So THAT'S How It Works

Creative accounting:
  • Everyone keeps asking "where's all the money going?". Here's a little inside on that. The department is counting in ALL wages from the officers that go to training and taking it from the $56 million. This includes 1day training, 3day training, refresher training, as well as the salaries that they are paying the trainers for doing the training.
From that $56 million kitty they are also subtracting Kirby and Stevie G's salary and ANY overtime and expenses related to training those two. They have both flown out of town for "meetings" and other g8 related stuff. That's right, all paid for out of the kitty. (Also anybody attending any sort of G8 related meeting)
It's nothing but a way to siphon from the kitty and return unused budgeted salary money back to the city's general budget to be used as the mayor sees fit (ie Corp incentives for his friends)
THAT'S why there isn't any money left for the equipment.

Makes sense to us. Another example is the millions the city got to hire "transit officers." The money is spent training up the current class of recruits, then upon graduation, the city opens up bidding to Mass Transit and sends the recruits to districts. Same basic concept.

This is SOP.

IIRC, it's completely legit, too.

There are also valid "administration fees" to cover the costs of administering these training programs.

Who do you think paid for those high-speed stick figure comic books?

Your tax dollar at work.

I'm confused. Would Kirby and Georgas not have jobs, except for NatoGate? Would they not still get salaries from the City otherwise?

In other words, isn't this the stuff we already pay them for? Why is McMFF stealing the Federal stipend for their salaries?

Training, if it was really decent training (which it's not), I can understand, but not their salaries.

And that's about a quarter million that should go toward equipment for those on the front lines. Not filet mignon dinners in D.C. after a one-hour meeting with some Homeland Security desk bunny.

i watched a video relative to civil disorder , RNC , REPUBLIC NATIONAL CONVENTION held in St. Paul Mn. while watching the video a word popped up, and said that the MFF, unit was deployed on a parade route, with a large group of non violent protestors. OK..... kept on watching the video heard the same name MFF..... ring a bell.............??????????????? MOBILE FIELD FORCE,,, wow, i wasn't aware some boss from the Chicago Police Department, got that name for our elite riot squa?,from out of the clear blue sky. then it pointed out some important issues, no joint training with other groups/ agencies responding/ deployed rapidly..... rapidly? even the Chief of St. Paul police admitted poor planning on the police department's fault, also pointed out over 500 anarchists deployed rapidly in the downtown area destroying every squad car in sight, thus police officers are heard calling and questioning WHERE IS MY BACK UP..... when realizing MFF was not rapidly respnoding, the order was given too all police officers in the down town area. VACATE THE AREA IMMEDIATLEY, forcing the police to retreat only to wait for that ELITE CRACK TROOP UNIT TO RAPIDLY RESPOND... does Kirby. Murhpy the rest of the command staff have the street expierience to have a REAL battle plan ? stay safe my fellow officers, stick together, OUR safety is first.. breaking glass windows , looting. arson, shooting at the police is part of the NEW FACE of the AMERICAN protestor,AKA OCCUPY THIS MOTHa FR....

Even our bosses are telling us not to volunteer.

Our W.C. said if we did volunteer we could be standing next to an Academy classmate who didn't. The only difference is that he would have $800 more in his pocket because the city would have to buy his turtle gear.

Sounds like a good boss. You can probably learn more than a few things from this one. Stay safe and watch your classmates' backs when you're thrown into this unit.

90& of the crime in the city I'll bet can be trace back to the actions of the political apparatus.

For example:

Bringing the NATO and G8 summits here is one example as we all know well what the summits attract.

I think the same can be said for a lot of this Illegal immigrant sanctuary city mayoral edict.

Not ALL the immigrants are bad HOWEVER, there's a huge criminal element that is intentionally being overlooked.

Political policies. The 50 tribal community warlords need to be held accountable and shown the door come election time along with their chief mullah.

this has been done for years. The problem is the way the grants are written. Want to fix this, go to the person who writes the grant proposal and leaves it so broad.

Otherwise, it is good that the city gets reimbursed for all of this stuff. Do you want out city tax dollars to pay for everything? We did not want G8/NATO here. the city should try to get everycent back. However, We also pay federal tax so there is a huge waste there too.........

Just for clarification, and God, don't think for a minute I am defending our leaders, but Mobile Field Force was developed by the Miami PD after a couple of major riots in the 1980's. It was designed to have regularly trained officers with riot gear ready to respond when needed if civil disorder occurred. It's a great concept. But in real police departments they are properly and thoroughly trained and they are PROVIDED (read issued) all the necessary riot gear.

Was at G-8 training the other day heard that we have no less lethal munitions to use,or people to even deploy them, and the bosses in charge have not had any training. How are they going to tell us where and how to deploy? Do they know, encirclement, cross bow arrest,or the other formations? and what they are used for? You know these micro managers worried for their spots and gold braided pensions will want to micromanage and dictate every move because in their peanut brains they actually believe they deserve their command and earned it. Smart move would be let the Lt's and Sgt's direct us because they had the training with us and know the shit, as if that would even work. My Lt and Sgt will not put me in harms way, that I know. City's answer.. NOT. When the shit hits the fan and we are misdirected by idiots, 1968 all over again , better look out for your partner and team. Burn Baby Burn!!!

A man walks into a pet store and is looking around when he spots a chimpanzee in a cage marked, $1000.

The man looks a little closer and discovers that the chimpanzee is wearing a tie and a hat and is twirling a set of handcuffs around his finger. Curious, the man summons the shopkeeper and asks him what the deal is with this thousand-dollar monkey.

"Sir, You have discovered our Police Officer Monkeys.

This one is our basic Patrol version. It's got a POST Basic
certification; can fire 'Expert' with a Glock, Remington 870,
or an AR15; knows the Penal Code and Traffic Code by heart and is up-to-date on Cultural Diversity and Active Shooter Response. Very good value for a thousand dollars!"

The man is suitably impressed and moves to the next cage, which is occupied by a gorilla -- also wearing a hat and tie, but is gnawing on a pen instead of the handcuffs. The price on this one is $5000.

Shopkeeper exclaims, "Ah, sir! You have discovered the Sergeant model! This one has a POST Advanced certification, is capable of training any other monkeys in basic firearms skills, mechanics of arrest, physical training, investigation and small unit tactics! It can even type! Very good value for five thousand, sir!"

Impressed, the man moves to the next cage. Inside, he finds an orangutan, dressed in the same
hat and tie as the others, but holding only a coffee cup.

"What does this one do that he's worth $12,000?" asks the man.

The shopkeeper clears his throat, "Ah, sir, well .... we've never actually seen him do anything except drink coffee and play with his balls, but he says he's a Lieutenant."

the city opens up bidding to "Mass Transit" FOR WHAT??!!! ONCE AGAIN What the fuck does Mass Transit do besides lock up litter bugs, bums, turnstyle jumpers and loiterers if they indeed do that!! What?? I asked before where do they deploy to and some cps student stated "from the same place special employment works out of" Hey Rhodes Scholar I didnt ask where are they housed.
Let me break it down to you,,,,,where do they go, and again, What the fuck do they do. Mass Transit is a unit that should have been disbanded. You got ordinary citizens taking on the robbers on the cta and as I stated once before, when a call goes over the air involving the el or a bus its the beat car that responds and maybe special employment.
and no bitch, Im certainly not a hair gel police and yes I do work the street since the day I left the academy over 17 yrs ago.

Happened all the time to units like 018 and 001 who didnt have recruits assigned there. How do you think places like 018 get new recruits. They were never trained there but a recruit can be transferred to any district prior to getting off prbation and the contract doesnt apply to him or the transferob
