Missing the Point

Yesterday we posted this photo:

We made our regular sarcastic comments about "drinking being ok" again and made some backhanded reference to non-functional streetlights. Evidently, all the G-Mac fans came out of the closet to call us and our readers names, question our motivations and completely miss the point of the post:
  • This post was not about going out and having a beer, but about having a beer and going out to sit in $1,200 seats. Did G-Mac accept a $1,200 gift that might cause problems down the road?
  • It was also about a guy with some pretty big self control issues where alcohol is concerned. Do we really have to rehash the parking ticket fiasco that resulted in his arrest? His shooting out streetlights? The Unit Christmas party where beer muscles met beer muscles? The White Eagle event?
  • We would also argue that we wanted to make fun of the prevailing attitude that for us to have a beer, we can only drink it in the privacy of our basements, with the windows closed tight, the curtains drawn and the phones off in case work calls.
We're not going to say we've never enjoyed a beer at a game or a bar or a barbecue - we'd be straight up liars first of all.

This post was more about the perception of impropriety. You'd better believe there's more than a little of that going around here.

Wow. Who cares once again. This type of a non story belongs on shaved's blog. No those seats are not $1200 for a bucks game. And he makes enough money to buy them. Should we question where every cop gets their tickets from. I don't like him but this makes all of us look like big babies.

Here I thought I was the dum one thinking this wasnt about him having a beer. Since the majority of the posts were saying leave him alone hes just having a beer. That being said. Those are someones season tickets all floor seats are. I would bet a paycheck he didnt pay for them. So general order violation right there. Him sitting there having a beer isnt really wrong per se but just doesnt look right. You lead by example. If this guy was actually liked or respected by rank and file this is a total non-issue. And to all those that missed the point. Get your head out of your ass and reserve your comments til you know what the hell you are talking about.

Guys with self control and drinking problems?? Ive been on this job for a loooong time. Im not touching that topic with a ten foot pole. Ive seen many a many coppers in chicago who make GMAC and his antics look like a choir boy. Lets not forget some of the geniuses on this job in this city. I could name tons of guys jammed up for being super tuff guy off duty copper in just the past 3 years but im sure i would run out of room... when talking about a guy drinking with self control problems with booze, a member of cpd lecturing about that topic is like "the pot calling the kettle black". Not the best argument Scc. Many of G macs problems and behavior are repeated by chicago coppers time and time again EVERY NIGHT after third watch or when the units and tac get done. 34 years on the job ive done alot of drinkin, alot of story tellin and alot of stupid stupid sh*t! Im not the only one.. many have done alot more than I have and are completely stupid when they drink. Why coppers have to be hard asses at a bar is beyond me. Its always been that way, always will be.

"GMAC fan" ..... To early to tell. He has not done a "cozzie" yet, and I doubt he will after seeing how it backfired for jfed. So He's a loose cannon when he's Been over served. This job used to be full of guy's like that, getting all crazy at the watch parties. 2 days later at roll call we would all laugh about it. It's a non-issue! And, he doesn't give a fuck if you drink either. But if you run someone over, you cannot be protected in the current climate, which is not dictated by a superintendent, but by the overall climate itself.

Fast forward the tape a bit and you can see where McBAC tries the 'tub-of-popcorn-on-the-lap' trick with the blonde sportscaster in front of him.

As for the "perception of impropriety": it's a non-issue to many of those with clout and/or tin of higher rank in their back pocket or purse. Their sense of self-importance and shamelessness will always preclude them from following that moral compass by which the majority navigate.

Little or no consequence for the chosen few only exacerbates the problems as evidenced from time to time. Such has always been part of the CPD culture, and probably always will. While not right, it's too bad that selective enforcement of the rules and regulations is usually only applied once it trickles down to the lowly blue shirts.

$1,200.00 tickets are just a "perc" for the "big guys" in Chicago.

Same goes for the mayors office passing out monies to faith related groups who are willing to do the bidding of the machine. It used to be called patronage, now they call it "For the Kids". Ask shanks, he loved all those kids !!!!!!!!!!

I've had court side seats at a bulls game, I've had first row seats at a Sox game, and I drank at both. And I'm a lowly blue shirt. Five this one a rest..

Thats the one where Niles police had to get in-between him and his wife after the Fr Nagle retirement party. Apparently (allegedly) he was sauced and she wanted to leave and he didn't. He "got physical" with her before he was pulled off by Niles Police.
The Mrs didn't want to press charges for domestic battery and he was driven home by another exempt.

I don't see the big deal in that but I would like to know where in the XO order does it say he gets his own personal secretary, who basically makes her own hours. I mean these zone things are so so important that we don't need the extra body on the street? But then again she hasn't worked the street in years anyway..

