform strength is 35,100. In comparison, Chicago has 2,700,00 citizens and an allotted manpower strength of 13,500. Take into consideration the manpower shortage as stated by the F.O.P. president which was stated as 2,300. Therefore, CPD has an actual manpower strength of 11,200. Now when you look at these numbers CPD is app. 1/3 the size in both demographics and manpower strength yet when you do the math it equates as follows: Based on numbers alone if New York were Chicago and a 1/3 of it's size it's staffing number would be 11,583. Yet Chicago's actual number is 11,200 (just rounding off the numbers). Guess what Garry, you're still short anyway you try to skew the numbers. 383 more police officers on the street Garry. Plus NYPD has approximately 4,500 Auxiliary Police Officers, 5,000 School Safety Agents, 2,300 Traffic Enforcement Agents, and 370 Traffic Enforcement Supervisors currently employed by the department. Chicago in comparison has a lowly 1,925 non sworn employees. No where near the 1/3 ratio equating into NYPD having a much better support staff. So either NYPD's staffing numbers are skewed(which you'll never admit),CPD is tremendously understaffed (which you repeatedly deny) or flat out someones on the bullshit. Either way, citizens are not idiots. Figures don't lie yet liars figure......

Since the union began, no other FOP president has ever challenged a superintendent or mayor. Every past FOP president has kissed butt and shut up and played the game = and could care less about us union members.

The best thing to do is keep on getting these numbers out in front of the public before the G8 follies. "We are undermaned, we need more man power, the numbers the city is stating are false." When everything falls apart the public will know whom to look. We did the best we could with the manpower we had, the mayor would not hire anymore officers.

Shields might be wrong. Chicago's population has dropped to the level in 1910 - do we have more police officers than the force in 1910?

Just I support reducing Aldermen (if the city lost 200,000 residents in the last census - then we should eliminate 1 or 2 aldermen based on these numbers alone), if the population drops, then the number of police officers should drop as well.

Having a fix number is the way government wastes our tax dollars. How many of you received your property taxes bill (or increase in your escrow account)? What for?

You can't just say we need more cops. What FOP should do is find some one who's an expert in Stats and attack the city/McTool there. We ALL know crime is not down and that they are using Stats to shape their perception. Have an expert look into their stats. Second pull records on back logs, RAPs etc. Measure times for service calls. We have to attack them by pulling the rug out from their fuzzy math and showing tge citizens that less cops = less safe communities, and that these two guys are full of s***.

As much as I agree with the fact we are short staffed, I know that the general public does not wish to hear it. Everyone knows the department is not going to hire until the public cries out that crime is going through the roof. We can cry and whine about it but taxpayers are strapped. I hate to say it but I'm sure it will show next May. Shields will just have to wait for the right time, now is not it.

I think it's just absolutely amazing how they can say we have no manpower shortage over and over and the media and public buys it. The manpower shortage is all we talk about at work. It's a constant topic and the brass are the ones reminding us how short we are over and over. They are always asking us to do more to cover the shortage. Every single police officer from patrolman to chiefs all talk about it no matter where you go in the city. It's as obvious as the sunrise.

All the media has to do is compare how many officers left the job to how many were hired over the last 8 years.

I agree. You are wrong on this one SCC. Shields should continue to talk about manpower. Because when things go south here at G8 what will Mac Daddy say then. Certainly our fight is with Rahm, but our "Boss" is not on the same page as the rest of the department including the exempts.

Hold on here a minute! Do you mean to tell me that in addition to being on the Pension Board and the President of FOP, Shields also runs security for some private company? One thing I have never seen is the basis for the 13500 police force. Where did that number come from? (I realize there are some budget tricks in that number which is a whole topic on its own) What studies were done to say that is the "best" number and when were those studies done with what validation. Cities change and crime changes over time. That magic number should change but the real question is to what. What is the right mix patrol to detective to specialized units to geography? What is the appropriate level of supervision? How much do you want to pay for police services?

There are some gems hidden in an IG's report on questions by alderman to GMAC that was published in a local paper in 019. Based on his questions, I'd say Tunney had a CPD member's input in writing his questions.

He knew to ask how many uniform allowance checks were cut and then how many officers are actually working the streets: 12,365 sworn officers received their uniform allowance check but only 7,047 officers were actually assigned to the streets. So where are the other 5,318?

He also asks about response times, backlogs, the last time promotional exams were given, promotions off those lists and how many officers have gone through the academy.

During city budget hearings Alderman often submit lists of sharp questions to city departments. As department heads angle for funds for their programs, it is the best time for city legislators to get details on how the city is working.

Normally those questions and their answers are not made available to the public, but this year the Chicago Inspector General requested copies of those written questions and answers and released them to the public on Monday.

Questions came from 18 different Alderman, but Ald. Tom Tunney (44th) asked the most, with 17 questions to Chicago Police Superintendent Garry McCarthy. [A copy of the IG's report can be found at the bottom of this article.] Among the responses to Tunney and other aldermen:
•The merged 23rd and 19th district will have 476 officers.
•The average response time in 2010 for a domestic disturbance or burglary in progress was 6.2 minutes.
•In 2010 had 12,365 sworn officers received their annual uniform allowance check but only 7,047 officers were actually assigned to work a beat.

Just I support reducing Aldermen (if the city lost 200,000 residents in the last census - then we should eliminate 1 or 2 aldermen based on these numbers alone), if the population drops, then the number of police officers should drop as well.

Rahms number 1 concern is public safety. Cough cough, now go drink some koolaid. We're budgeted for 13,500 but we're 2,422 short. Each month we lose another 30 to 40 more officers that retire. The city refuses to hire anybody. You can cut corners with how many times the bean gets polished, how many flowers get planted or how often the downtown sidewalks get powerwashed but you should "never" mess with or ignore the manpower shortage on our police department.

Start cutting the budget in the ghetto districts. The districts with less tax payers should by far get less city services. Its only right. I cant get a pothole fixed, a street light fixed or my sidewalk with tree roots popping through for almost a year and I drive through the ghetto and see all new sidewalks, streets, new updated light poles and curbs pretty much on everyblock in the ghetto. That's not fair and is total bullshit.

Since the union began, no other FOP president has ever challenged a superintendent or mayor. Every past FOP president has kissed butt and shut up and played the game = and could care less about us union members.

I give Shields credit for getting out there and speaking up. Shields has done more for the union members than any other past FOP president. Thanks Mike - keep it up. The supt made himself look like a fool once again.

It is easy for McDrunk to take shots at the CPD regarding our shortage of manpower as his safety is never in jeapordy with his own body guards. Would he roll in Englewood or in 011 99? No fucking way. As far as expanding payroll and fairness to the tax payers, once again, easy for McDrunk when you make the salary he makes. What does he care about your cost of living. He's paid like a rock star wondering what the peons are bitching about.

Wow Bella must be pretty heavy to "confront" Daley in his office. Why don't you enlighten us under what circumstances Bella confronted Daley? Bella never let it be known while campaigning about his personal confrontations with Daley in regards to the his fellow police officers. Why is that?

The Supe called him Mike, not dude. It's in the article. Not sure if that was SCC editorializing for some reason or he picked that up from another source besides the Sun-Times or Tribune. One of the papers, I think the Trib left out the last line "why aren't you clapping Mike?"