So it can be proved beyond a doubt that he received tickets for that seat as a gift that was in direct relation to his job. Maybe he made a friend that gave him the ticket. There is a difference in receiving a gift (if thats what happened here) in return for something done in the performance of being an officer and just receiving a gift. This is petty.

Cops on this job have turned into jealous, rotten tit for tat pimps. Too much time on our hands and to worried about shit that does not matter. Keep in my mind I was stripped for a off duty alcohol bs beef and reinstated shortly after. Keep in mind it pissed me off when I was stripped but justice prevailed. How many of us really know McCarthy and can say he has a issue with the bottle. None of us. Cops are great at flipping stories for there benefit and changing FACTS. I see this happen all the time. Guys on this job trash talk each other based on there jealously. A guy could get a life saving award and you will always have some douche bag say it was bullshit. I just try to keep my mouth shut and and stay away from people on this job when I am off duty. It is sad what we have turned into because I honestly believe we all have great motives but people are to impulsive and shoot there mouths off when they do not even think what is coming out of there mouths.

The only problem I found in yesterday's article was the reference to him sitting in the girlfriend seats....not true they are under the basket. Floor seats are not 1200 either.

Rumor around here is the big guy is working an inside job on a scalp team. Be happy they didn't catc h him with his flask out.....and shirt off. On a side note he heckled Lebron all night until someone told him "you are the heat! We ain't playing dem..."

Wow. That is the most powerful and meaningful single sentence I've read in years. This statement can apply to just about every aspect of life. I have upper management at my job that can't be touched regardless of how many times they Eff-Up. I suspected it might have been possible in your department but after visiting this site for 2 years now I see that even you folks aren't without your share of idiots. I think most people are missing it. He is of all members of the department are to lead by example.

And our drinking rules need to be reexamined. Why can't I be drunk off duty. That rule was set up in prohibition. Which was repealed in 1933. How absurd to say I can't get drunk somewhere where there is nothing going on and I don't have excess to my weapon. Firemen get payed same as us and don't have any college. They can have a liquor license and can get drunk off duty.

For all those who say we are held to a higher standard, I say that's what they tell you to get you to accept things. Are uniforms look like we are hip-hop artists.

is the super ever really "off duty"?? do you think he put in a time due slip and told his office not to call him?? what if something happened like a police shooting?? he would be called out right?? he has more of a chance of being "impaired" on duty than a p.o. does. at least a p.o. does his drinking while really off duty...(i hope)...but i really dont care if he drinks on duty or off. maybe he'l mess up someday and quit. if i was at the game and sitting close to him, i would have sent him a beer on me...but only after i spit in it....(retired after 30 yrs)

It does tick me off that all supts have gotten away with receiving freebees. Its not ethical but they all do it.

PC was big on accepting tickets to games, theatre, restaurants. In fact when PC was home with broken arm the Mrs told the secretaries to make sure they send a courier to the house with any freebies coming in.

But the real problem here is that Mac has a proven reputation for overindulging in the hooch. Add that to the fact that the CPD supt is on duty 24/7 and is at the mayor's and city's mercy. The supt shouldn't be cocktailing anywhere at any time. Period.

Many of you really need to learn to read and comprehend more carefully. I would like to know just what General Order or Rule/Regulation prohibits the acceptance of gifts, such as sporting event tickets, from another person. I don't believe that you will find anything exactly on point in the Chicago Ethics Ordinance either. If you can find it please quote it.

If you are dum enough to think that you wont be screwed over by this supe in any alcohol related incident think again. Just because he's a bad drunk don't expect sympathy from him because you are. I think a better point is either you are one of us or you are not. Obviously this guy is not one of us based on many of his boneheaded moves without regard for how it affects the rank and file. If he was looked at as one of us this would be a total non issue. Perfect example is past bosses getting the same perks and it never being mentioned. Because they were respected and in some aspects considered one of us. This guy is not and probably never will be. And that's his fault not ours.

Unless I am mistaken, there is no order violation or policy violantion or rule violation or ethics violation for a police officer to accept a gift. Should there be? maybe. That is something to be debated. I can tell you that our superintendents have been accepting things like tickets and dinners ( an in some cases actively asking for gifts) for years. There was a sergeant in the Intell Division who owned a travel agency. He was arranging for free trips to Vegas for all of the top exempts for years and letting them use his house in lake Geneva for free. This sergeant even sent the dep supt to London for a week. That is how he kept his job. When he was arrested for shoplifting his suspencion was only 5 days on the order of the superintendent ( Leroy Martin) and then he was tranferred to area 4 homicide. Even the lieutenant in IAD, one of the most hated ever, was going on free trips to Vegas. I know. I worked in the unit at the time.

I don't know if that is true and I won't indulge in gossip.

It is true that Fr. Nangle at his "retirement sermon" spoke of the tragedy of Bill Cozzi. Afterwards McCarthy was asked to go to Rahm and for the good of Department morale and as a retirement for gift for the good Father have the former Presidential Chief of Staff ask the President for a full pardon for Bill.

McCarthy's reply, "I'll talk to him."

Whatever happened? It's still not too late.

P.S. Father Nangle Police Chaplain Challenge coins are available at the FOP gift shop and from a few select people in the Department. The sales will help Bill as he rebuilds his life from the bottom up.

Ok for those of you that are slow here it is. If you use your position as a police officer or in this case the supe to gain something ie free tickets to a sporting event you have violated a general order. And as a city employee if you accept a gift of more than 50$ (I thinks that's how much) from someone doing business with the city you have violated the ethics code. Million dollar question is who gave him the seats.

Unless I am mistaken, there is no order violation or policy violantion or rule violation or ethics violation for a police officer to accept a gift. Should there be? maybe. That is something to be debated. I can tell you that our superintendents have been accepting things like tickets and dinners ( an in some cases actively asking for gifts) for years. There was a sergeant in the Intell Division who owned a travel agency. He was arranging for free trips to Vegas for all of the top exempts for years and letting them use his house in lake Geneva for free. This sergeant even sent the dep supt to London for a week. That is how he kept his job. When he was arrested for shoplifting his suspencion was only 5 days on the order of the superintendent ( Leroy Martin) and then he was tranferred to area 4 homicide. Even the lieutenant in IAD, one of the most hated ever, was going on free trips to Vegas. I know. I worked in the unit at the time.

2-156-040. Offering, Receiving and Soliciting Gifts or Favors.
(a) No person shall give to any official or employee, or to the spouse, domestic partner, minor child of any of them, or any immediate family member residing in the same residence with the official or employee, and none of them shall solicit or accept, any anonymous gift.

(b) No person shall give or offer to give to any official, employee or City contractor, or to the spouse, domestic partner, minor child of any of them, or any immediate family member residing in the same residence with the official or employee, and none of them shall accept, anything of value, including, but not limited to, a gift, favor or promise of future employment, based upon any mutual understanding, either explicit or implicit, that the votes, official actions, decisions or judgments of any official, employee or City contractor, concern­ing the business of the City would be influenced thereby. It shall be presumed that a nonmonetary gift having a value of less than $50.00 does not involve such an understanding.

(c) No person who has an economic interest in a specific City business, service or regulatory transaction, and no lobbyist, shall give, directly or indirectly, to any City official or employee whose decision or action may affect such transaction, or to the spouse, domestic partner, or minor child of such official or employee, or any immediate family member residing within the same residence with the official or employee, and none of them shall accept, any gift of (i) cash or its equivalent regardless of value, or (ii) an item or service other than a gift with a value of less than $50.00, as long as the items or services from any one source do not exceed a cumulative value of $100.00 during any calendar year. Nothing herein shall be construed to prohibit such person from accepting gifts from relatives or from one=s own domestic partner.

(d) Except as prohibited in subsections (a) and (b), nothing in this Section 2‑156‑040 shall prohibit any person from giving or receiving: (i) an award publicly presented in recognition of public service; (ii) commercially reasonable loans made in the ordinary course of the lender's business; (iii) political contributions, provided they are reported to the extent required by law; (iv) reasonable hosting, including travel and expenses, entertainment, meals or refreshments furnished in connection with public events, appearances or ceremonies related to official City business, if furnished by the sponsor of such public event.

(e) Any gift given in violation of the provisions of this section shall be turned over to the Comptroller, who shall add the gift to the inventory of City property.

(f) Nothing in this Section 2‑156‑040 shall prohibit any official or employee, or his spouse, domestic partner, minor child or any immediate family member residing in the same residence with the official or employee, from accepting a gift on the City's behalf; provided, however, the person accepting the gift shall promptly report receipt of the gift to the Board of Ethics and to the Comptroller, who shall add it to the inventory of City property.

(g) Any official or employee who receives any gift or money for participating in the course of his public employment in speaking engagements, lectures, debates or organized discussion forums shall report it to the Board of Ethics within five business days. (Prior Code §26.2‑4)

I hear Bill got a job out of nowhere this weekend that will help him rebuild his life. I don't know where he's working, but hear people will be surprised because the company's owner is high profile.
